Attention: all Commissions, Offices and Bureaus (Administrations) of the District People’s Government, all Sub-district Offices, and Pengpu Town People’s Government:

We hereby issue the Jing'an District Practical Projects for the People in 2024 to you, and you are required to implement them seriously, accelerate the progress of the work, and ensure their full completion by the end of the year.

Jing'an District Practical Projects for the People in 2024

1. We shall promote the construction of the "beautiful homes", and implement the various types of repair and renovation of 1 million square meters of the old housing (including the roof renovation, "flat roof changing to sloping roof", exterior facade repair, hardware facility renovation of the residential areas, rainwater and sewage diversion renovation, overhead line going underground and the environmental improvement). We shall install 200 elevators in the existing multi-story residential buildings.

2. We shall promote the construction of the "beautiful neighborhoods", complete the major and medium repairs of 17 roads, improve the road water-logging, and the overhead lines going underground projects. We shall create 2 parking resource optimization projects, 6 key areas for accurate delivery of the Internet rental bicycles and add 90 staggering peak shared parking spaces. We shall add 400 public (including the dedicated) charging stations. We shall promote the green space construction and improve the environmental quality. We shall build 57,000 square meters of public green space, build 2 kilometers of green way, three pocket parks and 25,000 square meters of three-dimensional greening. We shall complete  the renovation of 50 public toilets suitable for the aged and the children.

3. We shall improve the road traffic safety, complete the installation of 64 illuminated warning signs and 24 warning and deceleration road studs at the intersections. We shall complete the installation of speed bumps at 243 entrances and exits of the residential areas. We shall implement the charging facility upgrading and renovation projects for 40 residential communities. We shall install single-point fire detection alarms for 8,000 elderly people living alone. We shall install 6,000 warning devices for the illegal charging of the electric bicycles.

4. We shall add 172 elderly care beds, reconstruct 150 beds for cognitive impairment care. We shall add 2 smart nursing homes, 1 community comprehensive elderly service center, 2 community senior canteens, and 1 elderly daycare center. We shall carry out the home environment aging friendly modification for 300 elderly households.

5. We shall provide more than 2,500 person-time of disability assistance and medical services for those with special difficulties, such as the people with hearing disabilities and the elderly blind people. We shall implement the accessibility renovation for 400 disabled families that need the renovation and meet the requirements in this district. We shall renovate 100 accessible ramps for the old residential areas.

6. We shall build the "15-minute employment service circle" and build 15 community employment service stations. We shall provide 500 youth employment practice (internship) positions.

7. We shall build 15 scientific childcare guidance stations. We shall implement the project of "famous teachers and excellent courses in ten thousand families", build a home-school collaborative education platform, create a resource library of 1,000 hour family education curriculum, and benefit 100,000 student families with high-quality resources in this district. We shall set up 55 summer (winter) daycare love classes.

8. We shall promote the improvement of the community health services, add one municipal-level demonstration community rehabilitation center, two health management centers, and increase the annual person-time of Internet medical services by 20%. We shall expand the coverage of the family doctor contracts, achieving a signing rate of 45% for permanent residents in the entire district and a signing rate of 90% for the key populations. The rate of family sickbed construction shall reach 5.5 ‰ of the registered elderly population aged 60 years and above. We shall complete the standardization construction of four community health service stations. We shall promote the extension of the high-quality medical resources to the communities, and organize 6 large-scale activities of seeing patients on a volunteer basis in the communities.

9. We shall increase the distribution of the public welfare movies and provide 160,000 low-priced movie tickets to the citizens. We shall add 7 new teaching sites of the civic art night school. We shall optimize the construction of the "15 minute sports life circle" and build one new outdoor fitness space and three community citizen fitness centers. We shall rebuild one citizen fitness station. We shall build 1 new trail and renovate 2 citizen fitness trails. We shall build 3 new public sports fields and renovate 1 public sports field. We shall build 45 new fitness centers. The district's public sports venues shall offer preferential access to 150,000 person-time including swimming, badminton, table tennis and the other events. We shall provide 100,000 person-time of the "sports public welfare distribution" services. We shall provide 13,000 person-time free physical fitness testing services to the citizens.

10. We shall improve the overall appearance of the grocery markets and complete the standardization construction of two grocery markets. We shall optimize and adjust two white-collar lunch outlets so as to enhance the operational quality and service level of the existing white-collar lunch outlet units.
