Main Responsibilities:

 

1. Conduct policy research on major issues related to the rule of law in Jing'an District; coordinate with relevant parties to propose medium- and long-term plans for the rule of law in Jing'an District; oversee the implementation of major decisions and policies.

 

2. Promote the construction of a law-based government; instruct and supervise the law-based administration of all departments, sub-districts, and towns of Jing'an District People's Government; instruct and supervise the work of legal advisors in Party and government organs of the District.

 

3. Formulate and implement mid- and long-term work plans and annual plans pertaining to justice administration.

 

4. Supervise administrative law enforcement; guide, supervise, and coordinate administrative law enforcement; organize to carry out administrative law enforcement inspections; coordinate administrative law enforcement disputes; take charge of the qualification management of administrative law enforcement subjects and the employment with certificates of administrative law enforcement officials; handle and guide administrative reconsideration, administrative litigation, and administrative compensation for the Jing'an District People's Government.

 

5. Bear responsibility for the comprehensive planning of constructing a law-based society; draw up plans related to law publicity and education; organize law popularization and foreign law publicity; guide law-based governance and the creation of a law-based society; promote public participation in and support for the creation of a law-based society; participate in the selection of people's jurors and manage the selection of people's supervisors.

 

6. Instruct and supervise the community-based rectification work; coordinate the work related to social reintegration for released prisoners; instruct the work of social reintegration associations.

 

7. Promote the construction of the public legal service system; formulate and implement the construction plan of the public legal service system; coordinate legal service resources based on overall planning; provide basic public legal services.

 

8. Guide and supervise the work of lawyers, notarization, and judicial authentication; instruct the work of lawyers' committees and associations of legal practitioners; plan and manage social legal service agencies.

 

9. Manage international exchanges and cooperation for the system.

 

10. Plan, coordinate, and instruct the work related to the construction of talent teams for the rule of law; oversee the construction of the official teams.

 

11. Manage and guide mediation work; promote the construction of the grassroots justice administration; instruct judicial offices in the work related to people's mediation, community-based rectification work, social reintegration, law publicity, and legal assistance; support the interactive work of "110" public security and justice departments.

 

12. Complete other tasks assigned by the CPC Jing'an District Committee and Jing'an District People's Government.

 

Organization:

 

1. General Office

Draft judicial administration development plans and annual plans of Jing'an District; coordinate the implementation of major conferences and activities of the Bureau; supervise and expedite internal administrative work related to confidential/secret documents, secretarial materials, information, files, financial affairs, etc.; handle logistics support of the Bureau; manage law enforcement vehicles; take charge of safety and firefighting; handle information disclosure and petition and complaint.

 

2. Political Office (Disciplinary Supervision Section)

Oversee Party building, ideological work, team building, personnel management, publicity, training, Party conduct integrity, retired officials, mutual support between civilian sectors and the military, and united front work; guide the work of Labor Union, Communist Youth League, Women's Federation; guide the Party-building work of the organizations of "new industries, new business models, and new business forms".

 

3. Work Section of Law-based Governance of Jing'an District

Handle the daily routine of the Committee of Jing'an District for the Comprehensive Law-based Administration of the Jing'an District of the CPC Jing'an District Committee; organize and draft mid- and long-term plans, major policies, and annual work priorities for law-based governance of Jing'an District; formulate and organize the implementation of the annual supervision plan for the decision-making and deployment of the comprehensive law-based governance of Jing'an District; review and file important decisions and plans related to the rule of law of all departments; promote the implementation of administrative law enforcement standards, including publicity, full-process recording, and legal review of major decisions; manage the filing of legal advisor selection, appointments, and dismissals in Party and government organs.

 

4. Case Filing and Review Section

Receive administrative reconsideration applications (including online submissions) and take the lead in managing the time limits for administrative reconsideration cases; take the lead in coordinating the work related to administrative reconsideration reception windows, as well as the setup and management of administrative reconsideration consultation service points in various sub-districts and towns; lead and coordinate matters related to administrative review in letters and visits; lead and coordinate the substantive resolution of administrative reconsideration (dispute) work; manage administrative law enforcement certificates and coordinate inspections; assist in handling administrative reconsideration and litigation cases.

 

5. Administrative Reconsideration Section

Handle administrative reconsideration cases and responses for the Shanghai Municipal People's Government; handle administrative reconsideration cases for the Jing'an District People's Government and participate in the administrative response, petitioning, and administrative compensation of related cases; review normative documents related to case handling; provide guidance and training on administrative reconsideration work.

 

6. Administrative Litigation Section

Handle administrative litigation cases where the Jing'an District People's Government is the defendant and coordinate with courts for litigation responses; handle administrative reconsideration appeals for the Jing'an District People's Government; handle compensation cases for the Jing'an District People's Government and guide departments in handling administrative compensation cases; prepare reports and notifications on administrative reconsideration and litigation; promote the participation of administrative agency leaders in court hearings.

 

7. Community Correction Department (Community Correction Administration of Jing'an District, Shanghai)

Coordinate and study the key and difficult issues in the community correction work; handle cross-departmental or cross-regional law enforcement coordination and requests for imprisonment of correction subjects.

 

8. Education Assistance Section

Supervise and manage community correction subjects and implement assessments and rewards; establish and organize correction teams and develop and implement correction plans; utilize social resources and forces to provide education, vocational training, employment guidance, and public activities for correction subjects; guide and coordinate the rehabilitation and resettlement of released prisoners; instruct and coordinate relevant departments and communities in their work related to social reintegration; instruct relevant social organizations, social workers, and volunteers in their work related to social reintegration.

 

9. Law Publicity Section

Draft and implement work plans for publicity and education on the rule of law; instruct and promote the implementation of the responsibility system that stipulates "whoever enforces the law should popularize the law" to boost the campaign to increase the public's knowledge of the law; build legal culture brands and platforms, organize key legal publicity events, and support the creation of democratic and law-based model villages (communities).

 

10. Section of People's Participation in and Promotion for the Rule of Law

Draft and implement measures to ensure the people's participation in, their promotion and supervision of the rule of law; participate in the selection and appointment of people's jurors of Jing'an District, and take charge of the management of the selection and appointment of people's supervisors; guide the work of people's mediation; instruct the grassroots judicial administration; instruct the work of People's Association for Mediation of Jing'an District; support the interactive work of "110" public security and justice departments.

 

11. Public Law Service Section

Promote and optimize the construction of the public law service system; handle administrative approval matters; supervise and inspect the implementation of matters related to public law services; coordinate and manage matters related to public law services.

 

12. Professional Services Management Section

Instruct the work related to lawyers, notarization, and judicial authentication; organize and conduct research on theories and policies on lawyers, notarization, and judicial authentication; organize annual assessments of law firms and manage lawyer filings; instruct the work of lawyers' committees and associations of legal practitioners.

 

13. Practice Supervision Section

Supervise the practices of law firms, notary agencies, authentication agencies, and legal service staff; handle violations and organize hearings; manage administrative reconsideration and litigation related to specific administrative actions.
