In recent years, the Sports Commission of Jing'an District has closely centered on the "Four Goals" set forth by the CPC Jing'an District Committee. By adhering to a planning-oriented, problem-oriented, and demand-oriented approach, it has continuously optimized the construction planning of sports facilities, enriched the supply of public sports services, and advanced the development of the sports cause to a new level. Could you please tell us what we have done to optimize the planning layout?

 

Ma Jiabin:

Certainly. On July 1 this year, the Gonghexin Road Sub-district Community Fitness Center was put into operation. Since its opening, its affordable price and comfortable environment have attracted surrounding citizens of all ages to come for fitness. In particular, the project with an annual fee of only RMB 680 has drawn numerous white-collar fitness enthusiasts.

Yes, accelerating the planning and development of "small and complete" public sports facilities like the community fitness center is a key initiative launched by the Sports Commission of Jing'an District to address people's needs and overcome existing shortcomings.

 

Ma Jiabin:

In recent years, Jing'an has made great efforts to address the challenge of "where to go for fitness" in densely populated urban areas. The district is committed to building a "15-minute community sports life circle" by utilizing existing resources, optimizing the planning and layout of public sports facilities, innovating the supply model of facilities and services, and constantly excavating fitness space for residents. These efforts have brought an array of high-quality and diversified public sports facilities that are "conveniently located and accessible."

As we can see, as of the present, the per capita sports venue area in Jing'an District has reached 0.97 square meters. During the "14th Five-Year Plan" period, the average annual venue area rose by approximately 10%, registering the largest increase in this five-year planning and development cycle over the years.

Yes. By the end of this year, Jing'an District will build a public sports facility system consisting of 684 community fitness centers, 10 citizen gyms, 7 citizen fitness stations, 2 staff fitness stations, 26 multi-purpose courts for citizens, 42 citizen fitness trails, 54 building gyms, 10 Sports and Health Homes for the Elderly, 6 community citizen fitness centers, and 4 district-owned public stadiums. This initiative will enable complete coverage of the "15-minute community sports life circle" within the community infrastructure.

Certainly. In recent years, the Sports Commission of Jing'an District has accelerated the construction of the "15-minute community sports life circle." To this end, it has continuously innovated carriers to develop various sports venues tailored to local conditions, from riverbanks to spaces beneath bridges, and from large shopping malls to grassroots communities. The commission has conducted a proactive approach in exploring "management" and "utilization" following the "construction" stage. The aim is to establish a long-term management mechanism integrating "co-construction, co-management, and sharing" to enhance the utilization rate and management level of sports facilities.

Currently, a feedback mechanism for inspection, maintenance, and safe use of public fitness equipment has been established in Jing'an District. This mechanism involves the collaborative efforts of three primary entities: the Sports Commission of Jing'an District, the Sub-district Community, and third-party maintenance companies. The objective is to perform dynamic maintenance of equipment to ensure it remains in optimal condition.

 

Ma Jiabin:

The Sports Commission of Jing'an District has also continuously explored ways to utilize existing public sports spaces effectively. By upgrading and renovating the infrastructure and environment of public stadiums in Jing'an District, and increasing the R&D of intelligent management systems for these venues, the commission has taken multiple measures to optimize the allocation of public sports venue resources. These efforts aim to maximize the effective use of venues and ensure that citizens receive precise facility services.

So, how can we effectively implement a three-pronged approach to shift the focus from "having" to exploring "quality"?

 

Ma Jiabin:

In recent years, a series of sports regulations and policies have been issued by the central government and local governments, offering new ideas and directions for Jing'an District to enrich the connotation of national fitness and provide precise services in the future. Jing'an District will shift its focus from merely "having" facilities to exploring a new development model centered on "quality" and "excellence." The district will prioritize creating an age-friendly environment in the construction and planning of public sports facilities, enhancing the diversity and richness of public welfare services, and improving management through technology for more intelligent and convenient operations. A combination of steps will be taken to build a higher-level public service system for national fitness.
