Main Responsibilities:
1. Promote and implement laws, regulations, rules, guidelines, and policies which relate to culture and tourism; formulate, organize, and implement relevant policies according to the reality in Jing'an District.
2. Put together medium- and long-term plans of the cultural and tourism development in Jing'an District; manage major cultural and tourism festival activities in Jing'an District, and guide the construction of major supporting facilities of culture and tourism; formulate, organize, and implement plans for market promotion and development, guide the development and promotion of major cultural and tourism products, and put together regional plans for red tourism.
3. Guide and coordinate the development of the cultural and tourism industry in Jing'an District; study and put together the regional development plan of the cultural and tourism industry and supervise the execution of it; organize and implement the general investigation, excavation, protection, development, and utilization of cultural and tourism resources; promote the integrated development of the cultural and tourism industry and the related industry; take charge of the management, supervision, and assessment of the cultural management units of the system; take charge of the supervision and usage of the funds for the development of regional cultural undertakings.
4. Take charge of the development of public services and facilities relating to regional culture, tourism, cultural relics, and museums; organize and carry out the development of relevant public service systems, implement cultural benefit projects, promote institutionalization, standardization, and equalization of basic public cultural service, and guide and organize various mass cultural activities.
5. Guide, organize and implement regional cultural and tourism technology innovation and development, take charge of industry informatization, and standardized construction.
6. Take charge of the protection of regional intangible cultural heritage, promote the protection, preservation, popularization, development, and revitalization of intangible cultural heritage.
7. Take charge of regional industrial supervision of the cultural and tourism market, promote the construction of the industry credit system, and regulate the cultural and tourism market according to law; take charge of the statistics of the cultural and tourism industry in Jing'an District; organize and guide the comprehensive law enforcement for the regional cultural market, and cooperate with relevant departments to deal with industrial emergencies.
8. Take charge of the protection, management, and utilization of cultural relics in Jing'an District; guide and coordinate museums to carry out business, academic exchange activities, and communication, cooperation, and resource sharing between museums.
9. Guide and manage the regional cooperation and exchanges with foreign countries, and Hong Kong, Macao and Taiwan regions of China in the field of culture and tourism.
10. Take charge of the Party building and work of officials in the cultural and tourism system, and formulate, organize, and implement personnel training and educational plans; guide the work of social organizations in regional cultural and tourism, cultural relics, and other industries.
11. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.
Organization:
1. General Office
Be responsible for the daily operations and overall coordination and oversee tasks related to official documents, information, confidentiality, public complaints, archives, conferences, financial and asset management, and supervision; oversee digital and information-driven construction efforts, and lead the development of medium and long-term plans as well as specialized plans for cultural and tourism initiatives.
2. Organization and Personnel Section
Undertake the officials' staffing, organization establishment, salary and welfare, education and training, and retired officials of the affiliated units; take responsibility for work related to the united front, mass organizations, and spiritual civilization; assist the Leading Party Members Group in Party building.
3. Resource Development Section (Office of Major Events)
Oversee the guidance, coordination, and service management of major cultural and tourism festivals and resource development activities; promote region-based tourism, guide the planning and development of key tourist areas, destinations, and routes, foster product innovation, create distinctive tourism brands, and manage initiatives related to revolutionary tourism; organize publicity and promotional activities; facilitate cross-regional exchanges and cooperation; handle the application processes for municipal cultural and tourism development funds, industrial tourism sites in Shanghai, and tourist attractions in Jing'an District.
4. Industrial Development Section
Guide and support the growth of the cultural and tourism industry; manage the application process for special funds dedicated to the development of the film, television, and e-sports industries, guide the construction of cultural industry parks and regional characteristic industrial clusters, and promote the integration of culture and tourism with related industries; provide comprehensive services for enterprises and offer corresponding policy support; lead the coordination of industry economic operations; guide cultural system reforms and manage, supervise, and assess cultural units; assist the Publicity Department of the CPC Jing’an District Committee in managing news publications, film oversight, and copyright issues.
5. Cultural Relics Protection Section
Ensure the safety of immovable cultural relics, conduct surveys of these cultural relic resources, guide the management and utilization of immovable cultural relics, and oversee the approval for repairs, renovations, and related construction projects of district-level immovable cultural relic protection units and cultural protection sites; guide the protection, management, and utilization of revolutionary cultural relics and organize surveys of revolutionary cultural relic resources; manage and guide the industry oversight of museums, memorials, and exhibition halls; organize efforts related to cultural relic research, display, and dissemination; lead archaeological work focused on architectural readability and Shanghai-style cities.
6. Public Service Section
Guide and coordinate the public service; guide and manage the development, construction, and protection of the public service departments within the sector; guide initiatives in community culture, culture for minors, and culture for the elderly, and organize community cultural activities; guide and promote initiatives such as digital public culture and smart tourism; manage the protection, development, and utilization of intangible cultural heritage; guide the investigation, documentation, verification, and listing of intangible cultural heritage, oversee the application and evaluation process for representative projects of intangible cultural heritage, and implement initiatives to transmit and promote excellent ethnic and folk cultures; manage art museums as well as cultural, tourism-related social organizations, and non-governmental organizations.
7. Market Management Section
Develop the cultural and tourism market; manage the cultural and tourism market according to law, manage administrative licensing, business guidance, annual inspections and reports, energy conservation and environmental protection, standardized construction, and education and training, and collaborate to advance the reform of the administrative approval system; promote the development of the credit system and trade ethics construction in the industry; organize and guide the comprehensive law enforcement in the cultural market; promote the development of a "three-tier linkage" team and oversee the planning, management, and guidance of industry safety, lead the implementation of safety responsibilities and management systems, formulate and execute emergency plans for industry-related incidents, coordinate rescue operations and responses to major safety accidents, and assist relevant departments in ensuring the safety of residents traveling abroad.
