The 14th Five-year Plan for Suhewan Functional Zone has been adopted at the 236th Routine Meeting of the District Peoples Government. We hereby issue it to you, and request you to implement it conscientiously.

 

The 14th Five-year Plan for Suhewan Functional Zone

 

Located on both banks of Suzhou Creek in Jing'an District, the Suhewan zone is an important composition of the "one river, one creek" in Shanghai and the core section of Suzhou Creek waterfront in the central urban area. The Suhewan zone core is the "Suhewan waterfront business agglomeration area", which covers an area of 4.2 square kilometers. The area extends north to that along the railway, south to the Xinzha Road (west of the 2nd Shimen Road) and West Beijing Road (east of the 2nd Shimen Road), east to the Luofu Road and North Henan Road, west to the Suzhou Creek, Anyuan Road and Jiangning Road. The riverside line of Suzhou Creek in the area is 6.3 kilometers long, of which the north shore line is 4.7 kilometers long, the south shore line is 1.6 kilometers long.

The 14th Five -year Plan period is the first five years for China to build on the momentum and embark on a new journey of fully building a modern socialist country and march towards the second Centennial goal after building a well-off society in an all-round way and achieving the first Centennial goal; it is the key five years for Shanghai to comprehensively deepen the building of the "five centers" at a new starting point and to accelerate the construction of a modern socialist international metropolis with world influence; it is the decisive five years for Jing'an District to promote the development strategy of "one axis and three belts" with high quality and strive to move towards an excellent modern international urban area; it is also a critical stage for the Suhewan zone to take over from the past and set a new course for the future, build high-standard carriers, create a high-quality environment, introduce high-function business forms and vigorously develop the headquarters economy, fully promote the upgrading of both the function and form. This planning is hereby prepared in order to achieve the construction goals of "international Jing'an and excellent urban area" and continuously improve Suhewan’s areal economic density, opening-up height, innovation concentration and radiation intensity.

I.  Main Achievements and Development Bottlenecks During the 13th Five-year Plan period

At the beginning of 2016, the new Jing'an, after "revoking two districts and building one district", drew a new blueprint for its areal development. The area dimension of Suhewan  extended from north to south to the Xinzha Road and West Beijing Road, with an area increased from 3.19 square kilometers to 4.2 square kilometers, and the north and south sides changed from opposite development to mutual integration. During the 13th Five-year Plan period, the Suhewan zone was positioned as the culture, leisure and entrepreneurship gathering belt on both sides of the Suzhou Creek in the "one axis and three belts" development strategy of Jing'an District. It was not only the strategic layout of Jing'an to serve the building of Shanghai's "four centers" of an international metropolis, but also the strategic choice to benchmark international riverside cities and create a new benchmark and new highlight.

During the 13th Five-year Plan period, Suhewan, focusing on the goals of higher areal development function level, stronger comprehensive strength, better spatial form and more beautiful urban environment, built a smart, cultural, low carbon and excellent "heart of the city". Relying on Jing'an's "global service provider plan", Suhewan built up an areal industrial system represented by professional services, high-end commerce and trade, financial services and cultural and creative industries. During this period, the total tax revenue of the Suhewan zone reached 39.024 billion yuan RMB, accounting for 11.32% of the total tax revenue of the District. There were 17 regional headquarters of multinational corporations in the area, 18 buildings with tax revenue exceeding 100 million yuan RMB, and the total amount of the key functional development projects in the Suhewan core area reached 3.242 million square meters. By the end of the 13th Five-year Plan period, the volume of business and commerce in the Suhewan core area was about 3.1 million square meters, the volume of high-end housing was about 2.08 million square meters, and the public service facilities were about 780,000 square meters, and all of these laid a solid foundation for the rapid and high-quality development in the next stage.

1  Main achievements

1.1  Adhering to high-end guidance and creating a high-quality "one creek and two banks" planning

After "revoking two districts and building one district", the District Party Committee and the District People’s Government attached great importance to the overall planning of "one creek and two banks", by benchmarking the riverside planning of the internationally famous cities, determined the design concepts of "cultural guidance, function remodeling; cross-creek suture, public opening; activity connection, slow moving network; cultural demonstration and environmental improvement". In 2017, the "Urban Design Planning of One Creek and Two Banks" focusing on cross-creek integration was completed. At the same time, with in-depth study, the construction guidelines such as slow-moving system, historical features, architectural color and green and low-carbon were formulated, and the overall layout of the areal development and distinctive industrial theme was defined, which played an important leading role in the areal development.

1.2  Building advantageous industries into new platforms for urban high-end service functions

The Suhewan zone accelerated the agglomeration of advantageous resources and promoted the construction of an industrial system dominated by human resources services, new commerce and trade, functional finance, culture and creation, etc. It built an "upgraded" National Human Resources Industrial Park and set up a talent service highland "based on Shanghai and linked to the world". It attracted financial institutions and capital agglomeration, and laid a good business environment for the integrated development of finance and science and technology. It built a cultural and creative industry agglomeration belt, and steadily improved the areal brand image and areal value.

1.3  Enhancing the areal image and highlighting the new quality of the urban space on both sides of the Suzhou Creek

With the completion and opening of the Changping Road Bridge, the reconstruction and expansion of the Qufu Road and the gradual completion of North Cross Passage, the network traffic in the Suhewan zone was continuously improved. The 6.3km waterfront and shoreline of the whole Jing'an section of Suzhou Creek was connected, and 6 public green spaces were built, with a newly increased area reaching 2.17 hectares. The construction of the Suhewan central green space project was started, initially forming an urban three-dimensional greening network of "small pieces jointed together, scatted areas assembled, small areas with diversity and green fields for sharing" on both sides of the Creek, so that the areal environmental quality was continuously optimized.

1.4  Paying equal attention to protection, development and function renewal, and continuing the historical contexts of the city

Relying on the historical buildings listed as protective development and construction projects in the area, Suhewan created the landmarks of cultural creativity, art exhibitions, historical memorials and high-end business fashion, actively explored and excavated the details of the Red culture, Shanghai style culture and national industrial and commercial culture, implanted modern service industry formats, and developed service products and modes with unique cultural charm and international attraction.

2  Development bottleneck

2.1  Waterfront business not fully developed and its vitality and charm not fully displayed

The construction of waterfront artistic conception and spatial form of "one creek and two banks" in the Suhewan zone was not perfect, the waterfront business formats and images were lack of whole creation, and the functional openness was insufficient; the view corridors and public passages of the hinterland business sector and waterfront space were not perfect, and they were not water-loving or didn’t offer a view of the water; the linkage between the two sides of the Suzhou Creek was not fully realized, and the utilization of waterfront and shoreline resources was relatively insufficient, and there was a lack of landmark buildings.

2.2  The aging problem of traditional business districts being obvious, and the functional forms needing to be upgraded

The aging problems of the function forms and space environment of the commercial facilities of the Shanghai Railway Station and its surroundings were serious, and the traffic organization was complicated, which affected the further development and upgrading of the Shanghai Railway Station as a hub in the central urban area. The consumption environment of the Qipu Road and other traditional business areas was rather poor, and the business functions lagged behind the development needs, which was far from the development positioning requirements of the Suhewan World-class Waterfront Business Area.

2.3  The industrial development orientation being not clear, and the scale and function level needing to be improved

During the 13th Five-year Plan period, the advantages of human resources service industry in the Suhewan zone were obvious, but the leading industry that played a leading role in the area was not clear, the pillar industry that could support the economic scales of the whole Suhewan zone was not formed, and the leading industry focusing on future development was still under exploration. There was still considerable room for development in terms of industrial upgrading, industrial internationalization, industrial agglomeration, industrial integration and coordination and enterprise scales.

II.  Development Environment During the 14th Five-year Plan Period

1  External development environment

At present, the international environment is becoming more and more complex, and the development patterns of economy, science, technology and culture are undergoing profound adjustments. China has embarked on a new journey of building a modern socialist country in an all-round way. A new development pattern with the domestic cycle as the main body and the domestic and international double cycles promoting each other is taking shape. The domestic economy has shifted from a stage of high-speed growth to a stage of high-quality development.

At present, Shanghai is fully promoting three new major tasks and the construction of "five centers", strengthening the "four functions" and accelerating the construction of a modern socialist international metropolis with world influence. Jing'an District has made remarkable achievements in the areal economy and social development since the "revoking two districts and building one district". Now by closely focusing on the goal of "building an excellent modern international urban area", it is maintaining strategic concentration, actively forging ahead, and firmly grasping the initiative of future development in cultivating opportunities and opening up a new situation.

During the 14th Five-year Plan period, by bench-marking the development and construction standards of international excellent waterfront business districts, the Suhewan zone will continue to deeply implement the development strategy of "one axis and three belts", coordinate the spatial layout, industrial functions, public services and comprehensive environment and other aspects, make overall plans, implement them step by step, make breakthroughs in the key areas and advance them in a coordinated manner. With the clustered development, advanced  development and radiation leading of the core areas driving the overall improvement of functional areas, it will make great efforts to build a governance system of overall promotion and organic connection, and strive to achieve the unity of development quality, structure, scale, speed, efficiency and safety.

2  Areal development environment

According to The Construction Planning for the Area Along the Suzhou Creek (2018-2035), the area along the Suzhou Creek is positioned as a typical demonstration area suitable for living in a mega city, and the Suhewan zone is positioned as a "high-quality central activity area" in the eastern part of the inner-ring road. Several requirements are defined for the regional development and construction: in terms of industrial functions, it shall gather high-level commercial services, leisure and entertainment, culture and exhibition and other public functions, by combining with the regional characteristics, develop a community of science and technology and business with the integrated compound innovative elements such as science and technology, business and cultural life. In terms of public space, it will increase public space in combination with connecting the walkways to form a sequence of primary and secondary public space points at the first level of the riverside, and focus on creating public activity nodes such as cultural exchanges, tourism and leisure and other public activities in the central activity areas, important business and commercial areas and large green parks. In terms of comprehensive transportation, it will promote the construction of motor vehicle bridges in an orderly manner. In terms of history and culture, it will activate and utilize historical resources and pay attention to the functional replacement and vitality revival of industrial relic buildings.

The Suhewan zone of Jing'an has unique geographical, landscape, cultural and spatial advantages in building a world-class waterfront central activity area and headquarters economic agglomeration area:

The regional spatial advantages on both sides of the one creek. Suhewan is an important area of Shanghai's "one river, one creek" development strategy. By closing to Lujiazui, the Bund and the West Nanjing Road, it has the most central regional transportation hub in the city - Shanghai Railway Station. Under the background of the integrated regional development of the Yangtze River Delta, the role of the regional hub portal will be further strengthened. At the same time, Suhewan is also a characteristic area with unique "one creek and two banks" and "a combination of Chinese and Western elements" in the central urban area. The spatial scales of the river courses in the area is suitable and pleasant and the water-loving characteristics are obvious. The 6.3 km waterfront footpaths on both sides of the Creek has unique waterfront spatial characteristics and water-loving environmental charm.

Excellent historical and cultural resources. Suhewan is the most abundant and representative section of Suzhou Creek cultural heritage. There are 17 style and feature protection neighborhoods, more than 70 historical and cultural relics protection units, and a total of about 500,000 square meters of historical buildings in the area. During the 14th Five-year Plan period, it will focus on promoting the protective development of these historical and cultural resources, not only inheriting the historical contexts and creating new historical and cultural landmarks in the central urban area, but also fully reflecting the combination of historical inheritance and transformation development, and promoting the "orderly renewal, activation and utilization" of the historical and cultural resources.

The advantages in carrying capacity of industrial development. As the core area of the central urban area carrying the extension and development of the West Nanjing Road functional area, Suhewan has great industrial development space and potential. At present, the reconstruction of the Suhewan old area has been basically completed, and the agglomeration of the professional service industries such as human resources, legal services, inspection and certification, advertising media and so on has been preliminarily formed. During the 14th Five-year Plan period, more than 1.6 million square meters of business office buildings will be planned to be built in the Suhewan Functional Zone, which will greatly improve the industrial carrying capacity and form the basic advantages of industrial development.

III.  General Ideas and Main Objectives of the 14th Five-year Plan Period

1  Guiding concept

It will take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth and fifth plenary sessions of the Party's 19th National Congress, practice the important concept of "people's cities built by the people, people's cities built for the people", implement the decisions and arrangements of the Municipal party committee, Municipal government, the District party committee and District government, adhere to the guidance of the "Shanghai 2035" and "one river one creek" planning, by centering on the development goal of building "an international Jing'an and an excellent urban area", promote with high quality the development strategy of "one axis and three belts", and strive to improve the urban form and function of the Suhewan urban area, enhance the industrial scale and function level, and promote Suhewan to enter a new round of high-quality development stage.

2  Development principle

During the 14th Five-year Plan period, the basic principles for the development of the Suhewan Functional Zone are as follows:

It will adhere to an international perspective and promote opening-up and development. It will actively adapt to the changes of the Municipality’s and the District’s conditions, examine the new orientation of the regional development from an international perspective, and advance the regional planning, development, construction and management from high starting points and with high standards. It will promote development with openness, build a business environment in line with international standards, gather the essence of global cities, and reflect the prosperity of an international metropolis.

It will adhere to high-end guidance and promote quality and efficiency improvement. It will give full play to the location advantage of the Suhewan zone, which is located at the central node of the east-west development axis of Shanghai, rely on the high-quality business buildings and a perfect comprehensive service system, with business services, financial services, scientific and technological innovation and professional services as industrial emphases, promote innovation and entrepreneurship and institutional reform, gather high-end factor resources, and promote structural adjustment and upgrading, further enhance the vitality and quality of the regional development.

It will adhere to the principle of "putting the people first" and promote better living and working conditions. It will practice the concept of "People's city", focus on urban renewal, green development, environmental governance and ecological construction, promote the coordinated development of production, life and ecology, promote the coordination of population, resources and environment, and the unity of economic, social and ecological benefits, create a humanized space with affinity, and build a livable urban area with good ecology, social harmony, wisdom, low-carbon, safety and convenience.

It will adhere to overall planning and linkage and promote integrated development. It will actively explore the new mechanism for the overall development of both sides of the Suzhou Creek, break through the development constraints, accelerate the overall integration of the resources such as culture, transportation, economy, talents and industry on both sides of the Suzhou Creek within its area, and establish a new pattern of mutual benefit and reciprocity and integrated development.

3  Development goals

During the 14th Five-year Plan period,the Suhewan waterfront business agglomeration belt will build high-standard carriers to create a high-quality environment, introduce high-energy business forms, vigorously develop the headquarters economy, improve the economic scale and industrial function level around the key industries such as financial services, business services, professional services, scientific and technological innovation and culture and creativity, revitalize the historical and cultural heritage by relying on urban renewal and functional regeneration, expand the function of water-loving and leisure experiences, create an environment suitable for business, living and employment, continuously improve the popularity and competitiveness of the Suhewan zone, and build the Suhewan Functional Zone into a world-class waterfront central activity area and a world-class "urban reception hall".

It will enhance the industrial scale and function level, and develop into a "world-class waterfront business area". It will promote the construction of a headquarters economic center. Based on the two sectors of opening up both internally and externally, grasping the opportunities for China to further integrate into economic globalization and expand opening up, it will actively attract the headquarters of foreign-funded commercial enterprises; relying on the function of transportation hub and taking advantage of the opportunity of the integration of the Yangtze River Delta, it will attract the regional headquarters of large domestic commercial enterprises to settle in, focusing on gathering the trade-oriented and settlement-oriented functional institutions; it will undertake the spillover effects of the West Nanjing Road and provide new space for the functional expansion and function level improvement of the regional headquarters of multinational corporations. It will vigorously gather asset management and financial technology headquarters to create a highland of asset management headquarters; it will focus on the development of financial formats supported by technology and promote the agglomeration of the financial technology headquarters. It will closely connect the flow trend of scientific and technological innovation elements and attract scientific and innovative headquarters to settle in. It will introduce and cultivate professional service industry headquarters, and create a professional service industry cluster with rich business forms and leading and exemplary roles.

In line with the international advanced level, it will develop into a "world-class waterfront living area". It will build a world-class "urban reception hall". It will promote the landscape improvement and business type adjustment of the first interface of Suzhou Creek, create a high-quality slow moving system, and connect the central green space, corridor overpass and underground space together. It will accelerate the construction of park and green space system and build the central green space of Suhewan into a landmark node of waterfront landscape. It will vigorously cultivate the Suhewan business district and comprehensively promote the upgrading of traditional businesses. It will improve the comprehensive supporting service system, optimize the regional comprehensive transportation functions, increase the supply of high-quality educational resources, and strengthen the capacity-building of high-end medical services.

It will tap the historical and cultural resources and develop into a "world-class waterfront cultural area". It will actively revitalize the charm of the historical and cultural heritage. Relying on urban renewal and functional regeneration, it will strengthen the protective utilization of the historical and cultural buildings, build a number of museums and art galleries, introduce business forms such as fashion display and art transaction, and create an open and dynamic waterfront art corridor. It will integrate the unique red culture, railway culture, Suhe culture, post industrial culture and Shanghai style and feature culture of Suhewan, excavate the connotation of the cultural places, create a new cultural landmark with recognition in the whole city, tell the "Suhewan story" well, and strengthen the place brand publicity.

During the 14th Five-year Plan period, the Suhewan zone will realize the double upgrading of its functions and forms, the riverside road network and environment will be continuously optimized, and a large number of high-standard business carriers will be built. Focusing on the headquarters economy, the key industries will be further concentrated. It is expected that the  district level taxes, the number of "100 million yuan buildings", regional headquarters and enterprise headquarters will steadily rise, and the main indicators of economic and social development of the Suhewan Functional Zone during the 14th Five-year Plan period are as follows:

IV.  Main Tasks During the 14th Five-year Plan Period

During the 14th Five-year Plan period, the Suhewan Functional Zone will accelerate the headquarters economic agglomeration, strive to promote the development of key industries such as financial services, business services, professional services, scientific and technological innovation and culture and creativity, and further consolidate the economic foundation; it will promote the landscape improvement and business type adjustment of the first interface of the Suzhou Creek, optimize the areal comprehensive traffic layout and improve the functional layout; it will accelerate the construction of park and green space, highlight the water-loving and leisure experiences, strengthen the protective utilization of historical and cultural buildings, create new cultural landmarks and improve the image of the urban area; It will increase the supply of high-quality educational resources and high-end medical services, and promote the high-quality development of social undertakings in the urban area.

1  Focusing on improving the scale and function level of industrial development

According to the Suhewan development goal orientation during the 14th Five-year Plan period, combined with its resource advantages, Suhewan will accelerate the development of five key industries such as financial services, so as to support the realization of its development goals.

1.1  Actively promoting the development of financial service industry

Suhewan shall deepen the "one core, one bay and two wings" strategy of Jing'an District, improve the financial industry system of Jing'an, vigorously build Suhewan international wealth management highland, introduce world-famous asset management, wealth management and investment institutions, attract public funds, private funds and other institutions to settle in, and support the construction of high growth digital finance headquarters base.

1.1.1  Vigorously building a highland of international wealth management

Focusing on the development strategy of "the global service provider plan" of Jing'an District, relying on the profound historical and cultural heritage of the Suhewan zone, and the office space of more than one million square meters to be released and the "ultra-high skyline building complex" and other office carriers, it will strengthen the financial openness and innovation, attract well-known wealth management institutions at home and abroad to settle in the Suhewan zone, and effectively serve the wealth management needs of the Yangtze River Delta and the whole country, make every effort to build a global wealth management center with strong radiation force, great influence and high displaying degrees.

Gathering wealth management institutions. It will support securities companies, insurance companies and trust companies to set up wealth centers or wealth management divisions in Jing'an. It will support well-known third-party wealth management institutions at home and abroad, family offices and high-end independent financial planner studios to settle in Jing'an; it will support the leading third-party TAMP platforms at home and abroad to settle in Jing'an, and provide independent financial advisers with investment strategy, portfolio management, client relationship management, asset custody and other middle and back ground services; it will support the world-class foreign wealth management banks and private banks to set up branches in Jing'an, and support domestic large and medium-sized commercial banks to set up private banking centers in Jing'an.

Expanding the wealth management brand. It will further expand the "Suhewan Forum". By holding international and national asset management and wealth management industry summits and forums, it will promote transnational, trans-regional and cross industry exchanges and cooperation, promote mutual cooperation and resource integration in various sub fields of asset management and wealth management, and strive to form a brand correlation effect between "Suhewan" and "wealth management". It will encourage the leading domestic wealth management institutions to set up high-end research think tanks in Jing'an, cooperate with industry and university to develop wealth management indexes and publish research reports on the wealth management industry. It will actively learn from the advanced practices of wealth management clusters at home and abroad, such as Mayfair District of London, San Francisco Bay Area and Qingdao Wealth Management and Comprehensive Financial Reform Pilot Zone, strengthen communication and exchange, jointly explore the experiences of wealth management construction, and share the resources of wealth management institutions.

1.1.2  Building a high growth digital finance headquarters base

Digital finance is a key area for China to implement digital China strategy during the 14th Five-year Plan period. Suhewan will firmly grasp the historic opportunity of developing digital finance, give priority to the introduction of high growth digital finance headquarters enterprises, and promote the rapid development of the digital finance industry.

Focusing on the strategy of "digital financial Suhewan", it will strive to build a digital financial industry system in Suhewan, explore the integration and innovation of digital financial technology with the real economy and public services, and accelerate the operation efficiency of the application of digital financial technology. It will support innovation in asset management technology, wealth management technology and global transaction banking technology. It will deepen the application of financial markets, enhance the intelligent level of the key links such as asset trading, payment and clearing, registration and trusteeship, and transaction supervision, focus on scene applications such as digital client acquisition, global operation, risk control, intelligent investment advising, big data credit investigation, and accelerate the digital transformation and service remodeling of the financial institutions.

It will gather a number of innovative platforms such as digital finance laboratories, R & D institutions and test centers to settle in Suhewan, and bring together a number of business headquarters of international digital finance enterprises, digital banking management departments of domestic and foreign banks and digital finance centers of securities companies to build a clustered and honeycomb financial technology ecosystem, form a centralized exhibition area of multi-point digital finance scene application and investment and financing roadshow center along the Suzhou Creek. It will focus on big data finance, smart finance, block-chain finance and other business forms, and attract financial data asset companies represented by digital credit investigation and financial asset management institutions based on digital technology. It will support the large financial institutions in the area to form a digital financial business community with science and technology enterprises with advanced technological concepts, so as to improve the intelligence level of the financial institutions.

Suhewan will develop digital finance industry, build a high growth digital finance headquarters base, and build infrastructure and business environment suitable for the development of digital finance industry. According to the special requirements of the digital financial enterprises, it will establish an enterprise service system, including financial policy characteristic service contents, intelligent service means, high efficiency and service quality, so as to provide high-quality logistics service and support for the settled enterprises. During the 14th Five-year Plan period, the Suhewan core zone will, from west to east,  form three areas with "green spaces forming systems, walking ways forming networks, underground spaces forming neighborhoods and high-rise buildings forming groups": the western area will form an urban renewal demonstration area, with Suzhou Creek BM PLAZA as the core and the Changping Road Bridge and the Puji Road as the support; the central area will build a benchmark area for cross-creek integration, forming the eye of the Suhe Creek with the Gonghe New Road and the waterfront, connecting the north and south; the eastern area will build a financial innovation and expansion area, represented by the Suhewan green space, integrating the protection of historical features with high-end business.

2.1.1  The focus of urban functions and industrial layout will gradually move eastward to improve the utilization rate and economic benefits of the commercial buildings in the eastern area. It will create a high-end waterfront commercial building complex in Suhewan. It will  create important functional nodes along the Haining Road, the Suzhou Creek and the Jiangning Road, promote the construction of commercial and merchant-operated projects such as the Huaxing New Town and Ankang Garden, and build a new super-class building cluster of nearly one million square meters; it will grasp the opportunity of implementing the "global service provider plan" to realize the agglomeration of the headquarters enterprises with high function level and multi functions. As one of the important cultural gathering areas, the Suhewan zone, by relying mainly on the waterfront space of the Suzhou Creek and the rich historical architectural remains along its banks, transform and build cultural and art space to create a waterfront art corridor. It will strengthen the construction of waterfront cultural landmarks and cultural nodes, build Fuxin Flour Mill, Shenyu Lane, the Tianhou Temple, the former site of Shanghai General Chamber of Commerce and other cultural venues into representative cultural landmark buildings to lead the new image of Suhewan; it will integrate the construction of public space and public service functions, and create dynamic cultural function nodes. It will activate and utilize the historical buildings to create historic and cultural landmark areas. It will explore the mechanism of classified and hierarchical protection and utilization of the historical resources, adopt the overall protection and utilization mode, pay attention to the maintenance of the texture and style of the blocks, carry out unified business format and function planning, and better interpret and create the connotation of Shanghai's cultural image.

It will layout an areal transportation hub, i.e. the areal hub of Shanghai Railway Station; it will create a "one horizontal and one vertical" rapid transit framework (the North-south Viaduct and the North Cross Passage), and a "three horizontal and six vertical" network framework of primary and secondary trunk roads (the Jiangning Road, Hengfeng Road, Gonghe New Road, North Tibet Road, North Zhejiang Road and North Henan Road in the vertical direction, the Haining Road, Changping RoadTiantong Road and Xinzha Road in the horizontal direction); it will increase the density of the secondary branch road network and public  passages, and it will plan for the density of the whole road network reaching 10.5km/km2; it will make arrangement for 7 rail transit lines, 6 rail transit stations and 4 transfer hubs, and the 600 meter ranges around the rail transit stations are all basically covered; it will make arrangement for 18 bridges across the Suzhou Creek, with a bridge density of 1 per 260 meters. It will build a public transport system of "areal hub + rail transit + ground public transport + characteristic public transport + slow moving network", optimize and improve the areal transportation service capacity to form a comprehensive transportation network system of rapid access, cross-creek integration and fun travel. It will create create a slow-moving spatial network on both sides of the Creek. It will strengthen the slow traffic connection between the two sides of the Creek and the surrounding urban areas, so as to form three slow traffic network systems of walking, jogging and cycling, and it will carry out slow traffic suitability transformation at the two levels of node space and street space.

2.1.4  Promoting the further improvement of the footpath landscape on both sides of the Suzhou Creek. It will connect the waterfront greenways on both sides of the Suzhou Creek, and make arrangement for the node parks in combination with the cultural heritages to improve the quality of the open spaces and create world-class waterfront spaces highlighting their cultural charms. It will make it to realize the park green spaces of more than 400 square meters being reached within 5 minutes' walk, create the areal public vitality centers by integrating and arranging the cultural, sports and leisure functions, and further improve the quality and environment of the public spaces. It will build high-quality public space nodes. It will build the Suhewan central green space and other projects, which will increase the park green space by about 6.8 hectares, and create rich and diverse landscape art themes. It will build waterfront greenways to increase the waterfront leisure and recreation functions. It will promote the construction of greenways within the Suhewan green space, with a length of no less than 2000 meters; by combining the park green space and the public greenways, it will build diversified tourism, leisure and recreation facilities. It will build a model section of the high-quality public space water-loving platforms. By making use of the enclosed area of North Suzhou Road (the North Fujian RoadNorth Zhejiang Road section) and the original road, it will create a high-quality public space water-loving platforms, so as to form a model section of open public spaces along the Creek under the condition of meeting the requirements for flood and typhoon control.

2.2  Promoting the green ecological development

During the 14th Five-year Plan period, Suhewan will actively promote the construction of "a green ecological urban area", implement the concept of green ecology in the urban economy, public life and public services, adopt green ecological technology, transform the urban production and life, and achieve the goal of sustainable development.

2.2.1  Adhering to the concept of green ecology and promoting the urban construction and operation. During the 14th Five-year Plan period, the building project construction and infrastructure construction in the Suhewan zone will comply with the requirements of green ecological development, and new technologies and materials will be widely adopted. It is encouraged for all the new buildings to fully implement the over two star green building standards, and actively promote the standards of healthy buildings and ultra-low energy consumption buildings.

2.2.2  Using the intelligent management technology to promote the energy-saving transformation of the existing buildings. With regular energy audits, it will promote building energy conservation by using renewable energy sources such as solar energy and ground source heat pump. It will strengthen the overall landscape design and landscape image characteristics of the waterfront surrounding areas. It will set up the Suhewan logo landscape signs in the important waterfront sections, the waterfront greenway and other areas such as the Butterfly Bay, the East Siwen Lane, the Sihang Warehouse and the other places to strengthen the citizens' and tourists' understanding of the image of the Suhewan waterfront areas.

The Suhewan zone will focus on promoting the construction of basic education facilities such as Ankang Garden kindergarten, the Jing'an District Third Core Primary School, Shanghai Chess Academy Experimental Primary School and the Jing'an District Zhabei First Core Primary School, strengthen the development of smart education and promote the construction of digital campus.

3.2  Improving health care and elderly care services

It will promote the second expansion phase of the Jiangning Road Sub-district Community Health Service Center and the new construction of the elderly health center. It will accelerate the construction of disease prevention and control system and constantly improve the public health service system. It will further increase the supply of elderly care institutions, improve the  community elderly care facilities, and focus on promoting the construction of elderly care facilities such as the 86 Neighborhood Nursing Home project and the others.

3.3  Strengthening community cultural and sports facilities

It will plan and make overall arrangement around the "15 minute sports life circle", use the mall space, park green space, waterfront embankment and other green spaces to build the citizens' fitness trails and the supporting sports and entertainment facilities around the Suzhou Creek embankment, and promote the construction of practical projects such as the citizens' fitness trails, citizens' educational and fitness centers, citizens' ball parks and so on.

3.4  Accelerating the complete house transformation and housing security

It will promote fulfilling the task of housing transformation in the area, starting the construction of a number of complete house transformation projects such as Lane 817 of the Zhonghua New Road as soon as possible, effectively improving the quality of life of the residents in old communities, and constantly promote the construction of high-end commercial housing in the area.
