Main Responsibilities:

1. Handle the daily administrative affairs of the Jing'an District People's Government, Shanghai Municipality.

2. Draft and review the documents issued in the name of the district government and the General Office of People's Government of Jing'an District, Shanghai as required by the district government's leaders; draft, organize, and summarize various documents of the district government.

3. Study and review the matters submitted by the departments of the district government, as well as by the associated units, sub-districts, and towns, and bring forward opinions for the government's leaders to examine and approve.

4. Prepare for the district government's meetings and assist the government's leaders in implementing the meeting resolutions; organize, coordinate, and govern large-scale district-wide meetings (events) within the government system.

5. Collect and report important district-related governmental information timely to leaders of the Shanghai Municipal People's Government and the district government; establish communication with the departments of the district government, as well as with the associated units, sub-districts, and towns, and coordinate with district leaders to address significant issues raised by these organizations to the government.

6. Supervise and check the implementation of the major documents issued by the municipal government and the district government, meeting resolutions of the district government, and the leaders' vital instructions of the district government by the departments of the district government, as well as by the associated units, sub-districts, and towns, and report the results timely to the district government leaders.

7. Lead the preliminary selection and collection, division of responsibilities, tracking, supervision, and handling of the annual practical projects and key tasks of the district government, and offer sound decision-making service for the district government leaders.

8. Supervise and handle the suggestions of deputies to the Shanghai Municipal People's Congress and the Jing'an District People's Congress of Shanghai and the proposals of the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) that are undertaken by the district government system; share the work with the deputies in contacting the community people to find problems and offer supervision feedback.

9. Coordinate and communicate for public emergencies and handle the work of the district government's general duty office.

10. Cooperate with relevant departments to advance, guide, coordinate, and supervise the information disclosure work of the district government; formulate key points of government information disclosure work, and organize assessment, review, supervision, and inspection tasks; be responsible for the routine information disclosure work of the district government.

11. Carry out investigations and studies around the central work of the district government in each period and the requirements of the district government leaders, and put forward suggestions; be responsible for the construction and governance of the district government's advisory think tank, and give play to the role of experts and scholars in providing advice and intellectual support for the economic and social development of the district.

12. Participate in the drafting of normative documents of the district government, and review the normative documents of the district government and various departments and units per relevant laws and regulations; organize the clearing and compilation of district government normative documents.

13. Be responsible for the reform work of the district's administrative approval system, and organize, guide, and coordinate various departments to implement the approval system reform measures issued by the country and the municipality; strengthen the standardization of administrative approval and standardize approval conduct; promote the transformation of government functions, improve the government service system, and enhance the administrative efficiency of the government.

14. Plan and govern the foreign affairs of the district, and guide the district government departments and various sub-districts and towns to carry out friendly exchanges with other countries.

15. Guide and govern the work of the Jing'an International Exchange Center.

16. Be responsible for poverty alleviation cooperation, pairing assistance, and cooperation and exchange in the eastern and western regions of the district.

17. Finish other tasks assigned by the Jing'an District Committee of the Communist Party of China (CPC) and the district government.


Organization:

1. Secretariat Section

Organize the drafting and review of the documents issued in the name of the district government or its general office as required by leaders; handle all kinds of documents, and submit opinions to district government leaders for approval; arrange district government executive meetings; govern files, confidential communication, financial affairs, and handling of other internal affairs of the district government general office.

2. General Section

Be responsible for the scheduling of the district government leaders' work, liaison and coordination, and document drafting; organize special meetings of the district government; compile and release the Jing'an Current News and submit critical government information about the district; guide and assess the government information work of the district government system; be responsible for the collection and preliminary selection of practical projects and key tasks for the district government.

3. Section for Government Affairs Publicity

Be responsible for advancement, guidance, coordination, and supervision of the government information disclosure of the district, formulate work focuses, and organize assessment, review, supervision, and examination; be responsible for the proactive disclosure affairs of the district government, handle disclosure matters approved of the district government, and organize the formulation of the district government's information disclosure guidelines, disclosure contents, and annual reports.

4. Liaison Section

Prepare for important meetings (events) of the district government; be responsible for the reception of visits or investigations of the municipal government, higher organs, or brother units; be responsible for the scheduling of themed investigations and activities of the major district government leaders; review the schemes for large-scale district-wide meetings (events) of the district government system and submit them to the district government leaders for examination and approval, and offer relevant organization and coordination work.

5. Organization and Personnel Section

Be responsible for Party construction in organs, the construction of the Party conduct and of an honest and clean government, organization and personnel, and other work; be responsible for staff inspection, appointment and dismission, personnel files, salary and welfare, talent introduction, education, training, and other work; care for, contact, and serve retired officials according to relevant policies; assist superior organization departments in Party membership dues management and political examination for foreign (outbound) visits.

6. Section for Reform of Administrative Approval System

Be responsible for the work of the Leadership Group Office for Reform of Jing'an District Administrative Approval System and draft annual working plans on the administrative approval system reform of Jing'an District and organize the implementation; manage the administrative approval directory and the corresponding cancellation and adjustment of administrative approval items; guide all administrative approval departments to further implement the standardized management of administrative approval; guide and coordinate the standardization of the Jing'an District Administrative Service Center; supervise and inspect the standardization of administrative approvals; promote the transformation of government functions, improve the government service system, and enhance the administrative efficiency of the government.

7. Legal Affairs Section

Organize the legal risk study and judgment of major administrative resolutions of the district government; examine the legality of normative documents of the district government; examine the legality of the contracts or agreements to be signed by the district government; file and examine normative documents of the district government for various departments, sub-districts, and towns; guide and supervise the formulation and filing work of district-wide normative administrative documents; organize administrative organs of the district to implement the system of administrative normative document collation.

8. Supervision Section

Be responsible for the supervision and inspection of all departments and units of the district government in implementing the major resolutions and important work of the municipal and district governments, meeting resolutions, and the instructions of and tasks assigned by the leaders; track and supervise the implementation of practical projects and key tasks of the district government; be responsible for the supervision tasks issued by the municipal government and the supervision and implementation of public opinion responses; supervise the implementation of the suggestions of the deputies to the Shanghai Municipal People's Congress and the Jing'an District People's Congress of Shanghai, CPPCC proposals, and the handling of problems reported by community people with whom the deputies communicate.

9. Investigation and Research Section

Organize the drafting of work reports of the district government, the speeches made by main leaders of the district government at important meetings like the plenary sessions of the CPC Jing'an District Committee, the plenary sessions of the district government, and all kinds of special sessions, as well as relevant important documents of the district government; organize investigations and studies relating to central tasks of the district government and key and difficult issues that the main leaders are concerned about; establish a sound information network, give full play to the role of internal and external intellectual resources, and strengthen policy-making consultative services.

10. Foreign Affairs Section

Be responsible for communication with foreign friendly cities and regions; be responsible for the reception of foreign guests to Jing'an District and the activities relating to foreign affairs attended by leaders of Jing'an District; guide the reception of foreign guests and work of non-governmental foreign exchanges of Jing'an District; participate in the formulation of plans for Jing'an District's foreign affairs and business visits overseas; manage business visits overseas and in Hong Kong, and Macao regions of China; handle the formalities and management of Jing'an District's invitations to foreign nationals; assist in arranging interviews of overseas reporters and report relevant situations to superior leaders timely; handle or assist in handling major foreign-related incidents in Jing'an District; examine, approve, or report matters related to important international conferences held in Jing'an District; cooperate with relevant departments in the management of foreign nationals in Jing'an District and the commendation of the foreign nationals.

11. Counterpart Support Section

Be responsible for the routine work of the Jing'an District Counterpart Support and Cooperation & Exchange Work Leading Group Office; study and formulate the counterpart support working plans and organize their implementation; be responsible for the coordination and supporting work when the district's Party and government delegations go to the counterpart-supported regions for investigation, survey, exchanges, and so on; be responsible for the liaison, coordination, and relevant work both when people from counterpart-supported regions come to Shanghai and when relevant units of Jing'an District are organized to counterpart-supported regions, for economy and trade investigation, trade shows and expos, cultural exchanges, and other activities; organize human resources training courses on the management of administrative abilities of grass-roots officials in counterpart-supported regions, the cultivation of professional and technical personnel, and so on.

12. Regional Cooperation Section

Draft working plans, summaries, reports, and other materials on regional cooperation and exchanges; be responsible for the reception of visits of Party and government delegations from sister provinces and cities; be responsible for the related work of the district's Party and government delegations to visit and investigate the friendly regions and the establishment of friendly regions with other provinces and cities; be responsible for the contact, coordination, and service of enterprise investment of various regions in the district; organize and implement thematic activities of regional cooperation; serve local government offices in Shanghai.
