Main Responsibilities:
1. Implement laws, regulations, rules, guidelines, and policies of industrial affairs, domestic and foreign trade, foreign investment, and economic cooperation with foreign countries based on the actual situations of Jing'an District.
2. Based on the master plan on the national economic and social development of Jing'an District, formulate strategies and plans for the development of the economy, industries, domestic and foreign trade, and economic cooperation with foreign countries of Jing'an District, and organize relevant departments to implement such strategies and plans.
3. Monitor and analyze the development trend of domestic and foreign trade and industries, establish early warning mechanisms, coordinate to solve problems emerging in economic development, and raise policy suggestions.
4. Organize relevant departments to implement strategies, perform the daily management of emergency storages, and enforce plans and instructions involved. Take charge of the supervision and examination of government reserves & corporate reserves, and the implementation of reserve policies.
5. In accordance with the industrial policy orientation of the country and Shanghai, study the direction of industrial investment, and propose appropriate suggestions. In accordance with fixed-asset investment projects filed based on limits of authority, collaborate with relevant departments in advancing the work.
6. Take charge of affairs related to the economic restructuring of Jing'an District, collaborate with relevant departments in studying and developing corresponding implementation opinions, and organize the implementation work. Take charge of the coordination and promotion of industrial restructuring and capacity improvement of Jing'an District.
7. Take charge of the industrial consultation of land leasing in Jing'an District, make a plan to review the early stage of the project, coordinate the construction of major projects (commercial premises), and track the progress of the alternative project.
8. Take charge of the renovation and upgrading of shabby industrial premises in Jing'an District. Advance the development and construction of cultural creative industrial parks and urban industrial parks, cooperate with relevant departments in strengthening the guidance and services for those parks, fulfill the duties as a law-executor and supervisor, and instruct related industries to enhance the management of safety production.
9. Direct enterprises of Jing'an District to technical innovation, and thus transform and upgrade traditional industries with advanced technologies; collaborate with relevant departments in technical transformation, new product development, and the construction of "industry-university-research cooperation" projects, and meanwhile provide active support for making use of the industrial development support funds allocated by governments at the municipal and district level.
10. Take charge of establishing work mechanisms that serve SMEs, guide and promote the development of growth-type SMEs, carry out the centralized management by specified departments, and instruct the work of guilds.
11. Engage in the monitoring, supervision, and coordination of the daily operation of the coal, electricity, and petroleum sectors of Jing'an District, and coordinate the seasonal energy dispatch.
12. Propel the development of commerce and industry, popularize modern circulation modes, and promote and boost consumption. Advance the development of urban commerce, community commerce, and featured special commercial streets, facilitate the standard circulation and such modern circulation modes as chain operation, and franchise, and expand the consumption of commerce and trade.
13. Take the lead in organizing the market supervision over commodities, regulate the circulation order, promote the credit construction of the business circle, and optimize the consumption environment. Be a coordinator and handler of emergencies and related major issues in commerce circulation. Supervise the grain industry of Jing'an District. Improve and implement the safety production responsibility system of the commerce industry, and guide and coordinate relevant affairs for safety production.
14. Take charge of the foreign investment management of Jing'an District, including the filing of the establishment of foreign-funded enterprises, modification of stipulations of contracts, capital increment, business cancellation, and other matters. Collaborate with relevant departments in providing policy consultation and other coordinative services for foreign-funded enterprises. Take the lead in advancing the reform of the foreign investment management system.
15. Take charge of the economic cooperation with foreign countries of Jing'an District, and put the associated matters into practice.
16. Manage enterprises engaging in foreign trade and foreign economic relations of Jing'an District, and coordinate to solve enterprises' complaints and disputes about investment and trade. Take charge of the declaration of enterprises in Jing'an District of starting a business overseas.
17. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.
Organization:
1. General Office
Take charge of the daily operation of the organ, and undertake the tasks such as messages, conferences, information, confidential documents, secrecy, supervision and examination, archives, petition letters, government transparency, departmental budget management, financial management, assets management, audit, and logistics support.
2. Organization and Personnel Section
Undertake the officials' staffing, organization establishment, and education and training of the organ and affiliated units. Take charge of the construction of Party organs, a clean government, and spiritual civilization of the organ, affiliated units, and the system, as well as the publicity, and management of talent, the Labor Union, Communist Youth League, and Women's Federation, united front, and retired officials.
3. Comprehensive Management Section
Formulate the economic development program of Jing'an District. Organize and carry out the topic surveys. Promote the economic system reform. Advance the development of trading-based headquarters. Take charge of the monitoring and analysis of economic operation. Take charge of the industrial consultation and planning & adjustment of land use. Draft important manuscripts. Perform well the seasonal allocation of energies like the coal, electricity, and petroleum of Jing'an District.
4. Service Trade Section
Promote the development of the service trade, organize and carry out relevant industrial research, and place emphasis on the development of professional services and living services. Collaborate with relevant departments in supervising and advancing the development of the auction industry. Be a coordinator in promoting the pilot reform and implementing the comprehensive reform projects of service trade, and guide the fund declaration.
5. Brand Construction Section
Be responsible for promoting the construction of the brand economy of Jing'an District. Earnestly cultivate and introduce business brands. Advance the construction of business districts and featured commercial streets. Organize business forums and business research & discussion activities. Provide coordinative support for the investment attraction of new commercial projects.
6. Economic Trade Management Section
Take charge of promoting the development of commerce and trade and the construction of new business forms. Compile the plan on commercial network layout and organize the plan implementation. Advance the development of such modern circulation modes as chain operation and franchise. Organize marketing activities and take the lead in facilitating the collaboration among the commerce, tourism, culture, and sports industries. Promote the commercial carrier transformation and business type adjustment of Jing'an District, and provide good services for commercial enterprises.
7. Market Operation Section
Advance the construction and management of standard food markets. Boost the development of the food circulation industry. Take charge of the reserve management and market regulation of food and important materials. Ensure the stable supplies and prices of grain and oil, and agricultural and sideline products, and track the circulation of important commodities.
8. Market Order Management Section
Take charge of the safety production of the business industry and the comprehensive social governance. Promote the market transformation and development, and perform well the parallel examination and approval of businesses in the market. Take charge of the filing, supervision, and management of commercial prepaid cards in Jing'an District. Take charge of promoting renewable resources recycling and the construction of the household garbage clearance system featuring the "combination of the urban sanitation system and renewable resource system". Coordinate to handle major emergencies.
9. Park Management Section
Take charge of the development, transformation, and upgrading of industrial parks. Advance the reconstruction and management of industrial parks and shabby plants, and propel the intensive utilization of industrial lands, the industrial restructuring, and the capacity improvement. Conduct the economic monitoring and operation analysis of industrial parks. Act as a service provider for industrial parks and SMEs.
10. Urban Industry Section
Promote the development of the industrial sector, producer services, cultural and creative industries, and emerging industries of Jing'an District. In accordance with fixed-asset investment projects filed based on limits of authority, collaborate with relevant departments in advancing the work. Facilitate the development of the platform economy and e-commerce. Coordinate the work of energy conservation supervision & training, and energy efficiency management.
11. Foreign Investment Promotion Section
Advance the development of the foreign-related business and headquarters economy, undertake the introduction of foreign-funded enterprises and regional headquarters of multinational corporations, and provide relevant policy support. Provide good services for foreign-funded enterprises, and conduct the supervision and management, as well as operation analysis of those enterprises. Take the lead in carrying out the operational and post-operational oversight of foreign-funded enterprises. Boost the improvement of the business environment and construction of investment facilitation.
12. Foreign Economy and Trade Development Section
Promote the development of trade in goods and service and service outsourcing, as well as the construction of trade facilitation. Catalyze the economic cooperation with foreign countries and the development of the international market for domestic enterprises. Organize the declaration of foreign trade support funds. Make good arrangements for foreign trade exhibitions and relevant work for the China International Import Expo (CIIE). Take charge of the economy and trade and foreign affairs.
