In recent years, the Civil Affairs Bureau of Jing'an District has intensively practiced the philosophy of "administering civil affairs with a loving heart" and rooted in the pursuit of a people-first approach to continuously improve people's livelihood and well-being, enhance people's quality of life, and facilitate the high-quality development of civil affairs. Secretary Xu, could you provide some specific information by focusing on capability enhancement, foundation consolidation, and social assistance?
Xu Yanhong:
Taking "service-based social assistance" as the starting point and relying on the "Jing'an Neighborhood Care" initiative, we continuously deepen reform and innovation in the field of social assistance. We have successively formulated guiding documents such as the Guidelines for the Standardized Development of "Full-cycle" Service-based Social Assistance in Jing'an District and the Work Guidelines for Promoting the Construction of "Jing'an Neighborhood Caring Station" Physical Space for Service-based Social Assistance in Jing'an District to improve the working mechanism of social assistance and refine the hierarchical and separate structures of the social assistance service system. At present, the "Jing'an Neighborhood Caring Station" has been set up in three sub-districts and towns, including Caojiadu Sub-district, Baoshan Road Sub-district, and Pengpu Town.

In addition, based on the adherence to Party-building guidance, we have coordinated with resources from government departments, enterprises, public institutions, foundations, charitable companies, and other parties to jointly establish the "Jing'an Neighborhood Care" assistance resource community. Now we have set up a list of 75 service-based assistance programs and a resource list of 67 items in three categories, realizing the overall planning and coordination of assistance resources and the effective handling of key cases. Furthermore, we have promoted the capacity building of assistance consultants and developed a full-coverage, multi-faceted, and gradient assistance consultant training mechanism.

We have seen that in promoting the capacity building of assistance consultants, a full-coverage, multi-faceted, and gradient assistance consultant training mechanism has been developed. Could you tell us more about it?
Xu Yanhong:
Okay. We continuously implement service-based assistance programs such as the "Bridge Program", focusing on "multi-source active discovery, multi-channel resource integration, multi-dimensional demand assessment, and diversified professional services" to refine and consolidate service-based social assistance. From January to August, we have assessed the needs of 420 households and provided 4,020 personalized service items in line with the actual needs of people in straitened circumstances.

Secretary Xu, thank you for the introduction. So, what are the highlights and achievements regarding innovation breakthroughs and elderly care services?
Xu Yanhong:
We have pioneered the "Five Beds Collaboration" integrated medical and elderly care service model to meet the increasingly prominent medical service demands of the elderly and integrate medical and elderly care with high quality. Now we have realized the closed loop of medical service and healthcare for the elderly with orderly hierarchical diagnosis and treatment, rehabilitation, and elderly care, ensuring the "last-mile" medical services for the elderly.

So far, the "Five Beds Collaboration" integrated medical and elderly care service model has achieved "full coverage" in three aspects: contract signing, medical and elderly care services, and medical and elderly care data. We have taken the lead in exploring the connection between the "medical" and "elderly care" data of the Health Commission and civil affairs departments, to provide more convenient medical and elderly care referral services for the elderly and to comprehensively improve the quality of medical and elderly care services for the elderly. Since the trial of the "Five Beds Collaboration" model, we have completed referral services for 299 elderly people in total, seeing a steady increase in the occupancy rate of nursing homes from 51% last year to 59%.

Meanwhile, in response to the service needs of the elderly, we have established the "Happy Elderly Life Circle", where elderly people can stay at home and enjoy door-to-door services. With a reasonable distribution of meal service sites, we have built 26 community senior dining halls, serving 3.8 million customers annually. Moreover, we have completed aging-adaptation renovations for 3,209 households, the highest number among all districts in the city’s core urban area. Through the "Old Partners" and "Happy Elderly Companions" programs, we have recruited 4,475 volunteers to pair up and care for 25,395 elderly people with special difficulties, weaving a dense caring service network.

It can be seen that through these measures, elderly care services have become more balanced and accessible. Finally, could you give us a detailed introduction focusing on quality and efficiency enhancement and government services?
Xu Yanhong:
Okay. Jing'an District has created a series of "Jing'an Neighborhood Assistance" services based on the integration of "comprehensive services" at the Community Affairs Service Center, "nearby services" in venues like residential quarters, and "door-to-door services" for those in need. We have comprehensively expanded personal government service channels to ensure the "last-mile" government services.

We have found that 24-hour self-service stations and comprehensive windows of acceptance centers for "One-network-wide Handling" have fully covered sub-districts and towns.
Xu Yanhong:
Yes. Currently, 195 items from 11 lines can be accepted. The remote service stations have covered 249 neighborhood committees and other venues in the district. In response to the needs of specific groups with limited mobility, the Civil Affairs Bureau of Jing'an District has established a closed-loop process of "active discovery, demand assessment, door-to-door assistance, and return visit evaluation". Besides, we have designed a district-level service list for specific groups to encourage each sub-district and town to provide various forms of "door-to-door" services based on the actual situation in the district. By the end of August, we had handled 43,600 service requests and provided consultations to over 53,800 residents from across the district.

In addition, we have taken the lead in handling "citywide" and "cross-provincial" marriage registration and continuously deepened the pilot reform of marriage registration, saving time and costs for people working and living in Shanghai. This year, we have initiated a pilot program for cross-border marriage registration, advancing the “streamlining administration, enhancing oversight, and optimizing service” reform. This initiative aims to cultivate a top-tier business climate and establish a citizen-centric service government.

Subsequently, the Civil Affairs Bureau of Jing'an District will firmly align with the main task of high-quality development, promote the standardization of social assistance services, and set up the physical space for "Jing'an Neighborhood Care". Meanwhile, we will strengthen the assistance consultant team and continuously enhance the sense of attainment, happiness, and security of people in need while actively responding to the aging population, consolidating the construction of the "Happy Elderly Life Circle", and deepening and reinforcing community and home-based elderly care services. Moreover, we will deepen the implementation of "Five Beds Collaboration" to further improve medical and elderly care integration. Furthermore, we will expand the implementation of the "Jing'an Neighborhood Assistance" program to streamline government services and bolster the overall socio-economic progress of Jing'an District.
