Main Responsibilities:

1. Carry out the laws, regulations, rules, guidelines, and policies related to civil affairs; organize the formulation and implementation of development plans and policies for civil affairs in accordance with the unique circumstances of Jing'an District and the overall national economic and social development plan.

2. Oversee social assistance efforts; organize and implement programs such as urban resident subsistence allowances, support for individuals in exceptional poverty, living relief for low-income families, temporary assistance, community comprehensive support, and assistance to vagrants and beggars.

3. Oversee the verification of the economic status of residents in Jing'an District; manage the verification process and guide in establishing the verification authority.

4. Oversee social welfare initiatives; direct the development of various social welfare facilities and service management; manage assistance and care for orphans, ensure the protection of orphans and foundlings, and facilitate the reintegration of adult orphans into society; lead efforts to promote the protection of children in need.

5. Oversee pension services; promote the development of a social pension service system in Jing'an District, direct the construction and management of pension service facilities, supervise and manage pension services in institutions and home-based pension services in communities, and ensure welfare for the elderly and assistance to those facing special difficulties.

6. Safeguard the rights and interests of individuals with disabilities; implement living allowances for individuals with disabilities and nursing care allowances for unemployed people with severe disabilities; oversee the review process for including urban and rural individuals with severe disabilities in the basic healthcare security system and manage concentrated employment initiatives for individuals with disabilities according to the responsibilities.

7. Promote charitable initiatives; oversee fundraising activities and guide, support, and standardize the development of charitable organizations with relevant departments; work with relevant departments to provide services and supervise and manage fundraising activities.

8. Oversee the development of governments and communities at the grassroots level; promote democratic practices at the grassroots level, guide the establishment of grassroots autonomous organizations, and organize and oversee the elections of neighborhood and village committees in Jing'an District; lead efforts to build community worker teams; collaborate with relevant departments to enhance shared governance in sub-district communities; lead in promoting the standardized construction of the Community Affairs Service Center.

9. Oversee the administrative management of professional social workers and volunteer services; collaborate with relevant departments in developing and managing professional social workers and their organizations, promote the formation of professional social worker teams, and coordinate with other sectors to facilitate professional social work practices; work with relevant departments to support the establishment of volunteer teams.

10. Oversee administrative division tasks; be responsible for the review and approval of the establishment, cancellation, adjustment, renaming, and alteration of administrative boundaries of sub-districts and towns, as well as the relocation of government residences; manage administrative boundaries in Jing'an District and oversee the establishment, cancellation, renaming, and naming of neighborhood and village committees.

11. Oversee the management of marriage and adoption registration; guide the marriage and adoption registration processes for residents; promote civilized marriage customs.

12. Oversee funeral and interment management; provide community-based funeral and interment services, promote the development of funeral and interment cultures, and enhance awareness of reforms in these areas, the transformation of social traditions, and people-benefiting policies.

13. Oversee the registration and administration of social organizations; take charge of the establishment, change, cancellation of registration, annual inspection, and supervision and management of social organizations, provide guidance and support to social organizations in collaboration with relevant departments, promote the standardization and development of a credit system for social organizations, and assist in building Party organizations within social organizations; manage the comprehensive coordination of social organizations; oversee the filing of mass activities.

14. Manage the welfare lottery; oversee and supervise the administration and sales of the welfare lottery in Jing'an District and ensure proper management and supervision of the use of public funds generated from the welfare lottery.

15. Oversee administrative law enforcement and supervision related to civil affairs; supervise and manage safety production operations in the civil affairs sector.

16. Complete any other tasks assigned by the CPC Jing'an District Committee and Jing'an District People's Government.


Organization:

1. General Office

Manage routine administrative affairs; organize the drafting of the civil affairs development plan; oversee logistics management, foreign affairs, publicity, information disclosure, archives, confidentiality, safety production, public complaints, rule of law, and information-driven construction; coordinate administrative law enforcement and supervision for civil affairs based on overall planning; advance spiritual civilization.

 2. Organization and Personnel Section

Oversee the construction of grass-root Party organizations and guide their Party building activities; manage the construction of the official teams and assist the leading Party members group in the election and deployment of officials; handle personnel authorization and management; manage efforts to improve Party conduct; take charge of the management of and services for retired officials; supervise united front work and oversee affairs related to mass organizations, including trade unions, the Communist Youth League, and Women's Federation.

 3. Financial Auditing Section

Compile the annual budget and final accounts, analyze budget execution, and ensure information disclosure of the budget and final accounts; oversee the supervision and management of regular funds, special funds, government-managed funds, and other funding sources; summarize and submit statistical statements on fund utilization from relevant departments to the superior unit for review; guide financial management related to civil affairs in public institutions, sub-districts, and towns; conduct internal audits within the civil affairs system.

 4. Social Welfare Section

Oversee social assistance, verify residents' economic status, and manage work related to estate administrators; guide and supervise programs such as urban resident subsistence allowances, support for individuals in exceptional poverty, living relief for families with high non-fixed expenditures, temporary assistance, community comprehensive support, and assistance to vagrants and beggars; guide and supervise the economic status verification of residents in Jing'an District; oversee fundraising activities, collaborate with relevant departments to effectively manage and supervise these initiatives, and promote the development of community-based charity; instruct and supervise the management and sales of the welfare lottery.

 5. Pension Service Section

Undertake specific tasks for the Office of the Committee on Aging of Jing'an District, Shanghai; manage pension services, oversee the construction and management of pension service facilities, promote the development of the social pension service system, and supervise and manage pension services in institutions and home-based services in communities; guide efforts to protect the rights and interests of the elderly and promote the advancement of initiatives for the aged.

 6. Social Affairs Section (Marriage Management Section)

Oversee the management of marriage and adoption registration; promote reforms in marriage customs and the development of marriage culture; manage the operations of marriage agencies; assist orphans, facilitate the reintegration of adult orphans into society, and lead efforts to protect children in need; manage funeral and interment issues and ensure their proper administration; safeguard the rights and interests of individuals with disabilities; implement living allowances for individuals with disabilities and nursing care allowances for those with severe disabilities; oversee and inspect the implementation of measures that protect the legitimate rights of disabled employees in enterprises employing individuals with disabilities; lead the standardized construction of the Community Affairs Service Center; manage the review and approval process for the establishment, cancellation, and renaming of sub-districts, towns, and neighborhood and village committees; oversee administrative boundary demarcation; provide support for tasks that require government involvement by neighborhood and village committees, particularly in grassroots governance and the establishment of governments at the grassroots level.

 7. Social Organization Registration Management Section

Oversee the registration, approval, and development of social organizations; guide the standardized management of social organizations and promote the development of a credit system; be responsible for organizing publicity activities on social organization initiatives, recognizing excellence, and managing mass organization filings; collaborate in promoting Party building initiatives within social organizations.

8. Social Organization Law Enforcement Supervision Section

Oversee routine supervision and law enforcement supervision of social organizations; conduct annual evaluations, establish grading systems, and create early warning networks for social organizations; facilitate information disclosure and manage social oversight of social organizations.
