Implementation Plan for Accelerating the Digital and Intelligent Transformation and Development of the Human Resources Service Industry in Jing'an District

 

In order to thoroughly implement the spirits of the 20th National Congress of the Communist Party of China and the Fourth Plenary Session of the 20th Central Committee, as well as the decisions and arrangements of the Municipal Party Committee and Municipal People's Government on accelerating the development of artificial intelligence and AI empowering thousands of industries, this Plan is formulated in the light of the actual conditions of the human resources service industry in Jing'an, aiming to accelerate the intelligent upgrading and innovative development of the industry, and strive to build Jing'an into a demonstration zone featuring institutional innovation, advanced technologies, diverse application scenarios, efficient practical application, sound industrial ecology and leading industrial influence for the digital and intelligent transformation of the human resources service industry.

I  Fostering and Expanding New Clusters of Digital and Intelligent Industries

1. Launching the "Talent Gathering in Jing'an" Industrial Agglomeration Initiative

We shall leverage Jing'an's international advantages to attract the renowned human resources technology enterprises, R&D centers and open innovation platforms to set up their regional headquarters and functional institutions in Jing'an. We shall focus on recruiting the hidden champions in niche tracks including AI recruitment, workforce management, cloud-based salary tax services, and big data security for human resources. We shall vigorously introduce and cultivate the platform-based enterprises in the human resources sector, encourage them to develop the HR SaaS application ecosystems targeting the vertical industries and specific groups, and draw their core technical partners, data suppliers and application developers to gather in this District. (Responsible units: District Human Resources and Social Security Bureau, District Investment Promotion Office, District Science, Technology and Economy Commission, all the functional zones)

2. Implementing the Capacity Enhancement and High-quality Development Program for Human Resources Enterprises

We shall formulate categorized cultivation plans for the technology-oriented human resources enterprises. We shall select the leading enterprises with cutting-edge technologies and strong ecological dominance as the industrial chain leaders to drive the small and medium-sized enterprises along the industrial chains to settle in Jing'an and achieve coordinated development. 3. Building Agglomeration Spaces for the Digital and Intelligent Human Resources Industry

We shall elevate the development level of the International Human Resources Industry Innovation Harbor, and consolidate its core functions covering concept verification, pilot test maturation and investment and financing docking. 4. Building an Innovation Platform for Human Resources Data Elements

Under the overall framework of the Shanghai Data Exchange, we shall explore and set up a dedicated data zone for human resources services to attract a batch of data-intensive enterprises and data service providers to settle in. We shall support the leading human resources enterprises to cooperate with the financial institutions, and explore the registration and value evaluation of the commercially valuable, processed and desensitized human resources data products as the data assets. We shall boost the cooperation between the human resources enterprises and research institutions to builddigital twinsof the corporate organizations via big data and AI, so as to simulate the organizational restructuring, predict the talent turnover risks and optimize the organizational efficiency. 5. Launching the Jingan HR+AI Agent Key Campaign

We shall encourage the leading human resources institutions to jointly establish HR Intelligent Agent Innovation Alliances with the AI enterprises, and carry out targeted optimization for in-depth resume analysis, intelligent person-job matching and the other scenarios. We shall promote the application of AI technologies in background verification, talent profiling, industrial salary analysis and the other fields, and foster a batch of AI application service providers in the human resources sector. We shall release the List of Digital and Intelligent Application Scenarios for Human Resources Industry in Jingan District. We shall carry out conceptual verification and application pilots of the new technologies such as "blockchain+employment" and "blockchain+talents". We shall explore the on-chain data depositing and one-click authorized verification of the key information such as the academic credentials, professional qualifications and major project experiences, so as to form a credible digital resume ecosystem. We shall support the leading human resources enterprises to team up with the blockchain firms to build full-process automatic systems based on smart contracts for salary settlement and flexible employment services. We shall encourage the enterprises and research institutions to focus on the frontier research issues, release regular industry development reports and explore institutional innovations in human resources services. We shall hold HR×Tech cross-border salons to build efficient docking platforms connecting the HR tech enterprises, enterprises in need of digital transformation, investment institutions and top talents. We shall set up a human resources transformation "product supermarket", showing the technical trends or business scenarios of human resources services, and promoting the implementation and application of the vertical models. We shall support the enterprises to jointly build training bases for digital and intelligent professionals and implement the "digital intelligence capacity updating project". 11. Establishing a Coordinated Work Promotion Mechanism

We shall set up a special working group for the digital and intelligent transformation and development of the Districts human resources service industry, and form an inter-departmental coordination mechanism.
