Implementation Measures of Jing'an District for Supporting Energy Conservation, Emission Reduction and Carbon Reduction were examined and approved at the 118th Routine Meeting of the District People’s Government in 2024 and are hereby issued to you for your implementation.

 

Implementation Measures of Jing'an District for Supporting Energy Conservation, Emission Reduction and Carbon Reduction

 

In order to implement the Energy Conservation Law of the People's Republic of China, Regulations of Shanghai Municipality on Energy Conservation, Measures of Shanghai Municipality for the Management of Energy Conservation and Emission Reduction (Response to the Climate Change) Special Fund (SMDRC D [2021] No. 5) and the other documents, as well as the requirements of Shanghai Municipality for the "carbon emission peak and carbon neutrality" work, further leverage the incentive and demonstration effects of the energy conservation, emission reduction and carbon reduction policies, increase the support for energy conservation, emission reduction and carbon reduction work in this District, encourage and guide the enterprises and institutions to improve energy utilization efficiency, strengthen energy management, reduce carbon emissions and promote green, low-carbon and sustainable development, these Implementation Measures have been formulated in combination of the actual situations of this District.

Article 1  The Principle

The enterprises and institutions that have achieved energy conservation, emission reduction and carbon reduction through the measures such as technological transformation, capacity upgrading, application of new energy technologies and improvement of management level, or play a demonstrative role through the measures such as developing green buildings, promoting ultra-low energy consumption buildings, promoting circular economy and conducting energy efficiency bench-marking and standards, shall be supported or rewarded by the District People’s Government in accordance with the relevant provisions.

Article 2  Source of Funds and Support Methods

The support funds involved in these Implementation Measures shall be arranged in the district's special funds for energy conservation, emission reduction and carbon reduction.

The support funds shall be divided into two types: subsidies and rewards. The amount of subsidies or rewards shall be calculated comprehensively based on the nature of the projects, total investment, energy saving, carbon reduction, energy saving rate and social benefits generated.

Article 3  Object and Scope

1. Objects to be supported

1.1 Those with the projects implemented within this District that are conducive to reducing energy consumption or carbon emissions and improving energy efficiency.

1.2 For the public institutions that receive the differential appropriations and the self-funded public institutions under the energy conservation management in this District, their projects shall be included by reference. The projects using the government financial funds shall be excluded.

The legal entities applying for the special funds shall have good credit status and no serious dishonesty records on this Municipality's public credit information service platform within three years.

2. Scope of Support

2.1 Industrial energy conservation, emission reduction and carbon reduction

The projects in which the enterprises and institutions aim to reduce energy consumption, improve energy efficiency and reduce pollution emissions by phasing out the outdated equipment, or by adopting the advanced and applicable energy-saving, emission reduction and carbon reduction new technologies, processes, equipment, materials, and the other methods to transform the existing energy equipment and production processes.

2.2 Building energy conservation, emission reduction and carbon reduction

The projects that have reached certain requirements in developing the green buildings, prefabricated buildings, ultra-low energy buildings, renewable energy and building integration, carrying out energy-saving renovation and adjustment of the existing buildings and implementing the three-dimensional greening.

2.3 Energy conservation, emission reduction and carbon reduction in transportation

The projects that carry out the creation of Shanghai demonstration communities for charging stations and the intelligent replacement of the existing charging stations for the residents.

2.4 Development of the recycling economy

The projects for waste reduction and resource utilization that have been carried out in industries, urban construction and daily life to improve the comprehensive utilization rate of resources and promote the development of the recycling economy.

2.5 Contract energy management

The technical transformation projects that focus on supporting the contract energy service companies in providing early energy-saving diagnostic services for the energy consuming units, as well as those for implementing the contract energy management

2.6 Development of renewable energy and application of new energy technologies

Support shall be mainly given to the development and application of the renewable energy such as solar energy, biomass energy, and geothermal energy. Support shall be given to the application of the new power systems such as energy storage and intelligent microgrids.   Support shall be given to the improvement of renewable energy utilization level in the enterprises and institutions through the purchase of green electricity and green certificates.

2.7 Research and application promotion of energy-saving, emission reduction and carbon reduction technologies

Support shall be mainly given to the enterprises in this District that engage in the development of new technologies for energy conservation, emission reduction and carbon reduction, patent applications for new products, energy-saving and low-carbon certification, as well as the promotion of energy-saving, low-carbon and environmentally friendly products.

2.8 Green and low-carbon demonstration pilot projects

Support shall be mainly given to the national conservation-oriented public institutions, national and municipal carbon peak and carbon neutrality pilot demonstrations, green shopping malls, low-carbon communities, energy efficiency "leaders", the national green data centers and the other pilot demonstration projects. Support shall be given to carbon peaking, carbon neutrality, greenhouse gas emission control, carbon sequestration, and enhancing the abilities to adapt to the climate changes.

2.9 Energy conservation, emission reduction, and carbon reduction capacity building

 Support shall be given to the key energy consuming units in this District to conduct energy (carbon) audits; support shall be given to the research on energy conservation, emission reduction and carbon reduction related topics in this area; support shall be given to the examination and evaluation of the energy-saving projects; support shall be given to the promotion and training of energy conservation, emission reduction and carbon reduction; support shall be given to the capacity building and basic work in bench-marking, energy consumption monitoring, product carbon footprint, energy management system certification, sub-item measuring instrument installation and energy measurement management.

2.10 Commendation of the advanced units

Commend and reward shall be given to the units that have made outstanding contributions to energy conservation, emission reduction and carbon reduction in this District; support shall be given to the key energy consuming units that have achieved excellent ratings in the annual dual control assessment.

2.11 Support shall be given to the other energy-saving and carbon reduction measures required by the State and Shanghai Municipal for policy support and those determined by the District People’s Government.

Article 4  Support Contents

1. Industrial energy conservation, emission reduction and carbon reduction

For the enterprises and institutions that have independently invested and implemented the energy-saving technology transformation and strengthening energy management, after examination, if they have achieved an annual energy saving of 20 tons or more of standard coal (inclusive) or an annual carbon reduction of 30 tons or more of carbon dioxide (inclusive), subsidies shall be given to them according to the annual energy saving or actual investment amount. The subsidy funds shall not exceed 30% of the total project investment, and the subsidy amount for a single project shall not exceed 1 million yuan. For those calculated on the basis of the annual energy savings, a subsidy of 1,200 yuan/ton of standard coal or 800 yuan/ton of carbon dioxide shall be given; according to the actual investment amount, a subsidy of 20% of the project investment amount shall be given.

2. Building energy conservation, emission reduction and carbon reduction

2.1 For the green building demonstration projects, prefabricated building demonstration projects, ultra-low energy consumption building demonstration projects, existing building energy-saving renovation demonstration projects, renewable energy and building integration demonstration projects, and three-dimensional greening projects that meet the support scope of this District, they shall receive 1:1 matching support according to the Municipal support funds they have obtained.

2.2 For the building energy-saving and low-carbon projects that adopt the innovative building energy-saving models such as adaptation and energy management, if the energy consumption per unit building area decreases by 10% or more, a subsidy of 10 yuan per square meter shall be given to them.

A single construction project may only enjoy one of the subsidies. The subsidy amount for a single project shall not exceed 1.5 million yuan.

3. Energy conservation, emission reduction, and carbon reduction in transportation

3.1 Demonstration community for charging stations

For the projects of creating a demonstration community for charging stations in Shanghai, a matching support of 1:0.5 shall be given to them on the basis of the municipal support funds they have obtained.

3.2 Intelligent replacement of the existing residential charging stations

For the projects that have carried out intelligent replacement of the existing residential charging stations, a matching support of 1:0.5 shall be given to them on the basis of the municipal support funds they have obtained.

4. Development of the recycling economy

For the enterprises and institutions that have improved the comprehensive utilization rate of resources, promoted the development of circular economy, implemented the resource utilization projects of urban construction wastes, domestic wastes, electronic and hazardous wastes and the other wastes, and carried out the fixed assets investment projects of offline entity secondary market, "flea market" and the other secondary commodity recovery system construction, a subsidy of 20% of the investment amount related to the recycling economy and comprehensive utilization of resources shall be given to them. The subsidy amount for a single project shall not exceed 1 million yuan.

5. Contract Energy Management

For the contract energy management projects fully invested by the energy-saving service agencies and carried out within this District, and with an annual energy saving of 50 tons of standard coal or more after implementation, if the annual energy saving rate reaches 20%, a subsidy of 30% of the project investment amount shall be given to them; If the annual energy saving rate reaches 10%, a subsidy of 20% of the project investment shall be given to them. The subsidy amount for a single contract energy management project shall not exceed 1.5 million yuan.

The subsidy funds for the contract energy management projects jointly invested by the energy consuming units and energy-saving service agencies may be shared by both parties according to the investment ratio or agreement.

6. Renewable energy development and application of new energy technologies

6.1 Solar photovoltaic subsidies

6.1.1 For the existing school photovoltaic projects that implement the residential user electricity prices, the investment rewards shall be calculated in a progressive manner according to the grid connection scale: the grid connection scale shall be not less than 10 kilowatts and not more than 800 kilowatts (including 800 kilowatts), and the reward standard shall be 1,200 yuan/kilowatt; If the grid connected scale is greater than 800 kilowatts, the reward standard for the part exceeding 800 kilowatts shall be 1,400 yuan/kilowatt. The subsidy amount for a single project shall not exceed 2 million yuan.

6.1.2 For the other existing building photovoltaic projects, the investment rewards shall be calculated in a progressive manner according to the grid connection scale: the grid connection scale shall be not less than 10 kilowatts and not more than 800 kilowatts (including 800 kilowatts), and the reward standard shall be 800 yuan/kilowatt; If the grid connected scale is greater than 800 kilowatts, the reward standard for the part exceeding 800 kilowatts shall be 1,200 yuan/kilowatt. The subsidy amount for a single project shall not exceed 2 million yuan.

6.1.3 For the newly-built photovoltaic projects, when the proportion of the installed photovoltaic area in the roof area of the new building exceeds the required proportion, the investment reward shall be calculated on the basis of the grid connected scale of the excess part: when the grid connected scale of the excess part is greater than 10 kilowatts, the reward standard shall be 800 yuan/kilowatt.

The excess grid connected scale=(proportion of rooftop installed photovoltaic area - required area ratio) ÷ proportion of the rooftop installed photovoltaic area x the grid connected scale.

6.2 Subsidies for the application of other new energy technologies such as energy storage

A 50% matching support shall be given on the basis of the municipal-level support funds they have obtained. The subsidy amount for a single project shall not exceed 2 million yuan.

7. Research and application promotion of energy-saving, emission reduction and carbon reduction technologies

7.1 For the accredited projects that have carried out energy-saving product research and development, and the products have been put into the market and achieved good sales, a maximum subsidy of 20% shall be given to them on the basis of the investment amount used to achieve energy-saving, emission reduction and carbon reduction functions in the research and development investment. The subsidy amount for a single project shall not exceed 300,000 yuan.

7.2 For the energy-saving technology projects that comply with the national and Shanghai green technology promotion catalog, after examination, if the annual energy savings are more than 20 tons of standard coal (inclusive) or the annual carbon reduction is more than 30 tons of carbon dioxide (inclusive), a subsidy of no more than 20% of the investment in energy-saving facilities and equipment shall be given to them. A single project may only enjoy one subsidy. The subsidy amount for a single project shall not exceed 1 million yuan.

 

8. Building of energy conservation, emission reduction and carbon reduction capacity

8.1 For the energy (carbon) audit projects carried out by the enterprises and institutions themselves, a subsidy of 30% of the service fee shall be given, with a maximum of 100,000 yuan per project.

8.2 The enterprises and institutions that have obtained the certifications such as the energy management systems shall be given a one-time reward of 100,000 yuan.

8.3 Support shall be given to the enterprises and institutions for their participation in the large-scale themed events such as green and low-carbon industry forums, development summits, and innovation competitions with international and national influence. Upon recognition, a subsidy of 50% of the event cost shall be given to them, with a maximum subsidy amount not exceeding 500,000 yuan.

8.4 For the energy management center projects that have passed the acceptance of the Municipal Economy and Informatization Commission, a matching support of 1:0.5 shall be given to them on the basis of the municipal support funds they have obtained.

9. Green and low-carbon demonstration pilot projects                                         

For the green and low-carbon demonstration pilot projects that have been recognized at the national and municipal levels, a one-time reward of 200,000 yuan and 100,000 yuan shall be given respectively for each individual project.

10. Advanced unit commendation

A one-time reward shall be given to the hotels that have obtained the national or the municipal green creation titles for the first time, the Golden Leaf level and Silver Leaf level tourist hotels, the municipal energy efficiency "leader" titles, and the clean production checking certificates. Among them, those that have obtained the various national and municipal green creation titles (such as the green shopping malls, green parks, green hotels, etc.) shall be given a one-time reward of 200,000 yuan and 100,000 yuan respectively; a one-time reward of 200,000 yuan shall be given for those obtaining the title of Golden Leaf level tourist hotels, and a one-time reward of 100,000 yuan shall be given for those obtaining the title of Silver Leaf level tourist hotels; a one-time reward of 150,000 yuan shall be given to those that win the gold medal of "Energy Efficiency Leader", 100,000 yuan shall be given to those that win the silver medal, and 80,000 yuan shall be given to those that win the bronze medal; for the enterprises included in the clean production checking list in this Municipality that have completed clean production projects and passed the checking acceptance, a one-time reward of 50,000 yuan shall be given to them.

The key energy consuming units with excellent evaluation and assessment of the annual energy consumption "dual control" target shall be given a one-time reward of no more than 100,000 yuan.

Article 5  Departmental Responsibilities

The district development and reform commission shall be responsible for the overall arrangement, coordination, supervision and management of the special funds.

The district development and reform commission, finance bureau, commerce commission, construction management commission, cultural and tourism bureau, organ management bureau, ecology and environment bureau, housing management bureau and the various sub-district and township project management units shall be responsible for the specific operation and implementation of these Measures.

The district audit bureau and the other departments shall responsible for conducting the audits and supervision of the special funds in accordance with these Measures.

Article 6  Application and Examination

1. Application

Those project units intending to apply for the energy-saving and carbon reduction subsidies or rewards in accordance with these Measures shall file with the relevant functional departments of the district within 6 months after the completion and acceptance of the relevant projects and their formal operation.

Every year, the project units shall submit the application materials for the previous year's energy conservation, emission reduction, and carbon reduction projects to the relevant functional departments of the district in accordance with the application requirements.

2. Examination

The relevant supervisory units in this District shall compare the lists of application materials, provide preliminary examination opinions on the application projects, and submit them to the district development and reform commission. The district development and reform commission shall conduct evaluations through its own or the commissioned third-party professional institutions.

3. Funds disbursement

After the projects have been approved and submitted by the district development and reform commission, the funds shall be uniformly disbursed to the applying units by the district finance bureau.

Article 7  Management and Supervision

The district development and reform commission, together with the districts relevant departments, shall carry out standardized management of the special funds. The relevant functional departments of this District may organize spot checks on the projects applying for energy-saving, emission reduction and carbon reduction support funds in this District. As needed, the qualified third-party professional service agencies may be commissioned to conduct the energy-saving and carbon reduction effect examination and evaluations of the projects. The examination and evaluation fees shall be paid by the district's energy-saving, emission reduction and carbon reduction special funds. The district finance bureau and audit bureau shall supervise and inspect the use of the support funds.

For the supported energy-saving, emission reduction and carbon reduction projects, information disclosure shall be done well.

The support funds for energy conservation, emission reduction and carbon reduction must be used exclusively for their intended purposes, and it is strictly prohibited to intercept or misappropriate them. Those that engage in the fraudulent activities to obtain support funds shall be dealt with for their legal responsibilities.

Article 8  The Others

The public buildings that meet the installation conditions must implement the sub-metering of building energy consumption and be connected to the energy and carbon emission monitoring platform of the districts public buildings to ensure the normal data upload.

The subsidies or rewards shall be applied for and determined according to one of the support scopes specified in the special funds. The projects that have already received the district level financial support from the other channels shall not receive the subsidies or rewards again.

The total amount of the energy-saving, emission reduction, and carbon reduction support funds obtained by the same enterprise or institution in the same year in accordance with these Measures shall not exceed 10 million yuan.

For the energy-saving and carbon reduction items that require financial policy support from the State and Shanghai Municipality, as well as the items that have a significant impact on the regional high-quality development in the carrier construction, enterprise innovation and environmental construction, the relevant mechanisms allowed by law and the State may be adopted to determine them.

The principles and conversion methods for determining the energy consumption and energy conservation and carbon reduction shall be subject to the interpretation of the municipal departments.

During the implementation of these Measures, if there are any changes in the relevant national and Shanghai Municipalitys policies, corresponding adjustments shall be made in accordance with the requirements of the higher authorities.

Article 9  Implementation Time

These Measures shall be promulgated from January 20, 2025, implemented from February 20, 2025, and valid until February 19, 2028.
