I. What is the purpose of the Support Policy?
In accordance with the guiding principles of the Implementation Opinions on Proactively Promoting Standardized Development of the Home-based Elderly Nursing Beds in This Municipality (SMCAB D [2023] No. 11) and other documents, the Support Policy of Jing’an District for Home-based Elderly Care (Nursing) Beds is published with a view to implementing the strategy of proactively coping with population aging and supplying more elderly care service, so as to meet the needs of elderly people for home-based care service, and promote high-quality development of the home-based elderly care (nursing) beds in Jing’an District.
II. What is the rationale of the Support Policy? What conditions should the support targets meet?
In accordance with the Regulations of Shanghai Municipality on Elderly Care Service, the Administrative Measures of Shanghai Municipality for the Registration and Filing of Elderly Care Service Institutions (for Trial Implementation), the Implementation Opinions on Proactively Promoting Standardized Development of the Home-based Elderly Nursing Beds in This Municipality (SMCAB D [2023] No. 11) and other relevant provisions, the non-governmental non-enterprise elderly care institutions and senior nursing homes, as well as for-profit elderly care institutions that provide beds for basic elderly care services, which are registered and established in Jing’an District, are support targets if they also meet the following conditions:
1. They have been in operation for more than a year, or their operating units have more than a year’s experience in operating elderly care service institutions;
2. They are equipped with necessary teams for nursing plan formulation, elderly nursing, social work, psychological consultation, nutrition and health care and other services, and the team members must meet the requirements of the industry and have the corresponding qualifications or capabilities;
3. They have a service dispatch management system or mechanism, and have the emergency-response facilities and equipment and handling capabilities;
4. They have been filed for the record in accordance with laws, rules and regulations;
5. They have passed the annual examination by the administrative department in charge of social organizations, or their annual corporate report has been publicized; and
6. The service quality of their home-based elderly care (nursing) beds is rated by the routine monitoring as “excellent” or “good”.
III. What are the support measures?
Where elderly care institutions and senior nursing homes provide home-based elderly care (nursing) beds that conform to the requirements and provisions of the relevant municipal policies, they may apply for subsidies for their routine operation and maintenance of the home-based elderly care (nursing) beds in Jing’an District.
IV. What are the standards for support subsidies?
In accordance with the percentage of the number of service clients with the District permanent residency in the total service clients in the elderly care institutions and senior nursing homes on the last natural day of each month (hereinafter referred to as the “Percentage”, which is the number of service clients with the District permanent residency divided by the total number of service clients), a gradient system of subsidies will be granted each month. For the purpose of this Support Policy, the District permanent residency means a residence address in Jing’an or Zhabei District as shown in the household registration booklet or other proofs of household residence.
For this Support Policy, the service clients mean the elderly who both receive the home-based elderly care (nursing) bed service for the first time and have received the home-based elderly care (nursing) bed service for at least one month but no more than six months.
In the case of elderly care institutions and senior nursing homes whose Percentage does not reach 30% in the month, the monthly routine operation and maintenance subsidy is calculated according to the total number of service clients and at the standard of 100 yuan each person. That is, the monthly subsidy = 100 x the total number of service clients. This applies to the following paragraphs.
In the case of elderly care institutions and senior nursing homes whose Percentage reaches 30% but does not reach 50% in the month, the monthly routine operation and maintenance subsidy is calculated according to the total number of service clients and at the standard of 120 yuan each person.
In the case of elderly care institutions and senior nursing homes whose Percentage reaches 50% but does not reach 70% in the month, the monthly routine operation and maintenance subsidy is calculated according to the total number of service clients and at the standard of 150 yuan each person.
In the case of elderly care institutions and senior nursing homes whose Percentage reaches 70% but does not reach 90% in the month, the monthly routine operation and maintenance subsidy is calculated according to the total number of service clients and at the standard of 250 yuan each person.
In the case of elderly care institutions and senior nursing homes whose Percentage reaches 90%, the monthly routine operation and maintenance subsidy is calculated according to the total number of service clients and at the standard of 350 yuan each person.
The subsidy for each person each month shall not exceed the actual expenses of that person. If the actual expenses are smaller than the calculated monthly subsidy, the actual expenses shall prevail. The actual expenses are calculated according to the invoices and actual receipts.
Where the service quality of the home-based nursing beds of a service institution is rated as “excellent” by municipal-level routine monitoring, the full amount of the routine operation and maintenance subsidy is granted; where the service quality is rated “good”, 80% of the routine operation and maintenance subsidy is granted.
Where a service institution is found to have cheated on subsidies, or have violated the relevant provisions on subsidy use, measures shall be taken to cancel the subsidy or demand a refund of the subsidy.
V. What are the procedures of subsidy granting?
1. Application
The applying entity: Institutions that meet the basic requirements of the support measures for an elderly care institution or a senior nursing home that are stipulated in the Detailed Implementation Rules.
The time of application: April every year.
Application materials:
(1) the review form for the application for subsidies during the operating phase of the institution’s elderly care facilities;
(2) a summary table of the previous year’s operations of the home-based elderly care (nursing) beds which bears the official seal of the applying entity;
(3) a copy of the Service Agreement on Home-based Elderly Care (Nursing) Beds in Jing’an District; and
(4) proof of the expenses by the service client who purchases the home-based elderly care (nursing) bed service.
2. Audit and verification
The audit method: An audit in written form and an entrusted third-party’s verification.
The audit basis:
(1) the application documents submitted by the applying entity;
(2) the relevant data on the management system of home-based elderly care (nursing) beds; and
(3) the third-party’s verification opinion.
VI. What is the implementation period of subsidy granting?
This Support Policy shall be implemented on a trial basis as of the date of its publication (May 13, 2024).
