As a newly established department, could you unveil the role and purpose of the Data Bureau of Jing’an District?
Xie Zhibin:
Certainly. With the socio-economic development, data has become the fifth major factor of production, following land, capital, labor, and technology. The data industry and digital economy built on data resources are emerging. The establishment of the Data Bureau of Jing’an District is a strategic move to align with this trend and implement President Xi Jinping’s vision for a new development philosophy. What services does the Blockchain Ecological Valley, where we are now, offer to the public?
Xie Zhibin:
Jing’an District is at the forefront of digital economy development, both in Shanghai and nationwide, with a well-established “cloud-intelligence-data-blockchain” industrial framework. Blockchain is a critical digital infrastructure and a strategically significant industry. Jing’an District has been tasked with piloting national blockchain applications, and the “Digital Connectivity Blockchain Valley” serves as the core hub for these applications. As the name suggests, it aims to connect globally, steadily becoming a thriving hub for blockchain innovation.
Xie Zhibin:
Weekly events like “Shibei Blockchain Forum” bring together elites from various sectors, such as experts, scholars, entrepreneurs, investors, and technologists, to discuss the present and future of blockchain. The Valley is expected to become the largest marketplace in the Yangtze River Delta, and possibly nationwide, for matching blockchain application supply and demand. Currently, we are adding an average of three blockchain companies per month, forming a clustering trend. Our goal is to attract 100 leading blockchain companies and 10,000 supporting ecosystem enterprises within three years, creating 300 benchmark application scenarios.

Beyond boosting the digital economy, has the establishment of the Data Bureau of Jing’an District led to adjustments in the mechanisms of One-network-wide Unified Management and One-network-wide Handling?
Xie Zhibin:
Yes. The Bureau’s efforts to unleash data resources’ potential extend beyond socio-economic domains to government reform. The core principle of the “Two Networks” (One-network-wide Unified Management and One-network-wide Handling) is people-centric governance, achieved through data-driven processes that break down departmental silos and enable efficient handling of affairs. The Bureau has strengthened the foundation of the “Two Networks,” enhancing coordination and effectiveness.

Could you elaborate on each?
Xie Zhibin:
Certainly. For One-network-wide Unified Management, the Urban Operation Center of Jing’an District serves as the monitoring platform for the city’s vital signs, a command platform for daily and emergency operations, and a central hub for public needs and big data sharing. By integrating comprehensive data on people, locations, objects, events, and organizations, we have built a full-element, full-time data foundation and a centralized dispatch system supporting over 80 application scenarios to empower the One-network-wide Unified Management. The center operates 24/7, processing 40,000 business tags, collecting 2 million IoT sensor data points, and handling over 1 TB of data daily. It manages 5,000–8,000 work orders per day, using data flow to analyze event streaming and drive agile resolution.
Xie Zhibin:
Currently, 100% of automatically detected work orders are resolved on the same day, while over 99% of proactively identified work orders are addressed. The actual resolution rate and public satisfaction rate for citizen demands remain above 80%, and the average resolution time has been reduced from 14.93 working days to 7.98 calendar days.

You have briefed us on the One-network-wide Unified Management. What about the One-network-wide Handling?
Xie Zhibin:
For the One-network-wide Handling, the Data Bureau of Jing’an District uses data flow to streamline administrative approval processes for citizens and businesses. By enabling remote database access and verification, we reduce the need for repeated document submissions. Remote processing minimizes or eliminates in-person interactions, achieving the goal of “Let data do more of the running and the people do less legwork.”
Xie Zhibin:
The District Government Service Hall serves as a one-stop offline window for businesses, handling 564 types of applications across 29 departments, with a daily average of 600 applications handled. Community Affairs Service Centers in sub-districts and towns serve as offline windows for citizens. Online channels, such as the Suishenban Citizen Cloud Jing’an Flagship Store and the One-network-wide Handling Jing’an Channel, extend virtual service windows to office buildings and parks. Continuous optimization of online and offline services through the One-network-wide Handling has enhanced convenience for citizens and businesses. Currently, Jing’an District offers 52 cross-provincial services for the Yangtze River Delta region, 24 “benefit-without-application” services, and 44 AI-assisted services.

What are the Bureau’s plans for the future?
Xie Zhibin:
Moving forward, the Bureau will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will focus on cultivating data resources, energizing the digital economy, and supporting high-quality development in Jing’an. We will also empower grassroots communities through digital tools, improve the quality of life, and drive government reforms via data-driven approaches to achieve efficient governance, thus contributing to Jing’an’s next phase of growth.
