Main responsibilities of the Human Resources and Social Security Bureau of Jing'an District, Shanghai:

1. Carry out the laws, regulations, rules, guidelines, and policies of human resources and social security work; draft the plans and policies of human resources and social security work; supervise and examine the implementation.

2. Carry out the development plan of the human resources market and the human resources flow policies; promote the construction of the integrated and standardized regional human resource market; encourage the rational flow of human resources and effective allocation; be responsible for working out policies that support the development of the human resource service industry.

3. Put the employment development plans and policies into practice; improve the public employment service system; carry out the employment assistance system; encourage entrepreneurship to create more employment opportunities; improve the practice qualification system; establish the vocational training system for all workers in Jing'an District; draft and implement the policies to cultivate and stimulate high-skilled talents.

4. Carry out the provisions of mediation and arbitration of labor and personnel disputes and the coordination policy of labor relations; perfect the coordination mechanism of labor relations; be responsible for human resources and social security administrative law enforcement work; organize the implementation of labor security supervision; deal with the work related to laborers' rights; and investigate and punish law or discipline violations.

5. Promote the implementation of comprehensive policies for rural migrant workers; coordinate and solve key and difficult problems; safeguard the legitimate rights and interests of migrant workers.

6. Be responsible for the management and implementation of the endowment insurance for urban and rural residents in Jing'an District; implement relevant social security work.

7. Carry out the regulations and policies of personnel management of Jing'an District institutions; guide the reform of the personnel system of Jing'an District institutions; implement the management of technical staff and the policy for continuing education; take the lead in advancing the professional title evaluation; be responsible for the selection and training of high-level technical personnel.

8. Carry out the policies for income distribution, welfare, and retirement of the staff of Jing'an District institutions; establish the wage growth and payment guarantee mechanism; implement the macro-control policy concerning employees' income in enterprises affiliated with Jing'an District; improve the minimum wage system and payment guarantee mechanism; take charge of performance appraisal, awards, etc.

9. Be responsible for the forecast warning and information guidance of employment, unemployment, and social insurance funds; formulate a response plan and implement prevention, regulation, and control; keep the employment in Jing'an District stable and all types of social insurance funds make both ends meet.

10. Make an overall plan and guide the work on human resources and social security of sub-districts (towns); be responsible for the establishment of the professional system for community workers; undertake the matters related to the innovation in the grass-roots social governance of the human resource and social security department.

11. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.


Organization:

Human Resources and Social Security Bureau of Jing'an District, Shanghai has established the following organizations:

1. General Office

Be responsible for working out the development plans and summarizing the annual plan for the human resource and social security causes of Jing'an District; assist the Party and government leaders in routine affairs; take charge of supervision and overall coordination of the bureau; deal with such matters as official document processing, proposal handling, information collection, press publicity, archives secrecy, information management, external cooperation and exchange, handling of letters and visits, and logistics guarantee; take charge of the one-counter handling at the Administration Service Hall, implement the reform of the One-network-wide Handling, and optimize administrative efficiency.

2. Organization and Personnel Section

Assist the leading Party members group in strengthening the building of grass-root party organizations; be responsible for the matters concerning the official team and talents, as well as the publicity and education within the system; take charge of the organization establishment management, the recruitment, appointment, and dismissal of staff, wages and welfare, training and assessment, political examination for overseas (outbound) visits, and affairs related to veteran officials; organize and coordinate the construction of a clean government, the government work style, the atmosphere in government bodies and the industry, and spiritual civilization.

3. Finance Section

Be responsible for drafting rules and regulations for the financial management; take charge of the annual budget (final account) presentation, daily financial management, and the supervision and management of special funds for human resources and social security in Jing'an District, such as the fund for promoting employment; guide and supervise the financial work of subordinated public institutions; undertake the internal audit of the system.

4. Employment Promotion Section

Manage the employment promotion, draft and implement the employment promotion policies; take charge of such affairs as employment service, employment driven by entrepreneurship, and the improvement of employment fund management; coordinate and guide the employment promotion of sub-districts (towns).

5. Vocational Competency Development Section

Develop vocational skills training policies and plans; conduct occupation development (skills-focused) and administer vocational qualification certifications; evaluate, license, and oversee vocational training institutions; organize migrant worker skills training programs and manage and promote vocational skills competitions; formulate and implement high-skilled talent cultivation and incentive policies and coordinate their implementation.

6. Labor Relations Section

Assume the responsibility of building harmonious labor relations; be responsible for the supervision of labor dispatch agencies; be responsible for the administrative approval work related to labor employment, such as labor dispatch, irregular working hours, and comprehensive working hours; manage the filing process for collective contracts; implement the work on enterprises' back-pay security funds; coordinate the arbitration and mediation of labor and personnel disputes; undertake the legal affairs of the bureau.

7. Social Security Section

Publicize policies and regulations for social security; manage and instruct social security matters like resident endowment insurance in Jing'an District; be responsible for the work-related injury certification, the assessment of staff's work capability, and the affairs related to the educated youth who have married farmers and the land acquisition endowment; handle leftover issues regarding social security.

8. Public Institution Management Section

Take charge of the open recruitment and post-setting of public institutions; guide and advance the reform of the personnel system of Jing'an District institutions; implement policies related to the appointment, assessment, salary, benefits, and retirement of public institutions' staff; be responsible for the recruitment, training, professional development, and compensation system development for community workers; take charge of performance appraisal, awards, etc.; be responsible for the appointment, management, and other tasks related to professional and technical personnel.

9. Professional Technical Personnel Section

Implement policies and measures for the training, utilization, evaluation, and incentive of professional technical talent; continue to advance the reform of the professional title and vocational qualification system, and be responsible for the evaluation and management of professional technical personnel's titles (qualifications); implement the responsibility system for each personnel examination district and optimize the services for vocational qualification examinations; conduct the selection, training, and liaison services of personnel who enjoy special government allowances, and implement expert service actions at the grassroots level; implement continuing education policies.

10. Industrial Development Section

Guide the sound development of the human resource market; formulate the development plans and supporting policies for the human resource service industry; take charge of the coordination of Shanghai Human Resource Service Industrial Park; perform the introduction of enterprises and all kinds of economic tasks assigned by the Jing'an District People's Government; take charge of the approval of human resources intermediary agencies.

11. Administrative Law Enforcement Section

Facilitate the publicity of laws, regulations, and rules related to administrative law enforcement in human resources and social security; organize and conduct regular supervision and inspections and various types of special administrative law enforcement inspections; coordinate and manage responses to labor security emergencies; resolve wage arrears.
