Action Plan of Jing'an District to Accelerate the Building of International First-class Business Environment (2026)

 

This Plan is formulated to thoroughly implement the spirits of this Municipality's conference on optimizing the business environments, fully implement the work requirements of this Municipality for optimizing the business environments, and systematically promote the quality and efficiency improvement of business environment development.

I  Action to Create Efficient and Convenient Government Service Environment

1. Deepening the "One Thing" Reform

We shall promote the special reform of "one thing for opening a store", focus on the high-frequency format of "one certificate for one business", carry out normalized assessment, and focus on the optimization process of the number of handling cases, the time limit for handling, and the satisfaction of the business entities. We shall integrate "enjoying benefits without application", "precise-push service", "one-stop guidance and service", "proactive door-to-door service" and the other services, providing a full element business opening auxiliary "service package" to reduce the comprehensive costs of opening a store.

2. Improving the Whole Process Service of Benefiting the Enterprises

We shall continuously release the “Policy Calendar to facilitate one-stop inquiry for the enterprises. We shall improve the mechanism of integrated policy reading and handling to realize the one-click access. We shall promote the full online launch of the district-level enterprise-benefiting policies on the platforms of Government Online-Offline Shanghai and Suishendui (Policy Benefit Instant Redemption). All the newly formulated inclusive policies shall, in principle, be included in the exemption from application and automatic benefit granting mechanism. We shall use the platforms such as Policy Public Lectures, Policy Parlor, and Department/Division Chiefs Interpreting Policiesto strengthen the interpretation of the enterprise-supporting policies and ensure the policies reach the last mile.

3. Optimizing the Smart Convenient Service

We shall deploy Jing Xiao Aat the enterprise service centers across all the sub-districts, town and functional zones in this District to provide the enterprises with integrated intelligent Q&A services. Leveraging AI intelligent analysis of consultation and service application records, we shall proactively identify the pain points and service demands of the enterprises. We shall rely on cloud computing and artificial intelligence technologies to further enhance the taxpayer-tax authority interaction functions so as to build an intelligent and efficient tax and fee service system. By relying on the Jing Kuai Ban enterprise investment service platform, we shall promote digital management of investment promotion and service processes.

4. Improving Online and Offline Services

We shall carry out AI pre-review for the high-frequency service items to automatically examine the completeness, standardization and consistency of the submitted materials. As for marking the problematic items, the human-machine collaboration, pre-positioned examination and one-time full notification shall be realized. As for the dedicated enterprise service spaces and sections, their capability of personalized, intelligent and targeted government services shall be upgraded, and the new scenarios such as enterprise-specific columns and policy health check shall be added. Relying on the message push capability of the “Government Online-Offline Shanghai” platform, we shall increase the number of policy labels and matching rules. We shall sort out and integrate the enterprise-related archives to build the personalized exclusive archives for the enterprises. We shall optimize the market access supervision services for the beauty and health industry. We shall implement one-off notification and parallel processing for the enterprise registration and filing matters, and provide full-process compliance consultation. We shall launch an online guidance column for enterprise registration and filing, and prepare systematic offline compliance guidelines.

5. Expanding the "Introducing" Services

We shall build a high-level organizational management and headquarters economy center. Implement the Headquarters Capacity Enhancement and Quality Upgrade Initiative, vigorously attract the regional headquarters of the multinational corporations, functional global business divisions, as well as the headquarters and business segments of the central state-owned enterprises to settle down, and develop Shibei Hi-Tech Private Enterprise Headquarters Cluster. We shall support the headquarters-based enterprises to expand their compound functions in Jingan covering investment, management, R&D, procurement, settlement and so on. We shall encourage the multinational corporations to set up global or regional capital management centers, and grant them the supporting facilitation measures in capital management, trade and logistics.

6. Strengthening the "Going Out" Service

Relying on the one-stop overseas service platform under the Global Service Provider Program, and focusing on the core functions including ODI consultation, New Overseas Development Academy and the establishment of overseas service outlets, we shall build a full-chain overseas development support system covering policy guidance, resource docking and so on. We shall upgrade the construction of the foreign legal service pilot area and set up a contact point for Jing'an overseas legal service network.

7. Promoting the Cross-Border Flow of Data

We shall give full play to the platform role of the district data cross-border service center, explore and formulate data outbound operation guidelines in the specific fields under the framework of the national data classification and classification protection system and with the support of the relevant policies. We shall strengthen the publicity and implementation of the data cross-border flow policies, guide and help the data processors in this District to use the negative list of data exit, and help the enterprises operate in compliance with laws.

8. Enhancing the Platform Function of Jing'an International Parlour

We shall focus on intensification and systematization, build a one-stop platform for the international business environments of Jing'an International parlour. We shall build a "1+3+N" service system, take the parlour as the general offline window, integrate government affairs, commerce, exhibition functions, focus on the core areas of enterprise overseas expansion, talent services, data cross-border, expatriate security, etc., and form a collaborative service matrix with multi-party resources, so as to achieve "one window for external service, one team for overall planning, and one set of standard services", and build a one-stop closed loop in the whole cycle.

9. Improving the Demand Settlement Mechanism

We shall accelerate the digital transformation of "12345" hotline and explore intelligent early warning mode. We shall strengthen the closed-loop management mechanism of "good and bad evaluation" of the government services to promote reform and excellence through evaluation. We shall build a mechanism for handling the enterprise related demands in the whole process of "collection-response-solution-improvement". We shall optimize the follow-up visit mechanism of negative comments and shorten the problem rectification cycle. We shall actively analyze the user experience and establish a cross departmental problem communication mechanism.

II  Action to Create Fair and Just Market Competition Environment

10. Promoting Fair Competition

We shall improve the fair competition review system and enhance the effectiveness of the reviews. We shall strengthen law-based supervision and enforcement against unfair competition, and further rectify involution-style competition. We shall intensify random inspections and public disclosure of results on product quality so as to drive the enterprises to improve their product quality. We shall continue to rectify the broadband access market in the industrial parks and office buildings, explore the filing and public notification of tariff plans, and safeguard the broadband users' right to know and choose.

11. Optimizing Supervision and Inspection

We shall continue to standardize the application of "inspection code", promote cross departmental joint inspection, and improve the quality and efficiency of comprehensive supervision. We shall promote the off-site inspection mode and improve the inspection guide and list of items for each scenario.

12. Protecting Intellectual Property Rights

We shall severely punish trademark infringement, counterfeiting of patents, malicious application for registered trademarks and the other illegal acts. We shall strengthen the regular inspection and long-term supervision of intellectual property agencies, and crack down on abnormal applications. We shall explore the dynamic monitoring, analysis and early warning of the overseas intellectual property disputes, and strengthen the guidance of overseas intellectual property rights protection. Relying on the Jing'an sub center of the Municipal Intellectual Property Protection Center, we shall provide "one-to-one" guidance for the enterprises on the registration and certificate of their data products. We shall explore the establishment of "guidelines for the protection of intellectual property rights of the enterprises" and strengthen the special management of the foreign-related intellectual property cases. We shall give full play to the advantages of the district's intellectual property people's mediation committee and mediation studio, and build a diversified mediation mechanism for intellectual property.

13. Regulating Profit-making Occupational Reporting

We shall establish a dynamic management, intercommunication and application mechanism for the district-level abnormal directory, timely collect, analyze and dynamically update the abnormal directory, and reduce the profit-making space for occupational claims and occupational reporting. We shall actively implement the transfer and joint governance mechanism of malicious complaints and reports of the suspected illegal and criminal clues, and strengthen the coordination and linkage of the departments. We shall focus on the sectors prone to profit-making occupational claims and reports such as catering, retail and e-commerce, and strengthen compliance guidance for the business entities.

14. Creating Clear and Bright Network Environments

We shall optimize the enterprise-related network infringement service system, set up  reception rooms, issue acceptance service packages, and provide one-stop consulting and guidance services. We shall continue to crack down on the enterprise-related Internet rumors and "online water army" to improve the handling efficiency. For the key areas and enterprises, we shall carry out risk monitoring and early warning, and timely discover and resolve the potential risks of online public opinion. Based on the J-Protect Cyber Space Station, we shall help consolidate the advantages of cloud digital intelligence chain industry. We shall carry out special actions for social governance of network security.

15. Clearing Arrears of Enterprise Accounts

We shall strictly implement the requirements for clearing up arrears, improve the normal troubleshooting and resolution mechanism, strengthen the departmental linkage and information sharing, and prevent new arrears.

16. Smoothing Enterprise Exit Mechanism

We shall establish and improve the special judicial review mechanism for company dissolution disputes. We shall establish a verification mechanism for the cancellation information of the enterprises involved in execution, and regulate malicious cancellation and professional store closure raiders in accordance with the law. We shall cooperate with the Municipal High Court to carry out the docking of the bankruptcy information. We shall smooth the transition from execution to bankruptcy, clarify the standards and processes, and promote the efficient and orderly exit of the "zombie" enterprises. We shall establish a bankruptcy early warning mechanism, identify the risk of enterprise bankruptcy in the implementation link, prompt the relevant reasons of the obligee, and explore the introduction of the "pre reorganization" mechanism in the implementation link.

17. Improving Legal Services

We shall deeply integrate the health enterprise alliance and blue whale workstation to actively and efficiently crack down on the enterprise related economic crimes. We shall strengthen the commercial mediation center of the District Court and cultivate and develop high-quality commercial mediation teams. We shall enhance the accessibility of commercial mediation services, and specially invite the Municipality's excellent commercial mediation organizations to settle in. We shall deepen the "Trinity" mechanism of the "harmony" plan for commercial mediation and formulate special implementation plans. We shall optimize the "green channel" hierarchical and classified response mechanism of 12309 procuratorial enterprise protection. We shall use the dual track model of "industry mediation+procuratorial supervision" and introduce the professional mediation forces such as industry associations and chambers of commerce.

18. Promoting the Construction of Social Credit System

We shall rely on the District's financing and credit service platform to screen high-quality enterprises and improve the accuracy of financial services by using big data, block-chain and the other technologies. We shall deepen credit classification and supervision in the key areas and improve the efficiency of credit repair services. We shall implement inventory management, implement differentiated supervision by using the "unperceived supervision" and "non-interference" lists, and reduce the proportion of on-site inspection of the enterprises with excellent credit and low risk. We shall expand credit application scenarios around credit benefiting the people, credit facilitating the enterprises, and credit publicity.

III  Action to Create Friendly and Adaptive Industrial Ecological Environment

19. Strengthening Space Carrier Support

We shall promote the integration of construction land and construction project planning permits. For the renewal of the existing commercial buildings, and the matters of integrating the facade and internal decoration, we shall simplify the approval process for renovation and renewal. We shall build online instant messaging channels to solve the problems of merchants' declaration, and reduce the time limit for handling these matters and the times of on-site trips. We shall carry out regional spatial ecological environment assessment, and develop differentiated "one strategy for one unit" control list and "one specification for one industry" management list based on the "1+5+4+N" responsibility system, and put the dynamical updating and sharing of the achievement data to the "one map" of land spatial planning. We shall promote the precise implementation of high-quality industries via regional spatial environmental impact assessment, and realize the "regional assessment and project use".

20. Facilitating Financing Services

We shall ensure that the small, medium-sized and micro enterprises receive financing subsidies and interest discounts. We shall link up the regional financial resources and customize exclusive financial service solutions for the emerging tracks. We shall support the banks to deepen their innovation in intellectual property financing, quality financing and credit enhancement. We shall continue to build sub centers for financing services and promote the functional integration with the cross-border financial service centers. We shall rely on the grass-roots chambers of commerce to do a good job in "chamber of commerce batch loans", and expand the coverage of services. We shall strengthen the cooperation between the chambers of commerce and financial institutions to provide one-stop financing docking services.

21. Improving Human Resource Services

We shall rely on the "15 minute employment service circle" to integrate the "employment, entrepreneurship and training" one-stop service. We shall strengthen the employment security of the enterprises and optimize the matching of personnel and posts. We shall use special resources to empower talent apartment services, accurately support the projects such as characteristic communities, etc, and encourage the operating enterprises to improve their service quality. We shall do a good job in talent introduction and settlement, optimize the talent housing policies, and improve the online and offline talent comprehensive service system. We shall gather innovative and entrepreneurial talents and strengthen resource sharing via the platforms such as "Haiju talents", "Jingying" innovation and entrepreneurship competition. We shall strengthen the construction of the innovation and entrepreneurship demonstration base of "Haiju talents" and the overseas students' entrepreneurship park, and provide one-stop entrepreneurship guidance, policy support and talent services.

22. Strengthening Park and Building Services

We shall establish a comprehensive evaluation system and implement the "three batches" action of upgrading the business buildings and industrial parks. We shall support the buildings and parks to cultivate industrial service systems such as the accelerators, and promote the digitalization of infrastructure by using scientific and technological means such as "artificial intelligence+". We shall enhance the one-stop enterprise service platform, integrate the high-frequency enterprise rigid demand services, and integrate the District-level industrial policies and living supporting service resources. We shall form a building service steward model, and equip "exclusive service stewards" to provide whole process guidance services. We shall provide professional policy instructors and provide customized services such as policy matching consultation. We shall establish a mechanism of "dynamic response to the enterprise demand" and collect enterprise needs via the building dynamic perception platform to form the closed-loop service.

23. Optimizing Industrial Ecology

We shall focus on the key industrial system of the Fifteenth Five-year Plan, (3+3) + (1+3+X), strengthen ecological construction, and help to boost the high-quality industrial development. We shall implement the three-year action plan of the Municipality's "three agglomerations", and take the "Global Service Provider Plan" as the general traction, and build a modern high-end professional service industry cluster by strengthening the agglomeration of industrial characteristics, optimizing the spatial function layout, and gathering the high-end element resources. We shall implement the "leading enterprise partnership program", build an open and innovative pattern, and attract the upstream and downstream enterprises in the industrial chains to gather together. We shall focus on the characteristic tracks, build characteristic brands such as the Digital Link Valley, Audio-Vision Jingjie and Aesthetic Creation Jingjie, so as to attract the high-quality enterprises to gather, and strengthen the cultivation of the scientific and technological innovation enterprises.

24. Encouraging the Integration and Innovation of Business Culture Creativity and Science and Technology

We shall deepen the implementation of the "AI+" action plan, and physically operate the AI application scenario promotion center to form the lists of opportunities, capabilities and projects. We shall support the fashion consumer enterprises to apply the cutting-edge technologies such as virtual reality, metauniverse, artificial intelligence and block-chain, and create a number of typical application scenarios and bench-marking innovation projects. We shall explore and carry out inclusive and prudential supervision over the new technologies, industries, formats and models formed through integration and innovation.

25. Forging Brands for Business Environments

We shall support the integration of the resources and innovation mechanism of the sub-districts and the town, and create "one product for one sub-district (town)" in terms of enterprise integration services, industrial scenario implementation, and community and park co-construction. We shall encourage the parks to focus on the leading industries, deepen the cultivation of subdivision tracks, strengthen the function construction, and create a characteristic industrys "one product for one park (building) ".

IV  Action to Create Multi Collaborative Social Governance Environment

26. Deepening the Collaborative Construction

We shall regularly hold the "private enterprise round table meeting" to promote the dialogues between the government and enterprises. We shall further improve the business environment experience officer system and improve the closed-loop supervision system. We shall carry out forward-looking research on business environments relying on the universities and think tanks. We shall support all kinds of business associations to participate in policy publicity and implementation, and fully listen to the opinions and suggestions of the small and medium-sized enterprises. We shall deepen the co-construction of the "media observers" and build a comprehensive and three-dimensional communication matrix.

27. Strengthening the Empowerment of the Sub-districts and the Town

We shall carry out normalized the "grassroots call, departmental response" to ensure the implementation of the projects and the settlement of the enterprise demands. We shall promote the in-depth integration of the Party building at the block level and the optimization of the business environments. We shall strengthen the construction of grassroots business teams and empower the grassroots business services to continue their improvement.

28. Building Dynamic Blocks

We shall carry out public welfare market activities to stimulate the vitality of the block business circle. We shall prepare the Jingan District Urban Management and Law Enforcement Enterprise Service Manual (2026 version) . We shall develop the digital intelligence scenarios of urban management, and launch the applications of "outdoor display filing" and "policy push" service. We shall enrich the supply of sports events around the citizens, and run the Jing'an elite challenge rounds well.

V  Action to Create Precise Empower System Innovation Environment

29. Optimize the Business Network

With Zhang Yuan as the core, and letting it radiate into the key business districts such as the West Nanjing Road, we shall continue to improve the "5-minute convenient circle for departure tax refund ", upgrade the "buy and refund" and centralized refund and payment services, and deepen the linkage of "tax refund+duty free+bonded". We shall promote the innovation pilot of smart supervision of Zhangyuan bonded warehouse and bonded display transaction, explore the centralized declaration procedures directly after the sale of artworks and luxury goods under the bonded display state, and optimize the "buy and pick up" consumption experience. We shall optimize the customs clearance process of the imported consumer goods for the first time, and improve the "white list+differentiated conformity assessment" mode.

30. Deepening Financial Opening-up

We shall support the qualified foreign-funded institutions to apply for the relevant financial licenses and promote QFLP pilot. The eligible domestic reinvestment businesses shall be exempted from the relevant registration. We shall support the commercial banks to provide convenient and efficient RMB cross-border settlement and the other services by relying on CIPS and the other infrastructure. We shall deepen the pilot of domestic and foreign currency integrated capital pool for the multinational corporations, and support the holding enterprises of the multinational corporations to centrally handle the receipt and payment of funds for their domestic and foreign member companies. We shall promote the reform of foreign debt registration and management, and the eligible enterprises may go through the procedures of one-time foreign debt registration. We shall encourage the banks to optimize their way of business authenticity review and provide high-quality financial services for the truly compliant offshore trade businesses.

31. Strengthening Professional Services

We shall support the establishment of wholly foreign-owned hospitals and encourage the international medical institutions to establish medical institutions in the form of joint ventures or cooperation. We shall optimize the policies of partnership between Hong Kong and Macao law firms and the mainland law firms, and optimize the administrative licensing process for changing the practice organizations by the representatives of the representative office of foreign law firms.

We shall improve the layout of the overseas service points of global service providers, and promote the transformation of the service trade standards from domestic application to international application.

32. Strengthening the Sci-tech Innovation Source

We shall support the incubators in the emerging industries to apply for the title of Municipal high-quality incubators, and improve the functions of the digital public service center of Digital Link Valleyand Jing'an Digital Space. We shall support the enterprises to develop audio-visual vertical models, and build content creation, pilot test and AI+large audio-visual public service platforms. Relying on the Shanghai blockchain evaluation center, we shall build a professional evaluation system and create a credible assessment node. We shall promote the first trial of the trusted data space and speed up the formulation, application and promotion of standards in the production, transmission and display of the ultra high definition audio-visual contents.

33. Breaking Through the Element Bottlenecks

We shall strengthen the introduction of the international talents, expand the scope of recommendation of the key enterprises in combination with the industrial needs, and support the high-level foreign talents and their families to enjoy the supporting services such as entry-exit, residence, education, medical treatment, etc. We shall promote the renewal of the existing industrial parks and explore the modes of the mixed land use and innovative industrial land use. We shall optimize the industry approval management process, simplify the medical device license filing process, and improve the efficiency of these systems.
