You are required to implement them conscientiously.
Action Plans of Jing'an District for Enhancing Confidence, Expanding Demand, Stabilizing Growth and Promoting Development
In order to implement the spirits of the 12th Municipal Party Congress and the 2nd Plenary Session of the 12th Municipal Party Committee, fully implement the spirits of the 6th Plenary Session of the 2nd District Committee, focus on the primary task of high-quality development, vigorously boost market expectations and confidence, promote a good start of economic and social development to achieve effective improvement in quality and reasonable growth in quantity, and strive to achieve the main expected goals of the whole year’s economic development, and promote high-quality development and make new achievements with new atmosphere and new actions, these Action Plans are formulated according to the spirits and requirements of the Action Plans of Shanghai Municipality for Enhancing Confidence, Expanding Demand, Stabilizing Growth and Promoting Development (SMPG D [2023] No. 1).
I Action to Help Enterprises and Stabilize Employment
1. Fully implementing various tax and fee preferential policies. From January 1, 2023 to December 31, 2023, the policies such as value-added tax reduction and exemption for small-scale taxpayers of value-added tax shall be comprehensively implemented in this District. In accordance with the relevant State policies and requirements, the enterprises in manufacturing, wholesale and retail industries that meet the requirements will continue to receive full monthly refunds of the value-added tax incremental tax retained. The pure electric vehicles, plug-in hybrid vehicles (including extended range), and fuel cell vehicles purchased from January 1, 2023 to December 31, 2023 and included in the "Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax" are exempted from vehicle purchase tax. From January 1, 2023 to December 31, 2024, the small-scale value-added taxpayers, small and micro profit enterprises, and individual businesses will continue to receive 50% reduction of the "six taxes and two fees", namely, the resource tax, urban maintenance and construction tax, real estate tax, urban land use tax, stamp tax (excluding securities transaction stamp tax), farmland occupation tax and education surcharge, local education surcharge. This District shall fully implement the newly introduced tax and fee reduction policies of the State and this Municipality. 2. Implementing discount interest and fees for the loans to small and medium-sized enterprises. This District shall provide a 20% -50% interest subsidy for loans obtained by small and medium-sized enterprises in this District via the Municipal Policy Financing Guarantee Center, and fully subsidize the guarantee fees. 3. Supporting the enterprises in stabilizing and expanding their job posts. This District shall implement the 10 policies and measures of this Municipality for stabilizing employment and retaining workers, and support the orderly operation of the relevant industries and enterprises. This District shall strengthen enterprise employment monitoring, keep track of the employee returning to work, implement inventory management and provide targeted services for the enterprises lacking workers, organize service activities such as the Spring of 2023 Special Action to Promote Employment of Jing'an District, and do a good job in various online and offline recruitment. This District shall implement a one-time employment subsidy for those who have been registered for being unemployed for more than three months or 2023 college graduates in this Municipality, who have signed labor contracts for more than one year and paid social insurance premiums in accordance with the provisions. They will be given a one-time employment subsidy of 2,000 yuan per person. 4. Supporting and standardizing the development of new forms of employment. This District shall strengthen the protection of the rights and interests of the workers of flexible employment and new forms of employment, continue to promote the pilot work of occupational injury protection in the new forms of employment, encourage grass-roots express outlets to give priority to participating in industrial injury insurance, and guide the workers to actively participate in the employee mutual assistance security plans of the trade unions. This District shall improve the working environment for the workers in the new forms of employment, build the Home for Migrant Workers, and expand the coverage of public welfare sites such as the "Outdoor Workers' Love Relay Station". II Action to Promote Consumption and Revitalize Culture and Tourism
5. Promoting consumption and upgrading expansion. This District shall prioritize the restoration and expansion of consumption, enhance consumer confidence, unleash consumption vitality, and deepen the linkage between business, tourism, and culture. This District shall actively participate in the fourth "May 5th Shopping Festival", the Global New Product Launch Season, Shanghai Fashion Week and other activities, so as to improve the brand economy, the first economic function level, enrich the evening economy, experience the economic scenes, and promote the upgrading of the business district functions. This District shall deepen the construction of demonstration zones for international consumption key cities, and provide appropriate support to the commercial enterprises that hold first launches, shows, and exhibitions of high-function new products, launch leading innovative formats, models, and creative activities. This District shall support the commercial enterprises to improve quality and efficiency, and provide one-time rewards for those whose annual sales performance meets the corresponding standards. This District shall encourage the commercial facilities and private brands affiliated to the state-owned enterprises to take the lead in carrying out profit giving promotions, and play the role of leading and introduction. 6. Supporting the recovery and revitalization of the cultural and tourism market. This District shall cooperate with the municipal units to issue special vouchers for Jing'an culture and tourism, sports, catering and retail, etc., widely mobilize e-commerce platforms and various merchants to participate, and support the life service industry to accelerate recovery. This District shall inherit and promote the Red Culture, and continue to establish the cultural brand of Jing'an’s Fudeli Lane. This District shall actively participate in creating a demonstration city of national cultural and tourism consumption, and organize major cultural and tourism brand activities such as the Modern Drama Valley and the "Passionate Jing'an·Jazz Spring" Music Festival. This District shall improve the supply of public cultural services and increase the distribution of public welfare films. This District shall promote the construction of a "building readable" demonstration area, design a comprehensive cultural and tourism map of Jing'an Suhewan, and create a refined and distinctive waterfront micro tourism route. For the travel agencies that meet the requirements, the travel service quality deposit will continue to be refunded at a rate of 100% by March 31, 2023, and the enterprises will be encouraged to purchase insurance replacement products, and promote the orderly recovery of inbound and outbound tourism. III Action to Expand Investment and Develop Increment
7. Vigorously carrying out investment promotion activities. This District shall actively participate in the "Tidal Surge of Pujiang River" series of investment promotion activities, Shanghai Global Investment Promotion Conference, and Shanghai City Promotion Conference, improve the guarantee mechanism for investment promotion project elements, and continue to promote project signing, landing, and commencement. This District shall fully implement the investment promotion and quality enhancement plans, focus on the development strategy of "one axis, three belts" and the layout of four major functional areas, promote the comprehensive CBD construction and the development of key building carriers, focus on six key industries, actively go out and bring in, organize professional investment promotion teams to carry out industry chain investment promotion, platform investment promotion, business investment promotion, and special investment promotion activities, and vigorously attract the top enterprises and high-function projects, so as to continuously improve the quality of economic development in the entire District. 8. Giving full play to the leading role of the major projects. This District shall improve the efficiency of construction project examination and approval, vigorously promote the growth plans of major projects, strengthen the coordination and promotion of major projects, the whole process tracking and assistance services, and complete the whole year’s target tasks of "one million square meters" each for the commencement and completion of major projects. This District shall accelerate the construction of major industrial projects, major infrastructure projects, and major livelihood projects, and strive to create more physical workload and drive the steady growth of the fixed assets investment. 9. Vigorously implementing the "two old" transformation. This District shall accelerate the renovation of the old areas and the complete renovation of old houses, so as to continuously improve the living and living conditions of the people. This District shall strengthen the guarantee of resource strength and steadily implement the renovation of 10 scattered plots below the second level old residential areas. This District shall accelerate the complete renovation of the old houses, push forward in a rolling way the renovation of the largest non-complete-set employee housing and small-beam-thin-plate housing in this Municipality, and launch a batch of renovation projects such as the Fangua Lane. IV Action to Stabilize Foreign Investment and Improve Function Levels
10. Making greater efforts to attract and utilize foreign investment. This District shall implement the new version of the National Catalogue of Industries Encouraging Foreign Investment, promote the implementation of bonded display transactions, constantly improve the level of trade facilitation, and give full play to the advantages of Jing'an's open economy to attract more foreign investment. This District shall strengthen the full process tracking services and comprehensive factor protection, utilize the channel resources such as the Foreign Investment Promotion Partnership Program, and do a good job in one-stop foreign investment promotion. This District shall carry out international trade and investment negotiation activities to provide maximum convenience for the entry and exit of the staffs of the foreign-funded enterprises. 11. Continuously improving the function level of the headquarters-oriented economy. This District shall fully implement the headquarters economic function enhancement plans and the Asia Pacific operation headquarters support plans, support various headquarters such as foreign enterprises, central enterprises, and private enterprises to establish their new institutions and carry out business in Jing'an, implement in a deep way the newly revised regional headquarters support policy for multinational corporations of this Municipality, and cultivate a batch of division headquarters enterprises. This District shall promote the integration of functions such as "headquarters+R&D+settlement", and improve the resource allocation abilities and regional economic contribution of the headquarters enterprises. This District shall give full play to the role of platforms such as the Headquarters Economic Service Center and the Association of Foreign Investment Enterprises. This District shall strengthen the service measures for the headquarters enterprises in funding and rewards, fund operation and management, trade facilitation, technological innovation, talent introduction, entry and exit convenience, and provide them with the integrated and precise services. V Action to Promote Innovation and Improve Quality
12. Supporting innovative enterprises to accelerate their growth. This District shall strive to promote the plans to enhance the momentum of scientific and technological innovation, support the innovative development of the technology-based enterprises, support the establishment of "innovation accelerators" by the headquarters enterprises, industry leading enterprises, or leading enterprises in the segmented fields within this District, attract and cultivate a batch of high-tech enterprises and exclusive, refined, specialized and new enterprises, and create collaborative innovation consortia for various types of innovation entities. This District shall construct in depth the national entrepreneurship and innovation demonstration bases, guide the headquarters research and development centers and open innovation platforms to set in, optimize the cross-border entrepreneurship services, and create a multi-level international innovation space system. This District shall explore and construct the Suhewan Science and Technology Service Industry Demonstration Zone, build a sustainable science and technology innovation service system with wide channel, multi level and complete coverage, and achieve efficient integration of science and technology resources with various fields of Suhewan resources. This District shall give rewards of no less than 100,000 yuan and 300,000 yuan to the newly recognized municipal level "exclusive, refined, specialized and new" small and medium-sized enterprises and national level exclusive, refined, specialized and new "small giant" enterprises, respectively. For the high-tech enterprises that have become "four top" enterprises for the first time within their validity periods, this Municipality, together with this District shall give them a one-time reward of 5% of the previous year's R&D investment, with a maximum of 500,000 yuan. 13. Promoting the improvement of quality and efficiency in key industries. This District shall actively focus on the efficiency enhancement plans for the key industries, and strive to build an industrial system with more resource allocation capabilities, comprehensive competitiveness, and innovation leadership. This District shall consolidate the basic advantageous industries, support the innovative development of digital trade and service trade, improve the development layout of licensed financial institutions, foreign-funded asset management institutions, financial technology enterprises, etc., and enhance the concentration degrees of the professional service brand enterprises in management consulting, human resources, engineering design, international arbitration and other subdivisions. This District shall activate the explosive forces of potential industries, vigorously introduce and cultivate the leading enterprises and high growth enterprises, and accelerate and improve the agglomeration and contribution of the industries such as data intelligence, cultural creativity, and life and health. This District shall further implement the Global Service Provider Plans, improve the market-oriented operation mechanism of the Global Service Provider Council, promote the implementation of the Cooperation List Project of Yangtze River Delta Cities, and assist in the coordinated development of the Yangtze River Delta region. VI Action to Optimize Service and Enhance Guarantee
14. Creating a first-class business environment. This District shall focus on the service efficiency improvement plans, implement this Municipality's new version of the Implementation Plans for Optimizing the Business Environment, form a project-based service list that covers the entire life cycle of the enterprise operation, promote the neighbourhood service, integrated service, and immediate service, and strive to create an upgraded version of government services. This District shall promote the implementation of "one affair" integrated services for the matters involving a wide range, large processing volume, and high handling frequency. This District shall improve the comprehensive window function and continuously improve the standardization, normalization, and convenience level of the government services. This District shall give full play to the functions of the platforms such as the "Health Enterprise" Alliance to strengthen the complete-chain protection, supervision and law enforcement of intellectual property. This District shall continue to improve the social credit system, strengthen industrial comprehensive supervision, create inclusive and prudent regulatory measures, and maintain a good market environment for fair competition. 15. Conducting large-scale visits to service enterprises. This District shall continue to carry out the work of the leading cadres at all levels visiting service enterprises, unblock the communication channels between the governments and enterprises, improve the mechanisms such as the docking of the headquarters of the central enterprises, the communication between the governments and the foreign-funded enterprises, and the fixed-point contacts of the key private enterprises, optimize the functions of the Enterprise Investment Service Platform of Jing'an District, take the initiative to send policies and services to the enterprises’ doorstep, and strive to help all kinds of enterprises solve practical difficulties. This District shall strengthen the three-level network of enterprise services, optimize the mechanism for problem discovery, resolution, and supervision, provide more thoughtful services for various enterprises, and enhance their development confidence. 16. Vigorously supporting the development of private enterprises, platform enterprises, and medium, small and micro-sized enterprises. This District shall always adhere to the two “unwavering” principles, optimize the development environment of the private economy, implement policies and measures to promote the development of the private economy and private investment, support all types of market entities to enjoy equal support policies and participate in market competition fairly, support private enterprises to participate in government procurement, and accelerate the construction of the Shibei High tech Private Enterprise Headquarters Cluster. This District shall further strengthen the introduction and cultivation of platform enterprises, and continue to promote the standardized and healthy development of the platform economy. This District shall fully implement the relevant policies and measures of the State and Shanghai Municipality to assist the development of medium, small and micro-sized enterprises, strive to help them stabilize their development expectations and enhance their confidence in development, and extend the policies of increasing the reserved share of government procurement projects for small and medium-sized enterprises to over 40% to the end of 2023. 17. Strengthening the guarantee of land elements. This District shall strengthen the guarantee of construction land and comprehensively implement the list system of land for social investment projects. This District shall develop urban renewal plans, starting from optimizing the regional functional layout, building diversified living circles, strengthening historical and cultural protection, and improving the public services and infrastructure to promote the overall regional renewal. This District shall promote the plan for increasing the per-mu yield, continue to implement the urban renewal, transformation, and upgrading work, promote the transformation and upgrading of industrial land in Zoumatang, and explore the "station and city integration" renewal model of Beijiao Station. 18. Increasing talent and financial support. This District shall fully implement the various talent plans and policies at the Municipal and District levels, further improve the policies and services related to housing, education, and healthcare, etc, vigorously attract and retain various talents, implement the "Jingying" Talent Action Plans, and build a highland for the gathering and development of the outstanding talents. This District shall improve the housing security system, continue to strengthen the management of low-rent housing, affordable shared-property-rights housing, and public rental housing, guarantee the low-income families via both renting and purchasing, and do a good job in the talent settlement work. This District shall coordinate the use of various types of income and special funds, improve the use and evaluation methods of the special funds, optimize the application process of the enterprises, accelerate the allocation and execution progress of various types of enterprise-related special funds, and improve the performance of fund utilization. These Action Plans shall be effective as of April 7, 2023, and be valid until December 31, 2023. Where the specific policies and measures specify the implementation deadlines, such deadlines shall prevail. Where there are the relevant provisions of the State or this Municipality, such provisions shall prevail.
