Main Responsibilities:
1. Carry out the laws, regulations, rules, guidelines, and policies on finance, research and draft normative documents related to finance, develop relevant policies, and oversee their implementation.
2. Develop a fiscal development plan and oversee its implementation; propose recommendations for fiscal policies to regulate economic performance and allocate financial resources equitably; enhance systems and frameworks; develop and implement related policies.
3. Manage fiscal revenue and expenditure at the district level; compile the annual general public budget and budgets for government-managed funds and state-owned capital operations; establish standards and quotas for expenditures as well as review and approve the annual budgets and final accounts of departments (units); enhance the management of land revenue and expenditure budgets.
4. Manage the government non-tax revenue.
5. Draft and implement the treasury management system; develop, oversee, and manage the procurement system of Jing'an District People's Government.
6. Organize and implement rules and regulations for managing state-owned assets of administrative institutions, oversee the management of state-owned assets within the district in accordance with these regulations, and enforce standardized asset allocation and expense guidelines.
7. Develop systems and implementation measures for budget performance management and guide the Budget Section in executing these measures.
8. Oversee local government debt management, collaborate on the formulation of related industrial policies, and ensure adequate funding support.
9. Manage accounting practices, supervise and standardize accounting procedures, and implement a unified national accounting system.
10. Supervise and inspect the implementation of laws, regulations, policies, and systems related to finance and accounting in compliance with the law.
11. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.
Organization:
The Finance Bureau of Jing'an District, Shanghai comprises 13 organizations, namely:
1. General Office
Be responsible for the daily operations and overall coordination and oversee tasks related to official documents, confidentiality, public complaints, archives, conferences, information dissemination, financial and asset management, and supervision; be responsible for the work related to administrative reconsideration and administrative proceedings; take the lead in overseeing the management of the financial information system.
2. Section of Personnel, Education and Supervision
Undertake the officials' staffing, organization establishment, salary and welfare, publicity, education and training, and retired officials of the organ and affiliated units; manage efforts to improve Party conduct.
3. Budget Section
Develop and submit recommendations for the budget management system and oversee its implementation; draft the annual budget proposal and adjustment plans, provide recommendations for balancing the financial budget, and evaluate budget execution; enhance the management of medium-term financial planning; manage financial settlement tasks; supervise the government's non-tax revenue budget; administer local government debt management activities.
4. National Treasury Section
Organize the implementation of the treasury management system and the general budget accounting system, and promote reforms in centralized treasury receipts and payments; oversee general accounting functions, including the preparation of final accounts and comprehensive government financial reports; manage the di**ursement of financial funds; supervise bank accounts for financial and budget units, and oversee tasks such as government non-tax revenue collection, fiscal bills, and official vehicle procurement control.
5. Administration Affairs Section
Draft management regulations for special financial funds, collaborate on developing systems and policies for administrative institutions, and ensure effective publicity and training; review the annual budgets and final accounts as well as budget adjustments of administrative institutions; review fund allocations and supervise the budget expenditures of administrative institutions.
6. Social Security Section
Draft management regulations for special financial funds, collaborate on developing systems and policies for social security, and ensure effective publicity and training; review the annual budgets and final accounts as well as budget adjustments of units within the social security system; review fund allocations and supervise the budget expenditures of these units.
7. Economic Construction Section
Participate in the formulation of financial policies and systems for units within the urban construction system, and ensure effective publicity and training; oversee the annual budgets and budget execution of these units; manage land expenditure budgets and final accounts, review fund allocations, and supervise budget expenditures; lead the fiscal management of government-regulated infrastructure investments.
8. Enterprise Section
Develop financial support policies and guidelines for special fund management; conduct reviews and budget planning for allocations related to financial support policies; manage the budgets for state-owned capital operations; provide exemplary financial services to enterprises.
9. Accounting Division
Develop and implement accounting systems and policies; provide guidance and training for enterprises in implementing accounting systems and documentation for accounting computerization; review and approve applications for the qualifications of bookkeeping agencies; manage accounting professionals, oversee their continuing education, and support small and micro bases; collect accounting information reports from enterprises; prepare internal control reports for administrative institutions in Jing'an District; oversee financial interest and fee subsidies for policy-backed loans to small and medium-sized enterprises in the district.
10. Supervision Section
Implement policies and systems for financial and accounting supervision, develop the annual work plan for such supervision, oversee the enforcement of financial and accounting regulations and policies, and guide relevant departments and units in fulfilling their legal responsibilities for financial and accounting oversight; investigate reported legal and disciplinary violations and provide recommendations for resolution and penalties; conduct internal audits for the section and its affiliated units.
11. Office of Government Procurement Management
Formulate operational systems and regulations for government procurement and ensure effective publicity and training; oversee the planning and management of government procurement projects and supervise their implementation; review and approve applications for changes in procurement forms and methods; assess centralized procurement agencies; address related complaints.
12. Section of Asset Management for Administrative Institutions
Develop management systems for the state-owned assets of administrative institutions; supervise and manage activities related to investment, leasing, lending, disposal, property right registration, and asset inventory; establish and enhance the information system for managing state-owned assets and implement dynamic management of state-owned assets;
13. Performance Evaluation Management Section
Develop systems and implementation measures for budget performance management; guide the Budget Section in executing these measures; organize and conduct financial performance evaluations for key projects; promote the application of outcomes from these evaluations; regulate the involvement of relevant third-party institutions and experts in budget performance management services.
