You are required to implement them conscientiously.

Consumption Environment
These Implementation Plans are formulated for the purposes of actively implementing the spirit of the the 20th CPC National Congress and the Central Economic Work Conference, fully implementing the plan of the 12th Shanghai Municipal Party Congress and the second plenary session of the 12th Municipal Party Committee, vigorously facilitating the strategy of expanding domestic demand, focusing on the construction of demonstration zone of Jingan International Consumers Central City, concentrating on policy integration and action innovation, and achieving systematic optimization of the consumption environment.
I Guiding Ideology
Guided by Xi Jinping's thought of socialism with Chinese characteristics in the new era, we shall comprehensively implement the spirit of the 20th CPC National Congress, fully, accurately and comprehensively carry out the new development concept, serve to build a new development pattern in accordance with the decision-making and deployment of the second plenary session of the 12th Municipal Party Committee and the 6th plenary session of the 2nd District Party Committee; We shall center on the goal of building a "remarkable modernized and international urban area", follow the requirements of "marketization, rule of law and internationalization", implement the "priority on restoring and expanding consumption", and navigate to meet demand, create demand, and lead demand in a better way, focus on the solving the problems of blockages and pain points on the supply and demand sides of consumption, and strive to break down the systemic and institutional barriers that constrain both the expansion and the upgrading of consumption, cultivate and stimulate the vitality of market players and the momentum of development, attract and gather high-quality consumption resources and service elements from all over the world, enhance and optimize the degree of online and offline consumption experience and satisfaction, effectively promote the overall recovery, steady growth and elevation of consumption, and create a benchmark region with a first-class international consumption environment.
II The Main Tasks
1. Upgrading the access and license services for consumer enterprises
We shall, through the optimization of procedures, business integration and policy implementation, facilitate the processing of certificates and licenses for consumer enterprises, improve the fire acceptance inspection of construction projects, and assist consumer enterprises in initiating their businesses.
1) Deepen the reform separating permits from the business license
(1) Continuously promote the "one industry, one license" reform. We shall improve and perfect the industry comprehensive permit whole-process management system, promote the expansion of comprehensive industry permit from new applications to alteration, extension, cancellation, and gradually expand the scope of the industry reform. (2) Deepen the "one matter" reform for more high-frequency issues. We shall implement "one matter" reform in alteration and joint handling with enterprise high-frequency license and permits, optimize the whole-process network system function of license and permits alteration and registration of enterprise alteration, embed the environmental permit informative tips in the business registration process (Responsible unit: District Market Regulation Bureau)
(3) Enhance the convenience of business registration. We shall use the enterprise registration digital service platform, continue to promote the full electronic registration, expand the "Jing'an standardized residence" "easy code handling" in a pilot way, and promote the implementation of "at one handling only" for the closure of the filing system. 2) Continuously improve fire acceptance check for the construction project and the fire safety classification and grading inspection before putting public gathering places into service
(1) Implement the Procedures of Shanghai Municipality on the Management of Review and Acceptance of Fire Control Design for Construction Projects (for trial implementation). We shall comprehensively sort out the fire acceptance review points, strengthen the interpretation of fire acceptance standards and the training for on-site acceptance check personnel to optimize the acceptance of the audit efficiency and process. (2) Further implement the notification commitment management of fire safety classification and grading inspection before putting public gathering places into service. We shall strengthen guidance and services in advance, and effectively reduce the proportion of post-inspection failures. (Responsible unit: District Fire Prevention and Rescue Detachment)
3) Optimize the Handling Process of Food Business Permits
(1) Vigorously promote the "cloud verification" at business sites. When using "intelligent cloud verification" ," Government Online-Offline Shanghai" platform to apply for food business permits, the applicant can upload drawings and site photos in the Client or WeChat APP, and the auditors shall, through the drawings and photos, implement guidance and audit at any time, and inform of the matters that need rectification at one time. (2) Actively promote facilitation measures of chain food business permits. For eligible stores of chain food business enterprises that handle such matters as new application, alteration, continuation for food business permits and other matters, the District Market Regulation Bureau shall process the on-the-spot acceptance, exempt from on-site verification, and directly make a licensing decision. (3) Put in place the approval policy of notification commitment for some of the food business permits. For food business permit alteration (with restriction to the operator's name, legal representative / person in charge, without changing business conditions) and the continuation of the food business permit, the notification commitment to approval shall be implemented; those that meet the conditions can be settled on the spot (Responsible unit: District Market Regulation Bureau)
2. Promoting dynamic and diversified supply to the consumer market
We shall, through policy innovation, key players cultivation and atmosphere creation, gather global high-quality commodities and services in a better way, promote the excavation and release of consumption potential, and promote the vitality and upgrading of both the supply and demand of the consumer market.
4) Optimize customs clearance services for imported goods
(1) Deepen institutional innovation of facilitation system for imported garments
We shall guide enterprises to actively participate in policy reform of the General Administration of Customs on Adoption of Inspection Results of Imported and Exported Commodities and the Notification on the Requirements of the Adoption of Inspection Results of Imported Garments and others. For imported garments subject to Inspection Results Adoption, enterprises may choose whether to entrust an institution whose inspection results are adopted to conduct inspection according to their needs; the Customs shall adopt the inspection result according to law as the basis for conformity assessment, and the goods shall be exempt from sampling testing. (2) Continuously release the AEO policy dividends
We shall coordinate with the Customs, give play to the role of policy interpretation sessions so that the AEO enterprises appointed by the Customs in the region can fully enjoy a series of preferential measures such as customs green channel, simplified procedures, and reduction of supervision frequency; we shall establish and improve the cultivation list of key enterprises, do well in policy interpretation and credit cultivation, and promote more eligible enterprises to become Customs AEO enterprises. (3) Explore customs clearance facilitation measures for imported cosmetics samples. The cosmetics samples imported for registration or filing inspection, and for non-trial cosmetics samples for research and development of enterprises that meet certain requirements can be exempted from providing registration certificates of imported special cosmetics or filing of imported ordinary cosmetics, and be exempted from import inspection. (4) Strive for precedence replication of free trade zone policies. We shall strengthen cooperation with the Customs, and strive to prioritize the replication and simultaneous implementation of relevant policies on inspection and quarantine of imported commodities in the Free Trade Zone. For the small and medium-sized multi-category imports at the international fashion and festival activities, we shall coordinate with the Customs to explore convenient and efficient rapid customs clearance mode and one-stop window service. 5) Cultivate and develop new e-commerce platforms
(1) Support shopping malls and business area to develop online platforms. We shall formulate an online and offline all-domain digital operation system, and shall, through the integrated resources of "humans, goods and venue", innovate development of personalized, flexible services, and release new momentum for economic development. (2) Guide and Cultivate Cross-border trading platform for consumer goods. We shall give full play to the resource advantages of developed business and trade industry in Jing 'an District, promote the construction of cross-border trading platforms for consumer goods, and improve the resource allocation ability of Jing 'an District in "Buying from the world" and "Selling to the world". (3) Encourage the development of the headquarters enterprise e-commerce platform. We shall guide headquarters enterprises to use the "headquarters + platform" model to aggregate unique visitors (UVs), coordinate and share, propel sales to the whole country, achieve innovative breakthroughs, and make sales bigger and stronger. (4) Build up the featured live e-commerce platform. We shall support qualified and enterprise parks with good facilities to build "featured live e-commerce platform" and "live e-commerce base", and assemble a group of live e-commerce organizations and live talents with industry influence. 6) Innovate festival activities platform
We shall, relying on the "May 5 Shopping Festival", Shanghai International Beauty Festival, Jing 'an International Carnival and other important festival activity platforms, and with the aid of "cloud shopping", consumption experience sharing and other new consumption modes, create consumption scenarios of multi-interaction of business, tourism, culture and sports and their interactive integration, and actively introduce sports events, fashion sports and other new forms and new modes of sports consumption. We shall continue to carry out activities such as Jing 'an Modern Drama Valley, Jazz Festival, Coffee Culture Festival, and promote the upgrading of consumption content, consumption mode and consumption scenarios. 7) Optimize the management of cultural performances
(1) Promote the reform of "Performance and activity as one matter". We shall integrate the examination and approval service matters involved in holding large-scale performance and activities, such as commercial performance license and large-scale mass activity security permit, into"one matter", and implement the parallel examination and approval and handle it online for the whole process. (2) Explore the new performing arts space in a pilot way. We shall cooperate with Shanghai Performance Industry Association and other organizations to promote the innovation of policies, standards and norms related to new performing arts space. (3) Standardize and facilitate the development of new cultural formats. We shall further improve the filing rules of the mystery murder games and script murder in Jingan District, and strengthen the monitoring, supervision and guidance of the development of new cultural formats. 8) Standardize the procedures and criteria for advertisements, outdoor stalls, signboards, promotion and other matters
(1) Improve the outdoor advertising facilities management cooperative system. We shall formulate the outdoor advertising facility installing plan of Jing 'an District, optimize the outdoor advertising review and approval process. We plan to formulate standards and guidelines on Nanjing West Road advertising, store recruitment and other rules. (Responsible unit: District Landscaping and City Appearance Administrative Bureau)
(2) Standardize the outdoor operation behavior of featured small stores. We shall formulate and improve the relevant suggestions and implementation rules, support qualified specialty stores to carry out "outdoor stalls" business, and implement fine management on the timing of outdoor stalls and placement range. (3) Adjust and optimize the outdoor signboard law enforcement management mode. We shall, in accordance with the reform of “streamlining administration, delegating power and upgrading services”, optimize the business environment and urban operation safety, set up the relevant detailed rules, and adjust the law enforcement management mode of outdoor advertising facilities and outdoor signboards. We shall establish Nanjing West Road comprehensive law enforcement alliance to further strengthen street environmental control. (4) Establish a linkage mechanism for major commercial activities in the district. We shall encourage market players to carry out all kinds of marketing activities, establish a linkage mechanism across departments, optimize the work flow of activity management, and strengthen the guidance and service for enterprises. 3. Creating "Shopping in Shanghai" Innovation and Creation Practice Highland
By enriching the soil for consumption, highlighting regional features, we shall deeply expand the unique advantages of Jing 'an, continuously improve the convenience of tax-exempt consumption, persistently stimulate the charm of time-brand consumption, deeply innovate digital consumption, enhance the first-tier economy, optimize the night economy, specialize the brand economy, and through the compound gravity and diversified forms, promote Jing 'an consumption to the satisfaction of the people near and far.
9) Improve tax exemption policies and measures
(1) Actively facilitate the operation upgrading of regional duty-free shops. Relying on the only duty-free shop in the center of Shanghai – Sinopharm CNSC Shanghai Store, strengthen communication with the customs and other departments, enrich the types of duty-free goods, and improve the convenience of duty-free consumption. (2) Optimize the service function of the demonstration street of departure tax refund in Nanjing West Road. We shall continue to promote the "Simultaneous Buy and Return " pilot program, deepen the service function of the Hang Lung Plaza as refund station for "Simultaneous Buy and Return" departure tax refund, promote the establishment of central tax refund stations in qualified shopping malls, and encourage more qualified merchants who are willing to pilot the program to join the service. We shall establish a departure tax refund service network, continue to promote the expansion of departure tax refund stores, enrich the types of tax refund products, and optimize the tax refund process. We shall trivialize and define the daily management measures of departure tax refund stores, and carry out normal and standardized management. We shall optimize the convenient payment environment for overseas personnel, support state-owned commercial banks, UnionPay jointly with VISA, master card and other institutions to facilitate offline merchant POS device to fully accept foreign card offline swipe transactions. We shall encourage shopping malls and merchants to post the logo of the Foreign Card organization in a prominent position at the checkout counter, and support Alipay, WeChat, China UnionPay, master card, and VISA in combining their respective programs to launch Chinese and English guidelines for overseas personnel on mobile payment and offline payment so that overseas personnel can identify them and spend with confidence. (3) Promote the landing of bonded display transactions. We shall actively dock policy innovation in the free trade zone, encourage the development of bonded display trading business, and support enterprises in the zone to undertake relevant display and sales and other business activities. 10) Improve the first-tier economy of Jing 'an
(1) Create the first-tier economic landmark. We shall deepen the construction of “New product debut demonstration zone” in Jing 'an, better play the function and external radiation role of the first-tier economy to lead the trend, define fashion functions, and enhance the overall advantages and comprehensive effects of the first-tier economy in Jing 'an. We shall support the Shanghai Exhibition Center and other carriers to build a global landmark for launching new products, and encourage the holding of various high-level consumption exhibitions, pioneering exhibitions, fashion shows, brand debuts. We shall continue to consolidate the development of landmark-type high-end commercial complexes, attract the opening of the first store for high-level brands, flagship stores, theme stores, concept stores, metropolis stores, black label stores and so on. We shall support e-commerce service platform to build a global new product network launch platform. (Responsible unit: District Commerce Commission)
(2) Vigorously develop high-end consumption and quality consumption. We shall promote the assembly of well-known high-end brands, emerging fashion brands and lifestyle brands at home and abroad, and actively develop advanced customization mode, one-stop and high-end special services with unique experiences. 11) Enrich and deepen the night economy
(1) Promote the booming development of trendy night markets and market activities. We shall, with comprehensive consideration of the city appearance and environmental health, traffic safety, public safety, consumer demand and other factors, encourage the eligible urban public areas to be used for outdoor stalls, fairs, time -segmented pedestrian streets and other business activities, carry out business district landscape lighting, street performance, environmental health and other upgrading projects in line with local conditions. We shall give full play to the advantages of the terrace economic alliance, encourage more enterprises persistently launch special activities relying on rich terrace resources, develop a number of night experience activities with normality, specialty and quality, create a "terrace economy" that integrates night shopping, night dining, night entertainment, night show and night dynamics. 12) Promote digital business innovation
(1) Strengthen the construction of digital consumption infrastructure. We shall actively align with "1+16+X planning system" of 5G base station layout of Shanghai Municipality, and enhance the digital service capability of the new generation of infrastructure in various consumption scenarios. We shall improve the construction of digital RMB acceptance environment in key business areas, and enrich the application scenarios of digital RMB in a pilot way. (2) Enrich the application of smart business. We shall guide the business circles, shopping malls and commercial operation entities to make full use of "digital technology", improve such smart management capabilities as business decision-making, consumption analysis and omni-channel marketing based on big data, achieve precision marketing, virtual shopping guide, intelligent shopping, AR interaction, unconscious pay, smart parking and other functions, and improve the consumer experience, business efficiency and raise mall service level. (3) Create benchmarking application scenarios. We shall encourage the business areas to bring in new technologies, new modes and new formats to create a number of demonstration scenarios in "worry-free shopping in digital business circles". We shall promote the integration of multiple scenarios, combine business district construction with leisure, entertainment, exhibition and other functions, integrate with art, fashion, technology and other elements, and jointly with such venues as museums, theaters, exhibitions, create an immersive, experiential, interactive consumption scenario. 13) Incubate and cultivate new consumer brands
We shall focus on new consumer brand enterprises and new consumer brand incubation institutions, establish a policy system for new consumer brand incubation in Jing 'an District, encourage the development of new modes and new business formats, optimize the matrix of international and domestic high-quality brands, and create a good environment for the development of new consumer brands. 14) Encourage the innovation and development of time-honored brands
We shall implement in-depth the "refresh plan for time-honored brands", follow the "one product, one strategy, one project", support the time-honored brand to release "new products of national trend" and accelerate product iteration and update. We shall encourage time-honored brands to provide personalized services such as on-site design and private customization, and use the internet and social network platforms to integrate online and offline development. We shall support time-honored brands in exploring international development, entering duty-free stores, accessing to cross-border e-commerce platforms, and participate in major exhibitions such as Time-honored Brands Expo, China Brand Day and CIIF to expand their influence. 4. Improving the in-process and post-event supervision of consumer enterprises
By improving the standardization and humanization level of government supervision, we shall optimize the classified and grading supervision system, promote minor impunity and soft law enforcement, strengthen the governance of malicious occupational claims, and optimize the good environment for enterprises to operate in accordance with the law.
15) Improve the overall effectiveness of in-process and post-event supervision.
(1) Promote the deep integration of "double random and one open" supervision and credit supervision. We shall improve the classification of "credit + wisdom" supervision, and explore more areas to implement differentiated regulatory measures according to the credit status of enterprises. We shall explore measures to facilitate credit repair. (2) Improve the standardization of random spot checks. We shall improve the list of random inspection items, establish the "two databases" i.e. the target database and personnel database, standardize the random check procedures, reasonably set the check frequency, actively disclose the random check items, plans and results to the public, accept social supervision, and ensure that the check is open and transparent. We shall carry out cross-departmental joint random inspections to achieve "one entrance for checking multiple items" and improve the efficiency of law enforcement inspections. 16) Promote the implementation of the "minor impunity" system
(1) We shall implement the impunity measures for minor violations. Minor illegal acts conducted by market entities that are corrected in time without causing harmful consequences and conform with the relevant list of provisions shall be exempted from administrative punishment. (2) Vigorously promote flexible law enforcement. We shall popularize and apply such non-coercive means as persuasion education, persuasion demonstration and administrative guidance in administrative law enforcement. 17) Handle occupational claims and occupational reports according to law
We shall regulate and manage occupational claims and reporting behaviors that affect the business environment, and severely crack down on alleged extortion, fraud, abuse of the right to report complaints and other behaviors in the process of occupational claims and reporting. In the complaint handling, administrative punishment, administrative review and other aspects, we shall try to carry out the classification management and classification guidance on occupational claims, occupational reporting behavior. 5. Optimizing Caring Service and Safe Consumption Environment
We shall, through smoothing mechanisms, strengthening functions and refining measures, promote the enterprise services in a "tangible", "branded" and "practical" way, facilitate a more fair and just market environment, and assist consumer enterprises in easy operations and bold innovation. We shall, through service upgrading and credit protection, promote the elevation of consumer rights and interests protection, and provide the public with a safe, friendly, reassuring and comfortable new consumption experience.
18) Upgrading the level of enterprise services
We shall further improve the service system of consumer enterprises, establish a specialist service system, and provide full life cycle services for enterprises. We shall carry out business visits and research activities, listen to the opinions and suggestions of enterprises in the construction of business circles, commercial development, etc., and solve the demands of enterprises. For related complaints from 12345 hot line involving the consumer environment, quick prosecution and quick action shall be adopted, and the highest standard grid comprehensive inspection and related disposal shall be invested. 19) Provide strong intellectual property protection
We shall strengthen the application of "one matter" integrated service subsystem of intellectual property protection. We shall, in combination with the characteristics of regional industries, provide intellectual property protection services and support for the key subjects such as international brands, new consumer brands, time-honored brands, and online celebrity stores. We shall give play to the service role of trademark acceptance windows and public service outlets, and explore the establishment of comprehensive public service institutions for intellectual property rights. We shall give play to the role of rights protection workstations in overseas rights protection, and explore the establishment of overseas rights protection workstations.
We shall play the role of “the Jing 'an District 'guarding enterprises' of economic crime and criminal legal risk prevention alliance" to improve the ability of enterprises to resist economic crime and criminal legal risks. We shall establish and improve a policy financing subsidy mechanism for intellectual property pledge financing. 20) Strengthen protection of consumers’ rights and interests
(1) Optimize return and exchange services. We shall continue to promote the seven-day no-reason return service commitment of offline retail enterprises, and expand the coverage. (Responsible unit: District Market Regulation Bureau)
(2) Promote the construction of credit business circles. We shall initiate the adoption of the "business circle + credit big data" series in Jing 'an District, showcase the comprehensive, multi-dimensional, more intuitive presentation of the credit status of the business circle to the business circle operators, merchants, consumers and others, create a world-class digital ecology and shopping and consumption environment. (3) Strengthen the publicity and education supervision of business entities. We shall strengthen the education training and guidance of business entities such as network enterprises and business circle enterprises, and improve the awareness of the first responsible person for the protection of consumer rights and interests of enterprises. We shall focus on the hot and difficult consumption issues concerned by consumers, carry out social supervision of business entities in relevant fields and constantly promote the optimization of the consumption environment. III Safeguard Measures
1. Strengthening organizational leadership and improving implementation mechanism
We shall give full play to the coordinating function of the leading group for the construction of the urban demonstration zone of regional international consumption center, establish a multi-departmental consultation and coordination mechanism, and strengthen the linkage and close cooperation of various task responsible departments to jointly form a joint force to promote the implementation of the plan.
2. Deepening policy research and strengthening financial support
We shall strengthen the headquarters economy, digital consumption, customs supervision and other related fields and benchmarking research, do well in policy design and reserve work. We shall strengthen the overall use of financial funds, integrate the consumption environment into the policy system of headquarters economy, brand building, time-honored brand development, and white-collar lunch, and truly improve the efficiency of the use of funds.
3. Improving consumption monitoring and increasing policy publicity
