Attention: all Commissions, Offices and Bureaus (Administrations) of Jing’an District People’s Government, all Sub-district Offices, and Pengpu Town People’s Government:
In order to incentivize organizations and individuals that have achieved outstanding performance in quality work in this District, guide all sectors in the District to strengthen quality management and pursue excellent performance, and enhance the overall quality of the District and its urban core competitiveness, in accordance with the relevant provisions of the Administrative Measures for the Jing’an District Government Quality Award of Shanghai Municipality, based on voluntary applications and recommendations from relevant departments, and after the qualification review, document evaluation, on-site evaluation, comprehensive assessment, review and approval, and public announcement, the District People’s Government decides to confer the Third Jing’an District Government Quality Award on the following advanced quality management models and achievements:

It is hoped that the organizations and individuals conducting the aforementioned award-winning projects will cherish this honor and continue their efforts. They should always adhere to the principle of “quality first, and winning through quality”, and continue to press ahead with quality innovation, constantly enhancing brand influence and competitive levels. Moreover, they should play a greater role as benchmarks and exemplars, and actively promote their advanced methods and experiences, so as to achieve common improvement of the qualities of the District and the industries.
It is also hoped that all sectors in the District will take as role models the aforementioned award-winning projects as well as the organizations and individuals that created them. They should further enhance their awareness of quality, strictly manage quality, persist in quality innovation, accelerate the formation of new quality productive forces, and continuously improve the quality of their products, projects and services, in order to make even greater contributions to the high-quality economic and social development of Jing’an District.
