The 15th Five-Year Plan of Jing’an District for Building the International Jing'an Brand and Advancing the High-Level Two-Way Opening-Up

The 15th Five-Year Plan period is a crucial period for Shanghai to accelerate the construction of a socialist modern international metropolis with global influence, as well as a comprehensive strength exerting period for Jing'an District to build an important carrier district for Shanghai's "Five Centers" construction and a decisive period for its transformation and upgrading. In this Plan, we take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guidance, deeply implement the spirit of the 20th National Congress of the Communist Party of China and various plenary sessions of the 20th Central Committee, deeply study and implement the important speeches of General Secretary Xi Jinping's inspection of Shanghai and his important instructions for Shanghai's work, follow the strategic deployment of the Party Central Committee and the State Council on promoting the high-level opening-up to the outside world and building a new system of open economy, closely revolve around the development positioning and work requirements of Jing'an District by the Municipal Party Committee and the Municipal People’s Government, and systematically plan a blueprint for the high-level two-way opening-up in the next five years on the basis of the functional advantages of Jing'an District.

I  Work Approach

To build Jing'an District into a modern international urban area, we aim to create a global urban model that is "small yet refined, robust yet superior" through institutional innovation with two-way open-up, functional upgrading of factor aggregation, and efficient linkage of internal and external circulation. In terms of connotation, it is not only an inevitable requirement for us to accelerate the construction of an important carrier area for the Five Centers, but also a strategic mission to provide a Jing'an model for the open development of the central urban areas of mega cities by radiating it to the Yangtze River Delta, serving the whole country, and connecting the whole world. Jing'an District shall strengthen its systematic thinking, adhere to problem orientation, focus on reform and innovation, and build a high-level two-way open-up framework through overall coordination, precise policy implementation, and collaborative progress.

Open field goal: by 2030, the total value of customs imports and exports shall reach about 500 billion yuan in five years, with an average annual import and export value of 100 billion yuan. Open subject goal: by 2030, a total of 80-100 regional headquarters of multinational corporations and foreign-funded R&D innovation centers shall be increased over the next five years. Open system goal: by 2030, the intelligentization of government services shall continue to be upgraded, and the proportion of "two exemptions from documents submission" at the offline windows shall reach 70%. The institutional opening-up shall steadily expand, with over 1,000 enterprises included in the list of free trade account enterprises and over 1,000 departure tax refund shops.

II  Main Tasks

1. Promoting the high-quality development of new trade

(1) Strategic positioning: taking the advantageous industries as the cornerstone to raise trade competitiveness. Industry leadership leading and driving trade upgrading. We shall focus on the advantageous industries such as fashion consumption, financial services, and professional services, deepen the interaction between industry and trade, and form a virtuous cycle of industry support for trade and trade feedback for industry, such as expanding knowledge intensive service exports and digital trade by relying on the industrial carriers such as the West Nanjing Road--Suhewan International Legal Service Agglomeration Belt, the Shibei High-Tech blockchain Ecological Valley, and the Meichang Jingjie Beauty & Health Innovative Eco-Community in the Danning Industry-Living-Ecology Integrated Innovation Zone, and so on. (2) Structural optimization: reshaping the pattern of trade formats by using the "trinity" framework. Stabilizing the fundamentals of goods trade and breaking through the tariff barriers. We shall encourage the foreign trade enterprises to restructure their supply chains and expand into the traditional and emerging markets via organizing groups for overseas market expansion. Building new advantages in digital trade and seizing the future tracks. We shall strengthen the construction of the technological ecosystem, deepen the construction of the "national blockchain application demonstration zone", gather the industries such as big data and cloud computing, and consolidate the foundation of the digital trade. We shall push forward the development of industrial clusters for the beauty and healthcare sectors featured in the "beauty economy". We shall accelerate the innovation of business models, promote the process of "industry+digitalization" and "trade+digitalization", support the accelerated development of the new digital trade models and formats such as smart retail, digital commerce, live streaming e-commerce, cross-border e-commerce, etc., and expand the scale of digital trade. We shall promote the deep integration of cultural export and digital trade, support the application of the new technologies such as 8K and VR in cultural content creation, promote the large-scale global expansion of the high-quality "Jing'an produced" cultural contents, expand new trading scenarios such as digital cultural creativity and game derivatives, and enhance the commercial realization capability of cultural export.

(3) Cultivation of new growth drivers: taking innovation and opening-up as the dual engines to break through the development bottlenecks, while dismantling the institutional barriers with institutional innovation. We shall strengthen the carrier resources within this District, make good use of the high proportion of foreign capital enterprises in Jing'an, and deepen the cooperation with the key buildings and industrial parks in this District, promote the precise matching between the building space and industrial demands, create a characteristic industrial space for foreign investment economy, improve the industrial ecosystem featuring the model where "enterprises sharing the same building form an upstream and downstream industrial chain", and achieve the goal of gathering industries through high-rise carrier spaces and boosting the development of buildings by industrial agglomeration.

(3) Expanding the scope of foreign investment business on the basis of the existing foreign investment. Developing diversified businesses for their settling in Jing'an. 3. Continuously expanding and strengthening the headquarters economy
