You are required to implement it conscientiously.

 

Three-year Action Plan for Strengthening the Construction of the Public Health System in Jing'an District

(2023-2025)

This Action Plan is specially formulated in accordance with the reform requirements of the national disease prevention and control system for the purposes of accelerating the construction of a public health system that matches the functional positioning of “International Jing'an District and Excellent Urban Community”, and further enhancing the comprehensive public health service capabilities and the public health social governance level in the jurisdiction area.

I. Action Goals

We shall adhere to the basic principles of “government guidance, multi-party participation; prevention in priority and integration of regular care and emergencies; based on the people at orientation, combination of medical care and prevention, navigation of science and technology, innovation and development”, and take capacity elevation as the main line, focus on key points, and enhance the deficient aspects, strengthen weaknesses, and uplift capabilities. By the end of 2025, we will further improve the construction of the public health system in the jurisdiction area, promote the high-quality development of disease prevention and control undertakings, comprehensively strengthen such key capabilities as public health emergency response, service, coordination, and security, elevate the level of comprehensive prevention and control of chronic diseases among the population, deepen the connotation of the construction of the social psychological service system. By doing so, we aim to continuously meet the growing health needs of the urban area and its residents, improve the sense of well-being and satisfaction among the people, while effectively ensuring public health safety in the socialist modern international metropolis center.

 

II. Main Tasks

1. Focus on the prevention and control of major epidemics and enhance public health emergency response capabilities

(1) Build a system-integrated, intelligent and efficient infectious disease monitoring, early warning and emergency response system. We shall upgrade a comprehensive monitoring network that covers elements such as syndromes, pathogenic factors, and public opinion information, and set up and improve the standardization and coordination of key links in emergency response and command dispatch, establish a sound warning indicator system that integrates multi-channel data collection and multi-node intelligent triggering. The role of health big data, artificial intelligence, and Internet of Things (IoT) technology in intelligent judgment and early warning should be leveraged. The functionality of the infectious disease monitoring, early warning, and emergency command platform should be enhanced to achieve information sharing and collaborative linkage across multiple departments, fields, and stages.

(2) Establish a comprehensive medical treatment system for major infectious diseases that combines regular care and emergency response. We shall deepen the construction of a hierarchical, classified, and triage-based emergency medical treatment system, and improve the emergency treatment mechanism for vulnerable populations during major epidemics. We shall strengthen the hierarchical diagnosis and treatment function of infectious diseases in community health service centers, accelerate the construction of regional clinical centers for infectious diseases, strengthen the quality control management of clinical diagnosis and treatment of infectious diseases, and comprehensively enhance the medical treatment capacity for critically ill patients with infectious diseases in this area. We shall implement hospital infection prevention and control measures and strengthen the integration of medical and preventive efforts, enhance emergency response capabilities and improve the operation and management standards of various emergency isolation and treatment facilities. We shall adhere to the integration of traditional Chinese medicine and Western medicine, improve the inter-collaborative treatment mechanism, and strengthen the construction of grassroots networks for traditional Chinese medicine intervention in major infectious diseases and the capacity building of emergency treatment for critical and severe cases.

2. Focus on the construction of institutional connotation and enhance the ability of public health services

(1) Improve laboratory testing and management capabilities. We shall, in line with regional characteristics and development needs, continuously enhance the core laboratory testing capabilities of the regional disease control center, further expand the scope of laboratory accreditation, improve the detection and identification capabilities of newly emerging and rare infectious disease pathogens, as well as the rapid identification of unknown pathogens, construct regional public health center laboratories. At the same time, we shall strengthen the capacity building of laboratory biosafety and standardize the quality management of pathogen laboratory testing.

(2) Enhance the comprehensive monitoring of health hazards and the ability to assess risks. We shall improve the on-site rapid detection technology level for comprehensive monitoring of environmental health, and enhance the perception and capture capabilities of health hazard factors. We shall strengthen the reserve of technologies for joint assessment of health risks from external exposure to environmental factors, food, etc., to provide technical support for population health effect assessment. We shall explore big data risk assessment based on health hazard factors, and enhance the capabilities of public health institutions in monitoring and assessment, technical guidance, quality control, and public risk communication, and establish a working mechanism for public health safety risk assessment for major projects and events.

(3) Enhance the digital comprehensive regulatory capabilities. We shall expand the application of "smart health supervision" scenarios, promote the disclosure of the data related to the status of key regulatory areas in public health to the society, and optimize the "smart health supervision" projects with a focus on comprehensive regulation, risk warning, and disposal of infectious diseases, such as disinfection services, biosafety, and medical waste disposal. We shall promote the standardization of public health supervision and law enforcement, carry out digital transformation of district-level command centers and case handling centers, and improve the technical service support system for public health supervision and establish a sound system of disease prevention and control supervisors within healthcare institutions.

(4) Uplift health education and health promotion capabilities. We shall strengthen the effective supply of health popularization, establish a health promotion and popularization practice base in Jing'an District, expand the layout of health communication networks, promote "Internet + Precision Health Popularization," and improve the accessibility and compliance of health promotion. Steered by population health issues, we shall continuously improve the health behavior monitoring and assessment system, enhance the health literacy of citizens, and promote the widespread adoption of healthy lifestyles.

(5) Enhance community nutrition support capabilities. We shall, relying on neighborhoods and townships, carry out the construction of nutrition-supportive communities, conduct surveys and assessments of the nutritional status of the community population, promote pilot projects for screening and intervention of sarcopenia among the elderly, establish healthy canteens in communities and entities, guide residents to develop scientific nutrition concepts, cultivate healthy eating habits, reduce the occurrence and development of chronic diseases, and improve the level of nutrition and health literacy for residents.

3. Focus on the health needs of the population and enhance the collaborative ability in public health sector

(1) Strengthen joint prevention and control, and build an integrated prevention and control mode of key diseases of children and adolescents that is coordinated by medicine and education. We shall pay attention to important health issues such as infectious diseases, myopia, scoliosis, dental caries, malformations of the jaw, obesity, autism, emotional and behavioral problems in children and adolescents, deepen the integration of medical and educational work mechanisms, and pilot integrated prevention and control of key diseases in primary and secondary schools and child care institutions. Guided by the main health service needs of children and adolescents, we shall strengthen comprehensive monitoring and intervention, carry out multi-source child and adolescent health data analysis, application, and promotion and evaluation of appropriate technologies, and dynamically optimize “home-school-community” disease prevention and control measures for children and adolescents.

(2) Strengthen diversification and integration, and build a chronic disease health management and comprehensive intervention mode based on big data application. We shall adhere to people-centered and health-centered principles, continue to deepen the comprehensive prevention and treatment service system for common chronic diseases such as chronic kidney disease, chronic obstructive pulmonary disease, and fundus disease, and explore the community management model of Alzheimer's disease. We shall strengthen the application of big data and system integration, build chronic disease health management support centers and health management centers in community health service centers, carry out chronic disease risk assessment, screening management, health education and other services, and enhance the public awareness of independent health management. We shall carry out risk assessment and screening management for various types of cancer such as gastric cancer, colorectal cancer, and cervical cancer, and build a cancer screening management service system with community screening, clinical screening, and health examinations as the main means to improve the level of early detection of common cancers.

(3) Strengthen the integration of medicine and prevention, and build a precise and comprehensive prevention and treatment model for major chronic infectious diseases. Based on the characteristics of high-risk groups such as the elderly, professional groups, and patients' family members, we shall optimize the comorbidity screening strategy for major chronic infectious diseases and establish an early and accurate screening model. We shall enhance the community's capacity for rapid tuberculosis (TB) screening and detection, and promote early identification and timely intervention measures for high-risk populations. It is important to establish an innovative model of coordinated service management for major chronic infectious diseases, led by district disease control centers, based on community health service centers, and supported by medical institutions, aiming to further improve the standardized treatment and comprehensive prevention and control of major chronic infectious diseases in the region. Additionally, efforts should be made to explore the construction of a demonstration community for comprehensive management of major chronic infectious diseases.

4. Focus on the high-quality development of the disease prevention and control system, and enhance the comprehensive guarantee capacity of public health

(1) Strengthen the construction of the public health workforce. We shall build a comprehensive public health training system in our district, establish public health training bases, strengthen the dynamic management of faculty, students, courses, and effectiveness, and set up a normalized job training and special training mechanism for key capabilities. Hierarchical and classified training shall be implemented for the professionals of disease control, the "reserve team" handling public health emergency response, and for individuals from other social sectors. The job capabilities for the professional workforce and the public health knowledge and skills for social actors should be raised to consolidate the level of community health services, and jointly consolidate the foundation of public health social governance.

(2) Strengthen the construction of public health disciplines. We shall strengthen support for senior public health talents and key talents, and support the training of high-level and practical professional teams. Oriented to serve the region's major public health needs, we shall enhance cooperation with universities, concentrate on the construction of key disease prevention and control disciplines such as epidemiology, infectious diseases, health education promotion and management, and uplift the influence and competitiveness of related disciplines. We shall strengthen continuation of medical education, improve the cross-rotation training mechanism of personnel from disease control institutions and medical institutions, and promote the improvement of both clinical literacy and public health literacy.

(3) Strengthen the capacity building of grassroots public health governance. We shall strengthen the construction of public health committees, improve mechanisms for resident participation in public health governance and assistance in providing public health services. In three aspects, namely, improving organizational systems, enhancing service capabilities, and strengthening management levels, we shall carry out a menu service for community public health services in Jing'an District to enhance the refinement, standardization, and specialization of grassroots public health governance.

III Organizational Guarantee

1.Strengthen organizational leadership

We shall further raise awareness of the importance of the construction of the public health system, and incorporate the construction of the public health system into the overall plan of the national economic and social development in the jurisdiction area, and establish and improve the organizational management system, clarify and put in place the “chain of responsibility”, and ensure the financial investment for the construction of the three-year public health action plan in the jurisdiction area.

2. Strengthen project management

Each project unit should fulfill its main responsibility and carry out project implementation in a good way. District Health Commission, District Finance Bureau, and other relevant departments shall strengthen the whole-process standardized management of the three-year action plan for public health projects. Project management should strictly follow the workflow of project application, project implementation, midterm evaluation, and final evaluation. Project funds should be strictly managed in accordance with relevant regulations on financial project management. Project evaluation should focus on strengthening project effectiveness evaluation and fund-specific review.

3. Strengthen publicity and guidance

We shall carry out extensive publicity on the construction of the public health system through multiple channels, strengthen the mining and publicity of important achievements and typical cases related to this action plan project, and create a good atmosphere for the whole society to pay attention to public health work and participate in the construction of the public health system.
