Jing'an District Carbon Peak Implementation Plans formulated by the District Leading Group Office of Carbon Peak and Carbon Neutrality were adopted at the 28th Routine Meeting of the District People’s Government and are hereby approved and transmitted to you. You are required to implement them conscientiously.
Jing'an District Carbon Peak Implementation Plans
With a view to thoroughly implementing the major strategic decisions and arrangements of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, and the Implementation Opinions of the CPC Shanghai Municipal Committee and Shanghai Municipal People's Government on Completely and Accurately Implementing the New Development Concept and Doing a Good Job of Carbon Peak and Carbon Neutrality, these Plans are formulated in accordance with the unified arrangement of the Shanghai Carbon Peak Implementation Plans, and for the purpose to promote the carbon peaking action in Jing'an District in a solid and orderly manner.
I Main Objectives
During the 14th Five-Year Plan period, the industrial structure and energy structure shall be significantly optimized, the energy utilization efficiency of the key industries shall be significantly improved, the construction of a clean, low-carbon, safe and efficient modern energy system and a new type of power system suitable for megacities shall be accelerated, important progress shall be made in the promotion and application of green and low-carbon technologies, green production and lifestyle shall be widely promoted, a circular society shall be basically formed, and a green and low-carbon circular development policy system shall be initially established. By 2025, the reduction rate of energy consumption per unit of GDP compared with 2020 and the carbon dioxide emission per unit of GDP shall have met the targets set by this Municipality.
During the 15th Five-Year Plan period, significant progress shall be made in the optimization and upgrading of the industrial structure and energy structure, a clean, low-carbon, safe and efficient modern energy system and a new type of power system shall be basically established, a low-carbon development model in the key areas shall be basically formed, the energy utilization efficiency of the key industries shall reach the international advanced level, a simple and moderate green lifestyle shall be fully popularized, and the development level of a circular society shall be significantly improved, the green and low-carbon cycle development policy system shall be basically perfected. By 2030, the carbon dioxide emissions per unit of GDP shall further decline, and the carbon peak shall be achieved by 2030.
II Key Tasks
We shall put the strategic orientation and target requirements of carbon peak into the whole process and all aspects of economic and social development. While strengthening the overall planning, we shall further focus on the key measures, key regions, key industries and key subjects, organize and implement the "Nine Carbon Peak Actions".
1. Low-carbon energy development action
We shall accelerate the construction of a clean, low-carbon, safe and efficient modern energy system and a new type of power system suitable for the central urban areas of megacities, so as to ensure the safety baseline of energy supply, and support the high-quality economic and social development.
(1) Vigorously developing renewable energy. We shall vigorously promote the large-scale and high-quality development of PV, make full use of the site resources of buildings, parks, municipal facilities, public institutions, residential buildings to implement a number of "PV+" projects. During the 14th Five-Year Plan period, the photovoltaic installed capacity shall be increased by 22,000 kilowatts. We shall comprehensively explore the photovoltaic resources in this District, and implement the decomposition and assessment mechanism of photovoltaic construction objectives. The newly-built buildings shall be installed with PV in accordance with the principle of "installing as much as possible". Since 2022, the proportion of the area installed with PV on the roof of new government offices, schools, industrial plants and other buildings shall not be less than 50%, and the proportion of the area installed with PV on the roof of other types of public buildings shall not be less than 30%. We shall promote the installation of PV in the existing buildings. By 2025, the available areas of the existing buildings shall be transformed according to the above standards. The proportion of PV installation areas to the available roof areas shall not be less than 50% by 2025. For the buildings of the education sector, PV installation shall be carried out as much as possible by 2025.
By 2030, the constructed facilities that meet the required conditions shall be adapted as much as possible according to the above standards. We shall promote photovoltaic building integration, road soundproof shed, "flat to slope", "slope to slope" of the residential roofs and other photovoltaic pilot projects. We shall actively explore the multi-scenario application demonstration of renewable energy such as river water source heat pump. By 2025, the renewable energy substitution rate of the new urban buildings shall reach 10%; by 2030, it shall be further increased to 15%. (2) Promoting the construction of intelligent energy system. We shall build an internationally leading urban distribution network, comprehensively use the new generation of information technology, improve the level of intelligence, and explore and pilot the diamond distribution network. We shall explore the power demand response mechanism, guide the commercial interruptible users to actively participate in the load demand side response. We shall bring into full play the role of the public building energy consumption monitoring platform, and promote the pilot construction of the virtual power plant in the West Nanjing Road Functional Area. We shall actively promote the integration of the source network’s load, storage and charging and the multi-energy complementary development, promote the micro-grid with distributed "new energy+energy storage" as the main body and orderly charging of the electric vehicles, and actively explore the application of new energy storage technologies with low cost, high safety and long life. We shall encourage the enterprises in this District to actively participate in green power trading. 2. Low-carbon industrial system construction action
We shall promote the industry green and low-carbon transformation and high-quality development, resolutely curb the blind development of the projects with high energy consumption, high emissions and low efficiency level (hereinafter referred to as "two high and one low"), and continuously optimize the industrial structure and improve energy efficiency.
(1) Deeply promoting the green and low-carbon transformation of the industry. We shall continuously optimize the industrial structure, promote the transformation and upgrading of the inefficient land resources, vigorously develop business and trade services, financial services, professional services, data intelligence industry, cultural and creative industry, and life and health industry, and promote the optimization and upgrading of the industrial system of this District towards low-carbon, green, and high-end development. We shall give overall consideration to the strengthening and supplementation of the industrial chains and the development of clusters, explore and study the district-level industrial energy efficiency and carbon emission performance guidelines, systematically analyse the economic benefits and energy efficiency level of the key industries and enterprises in this District, and timely organize low carbon assessment. We shall orderly promote the key energy-using units and key buildings in this District to carry out independent energy-saving diagnosis, continuously improve the energy efficiency level of energy-using equipment by means of parameter standard optimization and refined management, and encourage the enterprises to carry out equipment update, energy-saving transformation or upgrading according to the diagnosis results. By aligning the new green and low carbon track in this Municipality, we shall take green and low carbon as an important direction of industrial development and an emerging growth point, rely on the key enterprises or key platforms, explore and create a "double carbon" industrial incubator in Jing'an District, and support the development of green and low carbon enterprises in accordance with the relevant provisions. We shall build an energy-saving service platform for "mass entrepreneurship and innovation" at the "mass entrepreneurship and innovation" demonstration base of the Shanghai Jing'an International Innovation Corridor, cultivate and introduce photovoltaic, smart energy and intelligent environmental protection, comprehensive energy services, contract energy management, energy conservation and environmental protection services and the other green low-carbon recycling related service industries, and gather energy accounting, testing and certification, evaluation and audit and the other energy-saving service institutions. During the 14th Five-Year Plan period, we shall strive to cultivate and introduce one to two leading or core enterprises in the green and low-carbon industry. We shall explore and formulate the policies for the energy-saving service industry, and support the relevant enterprises to realize their mission and expand their business. We shall vigorously promote green design, deeply promote cleaner production, promote the application of a number of advanced and applicable production processes and equipment, and minimize energy and resource consumption in the whole life cycle of products. (2) Strictly controlling the blind development of "two high and one low" projects. We shall explore and implement the "two high and one low" project list management, classified disposal and dynamic monitoring. We shall comprehensively check the projects under construction, promote them to improve the energy efficiency level as much as possible, and strive to comprehensively reach the domestic and even international advanced levels. The level of energy consumption per unit of added value (output value) shall be taken as an important threshold indicators for industrial planning, project introduction, land transfer and the other links. We shall reasonably control the total size of data centers, tilt to the major projects with important functions and significant benefits, raise the entry thresholds for project energy efficiency, and ensure that the power usage effectiveness (PUE) of the new data centers is not higher than 1.3. We shall continuously improve the efficiency output requirements. In principle, the energy consumption per unit of added value shall be better than the energy consumption per unit of GDP in the whole district. We shall deeply tap the potentiality of the existing projects, urge them to carry out transformation and upgrading, and speed up the elimination of the backward production capacity. We shall accelerate the upgrading and transformation of the existing data centers, actively promote the use of liquid cooling technology, efficient refrigeration, advanced ventilation, waste heat utilization, intelligent energy control and other technologies, and strive to achieve PUE not higher than 1.4. We shall increase efforts to "support the big and press the small" and put the small, scattered and old data centers with small scale, poor efficiency and high energy consumption into the industrial restriction and elimination lists. 3. Improve the building quality and efficiency action
We shall promote and implement the key measures such as the large-scale development of various energy-saving buildings, the large-scale energy-saving transformation of the existing buildings, and the large-scale application of building renewable energy.
(1) Promoting the green and low-carbon transformation of urban construction. We shall optimize the urban spatial layout, scientifically determine the construction scales, reasonably control the total urban construction areas, and strictly control the construction of energy-intensive buildings. We shall advocate the concepts of green and low-carbon planning and design, fully implement them in the whole process of land space planning, land transfer, scheme design and construction, so as to enhance urban climate resilience, and build a sponge city. We shall promote green construction, promote the application of the intelligent technologies such as building information model (BIM), vigorously promote the integrated development of prefabricated buildings and intelligent construction, promote fully decorated housing, encourage the use of modular components, combined design, recyclable and reusable materials for building interior decoration so as to reduce energy and resource consumption in the construction process. We shall promote green and low-carbon building materials and vigorously promote the construction waste management system. In the process of urban renewal and old district reconstruction, the management system of building demolition shall be strictly implemented to prevent large-scale demolition and construction. (2) Promoting energy-saving buildings. A super-low energy consumption building technology and supervision system covering the whole life cycle of the building shall be formed, and by the end of the 14th Five-Year Plan period, the goal of super-low energy consumption building construction issued by this Municipality shall be completed. During the 15th Five-Year Plan period, the proportion of new residential buildings implementing ultra-low energy consumption building standards shall reach 50%, and the implementation of ultra-low energy consumption building standards for the new public buildings shall be promoted on a large scale. By 2030, the ultra-low energy consumption building standards shall be fully implemented for the new civil buildings. We shall support the construction of pilot projects of low-carbon building technology system in this Municipality. We shall fully implement this Municipality's energy consumption and carbon emission quota systems for residential buildings and various public buildings, as well as the regulatory requirements for land transfer, design review, completion acceptance and the other links. We shall continuously increase the scales of green buildings and promote the establishment of Suhewan Green Ecological Urban Area. We shall build the demonstration projects in zero-carbon and low-carbon landmark buildings to attract the leading enterprises to settle in this District. (3) Improving the energy efficiency level of the existing buildings. We shall accelerate the energy-saving transformation of the existing buildings. During the 14th Five-Year Plan and 15th Five-Year Plan periods, the energy-saving transformation areas of the existing public buildings shall exceed 4.1 million square meters, of which the building areas with an average energy saving rate of 15% and above shall reach 450,000 square meters, and a cumulative total of 3 million square meters of energy saving adjustment with an average energy saving rate of more than 3% shall be completed. We shall promote the exploration of ultra-low energy consumption building transformation of the public buildings with the required conditions. We shall deeply carry out energy efficiency benchmarking and energy audit of the public buildings, and establish a management system for operating energy consumption and carbon emissions quota of the public buildings. We shall support the public institutions and large public buildings to take efficient refrigeration actions, update and eliminate inefficient equipment, and use intelligent control and other technologies to implement transformation and upgrading. We shall strengthen the overall planning and management coordination in the process of public infrastructure construction and operation and maintenance, reduce the repetitive building and construction of the municipal projects, continuously carry out the energy-saving and carbon reduction transformation of the municipal infrastructure, and improve the level of intelligent operation and management. We shall improve the level of building terminal electrification, guide the development of building heating, domestic hot water, cooking, etc. towards electrification, and promote the progressively comprehensive electrification of the new public buildings. We shall promote the construction of "four power aspects in one" buildings integrating photovoltaic power generation, power storage, DC power distribution and flexible power consumption. We shall explore intelligent group control of building equipment and power demand side response, reasonably allocate power load, and promote less power capacity increase. 4. Green and low-carbon transportation action
We shall build a green and low-carbon transportation system, promote the green and low-carbon transformation of transportation tools and infrastructure, and vigorously advocate the implementation of green and low-carbon travel.
(1) Promoting low-carbon transformation of vehicles. We shall accelerate the transformation and upgrading of vehicles to electrification, low-carbon and intelligence, and actively promote the use of new energy vehicles. We shall accelerate the comprehensive electrification of the public vehicles and encourage the development of electrification in the field of social passenger vehicles. By 2025, pure electric vehicles shall account for more than 50% of the newly purchased vehicles by individuals. In the public fields such as Party and government organs, state-owned enterprises and institutions, environmental sanitation, postal services, as well as rental cars and urban chartered cars with suitable models, all the new or updated vehicles shall be pure electric vehicles or fuel cell vehicles in principle. In 2035, the pure electric vehicles used as passenger cars shall account for more than 40%. We shall continuously promote the elimination of the diesel vehicles registered in this District or their transformation to new energy vehicles. We shall first promote the upgrading of the diesel equipment in the public fields such as sanitation, and encourage the scrapping of diesel trucks with national three standards in this District in advance. (2) Accelerating the construction of green transportation infrastructure. We shall apply the concept of green and low carbon throughout the whole process of transportation infrastructure planning, construction, operation and maintenance to reduce energy consumption and carbon emissions throughout the life cycle. The newly-built large transportation hub facilities shall be constructed according to the green building standards of two stars and above, and the photovoltaic equipment shall be installed as much as possible, and the green transformation shall be implemented for the existing hub facilities. We shall plan as a whole and accelerate the construction of charging pile facilities, enlarging the total scale of the new energy charging piles in this District. During the 14th Five-Year Plan period, 1400 public and special charging piles shall be built. We shall strictly implement the parking requirements of new communities and accelerate the construction of charging piles for the existing communities and municipal supporting facilities. The principle of "one pile for multiple vehicles" shall be applied to the old communities. The communities with the required conditions shall include the construction of shared charging pile facilities in their comprehensive renovation scopes, and use the new public parking spaces to build shared charging piles. We shall deeply tap the layout potential of the charging facilities around the communities, select the road parking lots with the required conditions around the communities to carry out the pilot construction of the charging facilities in the road parking lots in combination with the work of overhead line grounding, pole merging rectification, and construction of street lamp poles. We shall carry out the construction project of "charging pile demonstration community", improve the promotion mechanism of "charging piles into the community", and strive to complete the construction of one charging pile demonstration community in each sub-district and township during the 14th Five-Year Plan period. We shall innovate the business models of community charging service and promote the "unified construction and management" of the community charging piles. (3) Guiding the citizens to adopt green and low-carbon travel. We shall further improve the travel environment and service level of the public transport and slow-moving systems in this District. We shall build a multi-model passenger transport system consisting of railway, urban rail and conventional public transport. We shall optimize the functions and layout of the ground bus network, and strengthen the public transport security services in the key areas such as Shanghai Station and Shanghai Northern Suburb Station. We shall improve the "last kilometer" connecting capacities of the key business districts such as Suhewan and Daning, and Shibei Park with the bus stops and stations, and encourage the parks and enterprises to independently carry out short shuttle bus and shared shuttle bus services. We shall promote the joint release of the "low-carbon vehicle initiative" by the state-owned enterprises and transnational headquarters in this District, appropriately reduce official vehicle travel, promote the purchase of pure electric vehicles for new and updated official vehicles, encourage enterprise employees to travel by public transport, and actively purchase new energy vehicles. We shall, by relying on the "15-minute life circle", further improve the slow traffic infrastructure, guarantee the slow traffic right of way, and create pleasant slow traffic spaces. By 2025, the proportion of green transportation travel shall reach 75%. 5. Circular economy helping carbon reduction action
We shall strengthen the reduction at the source, promote the recycling of recyclable waste, and accelerate the construction of a recycling society.
(1) Building a circular society. We shall comprehensively consolidate the effectiveness of domestic waste classification, improve the construction of the whole-process domestic waste classification system and transfer facilities, and build a normal long-term management mechanism. We shall promote the reduction of domestic waste at the source, further promote the treatment of plastic pollution, strengthen the reduction of disposable plastic products at the source, promote the application of alternative products and models, and standardize the recycling of plastic waste. We shall accelerate the green transformation of express packaging, reduce secondary packaging, and promote recyclable and easy to recycle packaging. We shall promote the green development of the exhibition industry and the recycling of exhibition facilities. We shall continuously promote clean vegetables on the market, promote the resource utilization of vegetable waste, and reduce the amount of vegetable waste produced in the farmers' markets. We shall optimize and improve the recyclables "point, station and field" system, promote the online intelligent recycling systems, and encourage the construction of intelligent recycling systems. (2) Promoting circular development in the field of construction. We shall promote the reduction of construction and decoration waste of energy-saving construction sites, vigorously promote the reduction of waste sources such as engineering muck, and explore the implementation of construction waste emission quota management. We shall encourage the use of modular components, combined design, recyclable and reusable materials for building interior decoration, and encourage the use of recyclable decorative materials for large-scale exhibitions and events. We shall stabilize and optimize the layout of construction waste recycling facilities, and further expand the utilization and consumption of engineering muck. We shall smooth the utilization channels of construction waste recycling products and promote the high-level utilization of renewable building materials. 6. District low-carbon demonstration action
We shall actively promote the establishment of various low-carbon demonstration projects, explore various low-carbon and zero-carbon pilot demonstrations, and effectively support this District's carbon peak and carbon neutrality work.
(1) "One Park" - creating a near zero carbon emission practice area in Shibei Park. We shall focus on building a near-zero carbon emission practice area on the basis of Shibei High-tech Park. We shall carry out inspections of the existing buildings and encourage energy-saving transformation with an average energy saving rate of more than 15% for the old buildings with the required conditions. We shall comprehensively increase the proportion of the renewable energy consumption in the park, investigate the photovoltaic capacities in the park, promote rooftop photovoltaic construction using the contract energy management mode for the buildings with the required conditions combined with energy-saving renovation projects. By 2025, the photovoltaic equipment shall be installed as much as possible for the buildings in the park. We shall explore and carry out the pilot projects for the construction of smart energy systems such as the new energy storage and diamond power grids to improve the stability of the power grids in the park. We shall build a low-carbon transport system in the park, comprehensively improve the accessibility of public transport in the park, increase the short shuttle service between the park and the surrounding public transport hub stations, and encourage the enterprises and employees in the park to give priority to public transport for travel. We shall continuously bring the Jing'an International New Media Station into play its role of automatic monitoring of greenhouse gases, actively cooperate with this Municipality's greenhouse gas monitoring work, participate in the exploration and establishment of the carbon monitoring and evaluation technology and method system, promote the overall integration of the district automatic monitoring systems of the atmosphere for playing their demonstration effects, so as to provide strong support for the evaluation of the effectiveness of the work of tackling climate change. (2) "Three areas" - building the "double carbon" concentrated demonstration areas. With West Nanjing Road, Suhewan and Daning Functional Area as the core areas, we shall carry out the pilot demonstration work such as power demand side management, district energy consumption intelligent management platform, carbon peak and carbon neutrality publicity. The West Nanjing Road Functional Area shall, by relying on the online monitoring platform of public buildings and the power database of the big data center, create a district building intelligent management platform and explore the construction of building energy consumption monitoring and early warning system. It shall cooperate with the power companies to build virtual power plants in due time. It shall establish a building alliance, by combining with the alliance meeting, regularly carry out building energy conservation training, and promote the monitoring and management of building operation energy consumption. It shall cooperate with the luxury brand enterprises in this District to create "carbon · fashion" theme promotional activities. The Suhewan Functional Area shall strive to apply for “green ecological urban area”. The east area shall, by relying on the historic buildings, build the low-carbon blocks with historic features, integrate carbon peak and carbon neutrality into the protection of the historic buildings, and explore the new concepts of historic buildings protection. The western area shall focus on promoting the revitalization of the inefficient industrial spaces, continuously promote the construction of the urban renewal demonstration areas, comprehensively improve the building quality and energy efficiency level, and undertake the spillover demands of the eastern area's financial services, trade services, cultural creativity and other industries. Daning Functional Area shall, in combination with the district transformation and upgrading, further improve the energy efficiency standards of construction projects and increase the proportion of photovoltaic renewable energy construction and application. It shall, in combination with the "four-area linkage" mechanism of the park, business district, campus and community, and with the characteristics of "cultural creativity+scientific and technological innovation", create a carbon peak and neutrality publicity base of this District, and promote the concept of energy conservation and emission reduction and low-carbon lifestyle. It shall, in combination with the existing cultural and creative carrier resources, create "carbon · cultural and creative" product launch ceremony spaces, encourage the relevant enterprises to select Daning as the launch sites for their carbon neutral products. 7. Low-carbon technology innovation action
We shall continuously improve the capacities of big data technology and model innovation, focus on the key low-carbon technologies in energy, transportation, construction and the other key areas, build a mature green low-carbon building promotion and application platform, and support the development of low-carbon technology in this Municipality.
(1) Accelerating the innovation of carbon emission big data technology and model. We shall strengthen the application of energy and carbon emission data, and carry out the innovative layout of carbon peak and carbon neutrality big data. We shall improve the energy metering system, expand the access range of the online monitoring platform for energy consumption of the large public buildings, improve the monitoring basis for building energy consumption in this District, explore and build a "double carbon" digital intelligence management platform of Jing'an District, and improve the monitoring and early warning capabilities of energy consumption and carbon emissions in this District. We shall strengthen the main position of big data innovation of the enterprises in this District, support the enterprises to undertake major green and low-carbon science and technology projects of the State and this Municipality, encourage the enterprises to take the lead in establishing innovation consortiums, and explore the establishment of new mechanisms and new models for the deep integration of "industry, university, research and financial institutions" in the field of big data. (2) Supporting the promotion and application of advanced and applicable technologies in this Municipality. We shall vigorously carry forward the promotion and application of innovative technologies such as the energy system of "PV power, power storage, DC power and flexible power" buildings, high-efficiency photovoltaic, power storage, new energy vehicles, energy conservation, carbon reduction, pollution reduction and efficiency synergy, artificial photosynthesis, hydrogen energy, etc. The parks, business districts, campuses and communities shall be encouraged to actively promote advanced and mature green low-carbon technologies and materials and carry out demonstration applications with the four major functional areas as the cores. We shall vigorously promote the opening and sharing of the application scenarios and public resources, strengthen the construction of common technology platforms, and promote the large-scale application of the advanced and applicable technologies. We shall continuously promote the implementation and application of the Shanghai Green Technology Catalog. We shall promote the introduction, cultivation and application of the energy conservation technology projects, support the enterprises engaged in energy conservation and environmental protection technology and product research and development to apply for the titles of high-tech enterprises and "technology giant" enterprises, and organize the energy conservation and environmental protection technology and products to apply for Shanghai innovation funds. 8. Consolidating and improving carbon sink capacity action
We shall take the goal of ecological urban construction as the guide, optimize the layout systems, improve the ecological quality, create open, shared, colorful and accessible, and high-quality ecological spaces, and continuously enhance the carbon sink capacity of the ecosystems.
(1) Continuously increasing the supply of urban greening. We shall improve the urban park system, which is composed of the comprehensive parks, areal parks, community parks and micro (pocket) parks. By 2025, 5 new parks shall be built, 10 pocket parks shall be built and rebuilt, and the green area of the parks shall be increased by 280,000 square meters, realizing the basic coverage of the park green space within the 500 meter service radius. We shall comprehensively apply the concept of sponge city construction to promote the construction of the landmark park green spaces such as Suhewan green space, Pengyuepu wedge-shaped green space, and Daning Park renovation. (2) Building Daning Lingshi Zero-carbon (near-zero) Park. We shall, by docking the research progress of this Municipality's ecosystem carbon sink monitoring and accounting system, clarify the comprehensive park carbon sink accounting methods, and explore the accounting of the park's carbon emissions and total carbon sink. We shall, in combination with the renovation project of Daning Park, continuously improve the green coverage and landscape of the park, reasonably increase the forest resources, create multi-layer three-dimensional high-density green landscapes, increase the water area, and improve the park's carbon sink capacity. The park shall fully adopt photovoltaic lighting system and pure electric vehicles to increase the proportion of renewable energy consumption and charging parking spaces. We shall promote the construction of smart parks, build smart management systems for park energy consumption, and monitor the energy consumption in real time. We shall increase on-site disposal facilities for making fertilizer from wet waste, and cooperate with the surrounding communities to dispose organic wet waste on site. We shall strengthen all the people’s awareness of saving, low-carbon and environmental protection, vigorously advocate the concept of simple and moderate consumption, comprehensively promote a civilized and healthy lifestyle, and form a good atmosphere for the whole society to consciously adopt the green and low-carbon practice.
(1) Strengthening the publicity and education of ecological civilization. We shall carry out various forms of education on the conditions of resources and environment in China, in this Municipality and in this District, and popularize the basic knowledge of carbon peak and carbon neutrality. We shall intensify energy conservation training. The functional departments of this District shall, according to the characteristics of the industries and the situations of energy use, carry out energy management training for the property companies and energy-consuming equipment users according to different categories and at different levels, carry out special training for the commercial and commercial buildings, star tourist hotels, etc., organize energy conservation experience exchange meetings, promote new energy conservation technologies, and learn from successful experiences. We shall guide and encourage the citizens to actively participate in the practice of green consumption, low-carbon travel, and the classification of recyclables. We shall encourage the development of second-hand trading markets and promote the reuse of second-hand goods such as electronic products, household appliances and books. We shall further improve the management mechanism of energy conservation and carbon reduction in this District, reasonably decompose the dual control objectives of energy consumption intensity and total amount, and implement in a graded and detailed way the target responsibilities of the relevant departments and key enterprises. We shall optimize and improve the energy conservation review system, scientifically evaluate the impacts of new energy use projects upon the energy consumption double control and carbon peak targets, and strictly implement the closed-loop management of energy conservation check and acceptance. We shall strengthen the refined management of energy conservation and carbon reduction of the energy-consuming units, continuously expand the intervention scopes of the online monitoring platform for energy consumption of large public buildings, and promote the energy-consuming enterprises to establish energy management centers. We shall strengthen the management system of energy utilization report and energy audit, guide and urge the energy users to improve their management levels of energy conservation and carbon reduction and tap the potential of energy conservation and carbon reduction by the incentive and constraint mechanisms such as target assessment, energy efficiency benchmarking, quota management, green electricity price, and credit supervision. We shall strengthen the energy conservation supervision capacity and intensify energy conservation supervision and law enforcement.
