The 15th Five-Year Plan of Jing’an District for the Development
of the Professional Services Sector
The 15th Five-Year Plan period marks a critical phase for Jing’an District to fully advance its role as a key carrier for Shanghai’s development of “five centers (international centers for the economy, finance, trade, shipping, and science and technology innovation)”, as well as a decisive stage for transformation and upgrading. At the same time, the District also faces challenges from a complex and severe external environment and increasingly fierce regional competition.
To better serve the overall development of the country and the city, during the 15th Five-Year Plan period, Jing’an District will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles from the Party’s 20th National Congress and the plenary sessions of the 20th Party Central Committee, conscientiously study and carry out the spirit of General Secretary Xi Jinping’s major speech and important instructions on the work of Shanghai during his inspection in Shanghai, and closely follow the major plans of the State and Shanghai Municipality for expanding and upgrading the service sector and promoting the deep integration of modern services with advanced manufacturing; and Jing’an District has hereby formulated the 15th Five-Year Plan of Jing’an District for the Development of the Professional Services Sector in accordance with the 15th Five-Year Plan of Shanghai Municipality for Economic and Social Development and the 15th Five-Year Plan of Jing’an District of Shanghai Municipality for Economic and Social Development, and in light of the actual development of the local professional services sector.
I. Development Goals
During the 15th Five-Year Plan period, by benchmarking against the world’s highest standards in the professional services sector across all dimensions and on multiple fronts, fully implementing the development philosophy of “industrial agglomeration, spatial clustering, and factor concentration”, and, leveraging the Global Service Providers program, we will attract a number of high-caliber domestic and international professional services institutions, cultivate a group of local premium professional services providers with first-class service capabilities and notable brand influence, and bring together a range of functional platforms that serve the whole country, face the international community, and facilitate internal-external connectivity, thereby building Jing’an into the “preferred gateway” for world-class international professional service institutions entering China, a “hub” for globally renowned high-end professional service brands, and a “launching pad” for professional service institutions to “go global”.
Further expansion of the professional services sector. We will deepen the implementation of the Global Service Providers program, and, by building on our strengths in advantageous professional services sectors such as legal services, human resources services, and accounting and auditing services, we will create a professional services hub that exemplifies the internationalized and high-end nature of Shanghai’s service industry.
During the 15th Five-Year Plan period, the average annual growth rate of revenue in the professional services sector will reach 8%–10%, with its overall scale maintaining a leading position in the city and its share of the city’s total continuing to increase. The ecosystem of the Global Service Providers program will be further improved, with the number of global service provider institutions reaching 150.
Further concentration of the professional services sector. With the West Nanjing Road–Suhewan Central Activity Zone (CAZ) as the core, we will deepen the brand building of the Global Service Providers program, coordinate various specialized office buildings and parks across key sectors, build a professional, digitally intelligent, and integrated industrial spatial network, and continuously strengthen the support of factor resources such as talent, data, and computing power.
During the 15th Five-Year Plan period, the “one core, multiple nodes” spatial pattern will be largely established, and the provision of various factor resources will be further guaranteed.
The pace of “going global” of the professional services sector will be accelerated. We will move faster to build an outbound service system that covers the entire value chain, integrates all essential factors, and empowers the full cycle, and support professional service institutions in establishing international networks through franchising, joint ventures, and other collaborative models to enhance their cross-sector service capabilities.
During the 15th Five-Year Plan period, the competitiveness of high-end services and the supporting capacity for “going global” will be comprehensively strengthened, and the number of high-quality projects in which professional service institutions serve enterprises expanding overseas will continue to grow.
Further improvement of the industrial ecosystem of the professional services sector. We will actively explore innovative measures in areas such as foreign investment access, cross-border services, mutual recognition of qualifications, and regulatory models for the professional services sector, steadily expand institutional opening-up in key areas, build pilot demonstrations for the expanded opening-up of the services sector, and develop a number of replicable and scalable Jing’an practices.
II. Major Tasks
1. Building a New System for Professional Services to Accelerate the Cultivation of New Quality Productive Forces
In response to the latest trend of technological revolution and industrial transformation, and focusing on the needs for digital, intelligent, and green industrial transformation, we will continue to consolidate the leading advantages of the professional services sector of our District, accelerate the development of a future-oriented “6+4” new system for professional services, innovate business models within the professional services sector, tap into new drivers of industrial development, and help accelerate the cultivation of new quality productive forces.
(1) Consolidating the Traditional Strengths of Professional Services
Focusing on traditional professional services such as human resources, inspection, testing and certification, legal services, advertising, consulting and investigation, and accounting and auditing, we will promote the upgrading of the professional services sector in our District.
Leveraging the China Shanghai Human Resources Service Industry Park and the Human Resources Service Characteristic Service Export Base, we will build a world-class human resources service hub, with a focus on developing high-end segments such as senior talent search, human capital consulting, and talent assessment and development.
We will promote the deep integration of inspection, testing and certification services with the manufacturing industry, further amplify their empowering role in industrial upgrading, and, by relying on the National Demonstration Zone for Public Service Platforms for Inspection, Testing and Certification, attract and cultivate a number of industry benchmarks and local premium enterprises so as to promote industrial agglomeration and demonstration.
We will accelerate the development of Jing’an District as a hub for foreign-related legal services, and, by leveraging the core platform of the West Nanjing Road–Suhewan International Legal Service Agglomeration Belt, cultivate a brand matrix of quality legal services and deepen the application of “AI+law.”
We will promote the transformation and upgrading of traditional advertising services, encourage innovative applications in “digital advertising” and “AI+advertising” across all fields, actively introduce benchmark digital advertising enterprises, and build a municipal-level digital advertising industry cluster.
We will encourage consulting and investigation, accounting, and auditing firms to adopt new cooperation models such as subscription-based services, solution licensing, and retainer-based advisory system, expand emerging business areas including digital asset valuation, ESG (Environment, Social and Governance) auditing, compliance auditing, and cross-border auditing, and build international networks through mergers, acquisitions, and joint ventures.
(2) Expanding Emerging Areas of Professional Services
Focusing on fields such as intellectual property, green and low-carbon services, logistics and supply chain management, and design services, we will accelerate the expansion of new spaces for professional services and further unleash the potential for economic growth.
We will expedite the development of an intellectual property operation service cluster, attract and cultivate high-value core intellectual property service institutions, build public service platforms for intellectual property, improve financial support policies for intellectual property, and support financial models such as intellectual property pledge financing, insurance, and securitization, striving to build a benchmark and excellent intellectual property central urban zone.
We will develop green and low-carbon services, cultivate and introduce a number of ESG rating agencies, carbon footprint certification bodies, and carbon standard accounting institutions that comply with international rules and have international influence, support the growth of green and low-carbon start-ups, and encourage the development of service industries related to green and low-carbon recycling, such as photovoltaics, smart energy, and intelligent environmental protection.
We will actively promote the quality upgrading of logistics and supply chain management enterprises in Jing’an District, enhance their capacity for resource allocation in logistics and supply chains, encourage innovation in logistics and supply chain models, and support the facilitation, intelligent transformation, and green development of logistics and supply chain circulation.
We will encourage design service enterprises to jointly establish design innovation platforms with universities and research institutes, and support the expansion of design services into new directions and emerging industries such as digital design, intelligent design, green and low-carbon solutions, and the metaverse.
(3) Promoting the Digital and Intelligent Transformation of Professional Services
We will support professional service institutions in strengthening the application of digital and intelligent technologies such as artificial intelligence, big data, cloud computing, blockchain, and virtual reality, so as to drive the digital transformation and intelligent upgrading of professional services.
We will encourage legal service institutions to collaborate with technology companies in developing vertical large models, intelligent agents, and other products, promote the establishment of a Human Resources Open Innovation Lab, and support inspection, testing and certification service providers in offering digital and intelligent solutions.
We will encourage advertising services, consulting services, and accounting and auditing services to leverage digital and intelligent technologies to improve operational efficiency, and accelerate the development of new business forms such as digital advertising and financial robots, thus driving industrial upgrading and transformation.
We will strengthen the release of the value potential of data elements, continue to advance pilot projects for data assetization, and, by focusing on business scopes such as data asset development, data publishing, and data sales, cultivate and develop data merchant services and third-party services for data circulation and trading, while formulating privacy computing standards to ensure data security.
(4) Encouraging Professional Services to Empower Emerging Industries
Keeping pace with the industry development models and business model innovation, we will focus on emerging fields such as leading industries and future industries, and promote the continuous extension of the professional services sector into new economies, new business forms, and new domains.
We will encourage professional services in accounting and auditing, consulting and investigation, legal services, intellectual property, and other areas to establish service focal points for emerging industries, enhance their service capabilities in emerging fields such as integrated circuits, new energy, green and low-carbon development, digital economy, and life and health, and provide specialized services including innovation strategy, intellectual property operations, technology finance, and compliance risk management.
We will encourage advertising service providers to serve contactless, experiential, and novel business models such as livestream e-commerce, VR experiences, and virtual spokespersons, and accelerate the deep integration of digital advertising with key sectors including culture and entertainment, tourism and leisure, healthcare, and public services.
2. Increasing the Concentration of Industrial Resources to Comprehensively Enhance Core Competitiveness
We will fully implement the Global Service Providers program, vigorously attract and cultivate high-caliber professional service institutions and organizations, focus on building high-efficiency spatial carriers, support the faster agglomeration of key factors such as talent, capital, and data, and comprehensively enhance the core competitiveness of Jing’an District’s professional services.
(1) Attracting and Cultivating Leading Domestic and International Enterprises of the Industry
We will expand the coverage of the Global Service Providers designation, dynamically optimize the scope of professional services, and continue to extend into more fields of “high-knowledge-intensive, high-tech-intensive, and high-value-added” service industries.
Focusing on the GaWC (Globalization and World Cities Research Network) evaluation system and global service institutions, we will actively engage in outreach and cooperation, make great efforts to attract global professional service giants that have not yet established operations in Shanghai to establish themselves in Jing’an District, and accelerate efforts to address the shortfall of high-caliber institutions in areas such as credit services and green and low-carbon sectors.
We will encourage local professional service institutions to add new business divisions, expand business scale, and undergo digital transformation, and will guide small and medium-sized professional service institutions to integrate and restructure resources to enhance their market competitiveness.
We will promote the listing and development of more good-quality local professional service institutions.
Leveraging the platform of the Global Service Providers Council, we will actively connect with various domestic and international professional service organizations and industry associations to establish a partner alliance for the professional services sector.
(2) Stepping up the Agglomeration of Functional Platforms and Institutions
We will actively build an international cooperation network, promote the establishment of internationally influential and authoritative industry associations, trade guilds, industrial alliances, NGOs, and other international functional platforms and organizations in Jing’an District, and encourage international organizations to set up representative offices, permanent venues for forums, and secretariats in the District.
We will support international organizations in leveraging their global resources to carry out promotional activities, thematic exhibitions, and brand promotion campaigns in Jing’an District, and to expand their business presence in China and in Shanghai.
We will further leverage the role of the Global Service Providers Council, innovate its operational mechanisms in line with the operating models of international organizations, build high-level dialogue and cooperation platforms, and release key rankings, indices, and standards for the professional services sector.
(3) Creating Spatial Carriers for Professional Services
With the West Nanjing Road–Suhewan Central Activity Zone (CAZ) as the core focus, and leveraging the high-end business ecosystem of West Nanjing Road, we will accelerate the agglomeration of various high-caliber institutions, create mixed-use functional spaces, and form a dual-driven pattern of “traditional high-end plus emerging frontier.”
By establishing a “multi-node” support system through various specialized office buildings and parks, we will promote the clustered development of the human resources service industry in the Suhewan area and surrounding regions, enhance functional synergy and business coordination between the Suhewan and West Nanjing Road areas for the digital advertising industry, and leverage high-end office buildings along West Nanjing Road to boost the international influence of foreign-related legal services and consulting and investigation services, thereby forming an industrial development pattern characterized by multi-entity collaboration and multi-node support.
Relying on the “one core, multiple nodes” spatial layout, we will create brand-bearing spaces with Jing’an’s distinctive identity.
Using the Jing’an Global Connect as a service window, we will build an exchange and matchmaking platform for global service providers, pool the collective strength of diversified outbound services, and provide global service providers with one-stop services including spatial carriers, resource connections, and cross-border matchmaking, thus further enhancing the international influence of the brands and the driving force of industrial agglomeration.
(4) Enhancing the Support for Factor Resources
We will intensify efforts to cultivate versatile interdisciplinary professionals, further promote the integration of industry and education, encourage professional service enterprises to establish cooperation mechanisms with universities and vocational training institutions, expand internship and practical training channels, and support continuing education for professional and technical talents in the professional services sector.
Leveraging the overseas service points of Global Service Providers, we will scout for senior talents globally, deepen cooperation with internationally renowned headhunters, industry associations, and top universities and research institutions, and establish an international talent recommendation and evaluation network.
We will innovate talent attraction methods, explore the implementation of flexible talent introduction mechanisms such as the “open competition mechanism for selecting the best candidates to lead the project,” poject-based collaboration, and short-term appointments, to attract high-level talents to participate in local key projects and innovation activities in various forms.
We will give full play to the supporting role of financing credit platforms, carry out activities to promote the matching of financing supply and demand, further implement policies on subsidized interest and fee discounts for policy-backed loan guarantees, and optimize the credit financing environment for professional service institutions.
We will promote the opening of public data resources to professional service enterprises and support the construction of data innovation laboratories for the professional services sector.
We will strengthen the connection between key district carriers and enterprises with municipal-level intelligent computing resource dispatch service platforms to ensure that the intelligent computing power needs of enterprises are met.
3. Building a New Hub for Outbound Services and Striving to Enhance Global Influence
Focusing on the international development needs of enterprises under the new circumstances, we will continue to enrich the connotation of Global Service Providers, accelerate the establishment of a one-stop outbound service center for Global Service Providers, expand the overseas service capabilities of professional service institutions, and enhance the systematic integration level of the “outbound service policy package,” thereby building a professional service hub for enterprises “going global”.
(1) Building an Outbound Service Platform for Global Service Providers
We will comprehensively coordinate funding, space, and talent resources, strengthen functional platform development, optimize the construction of the one-stop outbound service center for Global Service Providers, and integrate it with platforms such as the Jing’an Overseas Investment Project Licensing Consultation Service Point, the Jing’an District Cross-Border Data Service Center, the Jing’an Service Point of the Comprehensive Service Platform for Enterprises Going Global, and the Shanghai Jing’an District Cross-Border Financial Service Center. We will deepen cooperation with the Hongqiao Overseas Development Service Center to provide enterprises with full-chain outbound services ranging from policy consultation to operational implementation.
We will promote the Global Service Providers Council and relevant industry associations in the professional services sector to build cross-sector cooperation and exchange platforms, closely align with the development mechanisms of the professional services sector in the Guangdong-Hong Kong-Macao Greater Bay Area, and establish advantageous overseas synergy for the professional services sector.
We will introduce high-quality educational resources, add professional courses and practical programs to the Global Service Providers “New Outbound Academy”, and broaden entrepreneurs’ knowledge base for going global.
(2) Supporting Professional Institutions in Expanding Their Global Service Networks
We will support professional service institutions in expanding their global service networks, focusing on common enterprise needs such as cross-border financing, investment protection, ESG governance, and cross-border data flows, so as to empower enterprises to deeply participate in the global division of labor and cooperation in industrial chains.
We will encourage leading enterprises in the district to take the lead in establishing outbound enterprise alliances, facilitating overseas information exchange, business resource coordination, and localized network sharing among alliance members, and promoting the transformation of enterprises from “going it alone” to “cluster outbound” strategies.
We will expand the overseas service points of the Global Service Providers program to countries along the Belt and Road, optimizing the functions of these service points in market information supply, resource connection, business development, and publicity and training.
We will support professional service institutions in setting up representative offices or branches in Belt and Road countries, building overseas legal service networks, intellectual property service workstations, and other facilities, strengthening early warning, prevention, and protection against overseas investment risks, and assisting client enterprises in achieving overseas expansion through greenfield investments or mergers and acquisitions.
(3) Giving Full Play to the Empowering Role of the “Outbound Service Package”
We will further strengthen the full-lifecycle service matrix that supports enterprises in going global, supporting quality local professional service providers to participate in pre-investment stage advisory services such as overseas investment model planning, country-specific due diligence, and risk assessment. During the investment execution stage, we will promote the synchronized involvement of legal, fiscal and tax, financial, and other service modules in scenarios such as cross-border mergers and acquisitions and data compliance, thereby shortening service cycles and attracting more outbound enterprises to purchase post-investment localized operations and digital intelligence empowerment services.
We will broaden the scope of application of Jing’an’s outbound service vouchers for professional service institutions, enhancing the effectiveness of outbound service policies.
We will establish a dynamic evaluation mechanism to adjust the service package content in a timely manner based on enterprise needs, ensuring that policies are precisely aligned with outbound practices.
4. Expanding and Strengthening Local Brands and Continuously Amplifying Their Radiating and Driving Force
With Jing’an as the starting point, we will continuously expand the reach of professional services, weave a dense service network, and extend the influence of Jing’an’s professional services sector across the whole of Shanghai, the Yangtze River Delta, and even the entire country, striving to become a core node in the global professional services network.
(1) Supporting the Professional Service Rankings to Enhance Recognition
We will encourage professional service institutions in our District to participate in domestic and international authoritative industry rankings and related honorary evaluations through resource matching, external exchanges, and platforms and activities such as the Global Service Providers program, the GaWC Jing’an Observatory, and the GaWC Shanghai Professional Services Sector Index Release.
We will support Jing’an District in developing selection criteria for brand institutions in segmented areas of the professional services sector, and support the District in collaborating with authoritative organizations, universities, and think tanks to research and release local, national, and Asia-Pacific rankings for professional services, encouraging local enterprises to actively participate, thereby enhancing the recognition and credibility of the local professional services sector.
(2) Strengthening the Brand Promotion of Professional Services to Enhance Visibility
We will actively participate in brand events such as the China International Import Expo, the Overseas Investment and Comprehensive Services Conference, the Shanghai International Advertising Festival, the Shanghai Human Resources Service Industry Innovation and Development Conference, the Shanghai International Arbitration Forum, and the Shanghai International Carbon Expo, and continue to hold a series of activities under the Global Service Providers program, forming a brand promotion mechanism featuring active enterprise participation, government facilitation, social interaction, and regional collaboration.
We will comprehensively utilize authoritative media, industry platforms, international exhibitions, and digital channels to showcase the agglomeration advantages, high-end business segments, and first-class business environment of Jing’an District’s professional services sector from all angles.
We will strive to tell compelling brand stories, highlight benchmark enterprises and innovation achievements, and continuously enhance the visibility, reputation, and appeal of the local industrial brands.
(3) Broadening the Service Radius of Professional Institutions to Enhance Reputation
We will support professional service institutions in Jing’an District in engaging in exchange and collaboration with key enterprises, research institutes, and industry associations across the country, including those in Beijing, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. We will support the hosting of internationally influential forums, summits, industry exhibitions, and other events, strengthen the flow and circulation of talent, technological, and market resources, and explore new models such as “Yangtze River Delta manufacturing – Jing’an services – global services” so as to expand the service radius of professional services.
We will encourage qualified professional service institutions in Jing’an District to accelerate the establishment of international market service networks through mergers and acquisitions, joint ventures and cooperation, or self-built operations.
We will support professional services enterprises in the District in building a “jointly sailing overseas” service system, providing comprehensive, full-cycle convenient services for enterprises “going global”, and positioning Jing’an as the preferred launchpad for enterprises in the Yangtze River Delta and even across the country to go global.
5. Promoting a New Round of Reform and Opening-up and Effectively Strengthening Rule-Setting Leadership
We will continue to advance independent reform explorations and institutional opening-up in key areas, remove bottlenecks in the cross-border flow of professional service factors, accelerate and intensify pilot initiatives, support leading enterprises and industry organizations in participating in the formulation of rules and standards at all levels, strive for global discourse power in the professional services sector, and comprehensively empower the open development of the professional services sector.
(1) Pursuing Expanded Opening-up in Key Areas
We will benchmark against international high-standard economic and trade rules such as CPTPP, DEPA, and RCEP, proactively align with the pilot policies of the China (Shanghai) Pilot Free Trade Zone, the Lin-gang Special Area, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Hainan Free Trade Port, and explore greater opening-up in Jing’an District’s professional services sector in terms of industry access and qualification requirements. We will actively advance the development of the Jing’an Linkage Innovation Zone of the Shanghai Pilot Free Trade Zone, focusing on key areas and critical links, accelerating the implementation of a number of actionable and practical reform measures, and deepening two-way opening-up in professional services.
We will support skilled and interdisciplinary foreign talents in the professional services sector to practice locally and provide them with facilitation, and explore allowing qualified foreign professionals to provide services locally in fields such as finance and green and low-carbon development if they hold overseas professional qualifications.
We will explore policy breakthroughs such as allowing foreign and Chinese law firms to mutually second lawyers as legal consultants and establishing joint operations between Chinese and foreign law firms, thereby harnessing the spillover benefits of renowned law firms.
We will coordinate and improve the construction of public service outlets for intellectual property information, and promote the standardization of intellectual property information public service systems, the regularization of implementation and operation, and the facilitation of procedural formalities.
We will strengthen docking and cooperation with domestic and overseas regions, and promote the connectivity and mutual recognition of product carbon footprint management systems.
(2) Accelerating Reform Exploration in Key Areas
We will advance the development of the national human resources service export base.
We will enhance the facilitation of cross-border service payments, reducing transaction review time and costs.
We will support enterprises in expanding overseas business.
We will support the introduction of international commercial dispute mediation institutions, and explore the establishment of judicial assistance and judicial document data sharing, risk assessment systems, and civil and commercial dispute coordination mechanisms with relevant countries and regions.
We will enhance the internationalization capacity of inspection, testing, and certification services, and in fields such as new energy vehicles, lithium batteries, and photovoltaic products, we will promote the pilot implementation of “one test, multiple certificates” – where one test is accepted by multiple countries – and deepen the pilot reform of the qualification accreditation system for inspection, testing, and certification institutions.
We will encourage credit rating agencies to provide green bond rating services and support eligible financial leasing companies in issuing green bonds. In addition, we will attract overseas insurance companies, sovereign wealth funds, pension funds, and ESG funds, as well as certification and assurance institutions, to provide investment, financing, and technical services for green projects.
(3) Promoting the Establishment of Jing’an Rules and Standards
We will enhance the level of standardized development in the professional services sector, and support institutions and associations in the District in participating in the formulation and revision of international, national, and industry standards.
We will build an international promotion platform for industry brands, support social organizations and leading enterprises in taking the lead in developing group standards for professional services, filling gaps in relevant standards, and systematically shape and promote the outstanding “Jing’an Professional Services” brand.
We will promote the alignment and convergence of professional services sector rules with international standards, encourage the release of foreign-language versions of group standards, promote the implementation of relevant standards overseas, and vigorously promote the application of standards in countries along the Belt and Road, thereby enhancing international discourse power in standard-setting.
We will leverage the role of the Jing’an High-End Service Industry Development Research Center as a government think tank, and strengthen forward-looking research in areas such as industrial policies, trade rules, and evaluation standards.
III. Implementation Measures
1. Strengthening Organization and Implementation
Relying on the working mechanism of the Global Service Providers program, with district leaders taking the lead and relevant responsible departments participating, we will ensure full organizational support to systematically implement all tasks outlined in the Plan.
The District Development and Reform Commission will be fully responsible for all work related to the development of Jing’an District’s professional services sector, defining key tasks and priorities, monitoring and advancing important indicators and key projects, studying and discussing major issues, and actively seeking support from relevant departments to ensure the effective implementation of all tasks.
We will promote the introduction of special support policies for Jing’an’s professional services sector, and support the professional services sector in coordinating with the Global Service Providers program for joint ecosystem development.
2. Improving the Policy System
We will actively facilitate professional service institutions in applying for municipal-level financial support funds such as the Shanghai Service Industry Development Guidance Fund, and give priority recommendation and matching support to the professional services sector.

We will optimize funding policies for outbound services, further expand enterprise coverage, streamline the application and disbursement processes, and attract more enterprises to participate in policy applications through our briefings and other outreach efforts, thereby enhancing the professional service capability.
3. Optimizing the Business Environment
Relying on the Jing’an District Joint Conference System for Optimizing the Business Environment, we will strengthen overall coordination, guidance, and promotion for professional service enterprises.
We will enhance enterprise services, policy services, complaint resolution, and policy publicity and interpretation, fully support key enterprises included in the Global Service Providers program and above-designated-size enterprises in growing stronger, customize policy packages for key enterprises, pay special attention to potential enterprises in the start-up and growth stages, and provide targeted assistance and guidance.
We will coordinate with industry regulatory departments, industry associations, financial institutions, and others to establish a comprehensive service mechanism for professional service enterprises, helping them achieve better development.
We will adopt inclusive and prudential supervision for new business forms, and improve new regulatory approaches based on the credit system.
4. Improving Statistical Monitoring
We will improve the development of the statistical system for the professional services sector, refine classification standards and regular data collection mechanisms, and strengthen quantitative statistics and trend analysis of core indicators such as industry scale, structure, and efficiency. We will establish a routine tracking and evaluation mechanism.
All district competent departments will, in line with the objectives and tasks, conduct regular dynamic tracking and supervise the detailed implementation of all tasks, ensuring that all measures are fully implemented and produce tangible results.
We will encourage social organizations to compile relevant indices to dynamically reflect the professional service capabilities and levels of enterprises.
