(2026-2028)

This Work Plan is formulated in order to fully implement the decision-making and arrangement of Shanghai Municipality on promoting the "industrial agglomeration, spatial agglomeration and element agglomeration" (hereinafter referred to as "three agglomerations") of leasing and business services, leveraging on Jing'an's resource endowment and industrial foundation, focusing on the core advantages of the high-end professional services, deepening the implementation of the "global service provider" plan, and accelerating the building of the high-end professional services agglomeration areas with global influence and identity.

I  Wok Requirements and Development Objectives

1. Work Requirements

We shall, with the promotion of the core functions of the urban areas as the guide, and the in-depth implementation of the "global service provider" plan as the core driver, fully implement this Municipality's "three agglomerations" development concept, stick to the positioning of "international Jing'an and excellent urban district", and adhere to openness, integration and characteristic development. By strengthening the agglomeration of characteristic industries, optimizing the spatial layout, and gathering high-end element resources, we shall build modern high-end professional service industry agglomeration areas with strong embeddedness, high degree of aggregation, and excellent competitiveness, providing strong support for Shanghai Municipality to build the "five centers" and a socialist modern international metropolis with world influence. By 2028, the operating revenue of leasing and business services industry in this District shall reach more than 230 billion yuan, with an average annual growth rate higher than the District economy and the industry average level. The scale shall remain its leading position in the whole Municipality and the proportion in the Municipality shall continue to increase.

2. Development Objectives

—— Achieving a New Leap in the Industrial Agglomeration Caliber. The leading positions of the core advantageous industries such as human resources services, organization and management services (including enterprise headquarters), consulting and investigation, legal services, advertising and so on in the whole Municipality shall be further consolidated, and the deep integration of "AI+professional services" shall achieve remarkable results, forming a number of sub-industry clusters with global resource allocation capabilities. The revenue scale and contribution of the District's professional service industry shall continue to increase, with an average annual growth rate higher than the District's economy and this Municipality's industry average.

—— Gaining New Improvement in Space Carrier Efficiency. Focusing on the overall arrangement of the "three aggregation" of this Municipality's leasing and business service industries, we shall deeply integrate the regional spatial planning of "two axes, one belt and three areas", focus on the West Nanjing Road and Suhewan Central Activity Zone (CAZ), link various characteristic building parks in the key fields, build a professional, digital and integrated industrial spatial network, and systematically build a spatial development pattern of "one core and multiple points".

—— Building a New Pattern of Enterprise Development Echelon. The global competitiveness of the leading enterprises shall be continuously enhanced, the high growth "waist" enterprise group shall grow in its scale, and the innovative potential enterprises shall accelerate to emerge, forming a "head leading, waist strong, and solid foundation" echelon just like the wild geese, and the industrial toughness and vitality shall be significantly enhanced. By 2028, a number of enterprises with high-energy industrial level and high growth enterprises shall be gathered. The revenue of the top 20 enterprises in the leasing and business services industry shall account for 60% of the total industry in this District.

——Making New Breakthroughs in the Foreign-related Service Functions. We shall attract the international high-capability professional service institutions to settle in this District with greater efforts and better ecological agglomeration, support the local institutions to expand their overseas networks, and actively guide the professional service institutions to improve their foreign-related service capabilities. By 2028, the number of the headquarter-type professional service institutions shall continue to increase, and a number of professional service institutions with international influence and high foreign-related service capabilities shall be introduced. The global resource allocation capacities of the professional service industry shall be significantly enhanced.

—— Making New Progress in the System Opening Exploration. In terms of foreign capital access, cross-border services, mutual recognition of qualifications, regulatory models and the other aspects of the professional services industry, we shall actively explore innovative measures, orderly expand the institutional opening in the key fields, create pilot demonstrations for expanding the opening of the service industry, and form a number of replicable Jing'an practices.

II Implementing the In-depth Cultivation Initiative of Advantageous Tracks

1. Building an international first-class human resources service hub

By 2028, the revenue of human resources service industry shall reach 70 billion yuan. With the Human Resources Service Industrial Park of Shanghai, China as the core carriers, we shall gather a number of leading enterprises in the subdivided fields, focusing on the development of high-end business forms such as senior talent search, human capital consulting, talent evaluation and development. We shall vigorously promote the integration and innovation of "AI+HR+industry" and create a "human resources opening and innovation laboratory". We shall promote the construction of an export base for human resources services of Shanghai, China, and encourage the expansion of overseas markets.

2. Building a high-level organization management and headquarters economic center

By 2028, the revenue of organization and management service industry shall reach 45 billion yuan. We shall implement the plan of "increasing the capacity and improving the quality of the headquarters", attract the regional headquarters of multinational companies, functional global business units, headquarters of central enterprises and their business sectors to settle down, build the “Shibei Headquarters Agglomeration Area of High-tech Private Enterprises”, and cultivate new generation headquarters-type enterprises with core competitiveness. We shall support various headquarters to expand their composite functions such as investment, management, R&D, procurement, settlement and so on in Jing'an District. Multinational companies shall be encouraged to set up global or regional capital management centers and enjoy the supporting facilitation measures such as capital management and trade logistics.

3. Enhancing the global influence of the consulting and investigation industry

By 2028, the revenue of the consulting and investigation industry shall reach 42 billion yuan. We shall, by focusing on the high-end fields such as strategic consulting, management consulting, technology and digital consulting, investment and financial consulting, attract the international top institutions to set up their regional headquarters or business centers. We shall encourage the consulting and survey enterprises to adopt new cooperation modes such as subscription system, solution authorization system and perennial consulting system, and further improve their professional capabilities in the emerging fields such as green low-carbon, digital economy and life health, etc. We shall guide the expansion of emerging businesses such as digital asset assessment and ESG audit and so on. We shall actively introduce the top 100 national accounting firms. We shall support the local institutions to build international networks through mergers and acquisitions and joint venture and cooperation.

4. Building a pilot area for foreign-related legal services.

By 2028, the revenue of legal service industry shall reach 3.5 billion yuan. We shall accelerate the construction of Jing'an foreign-related legal service highland, rely on the core carrier of the “West Nanjing Road - Suhewan International Legal Service Agglomeration Belt”, attract the top domestic and foreign law firms, well-known legal service institutions and commercial mediation organizations to settle down, and cultivate a matrix of high-quality legal service brands. We shall support the law firms to expand their overseas layout and set up branches or service networks through mergers and acquisitions, joint venture and brand export. We shall encourage the introduction and cultivation of excellent foreign-related legal service talents. We shall deepen the application of "AI+law", and encourage the legal service institutions to cooperate with the technology enterprises to carry out research and development of vertical large models, agents and the other products.

5. Cultivating new formats of digital advertising

By 2028, advertising revenue shall reach 60 billion yuan. With the surrounding areas of Hengfeng Road as the core, we shall guide the agglomeration development of the associated enterprises in the industrial chain and build a municipal-level digital advertising industry agglomeration area. We shall support the leading enterprises to jointly build "AI advertising integration innovation center" with universities and scientific research institutes. We shall continue to hold the “Jing·Boundary” Jing’an International Innovation Series for Advertising & Branding.

III Optimizing the Layout of "One Core and Multiple Points"

6. Strengthening core functions

With West Nanjing Road - Suhewan Central Activity Zone (CAZ) as the core focus, we shall build a commanding height of industrial agglomeration level. By relying on the mature high-end business ecology of West Nanjing Road, gathering various high-energy institutions, and taking advantage of the urban renewal bonus of the Suhewan Waterfront Business District, we shall create a composite functional space, forming a two-wheel drive pattern of the "traditional high-end+emerging frontier", so as to build a solid core support for industrial agglomeration.

7. Creating characteristic agglomeration areas

With the various characteristic building parks forming a "multi-point" support, we shall build an industrial ecological network possessing differentiated coordination with the cores and hubs. In the field of human resources services, we shall, with Suhewan and the surrounding areas as the core, accelerate the agglomeration of high-quality institutions and improve the industrial energy level. In the field of digital advertising services, we shall promote the regional functional linkage and business type coordination between Suhewan and West Nanjing Road, and build an industrial ecology with active innovation and close connection. In the field of legal services, consulting and investigation, we shall take the high-end buildings along West Nanjing Road as the carriers to enhance the concentration of business types and international influence. At the same time, we shall further strengthen the headquarters function of the multinational companies in the core business district, and focus on attracting the trade-oriented and functional headquarters. We shall continue to improve the industrial level of the private enterprise headquarters in Shibei High-tech Zone, deepen the construction of "private enterprise headquarters aggregation areas", and form an industrial development pattern of multiple subjects' coordination and multi-point support.

8. Deepening the brand construction of the "global service provider" program

Relying on the spatial layout of "one core and multiple points", and by deeply bounding brand empowerment with the improvement of spatial efficiency, we shall create a service bearing space with Jing'an identity. We shall enhance the hub function of Jing'an international reception hall, build a global service provider exchange and docking platform, pool the joint efforts of the diversified overseas services, provide the global service providers with one-stop services such as space carriers, resource links and cross-border docking, and further enhance the international influence and industrial agglomeration driving force of the "global service provider" program.

IV Implementing Element Ecological Optimization Initiative

（1）Strengthening the Transformation and Development of Digital Intelligence

9. Promoting the deep integration of "AI+"

We shall promote the in-depth application of AI in the fields of organization and management, law, human resources, consulting and investigation, digital advertising, etc. We shall support the development of industry vertical large models and agents, and build "AI+" digital advertising and the other innovation platforms. We shall develop human resources AI application base. We shall support the qualified "AI+professional services" innovation projects according to law and regulations.

10. Accelerating the transformation of digital intelligence in the industry

We shall promote the opening of the public data resources to the leasing and business service enterprises. We shall support the construction of the professional service industry data innovation laboratories. We shall strengthen the docking of the key carriers and enterprises in the District and the municipal scheduling service platform of intelligent computing resource so as to ensure the demand of the enterprises' intelligent computing power. We shall foster digital providers in the professional service industry and carry out pilot projects of data capitalization.

11. Encouraging the professional services to empower the real economy

We shall guide the professional service institutions to provide professional services such as innovation strategy, intellectual property operation, science and technology finance, compliance risk control, etc. to the key industrial fields in this Municipality by means of digital intelligence. We shall support the docking of the professional service institutions and the manufacturing clusters, and help the manufacturing industry extend to the high end of the value chains.

（2） Strengthening the Support of Talent Elements

12. Strengthening the cultivation of interdisciplinary professionals

We shall further promote the integration of production and education, promote the co construction and cooperation mechanism between the professional service enterprises, universities and vocational training institutions, expand the practice channels, encourage the continuing education of the professional and technical talents, and provide financial support for the practice and training bases recognized by the State or Shanghai Municipality according to the relevant municipal and district policies. We shall effectively promote the connection between talent cultivation and industrial demands.

13. Accurately introducing international high-end talents

We shall seek senior talents around the world by relying on the overseas service points of the "global service provider" plan. We shall further advance the cooperation with the internationally renowned headhunters, industry associations, top universities and research institutions, and establish an international talent recommendation and evaluation network. We shall innovate talent introduction methods, explore and implement flexible talent introduction mechanisms such as "open bidding for selecting the best candidates", project cooperation and short-term employment, so as to attract the overseas high-level talents to participate in the local key projects and innovation activities in various forms.

14. Optimizing talent service guarantee

We shall include the professional service talents in the classified accreditation, service and guarantee system for the high-level talents at the municipal and district levels, and we shall provide support and guarantee for them in terms of talent settlement, entry-exit convenience, medical health and the other aspects in accordance with laws and regulations. We shall increase the supply of talent apartments and rental housing for the young talents in the professional service industry. We shall encourage them to actively participate in the evaluation of senior professional titles of professionals in human resources and public legal services and so on.

（3）Building Professional Service Empowerment Platform

15. Enhancing the function of professional service platforms

We shall continue to optimize the functions of the "one-stop" overseas service center, establish a flexible combined "modular service toolbox" for policy, finance and compliance, deepen the cooperation with the Yangtze River Delta region, and enhance the brand influence of the "global service provider" program. We shall actively create a number of influential professional exhibitions and industry forums, promote the docking of investment promotion and supply and demand, link up and gather elemental resources. We shall build an information docking platform to support the precise docking of the professional service institutions with the key industries and major projects. We shall support the industry associations to play a better role.

16. Creating an iconic activity matrix

We shall further promote the construction of the "new overseas college", enrich and improve the curriculum system, and integrate high-quality resources to provide all-round knowledge empowerment and practice support. We shall actively participate in brand activities such as the overseas investment and comprehensive services conference, Shanghai International Advertising Festival, Shanghai Human Resources Service Industry Innovation and Development Conference, Shanghai International Arbitration Forum, and continue to hold a series of activities of the "global service provider" program to enhance the global influence of Jing'an professional services.

V Implementing Enterprise Gradient Cultivation Initiative

17. Actively introducing global leading enterprises

We shall expand the identification coverage of the "global service provider" plan, carry out precise investment promotion targeting at the GaWC evaluation system and the list of global service institutions, actively introduce the global leading enterprises, regional headquarters of multinational companies and various functional headquarters, and encourage the existing headquarters to improve their capacity levels. We shall focus on the key links in the core areas of the industrial chains, and strengthen the agglomeration of the high-capacity service institutions.

18. Gradient cultivating the local benchmark enterprises

We shall build a life-cycle growth and cultivation mechanism for the professional service institutions. We shall encourage the leading enterprises to extend to high-end services, guide the small and medium-sized institutions to integrate their resources and enhance their market competitiveness. We shall encourage them to participate in the selection of industry authority lists at home and abroad. We shall support the local high-quality service institutions to expand their overseas service networks and set up overseas branches. We shall sort out a number of typical cases that help the local enterprises' high-quality development.

19. Classified supporting the enterprises with high growth potentials

We shall establish a mechanism for the discovery and cultivation of the potential gazelle and unicorn enterprises, encourage them to enter the list of high growth enterprises, and support the eligible enterprises in compliance with the laws. We shall implement the "upgrading and growth" plan, and tap the high growth enterprises in the subdivision tracks.

VI Strengthening Policy Service Integration

20. Innovation policy supply and financial support

We shall improve the support policies in the field of professional services and support the high-quality development of the key parks. We shall give full play to the supporting role of the financing credit platform, carry out financing supply and demand docking promotion activities, and optimize the credit financing environment of the professional service institutions. We shall provide convenient cross-border financial services for the needs of human resources, law, consulting, advertising and the other industries.

21. Optimizing the service and regulatory environments

We shall set up "enterprise service direct-access stations" in the key buildings and parks. We shall strengthen the cross-departmental collaboration and build a service network covering the whole life cycle of the enterprises. We shall implement inclusive and prudent supervision over the new business types and improve the new supervision methods based on credit.

22. Promoting standards and brand building

We shall support the institutions and associations in this District to participate in the formulation and revision of the international, national and industrial standards. We shall build an international promotion platform for industry brands, and systematically shape and promote the excellent brand of "Jing'an professional services".

All the relevant units shall take the initiative and cooperate closely, strengthen case publicity and policy evaluation, and ensure the implementation of their tasks. We shall strengthen the overall planning and coordination, and the industry competent departments need to clarify their key tasks and projects. The functional areas and sub-districts and towns shall carry out exploration according to their actual situations, focus on the key areas, and jointly build a highland of professional service industry. At the same time, we shall strengthen publicity and promotion, shape the brand of "Jing'an professional services", display the advantages of agglomeration, high-end business forms and business environment through a variety of channels, highlight bench-marking and innovation, and enhance the brand awareness and attraction.
