In order to thoroughly implement Xi Jinping Economic Thought on Socialism with Chinese Characteristics for a New Era, build a more competitive and innovative modern industrial system, accelerate the development of new quality productive forces, stimulate the innovation vitality and development momentum of enterprises, comprehensively raise the level of high-quality economic development of Jing’an District, and support Shanghai’s endeavors to build the Five Centers (international economic, financial, trade, shipping and sci-tech centers), these Measures are hereby formulated.
I. Overall Requirements
1. Focusing on key areas. In line with the industrial development foundation of Jing’an District, we will further concentrate high-quality industrial elements, giving priority support to the building of the modern industrial system of “(2+2)+(3+6)+(4+5)” in this Municipality, as well as the high-quality development of the six key industries in this District. (The Shanghai Municipal Government proposes to accelerate the construction of a modern industrial system of "(2+2)+(3+6)+(4+5)” and vigorously develop new quality productive forces. “2+2” refers to promoting the integration of advanced manufacturing and modern service industries, achieving digital transformation and green and low-carbon transformation; “3+6” refers to vigorously developing three leading industries of integrated circuits, biomedicine, and artificial intelligence, as well as six key industries of electronic information, life and health, automobiles, high-end equipment, advanced materials, and fashionable consumer goods; “4+5” refers to taking the lead in laying out four new-field industries of the digital economy, green and low-carbon, metaverse, and smart terminals, as well as five future industrial directions of future health, future intelligence, future energy, future space, and future materials)
2. Adhering to innovation-driven development. We will align with the cutting edge of technology, build an innovative ecosystem, focus on key industries and new competitive fields, and promote the deep integration of the industrial chain, innovation chain, capital chain, and talent chain, thereby solidifying the foundation for the innovative development of Jing’an District’s industries.
3. Upholding digital empowerment. We will leverage the role of data elements, proactively foster and expand new scenarios, new business forms, new technologies, and new models for industrial development, and boost the deep integration of digital technology and industrial economy, so as to assist in the optimization and upgrading of industries.
4. Pursuing open cooperation. We will strengthen win-win cooperation, promote cross-disciplinary and cross-industry collaborative innovation, shore up weak links at a faster rate, and enhance the resilience and development of the industrial chain. We will optimize services and expand the influence of the Jing’an brand.
II. Supporting Industry Agglomeration and Capacity Upgrading
(I) Promoting the development of industrial clusters
1. Attracting high-level entities at a faster rate. We will encourage business entities to settle in Jing’an District if they have strong market competitiveness, significant industry influence, and obvious industrial driving effects, and are at the core and key positions in the industrial chain and industrial ecosystem. We will support leading companies in the chain to attract high-quality projects upstream and downstream; encourage supporting companies in the industrial chain, industrial parks, and office buildings to assist in introducing “chain master” and “hidden champion” business entities.

2. Supporting the expansion of the industrial size. We will encourage business entities to expand their size and achieve rapid growth. We will support the development of projects such as headquarters of innovative and trade-oriented enterprises, private enterprise headquarters, regional headquarters of multinational corporations, and research and development centers.

3. Supporting the development of major industrial projects. We will focus on new industrial fields, cultivate “new technologies, new business forms, and new models,” and support, in industrial development, project construction, business operations, and major issue research in weak links, key areas, key regions, and emerging industries.

4. Supporting business entities in cutting costs and increasing efficiency. We will take multiple measures to cut the costs of labor, energy, financing, logistics, and institutional transactions for business entities, and encourage the tapping of internal potentials to improve quality and efficiency.

5. Enhancing industrial influence. We will encourage business entities to participate in authoritative industry rankings at home and abroad, as well as international, national, and municipal honor and qualification selections. We will also support business entities in organizing and participating in forums, academic seminars, exhibitions, summits, and other activities with international and domestic influence.

(II) Promoting the prosperous development of the commercial and trade service industry.
6. Unleashing the vitality of the consumer market. We will optimize the functional layout of key commercial areas, and support the creation of high-level commercial landmarks. We will improve the internationally-friendly consumption environment, and increase the number of departure tax refund service outlets. We will also support enterprises in carrying out market-leading creative activities during key municipal theme events such as “One Festival, Six Seasons” and “55 Shopping Festival.” Moreover, we will encourage commercial and trade enterprises to operate projects and outlets for ensuring people’s livelihood, thus creating high-quality living communities.

7. Building a diversified brand matrix. We will try to gather well-known brands from home and abroad. We will support enterprises in formulating brand strategies, conducting brand promotion, optimizing brand layout, and enhancing brand building and incubation capabilities. We will continuously promote the rejuvenation of time-honored brands, and guide old brands to focus on new consumption, new customer groups, and new channels to enhance brand value. We will also encourage local brands to cooperate across fields and between virtual and real sectors, and support leading local brands in establishing a presence overseas. In addition, we will deepen the building of Jing’an District’s “Global New Product Launch Demonstration Area,” encourage enterprises and brands to establish more first stores and flagship stores, and host high-quality marketing and promotional activities such as first-store openings, first exhibitions, and first shows in this District.

8. Supporting faster development of new models and new business forms. We will encourage commercial and trade enterprises to carry out digital upgrading in store operations, supply chain management, etc.; support the rapid development of smart retail, digital commerce, live-streaming e-commerce, cross-border e-commerce, among others; support enterprises in creating new consumption scenarios that combine digital and physical elements, and have diversified innovations and rich experiences; cultivate a number of distinctive live-streaming e-commerce platforms and bases.

9. Promoting the high-quality development of foreign trade. We will enhance the stability and quality of goods trade, and accelerate the innovative development of service trade. We will support foreign trade enterprises in standardizing management, improving their credit ratings, and improving the supply chain system. We will also amplify the spillover effects of the Import Expo, and encourage enterprises to conduct procurement transactions through the Import Expo.

(III) Promoting the further development of the financial services industry.
10. Enhancing technology finance. We will boost financial products such as “technology performance loans” and intellectual property mortgage loans; support financial institutions in underwriting and investing in technology-based enterprises’ issuance of technology innovation notes and high-growth bonds.

11. Optimizing green finance. We will encourage financial institutions to establish green finance divisions and green training institutions, and incorporate ESG (Environmental, Social and Governance evaluations) into investment and risk control processes. We will support financial institutions in issuing, underwriting, and investing in green financial bonds, carbon neutrality bonds, and sustainability-linked bonds.

12. Deepening inclusive finance. We will encourage financial institutions to increase their support for the private economy, small, medium, and micro enterprises, and key groups.

13. Expanding elderly care finance. We will encourage financial institutions to increase their support for elderly care institutions and enterprises that manufacture elderly products, steadily develop financial products with elderly care attributes, underwrite and invest in elderly care bonds, etc.

14. Innovating in digital finance. We will encourage financial institutions to increase technological investment and enhance digital management capabilities. We will provide strong financial support for the digital industry, focusing on the modern industrial system of “(2+2)+(3+6)+(4+5)”, and better guarantee financial resources.

15. Creating a “Equity Investment Agglomeration Zone”. We will guide equity investment enterprises to increase their investment in technology-based and innovative enterprises. We will encourage the leading enterprises in the key industrial chains to establish CVC (Corporate Venture Capital) institutions. We will also promote various entities to initiate the establishment of S Funds (Secondary Funds).

(IV) Promoting the “five developments” in the professional services industry. (the five development: “Guiding Opinions on Further Improving the Development Environment to Promote the High-Quality Development of Shanghai’s Professional Service Industry” proposes to advance the five developments of the professional service industry towards quality, integration, digitalization, greenification, and internationalization)
16. Supporting the upgrading of professional service quality. We will support professional service institutions and industry associations in dominant fields to carry out the creation of national-level standardization demonstration projects, participate in the formulation and revision of international standards, national standards, and industry standards, and comprehensively improve the standardization development of professional services. We will also build key brands such as the national-level human resource service export base, the national-level inspection, testing and certification public service platform, and the Nanjing West Road - Suhe Bay high-end service cluster belt.

17. Enhancing the integrated quality and efficiency of professional services. By focusing on the needs of enterprises for innovation development and “going global,” we will improve the service capabilities of professional service institutions. We will encourage these institutions to collaborate with other industries to form innovative alliances. We will encourage these institutions to fulfill their public welfare and social responsibilities.

18. Improving the digital level of professional services. We will support competent professional service institutions in building big data open-source platforms and communities, encourage small and medium-sized enterprises to participate in open applications, and build an open and collaborative industrial ecosystem. By focusing on the needs of industrial transformation and upgrading, we will actively leverage the role of digital technology in the development of various professional service industries.

19. Promoting the green transformation of professional services. We will speed up the green transformation in key areas of professional services, and encourage the development of new business forms such as remote inspection and online consulting. We will support professional service institutions in expanding businesses such as ESG, so as to empower the green transformation of the real economy.

20. Advancing the international development of professional services. We will support qualified professional service institutions in establishing branches or outlets in countries or regions along the “Belt and Road”; support the professional service institutions in this District to grow and become stronger as well as integrate into the international service market network. We will also encourage professional service institutions to undertake international projects and improve their international service capabilities.

(V) Promoting the integrated development of the cultural and creative industries.
21. Empowering enterprise innovation and integration. We will support the application of new technologies to promote the integration of cultural and creative industries with related sectors. We will encourage cultural and creative enterprises to increase investment in content development, design capability enhancement, and platform building.

22. Supporting outstanding achievements in key areas. We will encourage enterprises to carry out projects with good social and economic benefits, such as performance arts, art, film and television, e-sports, gaming, advertising, exhibitions, fashion consumer goods, cultural and creative product development, animation, online audio-visual content, cultural service export trade, press and publication, and design innovation.

23. Creating characteristic space carriers (platforms). We will support enterprises in investing in and constructing specialized industrial carriers such as film and television media parks, gaming and e-sports parks, and digital advertising parks in Jing’an District. We will encourage cultural and creative industry parks, buildings, and spaces to establish public service platforms.

24. Cultivating innovative cultural and tourism consumption. We will support the creation of new offline consumption scenarios such as immersive experience spaces, art spaces, and multi-business-forms consumption clusters; support enterprises in using digital means to foster and create new online consumption forms; and support enterprises in developing characteristic cultural and tourism projects to upgrade cultural and tourism consumption.

(VI) Promoting the innovative development of the data intelligence industry.
25. Encouraging technology breakthroughs in key areas. We will focus on key industrial fields and competitive enterprises, concentrate on overcoming difficulties in mastering core technologies, and strengthen the industrial foundation and enhance the resilience of the industrial chain by centering around key areas such as critical components, parts, and basic industrial software, etc.

26. Encouraging the application of innovative technologies. We will support faster transformation of innovation outcomes to enhance the high-end supply capacity of the industry. We will also support the use of new technologies, new models, and new business forms to empower the industry, thereby promoting upgrading in intelligence, branding, services, and green development.

27. Developing innovative demonstration projects. We will encourage enterprises to utilize data element resources to engage in technological, application, and model innovation, and actively participate in the development of pilot and demonstration projects related to the national and municipal digital intelligence industry.

28. Advancing the construction of digital intelligence industry bases. We will support the digital and intelligent upgrading of big data industry bases, and carry out the construction of basic supporting facilities such as computing power centers. We will also support the construction of multi-level innovation platforms including national, municipal, and district-level integrated-circuit public service platforms, key laboratories, and testing service platforms.

29. Moving faster with the construction of the “Digital Connectivity and Blockchain Valley”. We will support the clustering of leading enterprises in the chain, encourage companies to improve the infrastructure construction of blockchain, promote efficient circulation of data on the chain, enhance on-the-chain and cross-chain capabilities, and enrich the ecosystem of application scenarios. We will also support the bringing-in of major projects led by top scientists from home and abroad, including academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering.

(VII) Promoting faster development of the life and health industry.
30. Increasing support for research and development. We will strengthen the capabilities of novel drug design and development, accelerate the research and development (R&D) and transformation of innovative drugs and improved new drugs, and promote the development of innovative drugs based on new mechanisms, new targets, new biomarkers, and new molecular structures. We will also facilitate the R&D of new in vitro diagnostics and high-end medical devices, as well as other medical instruments.

31. Supporting the expansion into overseas markets. We will encourage innovative drugs and high-end medical devices developed and produced in this District to obtain registration through international agencies such as the FDA (the Food and Drug Administration of the US), EMA(European Medicines Agency), CE (Communauté européenne [European Community]), PMDA(Pharmaceuticals and Medical Devices Agency of Japan), or WHO (World Health Organization), and achieve sales in the relevant markets.

32. Supporting the innovation and development of elderly care technology. We will promote the integrated innovation and integrated application of new-generation information technologies such as the Internet of Things, big data, and cloud computing in the fields of health and elderly care, so as to upgrade the intelligence in products and services for health and elderly care. We will support the creation of national-level demonstration enterprises for smart health and elderly care and demonstration projects for smart health-elderly-care parks.

33. Supporting the construction of functional platforms. We will encourage resource collaboration and innovation among life and health enterprises, medical institutions, scientific research institutes, etc., and establish functional platforms for public research and development, application of clinical research results, and technology innovation incubation, thus creating an innovative ecosystem.

III. Supporting the empowerment of industrial development through scientific and technological innovation.
34. Enhancing phased cultivation. Centering around the different phases of growth of technology-based enterprises, we will accelerate the cultivation of high-tech enterprises, specialized and innovative enterprises, technology-based small giants, and specialized and innovative small giants.

35. Increasing support for research and development training. We will take the initiative to serve key enterprises that meet the criteria by granting extra pre-tax deductions on their R&D costs, registering their technology contracts, and identifying advanced-technology service enterprises. We will encourage enterprises to conduct professional training such as skill training, and support the establishment of innovative practice bases such as high-skilled talent training bases and post-doctoral research stations.

36. Building high-level science and technology innovation platforms. We will strive for the settlement of municipal and national functional platforms in Jing’an to be linked up with the District’s innovation resources for joint development, aiming to achieve a group of breakthrough results in cutting-edge technologies and key generic technologies. We will support various innovation entities in building national, municipal, and district-level enterprise technology centers (R&D centers), R&D and transformation functional platforms, key laboratories, and other science and technology public service platforms, to enhance the capability of supplying generic and key industrial technologies.

37. Attract and foster high-quality incubators. We will encourage enterprises to build high-quality incubators in Shanghai, enhance the ability to select and cultivate projects, explore new paradigms for future incubation, and link up with professional services and other hard resources.

38. Building an open innovation accelerator for large enterprises. We will support leading enterprises in the chain or segmented fields to establish an open innovation accelerator for large enterprises, attract and foster a group of innovative enterprises, promote the mutual coordination of various innovation entities, and form a multi-level, inter-connected, and complementary good innovation mechanism within this District.

39. Supporting enterprises in enhancing their capabilities for the creation, application, protection, and management of intellectual property rights. We will encourage enterprises to raise their level of intellectual property creation and the number of core patents; encourage enterprises to engage in the application and derivative development of intellectual property; establish a system for the protection of intellectual property rights, and strengthen the enforcement of intellectual property rights.

IV. Other Tasks
40. Fostering “future” industrial clusters. We will focus on future industries such as the metaverse, brain-computer interfaces, quantum information, as well as other emerging fields like ultra-high-definition video and humanoid robots. We will also strengthen policy integration, promote the shaping of industrial chains, the integration of industrial technologies, and the building of industrial ecosystems, so as to create a group of “future” industrial clusters with technological leadership and international competitiveness.

41. Strengthening the introduction, cultivation, and service guarantee of talents. We will attract and gather a group of international, high-caliber talents who have made outstanding contributions, as well as potential talents with excellent innovation potential and team collaboration skills. We will provide better service and support for outstanding talents, offering them necessary assistance in terms of housing, residency registration, and medical services in accordance with the laws and rules. We will keep creating a talent ecological environment that “is peaceful and pleasant, and attracts talents from afar”.

These Measure shall be effective as of the date of announcement and remain valid until December 31, 2025. For cases that existed before the date of announcement and are in compliance with the content of these Measures, they may be handled with reference to these Measures. The supportive contents of these Measures may be revised with the approval of the District People’s Government based on the development of the industry.
