These Measures are formulated with a view to fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and comprehensively carrying out the guiding principles of General Secretary Xi Jinping’s important speeches during his inspection of Shanghai, so as to pursue innovation-driven and high-end oriented development, strive to promote “AI+” empowerment, accelerate the establishment of a modern industrial system with Jing’an’s distinctive features and strengths, referred to as “(3+3)+(1+3+X)”, foster high-quality economic growth, and expedite the development of Jing’an as a key carrier area for Shanghai’s development of “five centers”—international centers for the economy, finance, trade, shipping, and science and technology innovation.
I. Overall Requirements
1. Focusing on key areas. Based on Jing’an District’s industrial foundation, we will further integrate high-quality resources, and provide priority support for this Municipality’s efforts to build the “2+3+6+6”¹ modern industrial system, thereby driving the high-quality development of the District’s “(3+3)+(1+3+X)”² modern industrial system.
2. Fostering an innovation ecosystem. By fully implementing the innovation-driven development strategy, with a focus on establishing a high-caliber innovation system, we will strive to facilitate the deep integration of the industrial chain, innovation chain, capital chain, and talent chain, so as to optimize the aggregation, flow, and efficient allocation of innovation factors, cultivate a high-quality ecosystem for innovation-driven development, and solidify the foundation for industrial innovation and development in Jing’an District.
3. Committing to AI integration and empowerment. By leveraging the core driving role of next-generation information technologies, Jing’an District will promote the deep integration of artificial intelligence with key industries, and actively cultivate new scenarios, new business forms, new technologies, and new models for industrial development, thus accelerating the cultivation of new quality productive forces.

We will encourage enterprises to carry out high-quality activities such as commerce-tourism-culture-sports-exhibition events, debut launches, and global new product releases; boost the development of the Global New Product Launch Demonstration Zone, and support the opening of more flagship stores, first stores, and concept stores. We will facilitate tax refund for departing tourists, improve the international-friendly consumption environment, and continue to expand consumer supply and commercial traffic aggregation. (8) Building a diversified brand matrix. Enterprises will be encouraged to formulate brand strategies, strengthen brand promotion and publicity, and enhance trademark registration and rights protection. (11) Enhancing technology finance. Focusing on key industrial sectors, we will support the integrated application of blockchain and Web3.0 technologies to create a number of trustworthy and controllable industrial scenarios. We will support the application of ultra-high-definition audiovisual in areas such as culture, education, entertainment, healthcare, security monitoring, industrial manufacturing, and intelligent transportation. We will also encourage universities, medical institutions, and beauty enterprises to collaborate in response to market demand and jointly promote the implementation of industry-university-research cooperation and transformation projects. We will focus on the full-cycle R&D of beauty innovation, and encourage enterprises to utilize shared R&D equipment available on platforms such as the “Beautiful and Creative Jing’an” public laboratory. We will support key ultra-high-definition audiovisual enterprises, together with upstream and downstream players in the industrial chain, to build major innovation platforms including technology R&D centers, intelligent content creation platforms, and industrial AI computing centers. (45) Implementing the “Future” Industrial Cluster Cultivation Initiative. We will seize the opportunities presented by digital technology penetration, paradigm shifts in scientific research, and the rise of emerging industries to accelerate the cultivation of new quality productive forces in the service sector. We will focus on future industries and emerging fields such as the metaverse, brain-computer interfaces, precision medicine, quantum technology, future networks, future communications, embodied intelligence, new energy storage, and the low-altitude economy. We will strengthen policy integration, promote industrial chain development, industrial technology integration, and industrial ecosystem building, in order to foster a number of “future” industrial clusters with technological leadership and international competitiveness. (46) Strengthening the introduction, cultivation, and service support of talented individuals. We will attract and gather a group of internationally-oriented, high-caliber talents with outstanding contributions, as well as potential talents demonstrating strong innovation capabilities and teamwork skills. We will also enhance service guarantees for exceptional talents, providing necessary support in areas such as housing, household registration, and medical services in compliance with laws and regulations. We will continuously foster a talent ecosystem where “talents are drawn to the tranquility and fulfillment of Jing’an, finding a place to settle and thrive.” (Responsible entity: the District Talent Bureau)
(47) Building clusters for distinctive industries. We will encourage key areas to leverage their regional endowments to develop a number of specialized industrial parks, professional office buildings, and other industrial carriers, to gather a group of high-level industrial entities, and cultivate a batch of high-growth enterprises aligned with our industrial development priorities. These Measures shall be effective as of the date of promulgation and remain valid until December 31, 2026. For any circumstances existing prior to the date of promulgation that meet the provisions of these Measures, these Measures may be applied mutatis mutandis. The support contents in these Measures may be revised with the approval of the District People’s Government based on the development of the industry.
