The Action Plan of Jing’an District on Promoting the Capacity Expansion and Quality Improvement of the Service Industry as submitted by the District Development and Reform Commission has been approved at the 177th Routine Meeting of the District People’s Government. We hereby issue it to you, and request you to implement it.

Action Plan of Jing’an District on Promoting the Capacity Expansion

and Quality Improvement of the Service Industry

The service industry is a vital pillar of the national economy and a key component of the modern industrial system. In order to thoroughly implement the spirit of the Opinions of the State Council on Promoting the Capacity Expansion and Quality Improvement of the Service Industry (SC G [2026] No.7) and the Implementation Opinions of Shanghai Municipal People’s Government on Promoting the Capacity Expansion and Quality Improvement of the Service Industry (SMPG G [2026] No.1), and to promote the capacity expansion, and high-quality and efficient development of the service industry in Jing’an District through capacity expansion and quality improvement, this Action Plan is hereby formulated.

I. Action Objectives

By 2030, significant progress shall be achieved in the high-quality development of the service industry in Jing’an District, with the added value of the service industry reaching approximately 450 billion yuan. The scale of trade in services shall continue to expand, and the concentration and contribution of the high-end service industry shall remain among the top in the Municipality. A number of internationally competitive leading enterprises shall be cultivated, distinctive service industry agglomeration areas established, and institutional opening-up and reform and innovation achievements in the service industry generated, whereby the District’s capacity for global resource allocation and its radiating influence shall be steadily enhanced, and the public’s sense of gain and satisfaction shall be consistently improved.

II. Key Tasks

1. Forging Core Competitive Advantages

(1) Focusing on “Digital-Intelligent, Green, Integrated, and International” Development. Closely following the national and Shanghai municipal strategic deployments for the service industry, and leveraging the locational advantages and industrial foundation of Jing’an District, we shall consolidate the core competitiveness of the service industry through digital-intelligent, green, integrated, and international development. We shall champion digital-intelligent development by implementing the “AI+”initiative, launching benchmark projects, cultivating vertical large models, and accelerating digital iterative upgrading across the whole industry.

We shall advance green development by empowering the entire industrial chain with low-carbon technologies, expanding green service sectors such as carbon accounting and energy conservation and environmental protection, and diversifying green consumption scenarios. We shall expand integrated engagement by promoting cross-sector collaboration among professional services, cultural and creative industries, commerce and trade, and scientific and technological innovation, and implement a number of industrial integration demonstration projects. We shall drive international development by continuing to advance the “Global Service Provider”program, accelerating the construction of the China (Shanghai) Pilot Free Trade Zone Jing’an Linked Innovation Zone, piloting institutional innovations in cross-border trade in services and cross-border data flows, and promoting the transformation of foreign-funded headquarters toward R&D and global operations.

(2) Building a High-end Professional Service Industry Agglomeration Area. Leveraging the spatial layout of the “Two Axes, One Belt, and Three Areas,” we shall build high-end professional service industry clusters with differentiated positioning across different areas. With the West Nanjing Road-Suzhou Creek Central Activity Zone (CAZ) as the core, West Nanjing Road shall host leading law firms, international consulting firms, and other high-end business institutions, consolidating the headquarters service base. Suzhou Creek shall focus on agglomerating specialized professional services such as human resources and digital advertising. Daning Functional Area shall anchor ultra-high-definition audio-visual and digital cultural and creative supporting services, building a highland for the integration of cultural creativity and professional services. Shibei Functional Area shall focus on digital technology, blockchain, and inspection, testing and certification industries, establishing a northern scientific and technological innovation-oriented producer service industry cluster. The three functional areas shall complement each other functionally and share resources mutually, forming a distinctive high-end service industry spatial system.

(3) Building a Demonstration Zone for AI Application Innovation. We shall deeply implement the “AI+” special initiative, strengthen the Application Scenario Promotion Center, cultivate benchmark vertical intelligent agents in fields such as commerce and trade, finance, healthcare, government affairs, and urban governance, organize and plan a number of AI application innovation consortia, and create a number of benchmark scenarios for AI-integrated applications. We shall make overall arrangements for the construction of integrated quantum computing, supercomputing, and intelligent computing platforms, improve the trusted data foundation of the Jing’an Data Space, and upgrade the district-level AI application integrated service platform, building a full-chain industrial ecosystem from R&D and implementation to operation. With AI industrial integration and innovation, AIGC content creation, and AI data corpus services as distinctive features, we shall promote the inclusion of Jing’an AI Application Innovation Demonstration Zone into the overall AI industrial landscape of the Municipality.

2. Promoting High-quality Leading Development of Producer Services

(4) Enhancing the Comprehensive Advantages of Professional Services. Driven by both digital empowerment and factor agglomeration, we shall promote the integrated innovation, quality improvement, and capacity expansion of the professional service industry such as human resources, consulting and research, legal services, advertising, intellectual property, and inspection and testing. With the China Shanghai Human Resources Service Industry Park as the carrier, we shall expand new high-end human resources service formats, promote AI+HR integrated innovation, establish a “Human Resources Open Innovation Lab,” develop products such as recruitment large models, intelligent interviews, and VR training, and build a world-class human resources service hub. We shall support consulting institutions in developing emerging businesses such as health consulting, Environmental, Social and Governance (ESG) consulting, and digital asset evaluation, and innovate service models such as subscription-based services and standing advisory services.

We shall support accounting and auditing service institutions in developing non-assurance services and establish regular matchmaking mechanisms for various types of enterprises and local institutions to “go global.” Leveraging the “West Nanjing Road-Suzhou Creek International Legal Service Agglomeration Belt,” we shall attract well-known domestic and international legal service institutions, implement a cultivation program for world-class law firms, build an international legal service hub platform, and accelerate the construction of Jing’an as a highland for foreign-related legal services. We shall vigorously develop digital advertising, promote the innovative application of artificial intelligence large models in creative design, placement, and distribution, encourage the cultivation of “super individuals” in advertising creative design, continue to host the “Jing·Jie” (Jing’an horizon) Jing’an International Advertising and Brand Innovation series of events, and cultivate a number of local advertising brand enterprises with core technologies and internationalization capabilities. We shall strengthen the Jing’an Sub-center of Shanghai Intellectual Property Protection Center, reinforce the full-chain intellectual property service, deepen pilot programs for patent navigation, expedited pre-examination, and data intellectual property registration, optimize the patent pre-examination channel, promote the high-value creation, transformation, and protection of intellectual property in emerging fields, improve the overseas intellectual property service network, and enhance the capacity to respond to foreign-related risks.

We shall enhance the innovation and service capabilities of inspection and testing institutions, develop new models such as online testing and IoT intelligent testing. Focusing on emerging fields such as rail transit, and low-altitude economy, we shall build high-caliber public platforms to provide authoritative and efficient testing and certification services and promote the international mutual recognition of inspection results and going-global services. We shall support the application of AI technology in intelligent testing, remote auditing, data quality assurance, and other fields. (5) Strengthening the Information Service Industry. We shall enhance the capacity of specialized tracks such as blockchain and ultra-high-definition audio-visual, promote the high-standard construction of the “Shutong Liangu” (Digital Connectivity Chain Valley) – National Blockchain Application Demonstration Zone, operate the Future Ultra-High-Definition Technology International Innovation Center in an entity-based manner, and deepen the construction of the AI+Grand Audio-Visual Public Service Platform and the OPC Ecological Community. We shall build distinctive advantages in sub-sectors such as industrial software, digital marketing, and information content services, vigorously develop data governance and data security services, formulate digital-intelligent solutions adapted to various industries, and accelerate the application of data intelligence technologies across industries. We shall optimize the underlying technology support system, focusing on intelligent agent applications, blockchain, ultra-high-definition audio-visual technologies, integrated quantum-supercomputing-intelligent computing new computing power, and high-quality data corpus services, to promote the integrated iterative upgrading of “cloud, data, intelligence, and chain”technologies.

With a focus on equipment manufacturing and industrial services, we shall deeply implement the

“Model-Data Synergy” special initiative, facilitate the deep integration of foundational model capabilities with industry data corpora, industrial software capabilities, and with producer service scenarios. We shall conduct targeted outreach to internet platforms, computing power service providers, leading enterprises in vertical AI fields, and head potential enterprises in future track areas, attract a number of high-growth, strongly-driven explosive projects, and cultivate and agglomerate a group of digital-intelligent technology integrated service providers and application solution providers with strong innovation capabilities and core competitiveness. (6) Stimulating the Innovation Vitality of Science and Technology Services. With a focus on sub-sectors such as R&D and design, technology transfer, and inspection and testing, we shall promote the R&D business expansion and innovation capabilities upgrading for various science and technology service sectors. We shall vigorously promote the establishment of R&D innovation entities of chain-leading enterprises and the layout of open innovation platforms, and guide the expansion and upgrading of in-house R&D institutions within enterprises. We shall actively lay out cutting-edge technology R&D laboratories, industry-university-research common technology platforms, industrial research institutes, and other institutions, and accelerate the introduction and cultivation of new R&D institutions. We shall vigorously develop technology transfer and transformation services, and guide professional operating entities to support the construction of high-quality incubators, proof-of-concept centers, pilot bases, new R&D institutions, and other platforms. We shall develop new R&D service models such as AI-assisted research, cloud-based collaborative R&D, and crowdsourced R&D, and improve the efficiency of technology R&D and achievement transformation. We shall deepen the cross-district cooperation mechanisms of “district-district synergy” with Fengxian and Jiading Districts, create a “Jing’an R&D + Suburban Production” synergistic pattern, and improve the full-chain technology service ecosystem. (7) Accelerating the Innovative Development of Green and Low-Carbon Services. Targeting  the carbon accounting, carbon certification consulting, green supply chains, energy outsourcing, and other fields, we shall cultivate a green and low-carbon integrated service industry cluster. We shall connect with the municipal carbon management platform, improve the product carbon footprint accounting, verification, and third-party verification service system, and guide key industries such as commercial office buildings and professional services to build full-chain green and low-carbon supply chains. We shall encourage various service institutions to carry out green and low-carbon consulting, certification, management, evaluation, and other related services. 3. Promoting High-quality Upgrading of Consumer Services

(8) Promoting the Quality Improvement of Cultural and Creative Services. We shall build a highland for AI+Grand Audio-Visual content creation, continue to promote the quality and efficiency improvement of the International Film and Television Industrial Park Circum-SHU, and rely on core carriers such as “Audio-Visual Jing Jie” to agglomerate enterprises in AI+content creation fields such as film and television and short dramas, and build an OPC innovation ecosystem. We shall leverage national and municipal resources to build a full-chain “industry-university-research-application” content creation service system. We shall promote the Daning and Shibei Functional Areas to accelerate the construction of e-sports PARK, improve the full e-sports industry chain, and build a Shanghai gaming and e-sports industry agglomeration area. We shall create immersive cultural performance venues, using AR/VR, holographic projection, and other technologies to create immersive productions, and cultivate original performance IP.

We shall promote the upgrading of creative design and fashion consumption, based on the West Nanjing Road-Suzhou Creek Central Activity Zone (CAZ), develop industrial design, fashion design, digital design, and other formats, strengthen the cross-sector empowerment of design for beauty, apparel, and other industries, and enhance the “Jing’an Design” brand influence. With a focus on advantageous areas such as revolutionary culture, intangible cultural heritage of the Shanghai style, fashion creativity, and outstanding performing arts, we shall make sustained efforts to bring Jing’an’s homegrown cultural IPs, premium creative products, and distinctive artistic works to the world stage. (9) Advancing the Supply-Demand Matching of Elderly Care and Childcare Services. We shall improve the elderly care service system, increase the supply of nursing care beds and cognitive impairment care beds, deepen community-embedded elderly care services, develop convenient services such as in-home bathing assistance, medical escort, and mobility support, and promote the integrated models of property management + elderly care and housekeeping + elderly care. We shall actively develop the silver-haired economy, systematically lay out the elderly care finance industry, encourage financial institutions to launch exclusive elderly care financial service products, and activate the vitality of the elderly care consumer market. We shall encourage the development of smart elderly care products, supporting the construction of smart elderly care institutions and digital community elderly care service venues. We shall support the large-scale and branded development of the rehabilitation assistive device industry.

We shall expand the application scenarios of smart health elderly care products, and promote the innovative application of elderly care service robots and intelligent terminal devices. We shall optimize the supply of childcare services, deepen the integration of childcare and preschool education, support communities, parks, office buildings, and employers within the jurisdiction to build embedded welfare childcare facilities, and explore the co-construction and sharing of elderly care and childcare facilities. We shall encourage the development of new types of elderly care and childcare services such as residential recuperation, medical care and wellness services, and integrated medical and childcare services. (10) Facilitating the Quality Improvement and Capacity Expansion of Medical and Health Services. We shall build a headquarters base for medical and health enterprises, deepen the pilot program for wholly foreign-owned hospitals, develop health industries such as high-end medical services, health checkups, medical rehabilitation, and traditional Chinese medicine wellness, create the international brand of “Shanghai-style Traditional Chinese Medicine,” explore foreign-related high-end medical and health care services in the field of traditional Chinese medicine, serve the national strategy of healthy aging, and explore strategic initiative such as the longevity medicine industry. We shall support private entities in providing high-end medical services, rely on the “Meichuang Jing Jie” beauty and health industry ecosystem, diversify the development of consumer-driven health industries such as health checkups, medical rehabilitation, sports rehabilitation, medical aesthetics and cosmetic efficacy verification, and skin health management, extend the development of integrated health management services for prevention, post-examination, and post-diagnosis, and build a benchmark for the development of the beauty economy with deep integration of medical, research, and industry. We shall accelerate the development of industry intelligent agents, create smart medical demonstration scenarios, and improve the digital service system for convenient medical treatment. We shall continuously improve the professional level of elderly care, rehabilitation care, home care, and unaccompanied care, and improve the training, skills development, and hierarchical evaluation system for nursing personnel. We shall optimize elderly health services and provide full-cycle health protection. (Responsible units: the District Health Commission, and the District Civil Affairs Bureau)

(11) Facilitating the Quality Improvement and Upgrading of Housekeeping Services. We shall accelerate the transformation of housekeeping enterprises toward the employee-based system, promote the professionalization, standardization, and normalization of housekeeping services, and cultivate a number of brand benchmark enterprises. With a focus on key areas such as home-based elderly care and maternal and infant care, we shall improve the formulation of service standards. We shall support enterprises in expanding their service scope from traditional housework to organizing and decluttering services, pet care, deep cleaning of home appliances and furniture, etc., build an online-offline integrated “one-stop” family service platform, and promote the integrated development of housekeeping services with community elderly care and home-based elderly care. (12) Upgrading the Convenience of Community Services for Residents. We shall scientifically coordinate spatial layout, intensively build composite embedded service facilities integrating functions such as elderly care, childcare, community meal assistance, housekeeping convenience, cultural leisure, and sports and fitness, and create differentiated service forms tailored to the resource endowments, population structures, and demand characteristics of different communities. We shall encourage the layout of micro-cold storage and Micro-Fulfillment Center (MFC) in communities, cultivate instant retail market entities in fields such as pharmaceuticals, elderly care, health, and culture and entertainment, enrich the supply of high-quality instant retail goods and services, develop instant retail formats covering all categories, all time periods, and all scenarios, and build a convenient and efficient 15-minute community life service circle. III. Improving Policy Supply and Forming Synergistic Promotion Forces

(13) Enhancing the Overall Coordination and Linkage Mechanism. A district-level service industry task force shall be established, led by the District Development and Reform Commission and participated by all relevant departments. The District Development and Reform Commission shall take the lead in overall coordination and monitoring and evaluation, promote cross-departmental and cross-level integrated innovation and collaborative linkage, and coordinate resources to promote the high-quality and efficient development of the service industry. A sound policy support system for the service industry shall be established and improved, and a service industry working mechanism featuring departmental coordination and horizontal-vertical linkage shall be perfected, forming a unified framework for action across the entire district. (14) Strengthening the Guarantee of High-quality Factor Supply. We shall attract and cultivate compound and internationalized professional talents, improve the catalog of “highly-skilled, urgently-needed, and scarce” talents in key areas, promote the recognition of overseas professional qualifications, and improve service guarantees in housing, medical and health care, etc. We shall implement the loan interest subsidy policy for service industry business entities, innovate in intellectual property pledge financing, data asset financing, and green finance applications, and promote new models such as “Digital Data Loan.” We shall support the development of the service industry through urban renewal and the revitalization of existing land resources. (15) Improving the Statistical Monitoring, Evaluation, and Optimization Mechanism. We shall explore statistical classifications for new business formats such as digital consumption, green consumption, and the integration of culture, commerce, tourism, sports, and exhibitions. We shall accelerate the development and release of service standards in fields such as housekeeping, elderly care, and property management. We shall encourage industry organizations and leading enterprises to participate in the development of national and international standards. We shall strengthen international cooperation and mutual recognition of standards in fields such as the digital economy, green and low-carbon development, and inspection and testing. We shall use big data and AI to strengthen dynamic monitoring and analysis of the service industry, conduct timely development effectiveness evaluations based on monitoring results, closely follow industrial development trends and market demand changes, and dynamically adjust and optimize the development formats of the service industry.
