Action Plan of Jing'an District to Focus on Enhancing Enterprises’ Experience and Continuously Build a World-class Business Environment
Taking the lead in creating the market-oriented, rule of law and international first-class business environment is an important task entrusted to Shanghai by the Party Central Committee and the State Council. In order to accelerate the implementation of the Action Plan of Shanghai Municipality to Focus on Enhancing Enterprises’ Experience and Continuously Build a World-Class Business Environment and implementing the spirits of the 2025 Shanghai Conference on Optimizing the Business Environment in Jing'an District, this Action Plan has been formulated for assisting the enterprises and increasing their profits.
I. Action of Enhancing the Efficiency of Enterprise Services
1. Improving the level of government services
1.1Having a thing done efficiently.
We shall continuously promote the reform of "having a thing done efficiently", focusing on the key areas and high-frequency issues such as the talent introduction, policy support, and project approval, etc., add the new "one thing" reform project that benefits the enterprises and the people, and create a "one thing" service system that covers the entire life cycle of the enterprises and individuals. We shall promote the full process of online application of "one industry, one certificate", continuously optimize the online application process, and effectively handle the data objections of the electronic certificates.
1.2 Expanding the notification commitment system
We shall improve the application mechanism for unobtrusive examination and collection of the credit information, reduce the amount of the materials required from the enterprises when they have things done, and optimize the process of handling the things. We shall explore the implementation of a "stacked" reform of the commitment system for notification, and implement a "one-time commitment, one-time approval" policy for the specific industries and areas' approved projects.
1.3 Building a smart and efficient brand
We shall carry out the "artificial intelligence+government services" campaign, build a brand of smart and efficient government services, and promote the intelligent approval and report services for the government service matters. We shall have the full coverage of "online professional manual assistance" realized for the high-frequency matters, improve the online manual assistance connection rate, the first response rate within one minute, and the satisfaction rate of handling the cases.
1.4 Promoting the integration of online and offline services
We shall promote the standardization, normalization, and facilitation of the government services, and rely on the online intelligent service systems to improve the offline service levels. By relying on the online and offline government service channels, we shall provide the one-stop value-added services such as the legal services, financial services, talent services, scientific and technological innovation services, and international trade services for the enterprises and the public. We shall continuously carry out the offline assistance of the leaders at all levels. We shall build a government service system of "Jing'an’s heart and soul assistance to help the enterprises get rid of their worries".
1.5 Facilitating going through the formalities in a different locations
We shall reduce the duplication of going through the formalities of the same matter by the cross-region operating enterprises, promote the opening of the remote windows by the government service venues at all levels as needed, and use the technologies such as remote identity verification, audio and video interaction, and screen sharing to provide remote assistance services for the enterprises and the public, achieving more government service matters to be handled within Shanghai Municipality and across the provinces in the Yangtze River Delta.
1.6 Improving the hotline services
We shall do a good job in checking and updating the 12345 hotline knowledge base to facilitate the enterprises to go through the formalities, seek help, complain, and consult about policies. We shall strengthen the "online manual assistance" service, have the direct connection of the high-frequency application matters to the business approval departments realized, and assist the enterprises to have their things done efficiently.
1.7 Promoting the integration of investment promotion services
We shall optimize the "1+8+18+X" investment promotion service system and improve the "three-level three-dimensional" enterprise service mechanism. We shall set up a "service team" for the major projects and a "service specialist" mechanism for the key enterprises, improve the coordination mechanism for the demands for solving the problems, and promote the closed-loop management of enterprise services. We shall intensify the collaborative promotion of the "service packages".
2. Improving the comprehensive policy services
2.1 Improving the overall and scientific nature of the policies
We shall establish a working mechanism to conduct the macro policy orientation consistency evaluations of the economic and non-economic policies, promote the normalization of the evaluation and clean-up of the administrative normative documents and policies related to the enterprises, and work together to support the development of the enterprises and industries. We shall fully listen to the opinions of the business entities and associations when formulating the policies related to the enterprises and in principle, for the inclusive policies, we shall listen to no less than 50% opinions of the small and medium-sized enterprises.
2.2 Improving policy clarity and accessibility
When introducing new preferential policies for the enterprises, we shall strive to make them concise, easy to understand, and directly to the points, so as to improve the readability of the policies. We shall develop precise matching tools for the district-level policies to provide the auxiliary decision-making references for policy-making. We shall continuously implement the "policy navigation plan", integrate and release the policy forecast information, so that the policies may be known early and checked at one channel. We shall innovate the "artificial intelligence+" policy service scenario. We shall establish a regular and long-term mechanism for political and social cooperation, fully leverage the role of the social organizations and professional institutions such as the industry associations, chambers of commerce, and industrial parks, and enhance the pertinence and effectiveness of the policy interpretation. We shall establish a system of the "bureau (department) heads lecturing on the policies" and increase guidance on the key policies benefiting the enterprises. We shall explore the new models such as short-video interpretation and policy live streaming, as well as the platforms such as the "policy public lectures" and "policy reception rooms" to carry out interpretation of the policies for benefiting the enterprises and expand the effective dissemination.
2.3 Improving the convenience of policy implementation and standardization of policy application
Before the policies are released, the key examination points such as policy application requirements, application materials, and evaluation rules are fully and accurately labeled to ensure the intelligent services such as policy accurate push and application reminders. We shall expand the coverage of the policies such as "instant access with no application" and "fast access with direct reach". We shall accelerate the construction of an industrial policy service platform to achieve efficient and convenient policy dividends directly reaching the enterprises. We shall scientifically apply the industrial support policies to regulate the investment attraction acts. We shall rely on the coordination mechanism of the "three committees, three bureaus, and one office", deepen the management and services of the cross-district relocation of the enterprises.
3. Establishing benchmarks for the foreign-related services
3.1 Innovating foreign-related service scenarios
We shall pilot the construction of the demonstration blocks for the foreign-related services such as the West Nanjing Road, Julu Road, Fumin Road and Changle Road Demonstration Blocks. We shall explore the establishment of a whitelist system for the outbound tax refunds. We shall strive to implement the pilot policies of customs and provide practical guidance services for the "1+4" AEO certification. We shall support the law firms and the other legal service institutions to expand their overseas network of foreign-related legal services. We shall accelerate the construction of the "high quality product import demonstration zone" and create in an innovate way a bonded digital application scenario for the "Jing'an Zhangyuan high-end products". We shall carry out various international business, travel, cultural and sports exhibition activities.
3.2 Promoting the landing of foreign investment projects
We shall carry out business environment promotion and investment promotion activities globally, and promote the rapid implementation and construction of the major foreign investment projects.
3.3 Strengthening comprehensive guarantee for the foreign-related affairs
We shall make great efforts to solve the difficulties and obstacles faced by the foreign personnel in their business, work, and life in Shanghai. We shall improve the bilingual (multilingual) signage for the transportation hubs, major urban roads and important public areas.
II Standardizing the Regulatory and Inspection Actions Related to Enterprises
1. Innovative regulatory methods
1.1Expanding the cross-departmental comprehensive supervision
We shall actively promote the implementation of the cross-departmental comprehensive supervision at the municipal level in the key industries such as catering, pharmaceuticals, hazardous chemicals, gas, special equipment and construction quality, and improve the regulatory efficiency. We shall explore the pilot implementation of the "enterprise code" in Jing'an District, implement the "zero distance management of the food waste" initiative, and promote the collaborative supervision of the ecological environment, market regulation, cultural tourism, greening and city appearance, and urban management law enforcement.
1.2 Strengthening the credit grading supervision
We shall deepen the hierarchical and classified supervision of the key industries, implement differentiated inspection frequency and sampling ratio. We shall fully implement the "two letter simultaneous delivery" of the administrative penalty decision letters and credit repair reminder letters, use the enterprise exclusive space and the other channels to carry out online delivery, explore the "AI+credit repair", and help the enterprises carry out credit repair in a timely and efficient manner. We shall carry out the graded and classified credit supervision on the e-commerce platforms.
1.3 Deepening the inclusive and prudent supervision
We shall implement the non-punitive measures for the minor violations in the areas of concern to the enterprises such as market regulation, transportation and cultural markets, and reduce the mandatory measures such as sealing and seizure. We shall strengthen the service optimization supervision, support the development of the cultural and tourism characteristic markets, street performers and the other new formats in the eligible areas such as the West Nanjing Road and the areas along the Suzhou River.
1.4 Guiding enterprises to carry out compliance operation
We shall focus on the key areas, key links and key issues, sort out the legal obligations of the enterprises, refine and clarify the administrative management requirements, the common legal issues in production and operation, prepare compliance operation manuals and guidelines for the enterprises, and actively carry out compliance guidance for the enterprise operation. We shall first recommend the "administrative enforcement report release system" for market regulation. According to the key environmental management requirements of the various industries, we shall formulate the "ecological environmental protection E guidelines". We shall promote the administrative guidance system for the cultural and tourism law enforcement.
2. Improving the quality and efficiency of inspections
2.1 Implementing the enterprise-related administrative "inspection codes"
We shall implement an optimized plan for the administrative inspections related to the enterprises, utilize the Shanghai Municipality's unified comprehensive law enforcement system, and promote the implementation of "inspection codes" for the administrative inspections related to the enterprises. We shall ensure that no inspection is conducted without a code; a code must be presented while inspection; and evaluation may be conducted after inspection. We shall avoid duplicate or multiple inspections, and achieve a reduction in the administrative inspections related to the enterprises and improve their quality without disturbing the enterprises.
2.2 Making good use of the "double no" list
For the enterprises and items listed in the "no sensory monitoring" object list and the "no disturbance" item list, in principle, on-site inspections shall not be actively carried out, only trigger inspections shall be conducted.
2.3 Strengthening grading and categorized inspections
We shall optimize the evaluation model using the technologies such as big data, implement differentiated inspection frequency and sampling ratio, and generally conduct fewer inspections on the enterprises with high comprehensive evaluations and strict inspections on the enterprises with low comprehensive evaluations.
2.4 Expanding the off-site inspection methods
By comprehensively utilizing big data screening, automatic inspection, intelligent warning, situational awareness and the other methods, we shall actively discover and identify the illegal and irregular clues to reduce the frequency of the on-site inspections. For administrative inspections that can be achieved through the non-site inspection methods and also if no illegal activities are found, generally the on-site inspections shall not be conducted.
3. Protecting the legitimate rights and interests of enterprises
3.1 Standardizing the profit-making occupational reporting
We shall strengthen the departmental collaboration, establish a "blacklist" system for those identified as non-consumer complaints and those who use reports to seek improper benefits, so as to effectively curb the malicious abuse of reporting rights in the occupational claims.
3.2 Creating a clear and transparent public opinion environment
We shall guide the websites and platforms to standardize the acceptance of the enterprise-related information reports, carry out special rectification on the issues such as fabricating and disseminating false and untrue information, and threatening the enterprises for cooperation under the pretext of dealing with the negative information. We shall focus on cracking down on and punishing the illegal and criminal activities related to the enterprise rumor spreading, and support the enterprises to pursue development without distractions.
3.3 Strengthening the protection and utilization of the intellectual property rights
We shall forge a "policy upgrade+fast examination+one-stop service" intellectual property shield. Relying on the district-level intellectual property protection sub-center, we shall improve the overseas intellectual property rights protection assistance mechanism, strengthen the cross-region intellectual property protection coordination mechanism and judicial cooperation. We shall promote innovation in the protection of the trade secrets, strengthen the investigation and handling of the trade secret infringement cases, and build a "big protection" pattern that supports the cross-region and cross-departmental administrative and judicial protection. We shall intensify the crackdown on the intellectual property infringement and repeated infringement in the key areas and critical links. We shall promote the revitalization of the existing patents in the universities and research institutions, and drive the rapid development of the patent intensive products and industries.
3.4 Standardizing the handling of the enterprise-related cases
We shall strictly implement the provisions on the handling procedures of the property involved in the cases, and strictly prevent the seizure and freezing beyond the authority, scope, and deadline. We shall optimize the examination of the criminal case cooperation requests from the public security organs in different regions, support the participation of the business associations and legal service professional institutions, and promote the cross-region law enforcement fairness and justice.
3.5 Strengthening the rule of law to protect the enterprises
We shall upgrade the "protecting enterprise" economic crime legal risk prevention and control alliance. We shall deepen the construction of the online dedicated window of "Shanghai enterprise steward protecting the enterprises", integrate with the offline services of the Blue Whale enterprise protection workstation, and improve the risk prevention tips for the enterprises. We shall create a matrix of the prosecutorial brands such as the "Jing'an’s protection for the enterprises" and "Jing'an ING" for the foreign-related rule of law, and pioneer a "one-stop" service for the legal protection of the enterprises in the industrial parks. We shall build a "block-chain+online empowerment notarization platform".
3.6 Cleaning up the overdue corporate payments
We shall improve the complaint handling and supervision accountability mechanism for the overdue payments, conduct a comprehensive investigation into the problem of the government agencies, public institutions, and state-owned enterprises defaulting on the enterprise payments, and achieve the "dynamic zeroing".
III Action of Deepening the Enterprise's Overseas Service
1. Building an overseas service platform
Based on the "global service provider plan", we shall integrate the professional resources such as the business, finance and law in this District, and build a "one-stop" enterprise overseas service platform. We shall regularly hold online and offline matchmaking events to help the enterprises accurately learn the overseas market trends and obtain the cooperation opportunities.
2. Optimizing the international cooperation network
We shall strengthen the cooperation with the consulates, chambers of commerce and international organizations of various countries in Shanghai, and expand the international cooperation networks. We shall organize the enterprises to participate in the international economic and trade exchange activities, provide the services such as overseas market investigation and project promotion, help the enterprises establish overseas partnerships, and expand their overseas market shares. We shall actively participate in the Silk Road E-commerce cooperation and promote the cooperation of the leading enterprises in the countries along the Belt and Road. We shall continuously promote the construction of a national-level human resources service export base.
3. Encouraging the overseas expansion of the brands
We shall encourage the brand enterprises to implement the internationalization strategies, benchmark the international advanced management standards, optimize the supply-side management processes and service-side business processes, and improve the effective supply of the high-quality products and services. We shall support the enterprises to unify their brand identity, carry out the international trademark registration, patent application and international certification, and enhance the international recognition of the brands. We shall support the brand enterprises to strengthen their cooperation with the international brands and cross-border e-commerce, actively participate in the international brand exhibitions and promotion activities, and enhance their brand international operation capabilities.
IV Action of Optimizing the Industrial Business Environments
1. Strengthening the factor guarantee
1.1 Increasing the financing support
We shall promote the intellectual property pledge financing, improve the approval processes, optimize the policy supply, build high-quality service platforms, enhance the participation willingness of the financial institutions, and broaden the corporate financing channels. We shall promote the continuous expansion of the government financing subsidy and fee policies, and regularly carry out the bank-enterprise docking activities. According to the work arrangement of the Municipal High Court, we shall promote the mechanism for clarifying the litigation-related information and reduce the risk of loan suspension and withdrawal for the enterprises due to litigation. We shall enhance the comprehensive financing service capabilities, strengthen the offline financing service center functions, optimize the "policy package" and "service package" of the financial benefits for the enterprises, and rely on the district-level financing credit service platforms online to explore the use of data to screen the high-quality enterprises and integrate them to improve the quality and efficiency of the financial services.
1.2 Deepening the talent services
We shall continuously polish the talent work brands of "Jing'an talents" and "Shanghai Jing'an", and continuously amplify the talent advantages of Jing'an District. We shall focus on building a one-stop comprehensive talent service system in Jing'an District and establish a benchmark for the high-level talent services. We shall implement the new talent policies in Jing'an District and effectively leverage the important role of the policies such as introducing and settling the special talents in the various aspects of "attracting, nurturing, and retaining" talents in the enterprises.
1.3 Strengthening the carrier support
According to the guidelines for the construction of business environments in Shanghai Municipality's industrial parks, we shall aim to create a number of world-class industrial park business environment brands. We shall support the parks to collaborate with the professional service agencies, build high-quality incubators for the key industries such as ultra-high definition, provide personalized value-added services for the enterprises, and work together with the "chain leader" enterprises to create an industrial ecosystem. We shall promote the transformation of the building economy towards the integrated development of the urban functional industries. We shall initiate the action of revitalizing and upgrading the commercial projects, and efficiently utilizing industrial land. We shall comprehensively utilize the supporting policies such as planning, land, finance, taxation, industry and environmental protection, and pilot the "three masters" joint creation mechanism to accelerate the renewal of the old commercial buildings with low energy levels and high vacancy rates, and improve the adaptability of the commercial building resources.
1.4 Rental housing security
We shall focus on the rental needs, bottlenecks, pain points and difficulties of the new citizens and young people, improve the multi-level affordable rental housing system, increase the supply of the various talent apartments and rental housing, and create the "home of the new era urban builders and managers" to provide housing security for the various talents and front-line workers.
1.5 Cross border flow of data
We shall do research and formulate the guidance documents on the cross-border scenarios of data in the trade services, financial services, professional services and the other fields, and support the enterprises to easily access the Internet.
2. Customizing "One Industry, One Solution"
We shall focus on the regional key industries, segment the tracks and cultivating them meticulously, grasp the high-end of the value chain, drive the aggregation of the enterprises and talents, integrate the government services, professional services, factor guarantees, scenario applications, regulatory services, etc., to enhance the density, intensity and concentration of the innovative and industrial factors.
V Action of Stimulating the Grassroots Business Vitality
1. Empowering the business services of the sub-district offices and township
1.1 Conducting the reverse evaluation
All the departments shall support the sub-district offices, township and functional areas to explore and innovate in the traffic management, commercial and residential coordination and regulatory innovation, and orderly develop the market activities, outdoor catering, night economy and the other formats, further reduce the management costs and the burden on the business entities, and stimulate the urban vitality. We shall implement the work mechanism of the "sub-district offices and township whistle blowing and the department reporting for duty", conduct the reverse evaluation of the support of the various departments for the grassroots business environment construction, and work together to promote the project implementation and solve the enterprise demands for the sub-district offices and township and functional areas.
1.2 Optimizing the task assigning system
For the repeated complaints related to the enterprises, the difficult and miscellaneous problems and historical issues that cannot be solved by the sub-district offices and township, they shall be identified and classified for handling when assigning the tasks. For the matters involving the authority of the various departments, the various departments shall be the main handling authorities to avoid the repeated and inefficient operation of the administrative forces of the sub-district offices and township.
2. Creating the distinctive brand matrix
We shall coordinate the various forces and resources within the jurisdiction of the sub-district offices and township, provide services to ensure the safety and stability of the businesses and market entities, optimize the management of the street environment such as the characteristic markets, outdoor spaces and evacuation points, and achieve the goal of "responding to every request and no disturbance unless necessary", creating a "one sub-district office (township), one brand". We shall enhance the initiative and foresight of the functional areas in serving the enterprises, build platforms, make good use of the resources, provide refined services throughout the entire life cycle, and create "one functional area, one brand".
VI Action of Business Evaluation Bench-marking Excellence Creation
1. Bench-marking best practices
1.1 Optimizing the commercial mediation and bankruptcy assistance
We shall build a comprehensive framework for the commercial dispute mediation, actively cultivate the commercial mediation organizations, pilot the "chamber of commerce mediators matching tips" commercial dispute mediation scenario, optimize the diversified dispute resolution mechanisms such as the "litigation mediation connection", "arbitration mediation connection" and "linkage of the three organizations", and encourage the industry associations and chambers of commerce to participate in the mediation. The tax and market regulation departments shall ensure that the bankruptcy administrators perform their duties in accordance with the law.
1.2 Optimizing the employment security and labor law enforcement
We shall create a "labor rights protection+employment assistance" labor security model. We shall strengthen the construction of the "15 minute employment service circle", take the community service stations as the battlefields, organize and carry out the various activities such as public recruitment, employment guidance, entrepreneurship services, etc., and explore more embedded site application functions. We shall increase the proportion of subsidies for the vocational skills training in the urgently needed and scarce occupations. We shall provide a Feedback Form on the Human Resources and Social Security Administrative Law Enforcement Inspection to the inspected units for the cases that have undergone actual investigation. We shall do a good job in the work of the "national platform for rectifying the wage arrears".
1.3 Optimizing the management and services balance and the advertising parks
We shall further balance the regulatory and service resources in the areas such as enterprise registration, electronic business license application, double random and joint spot checks, and strict, standardized, fair and civilized law enforcement, in order to achieve the results of "letting it go and managing it well". Based on the characteristics of the jurisdiction, we shall create the municipal-level and district-level advertising parks and promote the advertising industry to serve the various parks.
1.4 Optimizing the engineering approval and management innovation
We shall establish a joint coordination working group for the installation of water, electricity and gas networks, and improve the working mechanism. On the premise of compliance with laws and rules, we shall increase the proportion of the decentralized evaluation of bids, electronic bidding for materials and equipment, being willing to bid and able to participate in the bidding in the open tender. We shall establish an architect responsibility system to coordinate and promote the regular publicity work mechanism.
2. Closely following the company's experiences
2.1 Strengthening the communication between government and enterprises
We shall create a "zero distance" communication channel for foreign investment, and leverage the various levels and types of government-enterprise communication mechanisms such as the "foreign investment partnership program", foreign-funded enterprise round-table meetings, foreign CEO salons, private economy round-table meetings, regular visits to the key enterprises, enterprise service specialists, and business environment experience officers. We shall establish a communication and dialogue mechanism between the business associations and departments such as the public security, procuratorate, and judiciary to jointly promote the optimization of the rule of law business environments. We shall encourage and guide the industry associations and chambers of commerce to base themselves on their own advantages and plan new measures to serve the high-level opening up to the outside world.
2.2 Resolving the demands related to the enterprises
We shall collaboratively improve the efficient and smooth closed-loop resolution mechanism for the 12345 hot issues related to the enterprises, and enhance the efficiency of resolving the enterprise-related matters. We shall explore the establishment of a business environment monitoring point mechanism, leverage the role of the business associations and professional institutions such as the enterprise associations and foreign-invested enterprise complaint centers, and work together to address the enterprise demands.
2.3 Implementing the evaluation displaying
By relying on the third-party organizations to track and evaluate the implementation effectiveness of the key tasks and display the enterprise perception evaluation, we shall aim to promote continuous optimization of the reform measures. We shall continuously optimize the assessment of the business environments and effectively promote the promotion of construction through evaluation.
2.4 Carrying out model publicity
We shall improve the "media observer" mechanism, establish a normalized and systematic "Jingbao talking business" publicity matrix, organize a series of "sub-district and township business walk" activities, and tell the "Jing'an story" of the business environments. We shall launch the selection and release of the excellent cases in the business environments.

In terms of market access, obtaining business premises, public infrastructure services, labor employment services, financial services, international trade, taxation, resolving commercial disputes, promoting market competition, and handling bankruptcy, we shall promote the standardized registration of the enterprise residences, guarantee of the major engineering services, real estate registration services, construction of communication supporting facilities, protection of the rights and interests of the workers in the new forms of employment, disclosure of environmental information, facilitation of customs clearance, comprehensive application of digital electronic invoices, construction of digital courts, supervision of the entire process of bidding and government procurement, and linkage between the bankruptcy authorities and courts so as to enhance the sense of gain for the enterprises.

We shall develop the leading intellectual property support policies in the whole Municipality, encourage the enterprises to increase their research and development investment, and actively participate in the China Patent Award or Shanghai Intellectual Property Innovation Award. Relying on the advantage of rapid pr-approval, we shall accelerate the process of invention patent authorization. Relying on the Jing'an District patent supermarket, we shall create a comprehensive intellectual property trading platform to ensure efficient completion of the intellectual property pledge financing procedures for the enterprises. We shall promote the financial institutions to develop new financial tools such as the data intellectual property pledge financing and intellectual property securitization.
II Introducing First the "Administrative Enforcement Report Release System" for Market Regulation
We shall regularly release the administrative law enforcement reports related to the key areas of market regulation to the public, with a focus on the enterprise administrative inspections, industry key rectification, measures to optimize the business environment, and typical law enforcement cases.
