Main Responsibilities:
1. Implement national and municipal strategies and policies on economic and social development; put forward strategies for the economic, social, and urban development of Jing'an District, and organize the formulation of medium - and long-term plans for the economic and social development of Jing'an District; be responsible for the balanced linkage of social undertakings, mobilization of national defense economy, and the general economic and social development.
2. Put forward predictive targets for annual national economic and social development, strengthen the prediction, early warning, and monitoring of the national economy, and release important comprehensive economic information; give guiding suggestions on the industrial development of Jing'an District, and formulate the industrial layout plan according to the requirements of national and municipal development plannings.
3. Implement national and municipal guidelines, policies, laws, and regulations of the economic system and social development reform; guide, promote, and coordinate the reform of the economic system and social development; participate in the research and linkage of special economic systems and reform schemes for social development; promote the building of the social credit system of Jing'an District based on the overall planning and implement the tasks related to the establishment of the city-district two-level credit system.
4. Monitor and analyze the operation conditions of district-wide fixed-asset investments; organize the formulation of the investment plan of government-invested construction projects of Jing'an District; examine, approve, and file invested construction projects and report the approved projects to the Shanghai Municipal Development and Reform Commission; carry out energy conservation evaluation and examination of construction projects.
5. Implement national and municipal regulations and policies on energy conservation, and establish and improve the working mechanism, monitoring system, and assessment system of energy conservation; be responsible for the implementation and comprehensive coordination of work in energy conservation of Jing'an District; carry out energy conservation evaluation and examination of fixed-asset investment projects.
6. Implement national and municipal principles, policies, laws, and regulations of pricing; examine, formulate, and adjust prices of the commodities and services priced by the government or priced based on the guidelines of the government that are authorized to be managed by the Jing'an District People's Government according to the administration privilege of prices; be responsible for the management of administrative fees in Jing'an District according to the division of labor; organize and coordinate the monitoring of prices in Jing'an District; carry out the work related to the price authentication of properties involved in the breach of disciplines and in cases proposed by discipline inspection and supervision, judicial, and administrative organs.
7. Be responsible for responding to lawsuits about the administrative review and administrative proceedings and the information disclosure of the government.
8. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.
Organization:
1. General Office
Assist leaders of the Commission in managing routine operations; draft the Commission's annual work plans, establish assessment targets for its departments and civil servants, and supervise and evaluate the implementation of these plans and targets; handle secretarial duties, reception, petitions, confidential tasks, and security; oversee work related to organizations, personnel, finance, asset management, and logistics of the organ.
2. Research Office
Investigate key issues related to the economic and social development of Jing'an District and participate in formulating important policies to enhance this development; conduct special investigations and research on economic and social development and organize relevant studies based on the directives of the Jing'an District People's Government; draft and review documents and materials related to major meetings and activities of the office.
3. Industrial Development Section
Guide the direction of industrial development in Jing'an District based on national and municipal development plans and requirements; strengthen the coordination of industrial development and formulate medium- and long-term industrial planning; develop industrial policies aligned with the district's industrial development direction and planning; guide, promote, and coordinate regional industrial restructuring and economic development reforms; coordinate and advance the establishment of model bases for innovation and entrepreneurship and facilitate full implementation of the "Global Service Provider Program".
4. Development Planning Section
Propose strategies for the economic and social development of Jing'an District, organize the formulation of relevant medium- and long-term plans, and balance the overall industrial planning and plans in various industries; develop annual economic and social development plans for Jing'an District and establish predictive targets for this development.
5. Comprehensive Economics Section (Military-Civilian Integration Office)
Strengthen the prediction, early warning, and monitoring of national economic operations, regularly analyze the implementation of annual plans, and provide timely regulatory recommendations for addressing significant economic issues; release important comprehensive economic information; develop assessment plans for key areas, including economic development, and supervise and promote the assessment process; coordinate and advance the district's initiatives to promote integrated development of the Yangtze River Delta; support the progress of military-civilian integration and fulfill the responsibilities of the Economic Mobilization Office.
6. Comprehensive Approval Section
Implement centralized and unified management of matters requiring administrative approval, promote the reform and enhancement of the administrative approval system, and strengthen relevant supervision and regulation; organize the publicity, implementation, and oversight of laws, regulations, and rules, and formulate and issue regulatory documents; examine investigations of legal violations, manage government information disclosure, and respond to cases involving administrative reconsideration and litigation.
7. Development and Reform Section
Formulate plans and provide implementation advice for social development and reform, conduct research on social development, enhance the development analysis mechanism, track and analyze the characteristics of and changes and problems in social development, and offer early warnings and recommendations; ensure coordination and balance in the development of social sectors, including population, education, culture, health, sports, and social security.
8. Investment Management Section
Monitor and analyze the operational conditions of fixed-asset investments across the district; organize the formulation of investment plans for government-funded construction projects in Jing'an District; examine, approve, and file investment construction projects and report approved projects to the Shanghai Municipal Development and Reform Commission; conduct energy conservation evaluations and examinations of construction projects; provide in-process and post-process supervision of investment projects in accordance with the directives of the Shanghai Municipal People's Government and Jing'an District People's Government.
9. Environmental Resources Section
Establish and enhance the working mechanism for energy conservation, formulate overall targets, working plans, assessment mechanisms, and policies related to energy conservation in Jing'an District, and coordinate to advance various tasks concerning energy conservation in accordance with national and municipal regulations and requirements; promote initiatives aimed at achieving carbon peaking and carbon neutrality.
10. Price Management Section
Organize the management of prices for commodities and services set by the government or regulated by government guidelines according to established authority and division of responsibility; oversee administrative fees; collaborate with relevant departments to investigate, supervise, and examine the prices of important commodities and services under government management; organize and coordinate the monitoring of prices in Jing'an District.
11. Price Authentication Section
Implement national laws and regulations on price authentication, as well as conduct price authentication for tangible products, intangible assets, and various paid services that have unclear, controversial, or market-adjusted prices as identified during discipline inspection, supervision, and judicial and administrative processes according to relevant regulations proposed by the Central Government.
12. Section for Promoting Business and Social Credit Development
Coordinate efforts to optimize the business environment across the district; formulate the business environment development plan and annual operational plan for Jing'an District; plan and promote measures and tasks aimed at optimizing the business environment; organize comprehensive evaluations and assessments of the business environment; advance the development of the social credit system in Jing'an District based on overall planning and implement tasks related to establishing the two-level city-district credit system.
