Jing'an District Excellent Urban Area Renewal Action Plan

(2023-2025)

In order to fully put in place the decision and deployment of Shanghai Municipality, further implement the Regulations of Shanghai Municipality on Urban Renewal, follow the clear responsibilities and tasks of the ShanghaiUrban Renewal Action Plan(2023-2025), explore and establish a comprehensive urban renewal operation system that is guided by planning, coordinated by the government, driven by the market, empowered by digitalization, featured by green and low-carbon, prioritized in people's livelihood, constructed jointly and sharing, accelerate the construction of an excellent modern international urban area, take a steady and good path of high-quality development with Jing'an characteristics, we have hereby proposedthe Jing'an District Excellent Urban Area Renewal Action Plan.

I. General Requirements

1. General Objective

Centered around the development vision of "International Jing'an, Excellent Urban Area",we aim to build Jing'an District into a development practice area with the core functions of a global city, animportant demonstration area of international cultural metropolis, and a modern international urban area with international competitiveness, striving to showcase the quality of Jing'an. By 2025, we will steadily facilitate the sustainable urban renewal, improve the system and mechanism for high-quality development of urban renewal, create a number of highlighted projects with Jing'an characteristics, and lay a solid foundation  for the comprehensive construction of an excellent modern international urban area.

We will deeply implement the "One Axis, Three Belts" development strategy, fully leverage the role of the "One Axis" in connection and linkageand the supporting function of the “Three Belts,  and transform the "One Axis, Three Belts"area into an area with the highest industrial level, the most aggregated elements, the most active innovation, and the highest management level in Jing'an.

2. Basic Principles

We will adhere to the 6 principles of priority in planning and preference in foretaste, regional coordination and overall promotion,  focus on people's livelihood and accent on quality, green and low-carbon development, safety and resilience approach, inheritance of culture and spread of  the spirit,  government guidance and co-construction and sharing.

II.Key Tasks

Focusing on areas, categorizing and sorting, carrying out the six major "Excellent Actions" for Jing'an urban renewal:

1. Action in rebuilding new development poles - new looks in comprehensive regional renewal

We will  enhance the level of development and promote comprehensive regional renewal, focusing on key areas and sectors, strengthening zoning and classification guidance, and enhance overall planning and coordination of all elements.

By 2025, the following actions will be taken:(1) Focus on creating new highlights along the "One River, One Canal". Emphasis will be placed on the renewal of the Dongsiwenli area (Unit 01, Shimen Er Road, Jing'an District). The Dongsiwenli area is the intersection of the north-south elevated complex development axis and the Suzhou River waterfront business cluster in the development strategy of "One Axis, Three Belts"of Jing'an District. Based on the preservation of theneighborhoods charm  and the red memories, we will integrate regional resources, strengthen regional coordination, and  uplift the overall value and comprehensive benefits of the region, achieve high-quality and sustainable development, create a new growth engine for Jing'an's development, radiate and drive the overall value enhancement of the Suzhou River waterfront area, and build a new highland for the development of world-class waterfront areas and a new landmark for cultural heritage.(2)  We will accelerate the revitalization of existing industrial land in the two wings of the central ring area. In the south wing of the central ring, the focus will be made on the planning and research of the Big Xujiage area. In the north wing of the central ring, we will make a focus on the overall transformation of large inefficient industrial land, and, in close conjunction with the development needs of the big data industry, promote the urban renewal and construction of the Zoumatang area, and create a leading international innovation-oriented industrial community.

2.Action in reshaping new beautifulhomes - improvement of living environment quality

We will enhance people's well-being and promote the improvement of the quality of  living environment, continuously improve living conditions to meet the increasing demand of the people for a better life.

Accelerate the completion of the transformation of "two old neighborhoods".  Jing'an District will, in accordance with the requirements of the  "two old neighborhoods and one village" transformation of this Municipality, promote the work in a rolling manner, following the rhythm of "commence a batch, launch a batch, and survey a batch". The goal is to take the lead in completing the task of transforming the houses of zero-reconstruction and houses with  small  beams and thin-panels in the central urban area of the city by 2025.

Continuously consolidate the achievements of "Beautiful Homes" construction and create demonstration communities of "Beautiful Homes". Jing'an District will solve the urgent, difficult, worried, and anticipated problems of the people, based on demand and effectiveness, and continuously improve the scientific, meticulous, and intelligent level of residential community renovation.

By 2025, we will fully complete the transformation of scattered secondary old houses in the central urban area, and basically remould the houses with small beams and  thinpanels.  Thedemolition and reconstruction projects of Pengyi Community, Lanes No.121 and No.155 of Tanjiaqiao Road will be completed. The transformation of incomplete staff residential houses such as No. 627 Yuguan Road and No. 970 North Tibet Road will be basically completed. The demolition and reconstruction project of Fanggua Lane Neighborhood will be accelerated comprehensively to ensure that residents can return and settle down as soon as possible. The exploration of  other incompleteresidential staff houses will be expedited, and a batch will be launched once it is matured. Following the principle of "installing when possible and accelerating the pace as willing,"we will facilitate the installation of elevators in existing multi-story residential buildings" and fulfill the installment of 700 elevators. Each year, we will complete the renovation of 800,000 square meters of roofingand the related facilities,  as well as the comprehensive renovation of multi-story buildings and the lane projects, and create 20  "Beautiful Homes"of featured communities of new era and 10  "Beautiful Homes"of demonstration communities of new era.

3.Action in intelligent creation of a harmonious new environment --optimization of public space facilities

We shall optimize the quality and functionality, promote the upgrade of public spaces and facilities, create high-quality urban public spaces, improve infrastructure and public service facilities, upgrade the level of public services, and systematically improve the city's ability to respond to risks.

By 2025, sub-districts and the town aim to  comprehensively promote the "15-Minute Community Life Circle"campaigns in  upgrading and transforming public service facilities, and take the lead in  building 3 exemplary sub-districts &towns with "15-Minute Community Life Circles".  World -class high-quality public service facilities will be built, with a focus on the construction of the Jing'an District Citywide Fitness Center. The construction of "high-quality" campuses for basic education will be initiated, the construction of the Suzhou River Bay Area Complete Middle School will be commenced, and the construction of the North City Junior High School will be completed.

By 2025, in the aspect of optimizing public spaces, we will create distinctive, visually appealing, and high-quality street landscape green spaces, pocket parks, and public activity spaces, fully demonstrating the humanistic care of the international urban area. We will promote the renovation of Jing'an Park and the Sleepless City Green Space, renovate or build about 9 pocket parks, and based on the new round of the "Beautiful Block" three-year action plan (2024-2026) , create 3 high-quality "Beautiful Neighborhoods" and 1"Park City Demonstration Point".

By 2025, in the aspect of upgrading and transforming municipal infrastructure, firstly, we will upgrade urban infrastructure construction to further enhance the quality of urban spaces.  We will complete the entry of overhead lines into ground and pole box rectification for approximately 48 kilometers, complete the transformation of approximately 36 kilometers of aging gas pipelines, complete the transformation of old water supply pipelines to  meet the requirements, and carry out inspections of approximately 123 kilometers of drainage pipelines, repair and transform approximately 24 kilometers among them. Secondly, we will focus on building the world-class Suzhou River Bay waterfront business area and continue to improve the quality of public spaces in Jing'an's Suzhou River Bay, featured  by "slow walk, good relax, historical stories, and poetic dwelling". We will complete the improvement project of the public spaces on Suzhou North Road and the under-bridge space of Gonghexin Road, promote the landscape lighting construction along the Suzhou River and bridges, create a demonstration area for slow walk in the Suzhou River Bay green area, and deepen the construction of the delicate waterfront demonstration area in the North Station Sub-district. Thirdly, we will promote the construction of sponge cities. With a focus on achieving the target of more than 40% of the built-up area to meet the requirements of sponge city construction in the district, we will promote  the construction of key areas in the city-level sponge planning in such areas as the Suzhou River Bay area on the north bank of the Suzhou River, the Pengyuepu wedge-shaped green land, the Daning green land, and surrounding areas. Fourthly, we will complete the construction of emergency shelters covering an area of 1.4445 million square meters.

By 2025, in  the aspect of green and energy-saving renovations, we will practice the  green and low-carbon conception, promote energy-saving renovations of residential buildings, and complete energy-saving renovations of 940,000 square meters of existing public buildings. We will thoroughly implement the concept of green development, fully leverage the regional green ecological scale aggregation effect, and complete the pilot creation of a green ecological urban area in the Suzhou River Bay area. We will implement the planning and construction of a three-star green ecological urban area in the North City High-tech Park and the green ecological urban area in the Suzhou River Bay area.

4.Action in butterfly change and revitalization - reshaping the charm of historical features

Strengthen the protection and inheritance, promote the revitalization and utilization of historical and cultural heritage, and organically integrate the preservation of historical features with the development needs of the people’s city, reasonably guide the activation and utilization of space carriers.

By 2025, Jing'an District will fully explore the distinctive urban cultural characteristics and backgrounds, in combination with the distribution of historical and cultural heritage throughout the district,  form a diverse pattern of historical features.Firstly, we will focus on key areas for the inheritance and protection of historical and cultural features, aiming to create the highest quality cases of urban renewal in Shanghai with a strong emphasis on historical and cultural immersion. Key projects such as  the overall renewal of the Zhang Garden Historical Features Area, the renovation and transformation of the Yuyuan Road Historical Features Protection Neighborhood, the steady progress of the Jufuguochao Cultural Museum as an exploration of the combination of historical features preservation and organic urban renewal will be facilitated, and the advancement of the Anyuan Road 899 project will be accelerated.Secondly, we will explore the revitalization and integration of historical buildings on both sides of the Suzhou River, combining them with new projects in the surrounding area, to leverage the value of historical and cultural resources and promote the innovative upgrading and development of the cultural industry. Key projects such as  the excellent restoration projects of the Fuxin Flour Mill and the No.2 Storage of Sihang Warehouse, as well as the restoration project of the cultural relic building at No. 560 Wujin Road in the North Station New City area will be facilitated. The expansion of the Jing'an District Library (Tianmu Road Branch) and the community cultural activity center project in the North Station Sub-district area will be pushed forward to supplement the functions of the renovated library, combining the characteristics of  Shikumen architecture to create a "cultural exchange platform" for cultural inheritance, knowledge sharing, and innovation guidance.Thirdly, we will protect and utilize the industrial heritage in the two wings of the central ring of the North City area, preserve the urban features of modern industrial heritage, facilitate the preservation and restoration projects of industrial features for the Pengpu Machinery Factory, the Xinzhong Power Machinery Factory, and the Shanghai Metallurgical Mining Machinery Factory (Xinyefang Phase II) . We will advance in Baofengyuan the listing or erection of monuments on the ruins of the Shanghai Federation of Trade Unions in the early May 30th  Movement .

5. Action inupgrading new production in industrial parks - enhancement of the quality and efficiency of industrial parks

Upgrade the service industry,  promote the improvement of quality and effects of industrial parks, advance the transformation and upgrading of the existing industrial land, and innovative development, facilitate the transformation of spatial utilization towards intensive, compact, multifunctional, low-carbon, and efficient development, and foster the growth advantages of emerging industries.

Jing'an District will concentrate efforts on the transformation of existing industrial land, optimize resource allocation, and comprehensively improve efficiency. For industrial land, we will conduct comprehensive performance evaluation and classification, optimize the evaluation systems  and  inefficienciesidentification, expand the activation path of existing industrial land, greatly uplift the economic carrying capacity and output level per unit of land to achieve more intensive, efficient, and sustainable high-quality land use.

By 2025, efforts will be made to activate and utilize industrial remnants, inject functions of technology innovation and cultural creativity, and promote the revitalization of old industrial areas in a project-based and large-scale manner, with a focus on the transformation of existing industrial land in the Beixin and Daning areas and on the construction of key project sites in the Zoumatang area of the Beixin High-tech Park.  We will facilitate the planning and research of the Daxujiage area , and on the basis of protecting industrial remnants, enhance digital empowerment, uplift innovation density, and make concerted efforts to contribute to the construction of Shanghai as an internationally influential science and technology innovation center. Efforts will be made to activate and transform inefficient land and urban renewal, deepen the high-quality utilization of industrial space, implement plans to enhance the quality and efficiency of industrial parks, and accelerate the upgrading of 3 existing parks and at least 1 science and technology innovation park.

6. Action of igniting the newengine ofbusiness - revitalization of the commercial business vitality

Revitalize existing resources, rejuvenate the commercial business district with new vitality, create a well-structured, flexible, and diverse environment for new business formats, and radiate and drive the surrounding areas.

The Nanjing West Road functional area is  one belt out of the framework of  the “One Axis and Three Belts” formed in Jing'an District by strengthening the north-south composite development. Ithighlights the characteristics of "internationalization, high-end, and quality," and plays a central role as a key node in the east-west development axis of Shanghai Municipality.

By 2025, the Nanjing West Road functional area will further consolidate the high-end commercial ecosystem with consumption as the core, and expand the high-end business and service industries. Aligning with  the world's top business districts and combining the spatial carrier needs for future regional development, we will further stimulate the economic growth momentum of Nanjing West Road, continuously improve the output scale and economic benefits of high-end buildings in the Nanjing West Road area. Firstly, with a focus on the "backstreet economy,"we will promote the integrated development of culture, commerce, and tourism in the Nanjing West Road agglomeration area, expand the density of the Nanjing West Road agglomeration, promote the overall development of the Big Zhangyuan area, and create an Apple Store with utmost care in the Jing'an Temple sunken square, form a new node and landmark for the performing arts industry ecosystem and the nighttime economy demonstration area, and construct a highly connected and vibrant featured  backstreet network. We will promote the renewal of the "Julu Road-Fumin Road-Changle Road" area, will, through the improvement of format functions, the beautification of the space environment and the improvement of the slow walk experience, continuously realize the complementary functions and linkage of formats , and make the business within the Nanjing West Road widened, thickened, and deepened.Secondly, we will actively promote the renewal, integration, activation, and iterative upgrading of buildings along Nanjing West Road, create a high-end business and commercial complex with multiple functions and elements aggregation, facilitate the renewal of commercial blocks and business buildings such as the "Meitaiheng" area, the City AirlinesTerminal, and the 500 Weihai Road (Four Seasons Hotel) project, and further strengthen Jing'an's building economy. Thirdly, we will promote the construction of the national "15-minute convenient living circle" pilot areas and the demonstration communities of the Shanghai "15-minute convenient living circle," to meet the residents daily needs of basic consumption and quality consumption needs, and form a community business district with multiple business formats.

III. Safeguard Measures

1.Adhere to scientific planning guidance

With scientific planning as the guiding principle, we shall fully consider factors such as the functional positioning of Jing'an District, spatial utilization conditions, and public demands, conduct early analysis and precise implementation. In close conjunction with urban development plans, we shall adhere to the principles of integrated planning and overall transition, lead the transformation of regional functions, create highlights in urban renewal, and activate economic vitality.

2. Improve and renew the coordination mechanism

In line with the needs of urban renewal construction in the district, we shall further improve the organizational structure and functional positioning of the "Jing'an District Urban Renewal Work Group," clarify responsibilities, and strengthen overall coordination. We shall establish a sound inspection and feedback mechanism to ensure timely updates on progress, information submission, problem feedback, and coordination for solutions of key tasks.

3. Strengthen the promotion of key projects

We shall sort out and form a list of six major key tasks for each promoter to speed up the preliminary work and arrange the reasonable timing of project implementation.On this basis, we shall, in combination of the development realities, optimize and adjust key tasks and key projects in a timely manner.

4.Build a multi-dimensional publicity matrix

We shall comprehensively build a publicity matrix with various forms and characteristics, strengthen the planning of urban renewal news publicity, reflect the latest achievements of urban renewal in the district through thematic and sectional coverage, with multi-levels and multi-platforms,and create a favorable public opinion atmosphere.

5.Conduct special evaluation and assessment

We shall coordinate with municipal departments to implement the urban renewal evaluation system and conduct annual assessments of the progress of urban renewal tasks, guide the development of urban renewal work in the district towards standardization, systematization, and sustainability.

Focus will be made on: the improvement of public spaces on   Suzhou North Road and the space under the Gonghexin Road bridge, as well as   the promotion of landscape lighting along the Suzhou River and its bridges.

Promote the construction of sponge cities. 40% of   the urban built-up areas will meet the requirements for sponge city   construction. A focus will be made on the key areas construction of municipal   level sponge city planning, including the Suzhou River north bank of Bay   area, the Pengyuepu wedge-shaped green space, the Daning green space, and   surrounding areas. Exemplary and leading construction projects in various   categories such as buildings and residential areas, parks and green spaces,   roads and squares, and water systems will be selected to enhance the   visibility of sponge city construction. The construction of rainwater storage   facilities will be systematically promoted,    improvement projects for waterlogging will be carried out  to  upgrade drainage systems.

Facilitate the Nanjing West Road business district   to be a world-class commercial area. Focus will be made on: the overall   development of the Dazhangyuan area, the renewal of the Meitaiheng area, the   renewal of the Jufu Chang area, the construction of the sunken square Apple   Store at Jing'an Temple, and the promotion of the construction of the   national "15-Minute Community Life Circle" pilot areas and the   demonstration communities of the Shanghai "15-Minute Community Life   Circle."

Encourage and guide the renovation, upgrading, or   transformation of urban renewal projects for buildings. Focus will be made on:   the Henglong Plaza project, the 500 Weihai Road (Four Seasons Hotel) project,   and the renovation project of the Jing'an Shanghai Airlines City Terminal and   such landmark projects.
