Clean-Air Action Plans of Shanghai Jing'an District (2023-2025)
In order to continuously improve the environmental air quality in our District and ensure the health of the people, these Action Plans are formulated in accordance with the Action Plans for Deepening the Elimination of the Heavy Polluted Weather, Prevention and Control of the Ozone Pollution, and Control of the Diesel Truck Pollution, the 14th Five-Year Programs for the Ecological Environment Protection of Shanghai Municipality, and the Clean-Air Action Plans of Shanghai Municipality (2023-2025).
I Action Objectives
By 2025, the emission reduction of the major air pollutants shall meet the requirements of the higher authorities, and the heavy pollution weather shall be completely eliminated. The proportion of the days with good air quality shall reach over 90%. The average annual concentration of PM2.5 shall be steadily controlled below 30 micro-grams per cubic meter, and the upward trend of the ozone shall be effectively controlled. The modernization of the atmospheric environment governance system and the governance capacities shall be preliminary achieved.
II Key Tasks
1. Implementing the green and low-carbon energy transformation, promoting the upgrading of the energy supply facilities
1.1 Vigorously developing the non-fossil fuels
We shall vigorously develop the renewable energy sources such as solar and wind energies, and complete the municipal-level tasks for photovoltaic installation by 2025. We shall increase the introduction of the non-fossil energy clean electricity from outside this Municipality.
1.2 Strengthening the dual control of the energy consumption intensity and total amount
We shall continuously implement the dual control system for the energy consumption intensity and the total amount, deepen the energy conservation in the key areas, and improve the energy efficiency of the data centers, new communications and the other information infrastructure.
1.3 Deepening the boiler renovation and raising the standards
We shall continuously monitor the effects of the boiler low-nitrogen combustion transformation, strengthen the supervision of the gas boiler flue gas re-circulation system. The newly built or expanded boilers shall first use electricity, natural gas, or the other clean energies.
2. Accelerating the optimization and upgrading of the industrial structure, strengthening the refined control of the entire process
2.4 Strictly controlling the access pass for the new construction projects
We shall strictly implement the ecological environment zoning control requirements of the "three lines and one list", and strictly implement the national standard limit values for the volatile organic compounds (VOCs) contents in coatings, inks, adhesives, and cleaning agents for the new construction, renovation, and expansion projects.
We shall strictly implement the system of controlling the total amount of the major pollutants in the construction projects, and implement the reduction and replacement of the major atmospheric pollutant emission quantities in the cases where the environmental air quality fails to meet the standards.
2.5 Accelerating the transformation and upgrading of the existing production capacities
According to the dynamic updating guidance catalog for the industrial structure adjustment from the higher authorities, we shall carry out the industrial structure adjustment, and increase the elimination and restriction of the industries and production processes with high energy consumption intensity and high air pollutant emissions.
2.6 Promoting the clean production and green manufacturing
We shall promote our District's enterprises to carry out the clean production examination and verification, explore the new models for the clean production examination and verification in the parks and industries.
We shall improve the construction of the green manufacturing and green supply chain systems, establish and improve the green manufacturing standard technical specification system and the third-party evaluation mechanism. We shall build the benchmark enterprises for the green factories, green supply chains, and green design demonstration in the key areas.
We shall promote the green and low-carbon upgrading and transformation of the industrial parks, as well as the pilot construction of the zero-carbon parks, and promote the facility co-construction and sharing, energy cascade use, and resource recycling and reuse.
2.7 Deepening the comprehensive control of the industrial VOCs
We shall improve the enterprise performance grading management system on the basis of the principle of "green leadership and performance priority". We shall vigorously promote the substitution of the raw materials and product sources with low VOCs contents, actively promote the advanced processes and reduction technologies related to the processing and use of VOCs materials. We shall explore a multi-sector joint law-enforcement mechanism, strengthen the supervision and inspection of the implementation of VOCs content limits in the production, sales, and use of the related products. We shall strengthen the rectification of the unorganized emissions of VOCs, strengthen the control of the exhaust emissions under abnormal working conditions, and promote the refined management of the simple VOC treatment facilities.
2.8 Improving the efficiency of the park monitoring network
We shall enhance the grid monitoring and pollution hot-spot screening capabilities of the parks. We shall establish a high-density, three-dimensional, differentiated monitoring and rapid and accurate traceability system for the characteristic pollutants by applying sensors, UAV carrying technology, active and passive remote sensing, and fast navigation technologies.
3. Improving the levels of green and clean transportation, strengthening the intelligent supervision of the mobile sources
3.9 Promoting the green development of the transportation system
We shall build a green and low-carbon urban transportation system. By 2025, the proportion of the public transportation in the central urban areas shall reach over 45%, and the proportion of the green transportation shall reach over 75%. We shall establish and improve the urban green logistics system.
3.10 Improving the cleanliness level of the motor vehicles
We shall strengthen the supervision of the environmental compliance of the local production, import, and sales of the motor vehicles. We shall orderly promote the system of motor vehicle emission inspection and mandatory maintenance. We shall fully use the various means such as regular emission inspections, remote sensing monitoring, remote online monitoring of emissions, and road inspections to strengthen the supervision of the in-use vehicle emissions. We shall establish and improve a normalized mechanism for the multi-sector joint law enforcement and road inspection.
On July 1, 2023, the National VI B emission standards for the heavy-duty diesel vehicles was implemented. By the end of 2025, all the operational diesel trucks with National III emission standards shall be completely phased out.
We shall deepen the management and supervision of the oil and gas recovery in the storage, transportation, and sales links such as the gas stations and oil storage depots.
3.11 Strengthening the comprehensive control of the non-road mobile machinery
We shall encourage the elimination of the vehicles with National IV emission standards and below in the factories, as well as the non-road mobile machinery with National II emission standards and below. We shall encourage the non-road mobile machinery that meet the National III emission standards to install the post-treatment devices. Starting from January 1, 2025, when buying new forklifts or replacing the forklifts with a capacity of less than 3 tons in the factories, basically the new energy machinery must be used.
We shall strengthen the inspection and sampling of the fixed use machinery in the key enterprises, with a proportion not less than 20%.
3.12 Expanding the application of the intelligent traffic supervision
We shall improve the intelligent supervision of the mobile sources, strengthen the construction of the intelligent perception and monitoring capabilities for the motor vehicles, non-road mobile machinery, and the oil storage, transportation, and sales industries.
4. Promoting the green development in the construction field and strengthening the precise control of the dust sources
4.13 Deepening the comprehensive management of dust sources
We shall strictly implement the civilized construction standards and the demolition operation norms, strengthen the pre wetting and spraying dust suppression measures, and the management of the closed construction site operations. We shall promote the use of the covering methods and prefabricated construction for the large-scale municipal engineering. We shall strictly constrain the control of the linear engineering sections to ensure the implementation of the civilized construction measures. We shall strengthen the prevention and control of the dust pollution on the bare land such as the reserved land, expropriated land, and the pending construction land.
We shall strengthen the road dust control. We shall strengthen the norms of the muck transportation operations, improve the levels of standardized loading and unloading, vehicle washing, and the enclosed transportation for the muck transportation enterprises, incorporate the implementation of the "two no digging, two no entering, two no leaving" measures on the construction sites into the assessment of the civilized construction, and strengthen the joint law enforcement and daily supervision of the illegal and irregular acts of the muck vehicles. We shall actively promote the new types of muck vehicles. We shall continuously strengthen the urban cleaning, by the end of 2025, the mechanized cleaning rate of the environmental sanitation road cleaning shall reach 100%, and the road flushing rate shall reach 95%.
We shall build a comprehensive dust online monitoring network consisting of the "fixed dust online monitoring plus mobile monitoring", and build a big data analysis and decision-making support platform for the dust pollution. We shall dynamically control the implementation of the various dust measures, and increase the punishment for the acts of data exceeding standards and non-standard installation.
4.14 Promoting low VOCs coatings and building materials
We shall fully promote the use of the coatings and adhesives with low VOCs contents in the housing construction and municipal engineering. Except for the special functional requirements, the coatings with low VOCs contents shall be generally used for the indoor floor construction, outdoor structure protection, and road traffic signs. We shall promote the use of the low emission asphalt and reduce the VOCs emissions in the production process of the asphalt mixtures.
5. Implementing the deep governance of the social non-point sources and strengthening the prevention and control of the other pollutants
5.15 Increasing the fine control of the living sources
We shall strengthen the installation and use of the online monitoring facilities for catering fumes, and upgrade the district-level management platform. We shall improve the intensive management and third-party governance and control mechanism of the centralized catering enterprises.
We shall promote the upgrading and renovation of the green automotive repair facilities, equipment and processes, and encourage the construction of the centralized sheet metal painting centers or the use of the third-party desorption.
We shall strengthen the supervision and management of the use of the energy efficiency labels in the production and sales processes of the household gas water heaters, gas stoves, and the other appliances.
5.16 Strengthening the prevention and control of the other pollutants
We shall promote the gradual elimination of the hydrogen containing chlorofluorocarbons production lines in the fluorine chemical industry, and the transformation and use of the hydrogen containing chlorofluorocarbons production lines in the other industries. We shall continuously carry out the record keeping and supervision inspections of the ozone depleting substances (ODS).
III Supporting Measures
1. Strengthening the organization and leadership
We shall, relying on the coordination and promotion mechanism of the Jing'an District Ecological Civilization Construction Leading Group, strengthen the departmental coordination, and ensure the implementation of the tasks. The District Ecological Environment Bureau shall be responsible for tracking and evaluating the implementation of these Action Plans.
2. Improving the policy support
We shall intensify the coordination of the fiscal funds and improve the diversified investment and financing mechanism involving the government, enterprises, and the society. We shall actively seek support from the central government's financial resources. We shall research on the supporting policies for deepening the governance in the industries, as well as the pollution control of the motor vehicles and the non-road mobile machinery.
3. Tightening the law enforcement and supervision
We shall comprehensively promote the classification and supervision of the fixed pollution sources, deepen the "dual random selections plus timely release of the results" system, and improve the positive list of the environmental law enforcement. We shall organize the special law enforcement inspections on the diesel vehicles, non-road mobile machinery, small and medium-sized boilers, gas stations and oil storage depots, and the enterprise-owned oil products, and strengthen the linkage between environmental supervision, monitoring and law enforcement.
4. Enhancing the monitoring capabilities
We shall promote the establishment of a refined monitoring grid for the regional atmospheric environment quality, analyze the online monitoring and underway data of the air automatic stations and sub stations, road dust, and the online monitoring data of the construction site dust, and improve the mechanism for the problem discovery and disposal. We shall strengthen the construction of the air quality monitoring and early warning system.
5. Improving the pollution response
We shall revise the emergency plans for the heavily polluted weather and dynamically update the emergency emission reduction list for the heavily polluted weather. We shall do research and improve the technical guidelines for the performance rating of the key industry enterprises. We shall do research and establish a mechanism for the early warning, comprehensive assessment, collaborative control and effect evaluation of the air pollution.
6. Strengthening publicity and education
We shall vigorously promote the knowledge on air pollution prevention and control, as well as pollution reduction and carbon reduction. We shall carry out the green actions of all the people, encourage the public to consciously form the simple, moderate, green and low-carbon life styles, and widely form the green production and life styles. We shall strengthen the information disclosure, unblock the reporting channels, and promote the public supervision.
