Three-Year Action Plan (2026–2028) for Building Jing'an District into an Artificial Intelligence Demonstration Zone for Innovative Applications

 

In order to thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China, the State Council, the Municipal Party Committee and the Municipal People’s Government on accelerating the development of artificial intelligence and promoting AI to empower all industries and sectors, and based on the actual development conditions of Jing'an District, this Action Plan is hereby formulated to deeply implement the 'AI+' initiative, promote the extensive and deep integration of artificial intelligence with various sectors and fields of the economy and society, and build a demonstration zone for innovative AI applications."

I. Overall Objectives

We shall fully leverage Jing'an District's comprehensive advantages, including its rich industrial resources and application scenarios, as well as its clustered development of data intelligence industries, adhere to the principles of government guidance, innovation-driven development, and application-led initiatives, focus on key areas such as industrial development, social governance, public services, and open cooperation, and deeply implement the "AI+" initiative. We shall strive to achieve the following by the end of 2028:  nurture a group of leading and high-growth enterprises; form over 50 AI demonstration application projects; cultivate more than 10 benchmark projects for intelligent agents (agents) or vertical models on a yearly basis; significantly increase the penetration of AI applications in fields such as commerce and trade, professional services, financial investment, cultural creativity, medical care, education, and urban governance; build an innovation application ecosystem where AI promotes economic and social development. Efforts will be made to establish Jing’an District as a nationally influential demonstration zone for innovative AI applications, offering a “Jing’an Model” for the nationwide development of AI-empowered industries and sectors.

II. Advance the full-domain and all-scenario deployment of "AI+" applications across Jing'an District

(1) Implement the AI+ Key Industries Initiative

1. AI+ Commerce. We shall promote AI technology to empower the construction of smart business districts, enhance pedestrian flow analysis, consumption prediction, precision marketing, and public opinion monitoring. Implement innovative applications such as AI virtual makeup mirrors, unmanned shopping guides, virtual try-on, and intelligent customer service in Jing'an's flagship stores. We shall promote intelligent marketing by advancing the use of "digital humans" in live e-commerce, customer service chat, and other business areas. We shall develop smart supply chains to improve logistics efficiency for commercial enterprises. We shall facilitate AI empowerment of digital trade, service trade, and cross-border e-commerce to optimize processes and enhance value. 2. AI+ Cultural Creativity. We will leverage the advantages of industry clustering in film and television production, cultural performances, and creative design, and systematically introduce key resource elements such as computing power infrastructure, foundation large models, corpus services, and content generation tools, so as to promote the deep empowerment of cultural content creation and cultural industry development by artificial intelligence. Focusing on areas such as virtual content creation, digital character generation, virtual IP incubation, and immersive interactive experiences, we shall expand new scenarios in digital cultural tourism and digital audio-visual media. We will also promote the application of virtual reality spaces, guided tour robots, and intelligent interactive systems in cultural venues and urban public spaces. We shall encourage innovative applications of AI technology in new cultural formats such as animation, gaming, and digital performing arts. We shall support the development of content generation tools and creative design material libraries. We shall promote deep integration and development between the cultural and creative industries and emerging digital content formats. 3. AI+ Professional Services. We shall support the development of AI foundation models for legal services, enhancing intelligent functions such as text generation, case retrieval, case analysis, and mock trials. We shall encourage accounting and auditing firms to conduct automated bookkeeping, intelligent compliance reviews, and abnormal risk transaction identification. We shall support deep integration of human resources services with AI technology, optimizing one-stop intelligent services for talent recruitment, payroll services, social security services, and labor disputes. We shall support management consulting firms in using AI for market analysis and industry research, support the construction of an "AI+ Digital Advertising" industry innovation service platform to remove bottlenecks for embedding AI into all aspects of the advertising business process. We shall promote innovative applications of AI technology in inspection and testing fields such as industrial inspection, data quality assurance, and model robustness evaluation. We shall leverage the advantages of Global Service Providers to promote AI technology in building "one-stop" overseas service centers, providing intelligent and integrated professional services for enterprises going global. We shall upgrade traditional service models to a new service system characterized by "intelligent collaboration and human-machine co-creation." 4. AI+ Finance. We shall amplify the platform effects of financial institution headquarters within the district, deeply explore the application potential of AI in investment decision-making, risk control, and internal management. We shall support AI in enhancing market data analysis and forecasting, empowering investment and trading decisions, and improving asset management capabilities, support AI in advancing financial automation, optimizing daily marketing and customer service, and improving internal operational efficiency. We shall support AI in strengthening credit investigation and loan approval, reducing compliance and risk control costs, and promoting the digital and intelligent transformation of financial supervision. 5. AI + Life Sciences and Healthcare. We shall support hospitals, research institutes, and cosmetics R&D enterprises in collaboratively developing multi-task cosmetics R&D models, enabling AI application in new efficacy molecule generation, clinical efficacy prediction, process development, clinical trial services, and other stages, shortening the cosmetics R&D cycle and improving R&D success rates. We shall support AI-assisted new drug development and precision diagnosis and treatment, facilitate accelerated deployment of AI applications such as smart wearable devices and exoskeleton robots. We shall promote the establishment of health and medical databases by medical institutions in collaboration with AI companies, opening up medical scenarios. (2) Implement the AI+ Digital Empowerment Initiative

1. AI+ Blockchain. We shall promote the integration of artificial intelligence and blockchain technologies to enhance the intelligent decision-making, optimization capabilities, predictive analytics, and risk detection capabilities of smart contracts, facilitating their upgrade from "automation" to "intelligence". We shall leverage AI algorithms and multiple detection methods to strengthen on-chain data traceability, utilize blockchain technology to enhance the trust foundation of AI and create decentralized AI applications. We shall promote AI technology to empower the process optimization and value enhancement of blockchain application scenarios such as supply chain finance, digital copyright, and cross-border trade. 2. AI+ Ultra-High-Definition Audio-Visual Applications. We shall support large-scale applications of AI technology in ultra-high-definition content generation, image quality enhancement, intelligent editing, and immersive interaction, support audio-visual enterprises in R&D and application of vertical models for ultra-high-definition video restoration, multilingual real-time subtitle generation, and intelligent content review, improving the intelligence level of content production and post-production processes. We shall explore AI applications in core fields such as film and television post-production, VR/AR immersive experiences, and smart broadcasting, promoting deep integration of ultra-high-definition audio-visual technology with scenarios like education and cultural tourism. We shall build an AI+ large audio-visual public service platform, creating an industrial highland for AI-driven large audio-visual content innovation. Focusing on key technological directions such as ultra-high-definition (UHD) audio-visual encoding, image processing, intelligent recognition, content generation, and restoration, we shall promote AI empowerment for the development of the UHD audio-visual sector. 3. AI+ Industrial Software. In line with industry needs, we shall focus on R&D and promotion of AI-driven computer simulation and modeling industrial software. We shall support the development of CAD, CAE, EDA, ERP, PLM, and other industrial software using AI foundation models, developing modules such as intelligent design and predictive maintenance, support industrial software enterprises in improving software R&D efficiency through computing power construction, foundation model deployment, and data governance. We shall support key industries in deploying AI-driven innovations including intelligent CAD-assisted design, intelligent MES scheduling, and personalized industrial APP recommendations, and leverage AI to optimize industrial software interaction logic, enhancing ease of operation and adaptability. 4. AI+ Data Services. We shall support data service enterprises in R&D of vertical foundation model platforms for industry data annotation, multi-source data fusion, and data value assessment, focusing on specialized production of AI corpus and building vertical industry corpus databases. We shall support large-scale applications of AI technology in data collection and cleaning, analysis and mining, visualization presentation, and privacy computing. We shall explore AI empowerment in core scenarios such as government data governance, enterprise data assetization, and public data services, promoting efficient circulation of data elements. We shall accelerate cross-innovation of data security technologies with emerging technologies such as AI, big data, and blockchain, improving capabilities in intelligent data classification and grading, security situational awareness, anomaly detection and risk assessment, data masking, and active defense. 5. AI+ Scientific Research. Supported by the deep integration of AI foundation models and high-performance computing, we shall accelerate AI applications in fields such as scientific computing, complex system modeling, and high-dimensional data analysis, reshaping scientific research paradigms and improving scientific discovery efficiency. We shall support universities and research institutes in carrying out AI-driven innovative applications such as material and molecular design, drug R&D simulation, and energy efficiency optimization, facilitate the accelerated transformation of scientific research results into engineering, productization, and industrialization, promote the deep embedding of AI into basic research systems, fostering the transformation of research paradigms. We shall promote AI-assisted reengineering of scientific research processes, upgrade efficiency and accuracy, develop platforms for scientific intelligence collaboration, strengthen coordinated development among research platforms, application scenarios, and science and innovation parks. We shall build an open and shared scientific intelligence innovation system, and create a Jing'an-featured cluster for integrated development of scientific intelligence and scientific industries. 6. AI+ Embodied Intelligence. We shall support large-scale applications of AI technology in perception, interaction, motion control, and scenario adaptation of embodied robots, support enterprises in R&D and application of vertical model platforms for industrial inspection robots, public service robots, and special operation robots, enhancing the intelligence level of embodied intelligent devices. We shall explore AI applications in core business areas such as intelligent manufacturing inspection, cultural, entertainment, and commercial services, and emergency rescue, promoting deep integration of embodied intelligence with the real economy. 7. AI+ Emerging Industries. In response to the evolving trend toward AI-native technologies, we shall proactively deploy new types of intelligent infrastructure and intelligent technology service business models, and foster emerging growth areas led by model services, data factor services, and industry agents. We shall support the development of intelligent development toolchains, automated data processing platforms, and open-source ecosystem construction, and create a low-threshold intelligent technology supply system for small and medium-sized enterprises. We shall explore "one-person company (OPC)" and asset-light intelligent entrepreneurship models to promote high-density agglomeration of innovation entities. We shall steadily advance the test validation and demonstration application of key autonomous driving key technologies in complex urban environments, and explore new models of intelligent operation management and services for the low-altitude economy, accelerate the formation of an emerging industrial system featuring the coordinated progress of technological innovation, platform services, and ecosystem collaboration, and cultivate a group of digital-intelligent enterprises with high growth potential and strong spillover-driven capabilities. (3) Implement the AI+ Urban Governance Initiative

1. AI+ Urban Governance. We shall promote the application of AI technology in scenarios such as urban infrastructure construction, ecological environment protection, and traffic management. Through the full-process digital reengineering of "real-time perception – rapid tracing – timely disposal," we shall enhance the level of refined urban management. We shall explore the construction of AI+ future community pilots, optimizing scenarios such as community management, low-carbon living, and convenience services for the people through AI technology. 2. AI+ Security Governance. We shall strengthen the application of AI in areas such as social security prevention and control, emergency management, workplace safety, food and drug safety, disaster prevention, mitigation and relief, and cyberspace security. We shall promote the transformation of public security governance towards prevention, proactivity, and precision, and build up a safe and resilient district. 3. AI+ Government Services. We shall build an intelligent agent for Jing'an government affairs, promote the comprehensive coverage of all service portals of the " Government Online-Offline Shanghai" by AI, empowering both the demand and supply sides of government services, providing intelligent services such as smart form pre-filling and pre-auditing for enterprises and the public, and create exemplary models for "efficiently completing a single task" and set benchmarks for a digital business-friendly environment. (4 ) Implement the AI+ Public Services Initiative

1. AI+ Healthcare. With a focus on high-quality medical resources, we shall accelerate the application of AI technology in service areas such as intelligent triage, prescription generation, medication consultation, chronic disease management, and AI-driven family doctors services, so as to improve patient experience, expand the application of foundation models in clinical diagnosis and treatment planning, intelligent image quality control, intelligent medical record generation, intelligent medication, and surgical intelligent assisted planning. 2. AI+ Education. We shall promote AI technology to empower teaching, learning, administration, evaluation, and assessment, integrate education foundation models and build Jing'an's educational "digital assets." We shall develop intelligent lesson preparation, classroom analysis, and digital teaching research, forming AI digital human teaching assistants. We shall enrich science literacy curriculum resources and learning experiences, expand cross-school innovative experiment sharing platforms, develop AI reading companions, sports companions, and academic assessment tools, and build systems for tracking and dynamically analyzing student learning behavior. Relying on the regional academic big data analysis platform, we shall create a multi-dimensional assessment and personalized learning improvement engine, support student career planning, teacher professional development, family education guidance, early childhood education and lifelong learning services for residents, and meet various educational needs. Using the "Jing'an Cloud School Alliance" as a carrier, we shall achieve full coverage of AI education in primary and secondary schools. 3. AI+ Social Assistance.

We shall build a smart health and elderly care platform integrating health monitoring, risk warning, intelligent intervention, and personalized services, enabling functions such as bed‑exit detection, 72‑hour early warning of health risks for elderly living alone, and risk alerts for people requiring special care, thereby improving the quality and efficiency of elderly care services. We shall use management platform to accurately assess the living conditions and service needs of social assistance recipients, ensuring that social assistance resources are truly directed to those most in need. III. Build a New Application Paradigm Centered on Intelligent Agents

(1) Promote Practical Implementation of Intelligent Agents in Key Scenarios

We shall accelerate the practical implementation and application of intelligent agents in key scenarios, promote the upgrade of foundation model and intelligent agent capabilities from single-point intelligence to task-driven, closed-loop processes, and system collaboration. With a focus on the application orientation of "implementable, replicable, and scalable," we shall systematically advance the practical application of intelligent agents in key industries and core scenarios, enhancing the practicality and maturity of AI in real business scenarios. Relying on key fields such as commerce, cultural creativity, professional services, finance, urban governance, and government services, we shall concentrate on high-frequency business processes and complex application scenarios, promote the construction of intelligent agent applications with capabilities for task understanding, process decomposition, tool invocation, and result feedback. We shall create a batch of industry agent benchmarks for specific tasks that can operate continuously, driving the transformation of agent applications from pilot demonstrations to large-scale promotion. (2) Build a Full-Cycle Support and Operation System for Intelligent Agents

We shall encourage the development of general intelligent agents, vertical domain agents, and embedded agents, promote the deep integration of agents with operating systems, industry software, and intelligent terminals, upgrading traditional system software towards "intelligentization, autonomy, and service-orientation." We shall support enterprises and platform institutions within the district to build agent development and operation platforms, strengthening comprehensive support capabilities for agent development, deployment, operation, and management, providing the foundational guarantee for agent application in complex business environments. We shall promote the coordinated development of intelligent terminal and agent capabilities, support the adaptation and upgrade of wearable devices, intelligent security terminals, and industry-specific terminals with agent platforms, enhancing terminal-side perception, decision-making, and coordination capabilities, promoting the collaborative application and continuous evolution of agent capabilities across different industries and systems. (3) Cultivate New Business Forms in the Intelligent Agent Industry

Driven by application scenarios, we shall attract and cultivate a number of high-quality enterprises and high-growth teams related to intelligent agents through scenario-based investment promotion and chain-enterprise-led investment promotion, and facilitate the formation of an agent industry collaboration network centered on chain-enterprises and industry leaders. Focusing on the entire process of agent R&D, deployment, operation, and delivery, we shall cultivate professional service providers covering corpus governance, model services, agent development, system integration, and other links, and perfect the agent industry service system. We shall explore the development of new business forms such as "Agent as a Service", promoting product and service innovation models centered on agents, and facilitating the replication and promotion of mature agent solutions across different industries. IV. Build a Systematic Innovation Application Ecosystem

(1) Strengthen the Overall Planning and Supply of Intelligent Computing Capacity

We shall deploy public intelligent computing platforms based on domestic general-purpose GPUs, tailored to the needs of the AI+ UHD audio-visual industry, and gradually expand them to areas such as industrial software, scientific computing, and embodied AI. Based on the district's development foundation, we shall concentrate on AI+ drug design, AI+ material discovery, and AI+ industrial simulation, build a public AI computing platform for AI4S. We shall promote deeper cooperation between enterprises in the district and leading manufacturers, and accelerate the transformation of enterprises towards intelligent computing businesses. We shall strengthen coordination with municipal-level AI computing platforms to enrich the supply of computing services for enterprises in the district, and continuously reduce enterprise computing costs by issuing computing subsidies and increasing the supply of preferential computing services. (2) Consolidate the Foundation of High-Quality Datasets

We shall focus on industries such as commerce, cultural tourism, professional services, finance, and healthcare, support the construction of high-quality corpus databases for AI+ industry applications and scenario needs. We shall build industry open corpus databases and test datasets, support the development of the corpus ecosystem, including corpus labeling, open-source and open corpus, and corpus compliance assessment, promote leading enterprises in key fields to accelerate the opening of high-quality datasets and key business scenarios. We shall establish an institutional system covering "data open whitelist, scenario open list, and central-local coordination mechanism," guide leading enterprises in district industries to build industry trustable data spaces, attract upstream and downstream enterprises to open data resources, build digital supply chains, and carry out trustable data sharing and application demonstrations. We shall promote the entry of industry data, under secure and controllable conditions, into model training, agent development, and business process reengineering, to enable large-scale application of AI in R&D design, production organization, supply chain coordination, quality control, and other links. We shall continuously improve the basic service system of trustable data spaces, and by relying on the "Jing'an Data Space,"  utilize technologies such as blockchain and privacy‑preserving computation to build a trusted data infrastructure platform, enabling “connect‑and‑use, use‑and-settle”. We shall support data production and processing providers in carrying out data collection, data cleaning, data labeling, and other services in a lawful and compliant manner, and enhance rewards and support for the development of high‑quality datasets. (3) Deploy Key Core Technology Products

We shall support leading enterprises in developing multimodal vertical large models tailored to key industry needs, conducting real‑world scenario validation and large‑scale deployment, thereby strengthening the model and algorithm foundation for artificial intelligence applications. With a focus on improving model reasoning, multimodal understanding, and complex task processing capabilities, we shall support enterprises in the district to strengthen capacity building in model training, inference optimization, and service enablement, thereby providing underlying capability support for industry applications and agent development. We shall deepen the industry-university-research collaborative innovation mechanism and advance key technologies such as multimodal generation, cross-media perceptual computing, and human-machine hybrid intelligence. We shall seize the technological highland of next-generation blockchain internet, leverage the unique encryption algorithms and decentralization features of blockchain technology to enhance the security and privacy protection of AI data. (4) Build Industrial Innovation Platform Carriers

Through the construction of cross-industry, cross-institution process reengineering platforms and agent testing grounds, we shall accelerate model validation, system integration, and scenario iteration, and facilitate AI from technological experimentation to engineering deployment, and from single-point breakthroughs to systematic implementation. We shall enhance downstream data collaboration and intelligent collaboration capabilities along the industrial chain, promote the formation of an open and shared intelligent industry collaboration system,  and support research institutes in collaboration with enterprises to build innovation and entrepreneurship service platforms for concept validation, pilot and scale-up testing, security governance, and testing and evaluation, to provide environments and conditions for concept validation, prototype development, product testing, and interactive experience. We shall build a number of AI+ industry incubators and accelerators, support the accelerated incubation of AI enterprises and the pioneering transformation of disruptive AI technologies. We shall focus on industries with high AI penetration, such as human resources, to build new quality AI application communities, specialized parks, and specialized buildings, and provide stationed enterprises with high-value integrated services such as low-cost computing function, shared corpus, model services, capital matching, and market expansion, accelerating the clustered development of AI enterprises, and create benchmark demonstrations for industry AI applications. (5) Innovate Application Scenario Promotion Mechanisms

We shall set up an Application Scenario Promotion Center with dedicated professional teams operating in a physical office, and establish industry‑ and sector‑specific working groups for AI scenarios. These groups will be responsible for the solicitation, planning, opening, matchmaking, deployment, and scaling of AI scenarios, ultimately building a scenario‑driven innovation ecosystem that spans the entire region, all domains, and the complete process chain. Leveraging the advantages of high-quality scenario resources in the region, such as commerce, parks, and campuses, we shall build a district-wide integrated scenario information collection and release platform, publish several AI scenario "opportunity lists" and enterprise "capability lists," and provide first-use opportunities for new AI technologies and products. We shall strengthen the opening of scenarios for government and state-owned enterprises and institutions, support various industry enterprises and institutions to proactively release scenario needs and form innovation consortia with AI enterprises and research institutions to carry out "AI+" scenario collaboration innovation, encourage enterprises to apply for relevant national and municipal AI application cases or lists. We shall explore scenario cooperation models of "government guidance, enterprise leadership, market operation," and promote the transformation of scenarios from pilot demonstrations to normal operation. (6) Cultivate and Attract Composite Talent Teams

Relying on the Jingying Science and Technology Innovation Talent Special Plan, we shall accelerate the aggregation of world-leading scientists, entrepreneurs, investors, young innovation and entrepreneurship talents, and other key domestic and international talents in the AI field, with a special focus on attracting high-end talents with integrated capabilities such as "AI+ industry" and "AI+ scenario" for formulation of an "AI partner" team rooted in Jing'an and developing in coordination.

We shall cultivate and attract specialized AI technology managers, establish a "reserve pool," "toolbox," and "policy package" for AI technology managers, pioneer the dual-track mechanism of competency level and professional title evaluation for AI technology managers, open up the transformation channel for AI technology from laboratories to industrial markets, deepen the collaborative education model between government, enterprises, schools, and research institutes, to solidify the talent foundation for the AI industry.

We shall strengthen the AI literacy and performance capabilities of cadres within the system, support relevant departments and units such as the District Party School and the District Education Bureau to offer AI training courses, systematically improving the AI cognitive level, practical application ability, and scientific decision-making literacy of the cadre team and teaching staff, forging a composite cadre team knowledgeable about AI.

We shall encourage educational institutions to integrate AI‑related vocational skill standards and job requirements into talent development curricula, and support social training providers to offer specialized competency training such as AI Promoter training in response to employment market needs. We shall build a convenient and efficient "15‑minute training service circle", and continuously organize AI training activities in industrial parks, communities, and enterprises. We shall develop tailor-integrated courses such as "AI + Elderly Care" and "AI + Video Editing", hold high‑level AI vocational skills competitions, promote a certification‑based job qualification system for skilled talent, and foster a vibrant skills development atmosphere that encourages learning, competition, and continuous improvement. (7) Enhance the Level of Industrial Exchange and Cooperation

We shall proactively connect with municipal-level industry associations and platform units to provide strong professional support for the introduction of cutting-edge AI technologies, scenario supply-demand matching, and demonstration application promotion, actively participate in major events such as the "World Artificial Intelligence Conference," and plan and host high-level forums, international exhibitions, and other activities in AI sub-fields, attracting global AI innovation resources and high-end talents to exchange and cooperate in Jing'an, thereby enhancing the online visibility of Jing'an's AI industry. We shall take an active role in hosting events like the "Xingzhi Cup" National Artificial Intelligence Innovation and Application Competition, strengthen policy support for AI competitions, and adopt a "competition‑driven industry development" strategy to incubate and launch a number of AI‑related achievements and startups. We shall collect typical application examples and best‑practice cases across AI sub‑domains, and promote them through new media and event platforms. We shall encourage companies to engage in sector‑specific technology promotion and the sharing of typical case studies. V. Safeguard Measures

(1) Strengthen Organizational Leadership

We shall establish an "AI+" special team led by the main leaders of the District People’s Government, coordinated by the District Development and Reform Commission, and co-led by the District Science, Technology and Economy Commission and relevant district departments, to strengthen the organizational leadership and overall coordination of AI empowerment applications, enhance the connection and interaction with the municipal AI industry working group. We shall regularly schedule and continuously track progress to accelerate the implementation of the action plan. We shall focus on AI empowering various industries, establish and maintain a list of AI enterprises in the district, implement a dual-lead working mechanism of "technology competent department + industry competent department" to promote the deep integration and application of AI in various industries. (2) Strengthen Policy Support

We shall focus on key AI factor support, agglomeration of high-quality enterprises, cutting-edge technology R&D, and application scenario development, increase support through special policies and fiscal funds. We shall encourage state-owned capital to join forces with various parties to build an "AI+" fund, participate in AI innovation application investment, and guide social funds to establish market-oriented AI industry funds, and support leading AI enterprises to establish corporate CVC funds and incubator funds. We shall promote financial institutions to innovate business and develop special loan products such as "computing loans," and strengthen credit support for AI enterprises. (3) Strengthen Security Assurance

We shall adhere to the principle of balancing development and security, consolidate the security responsibilities of relevant entities, promote the healthy development and standardized application of AI, and strengthen publicity and training to enhance the AI security awareness of the whole society. We shall align with the work requirements and progress of higher authorities, and promote the formation of a comprehensive AI security risk governance pattern involving technology R&D institutions, service providers, users, government departments, social organizations, and others. (4) Strengthen Ethical Governance

We shall strengthen the ethical governance of AI, provide consultation and guidance for enterprises on algorithm filing for information services and filing for generative AI services. In conjunction with industry competent departments, we shall encourage the innovative application of generative AI technology in various industries and fields to generate positive, healthy, uplifting, and high-quality content. In conjunction with competent departments, we shall carry out publicity activities, guiding enterprises to take effective measures during algorithm design, training data selection, model generation and optimization, and service provision to prevent discrimination based on ethnicity, belief, nationality, region, gender, age, occupation, health, etc. We shall carry out public education on AI ethics to enhance public awareness and understanding of AI ethical issues.
