The 14th Five-Year Plan for Shibei Functional Zone has been adopted at the 236th Routine Meeting of the District People’s Government. We hereby issue it to you, and request you to implement it conscientiously.
The 14th Five-Year Plan for Shibei Functional Zone
During the "14th Five-Year Plan" period, Shanghai will act as a vanguard and a pioneer, bravely shoulder the heaviest burden and gnaw the hardest bones, promote the digital transformation of the city, and build an international digital capital. Jing'an District will continue to enhance its global resource allocation capability and urban brand influence, and basically build an international modernized urban area.
The Shibei functional zone has a total planned area of 3.31 square kilometers. It is the core component of the innovation and creativity cluster in the two wings of the central ring of the Jing'an District's "one axis and three belts" strategy. It is also the frontier for Jing'an District to connect with the construction of Shanghai Science and Technology Innovation Center. As the national transformation and upgrading demonstration area of the Yangtze River Economic Belt, Shanghai's first cloud computing industry base, big data industry base, and the first batch of Shanghai ultra-high-definition video industry demonstration bases, the functional zone has changed from "traditional industrial zone" to "development of the productive service industry proposed first city-wide” and then the gorgeous transformation of “moving towards high-quality development featuring data intelligence”. At present, the functional zone has obvious location advantages, prominent economic energy level, and distinctive industrial characteristics. It is the key development area of "3+5+X" in the city, and takes "constructing the capital of China's big data industry and building China's innovative industrial community" as the strategy to shoulder the important mission of "starting Shanghai's famous gardens and embodying Jing'an's undertaking”.
To this end, the Shibei functional zone urgently needs to give full play to its first-mover advantage, location advantage, resource advantage, brand advantage, and scene advantage. Guided by the construction of a domestic leading "Shibei Digital Intelligence Ecological Park", it will fully benchmark Shanghai's "Four Functions", actively responding to the development requirements of the "five-type economy", representing Shanghai and even the country to seize the new track of the digital intelligence economy, occupy the commanding heights of digital intelligence technology, and make significant contributions to the construction of Shanghai's international digital capital and the rise of northern Jing'an.
I. Entering A New Stage of Functional Improvement
1. The main results achieved
Since the "13th Five-Year Plan", the functional zone has closely revolved around Jing'an's "one axis and three belts" development strategy, and has made significant breakthroughs in economic energy level scale, concentration of innovative elements, major project construction, and comprehensive service functions.
1.1 The scale of economic energy level continues to break through
The scale effect of economic volume is becoming more and more significant. As of the end of the "13th Five-Year Plan" period, there were more than 2,800 registered enterprises in the functional zone and 1,470 local operating enterprises. In 2019, the total revenue of the functional zone exceeded 200 billion yuan, and the total tax revenue reached a maximum of 9.5 billion yuan. In the past five years, enterprises in the functional zone have achieved a total revenue of 989 billion yuan and a total tax revenue of 47.09 billion yuan. Compared with the end of the "12th Five-Year Plan" period, the total revenue of the enterprise increased by 107% and the total tax revenue increased by 105%. At the end of 2020, the tax contribution of Shibei High-tech functional zone has reached 12.4%. In the comprehensive evaluation of the development zone of the Municipal Commission of Economy and Information Technology, the unit land tax output intensity of the functional zone ranks second in the city.
The trend of "headquarters support and digital intelligence empowerment" has begun to emerge. During the "13th Five-Year Plan" period, the functional area as a whole showed a development tone of "based on the headquarters economy and characterized by the digital intelligence economy and the real economy empowered by digital intelligence". At the end of the period, there were 21 regional headquarters of multinational companies in the functional zone, and more than 60 state-owned enterprises and industry leading enterprises with headquarters characteristics, including Kohler, Dexon, Sherwin-Williams, CRSC, Shanghai International Tendering, Shanghai Credit Investment, Inspur Group, Weining Health, Dr. Peng, Longyuan Construction, etc.; there are 16 tax-paying enterprises with more than 100 million yuan, 78 tax-paying enterprises with 10 million yuan, and 297 tax-paying enterprises with one million yuan; 23 listed companies and 115 high-tech enterprises. During the "13th Five-Year Plan" period, a total of 1,031 new companies were introduced, and an average of 1 company was registered or settled in office every 2 days; The proportion of technology-based enterprises introduced has increased year by year, the number of introduced enterprises in that year by the end of the period reaching 63%.
1.2. Elements of Industrial Innovation Accelerate Convergence
Shanghai's first "Data Intelligence Industry Chain Map"
Big data realizes the optimization and improvement of the whole chain and the whole ecology. The Shibei functional zone is the core area of the National Big Data New Industrialization Demonstration Base. As the first “Shanghai Big Data Industrial Base”, the functional zone is designed according to the top-level design of Shanghai Big Data “Five-in-One”, and has attracted important resource platforms such as the Municipal Government Big Data Center, Shanghai Big Data Co., Ltd., Shanghai Data Exchange Center, and Shanghai Big Data Alliance, and has released the city's first "Data Intelligence Industry Chain Map". At present, there are more than 170 big data enterprises recognized by the Municipal Economic and Information Commission, such as: Dataport, Zhendao Information, Baozun E-commerce, Geer Software, Dr. Peng, Gaozhong Technology, Huayuan Data, etc. accounting for nearly one-third of the total number of such enterprises.
The blockchain starts a forward-looking, leapfrogging, preemptive layout. As the first blockchain industry featured project in Shanghai, Shanghai North Blockchain Ecological Valley officially opened in June 2020. The functional zone unites with leading enterprises and institutions such as Huawei, Information Development, Wanxiang Blockchain, and the Software Center of the Shanghai Academy of Sciences to jointly create a "1+3+N" industrial innovation ecosystem. At present, it has successively absorbed nearly 20 blockchain companies including Matrix Element, Xinyi Technology, and Zhongxiangbit, focusing on key areas such as "digital finance, data transactions, and cross-border trade", and striving to seek a new breakthrough in common key technology research and development at the bottom of the blockchain.
5G closely follows the development themes of "Dual Gigabit" and "Ultra HD". Focusing on new infrastructure and online new economy, with 5G technology as an important support and application scenarios as the key core, explores the construction of a "dual gigabit industrial ecosystem". The functional zone, rated as a demonstration base for the ultra-high-definition video industry in Shanghai, gives full play to its supporting role in such fields as online medicine, online education, intelligence security, and intelligence smart parks, and breaks the technical barriers in important links such as remote maintenance on the industrial application side, cloud-side collaboration, and perception collection.
Innovative application scenarios form large-scale and standardized centralized display. The "Shibei High-tech Enterprise AI Experience Hall" was built in the functional zone, which focused on displaying a number of innovative application scenarios of big data, involving more than ten industries such as government affairs, transportation, medical care, finance, retail, tourism, energy, and security. Through immersive and visual interactive experience, it fully reflects the irreplaceability of big data in core technology breakthroughs, high-tech achievements transformation, and refined urban management, and at the same time provides "Shibei answers" to the digital transformation of cities.
The construction of functional platforms has moved towards a new height of diversification and strong integration. At present, the functional zone has attracted 4 national-level platforms and laboratories, more than 10 municipal-level innovation function platforms, more than 20 high-level enterprise R&D platforms, and 5 various incubators. During the "13th Five-Year Plan" period, the amount of invention patent authorization of the functional zone enterprises exceeded 1,000, and there were 25 high-tech achievement transformation projects; more than 310 enterprises incubated, 113 enterprises being incubated, and 63 accelerator enterprises were in the National Incubator of Junengwan, the incubation success rate has reached 96%, and the enterprise patent coverage rate has exceeded 50%. It has cultivated three main board listed companies of Geer Software, Dataport and Fengyuzhu. The functional zone has also established a big data industry fund of 1 billion yuan, 20 companies have been included in the introduction and training plan, and formed an echelon of companies listed on the Science and Technology Innovation Board. Among them, China Resources Microelectronics and CRSC's parent companies have been listed on the Science and Technology Innovation Board.
The convergence of innovative talents highlights the trend of high quality and specialization. As of the end of the "13th Five-Year Plan" period, the total number of employees in the functional zone exceeded 55,000. Among them, 45% have a bachelor’s degree or above, the proportion of talents in the IT industry has further expanded, the proportion of academicians, experts and overseas returned innovative talents has steadily increased, and the overall average age of talents has shown a younger trend.
1.3. Major project construction progresses steadily
The industrial carrier development model is becoming more and more mature. During the "13th Five-Year Plan" period, the construction area of key projects in the Shibei functional zone was nearly 1.4 million square meters, including Shibei One Center, Shanghai Blockchain Ecological Valley, Junengwan Innovation Community, Shibei Zhihui Park, and Shibei New zhongxin and other industrial carrier projects. Among them, Shibei Zhihui Park, Shibei New Zhongxin, Shibei One Center and other projects have been put into use one after another. The Shanghai Blockchain Ecological Valley and Junengwan Innovation Community were also completed at the end of 2020.
Infrastructure construction has entered a new stage. The functional zone took the lead in launching rental housing construction projects in the city, and further expanded the scale of rental housing supply. In addition, about 245,000 square meters of municipal roads, greening, public facilities and other infrastructure have been built successively, including:Kangning Road (Wenshui Road-Zomatang), Jiaocheng Road (Yuanping Road-Pengyuepu), Yunzhao Road, Jiangchang Road Pumping Station renovation, Zoumatang renovation, Zhongyang Lake Bridge, etc.
The overall transformation of the stock opens up room for growth. According to the short-, medium- and long-term planning of the functional zone, in the light of the existing land resources that can be developed in the future, follow the principles of sustainable, high energy efficiency and multi-dimensional development, carry out field visits and survey in combination with the actual situation of the region, and complete the preliminary research and demonstration of the regional transformation plan work to lay a solid foundation for the next overall transformation.
The integration of the Yangtze River Delta forms a linkage situation. Combined with the favorable situation of the integration of the Yangtze River Delta, the functional zone promotes the construction of Shanghai Shibei High-tech (Nantong) Science and Technology City, establishes a model of cross-river cooperation, and initially forms a development pattern of internal and external opening and linkage. Through the spatial layout of "one belt and three parts" and the industrial layout of "one core and three drives", we will strive to build a model of high-quality development, industry-city integration and coordination, and integrated cooperation in the Yangtze River Delta. As of the end of the "13th Five-Year Plan" period, Shibei Nantong Science and Technology City has completed a total investment of 37 billion yuan in fixed assets, introduced more than 200 enterprises, and achieved a tax revenue of 1 billion yuan in 2019. A number of innovative enterprises with sufficient technology, including Gelubo Technology, Zhisheng Microelectronics, Yutai Semiconductor, etc. have settled down successively, forming an industrial chain of new energy vehicles and intelligent sensing that has begun to take shape, and making the display degree of Shibei high-tech brands further improved.
1.4. The comprehensive service system is improving day by day
Comprehensive integration of basic services. Starting from the actual needs of enterprises, the functional zone optimizes and adjusts the service platform for enterprises and talents, and further strengthens the carrying function of service fulcrums such as the Big Data Innovation College, Shibei Health Clinic, North Shanghai Hotel, and Shibei Business Center.
Explore the government-enterprise linkage mechanism. Actively respond to the construction of Shanghai's "two networks", establish a government-enterprise service center, explore and implement the "forward-moving mechanism" of government services for enterprises, and continue to optimize the business environment. and take multiple measures from the three perspectives of "through policy, data, and resources" to provide full conveniences for enterprises to handle affairs
Promote the construction of intelligence smart parks. The functional zone adheres to the ecological construction planning and creation goal of "smart transformation, micro-carbon zero emission", successfully passed the re-evaluation of the national-level ecological industrial demonstration park at the end of 2019, and fully implemented the artificial intelligence application scenario demonstration action plan to create a high-tech smart management in Shibei comprehensive system (Jing'an "151 Project"), Shibei rental housing intelligent system and other industry big data application demonstration sites. Relying on the technological advantages of big data and cloud computing, it has established an intelligent monitoring "management cloud" platform with "big data + Internet of things + BIM + GIS" as the core, constantly striding towards "data visualization, high-end technology, scientific operation, and management refinement".
Party building leads the improvement of quality and efficiency. By paying close attention to the awareness of responsibility fulfillment, grass-roots organization construction, theoretical armed study, innovation of party building activities, and construction of party conduct and discipline, comprehensively and firmly establish the "four consciousnesses", and resolutely achieve "two maintenance". In an all-round, wide-area, multi-dimensional manner, simultaneously plan, implement, advance and give full play to the dominant role of party building work in leading the development of the functional zone and enterprises.
2. Insufficient gaps exist
After several rounds of transformation, the functional zone has become a digital and intelligent brand characteristic park with great influence in Shanghai and even the Yangtze River Delta region. However, there are still some deficiencies in the process of transformation and iteration, mainly reflected in:
The industrial energy level needs to be improved. At present, the contribution of the big data industry to the tax revenue and output value of the functional zone is still relatively low, and there are problems of excess light and insufficient heat. In particular, there is a lack of head-type and locomotive-type enterprises featuring big data, resulting in a low level of digital intelligence economy and low radiation impact.
Application-drive needs to be broken through. Many application scenarios involved in big data have problems such as mismatching application requirements and lack of in-depth application. Big data does not play a strong role in supporting the real economy in functional zone, and a trend of explosive growth of industries driven by applications has not yet formed
Innovation capacity needs to be enhanced. Enterprises with key technology reserves in the functional zone are still insufficient, and there is a lack of system-level and architecture-level big data products. In addition, there is still a lack of high-level innovation platforms, the lack of heavyweight international innovation platform brands, and the failure of existing platforms to form more technological transformations, making it difficult to attract global high-end value chain companies.
Comprehensive support needs to be improved. The density of the road network is still low, the public transportation is not convenient enough, and the coverage rate of rail transit stations is less than 40%. Schools, hospitals, community commerce, cultural and sports facilities and other public service facilities are insufficient. Compared with the first-class international blocks and core business districts, the overall integration of industry and city is relatively low, and it is urgent to increase the supporting facilities such as cultural entertainment and life services with high quality and excellent service to meet diverse service demands and spiritual and cultural experiences.
3. Opportunities and challenges faced
From the perspective of global economic development and the impact of the pandemic, although the "14th Five-Year Plan" period is full of uncertainties, digitalization is in the ascendant, and the development opportunities of functional zone outweigh the challenges.
Digital transformation is accelerating. Today's world is in a transitional period when the digital economy and the industrial economy meet and change. The digital economy has increasingly become an important industrial foundation, business model, and new economic form, which continues to trigger "digital changes" in various economic and social fields. Our country is accelerating the construction of a "5G + cloud + AI" ecosystem. The integration of 5G, cloud and AI is "refining" more application value from data, and accelerating the improvement of productivity at different levels such as enterprises, industries and supply chains in the form of digital overflow, become the engine of economic growth. The functional zone seizes the opportunity of digital transformation, takes the construction of Shanghai International Digital Capital as an opportunity, vigorously develops the digital economy, promotes breakthroughs in key core technologies, attracts and cultivates a group of high-quality enterprises with good growth potential and great development potential, and creates a new bright spot for the development of the digital economy, forming a digital industry cluster with international competitiveness.
"New infrastructure" investment broke out against the trend. With the full roll-out of the "new infrastructure" project, the powerful cross-border integration capabilities of digital technology will be fully released, which will then inject strong impetus into industries such as manufacturing, urban infrastructure, finance, and logistics. As an industry pioneer who has been deeply involved in the cloud computing and big data industries for many years, the functional zone can make full use of the "new infrastructure" policy dividend, combined with the good opportunity of the comprehensive management construction of smart parks and the transformation of urban functions, to promote digital transformation and drive industrial agglomeration, thereby promoting the functional zone to advance towards larger scale, more attractiveness, and higher quality.
The integration of the Yangtze River Delta is advancing steadily. After the integration of the Yangtze River Delta has become a national strategy, Shanghai has further played the role of the leading city in the urban circle, attracting more and more companies in the Yangtze River Delta to set up functional headquarters such as R&D and settlement. Deepen inter-city exchanges in the Yangtze River Delta region, actively meet the needs of the surrounding cities in the Yangtze River Delta to build a "technological innovation enclave" in Shanghai, and realize a benign two-way interaction between "Shanghai R&D" and "local production". At the same time, the functional zone seizes the opportunity of integrated development in the Yangtze River Delta, strengthens communication and cooperation in the hinterland, fully gathers various resource elements, and uses as a lever the first-mover advantage of the big data industry, to constantly promote the development and construction of Shibei (Nantong) Science and Technology City, and form an industrial radiation drive effect.
The regional strategy is implemented in depth. As an important part of the "Innovation and Creative Development Agglomeration Belt in Two Wings of Central Ring", the Shibei functional zone focuses on high-quality big data and artificial intelligence enterprises with "cloud and data linkage", deepens cross-industry integrated application, and with the high-efficiency development of the digital and intelligent economy, it is deeply integrated into the construction of the Shanghai Science and Technology Innovation Center and the construction of the National Big Data Comprehensive Experimental Zone, and has become a leading big data resource gathering place in China. Taking the implementation of the "Global Service Provider Plan" as an opportunity, the Shibei functional zone will make full use of the agglomeration of various resources and elements to promote a new round of kinetic energy transformation and structural transformation. Cooperate with the Municipal Economic and Information Commission to carry out the work related to the identification of key big data enterprises, and take multiple measures to promote the related construction of the Shanghai National Big Data Comprehensive Pilot Zone, Jing'an District "National New Industrialization Industry Demonstration Base (Big Data)" and "Shanghai Big Data City Management and Social Governance Pilot" .
At the same time, it is imperative to see the difficult challenges that the transformation and upgrading of the functional zone also urgently need to deal with. The growth of the world economy has slowed down sharply, and the functional zone is facing enormous pressure to maintain growth. The digital economy market is highly monopolistic, and a few industry leaders are building their own technical barriers through the control and monopoly of underlying technologies, standards, and intellectual property rights, which will inevitably increase the difficulty of upgrading the functional zone. The competition in digital parks has intensified, and Shanghai is accelerating the release of new industrial space. During the "14th Five-Year Plan" period, the overall transformation and layout of the "3+5+X" industry key areas will be accelerated, and the competition in digital parks will become fiercer.
II. High-quality Construction of a Domestic Leading "Shibei Digital Intelligence Ecological Park"
1.Guiding ideology

2. Basic principles
Insist on increasing density and improving efficiency. Based on the location characteristics and industrial foundation, follow the upgrade rules of the functional zone, take the leading and locomotive enterprises of big data as the traction to expand the characteristic industries, fully empower the digital intelligence economy, and form a strong industrial IP with high identification and wide radiation. Benchmark with international standards and domestic first-class standards, adapt to the iterative needs of the digital and intelligent economy, gather new elements such as knowledge data, core technologies, talent intelligence, and application scenarios to build new advantages in resource endowments.
Adhere to optimizing environment and building quality. Adhere to "people's cities built by the people, people's cities built for the people", with people-oriented design and group layout, build innovative industrial communities with integration of industry and city, working-living balance, ecological livability, and convenient transportation, and create a relaxed environment for innovation and entrepreneurship, a harmonious humanistic environment, and a futuristic technology experience environment, setting a model for high-quality park construction.
3. Development goals
By 2025, through the doubling of investment attraction, the enhancement of the headquarters economy and the efficiency of key industries, the increase of land yield per mu, the growth rate of major projects, and the enhancement of service efficiency, make every effort to gather digital and intelligent industries, optimize the comprehensive ecology, deepen the integration of industries and cities, and start the functional area brand with initial success, strive to achieve innovation leadership, functional breakthroughs, and quality leaps, and initially build a leading “Shibei Digital Intelligence Ecological Park” in China.
3.1 The energy level increases steadily. Continue to increase innovation concentration, economic density, and investment intensity to ensure stable economic growth and simultaneous improvement in quality and efficiency. The output intensity of unit land tax revenue in the park continues to be at the forefront of the city's development zones, and its contribution to the Jing'an regional economy is increasing year by year.
3.2. High-end and efficient industry. Focus on the core links and key areas of the digital intelligence industry chain, increase investment in science and technology, gather resource platforms, and accelerate the transformation of achievements. Introduce industry giants with world-class influence and top technology products, absorb a number of leading digital and unicorn companies to settle down, and cultivate a number of intelligent and innovative technology and innovation enterprises. Within the scope of statistics of the Municipal Commission of Economy and Information Technology, the proportion of big data core enterprises continues to lead the city.
3.3 Function leap breakthrough. High-standard planning, high-starting point construction, creating a functional structure that matches Jing'an's construction of "a new benchmark for the central city and a new highlight of Shanghai's development", and become a highland for the allocation of digital and intelligent resources, innovation sources, application demonstration, enterprise incubation, and talent training.
