Main Responsibilities:
1. Under the direction of emergency management and safety production, implement laws, regulations, rules, principles, and policies, study and draft normative documents, study and develop policies and regulations, and supervise the execution of those policies and regulations. Organize relevant departments to compile plans on the emergency system building, safety production, and comprehensive disaster prevention, alleviation, and relief.
2. Take charge of the work of emergency management, and instruct competent departments and sub-districts and towns of Jing'an District to respond to emergencies concerning safety production and natural disasters, as well as affairs of comprehensive disaster prevention, alleviation, and relief. Take charge of the comprehensive supervision and management of safety production, and the supervision and management of safety production in circles of industry, mining, and commerce.
3. Guide the building of the emergency plan system, establish a complete hierarchic system to respond to accidents and natural disasters, and organize relevant departments to compile and revise the Overall Emergency Plan of Jing'an District, Shanghai, and special emergency plans on safety production and natural disasters at the district level. Coordinate relevant departments in the whole process of the emergency plan based on the overall situation, review special and departmental emergency plans, organize relevant departments to carry out related emergency plan drills at the district level, and promote the construction of emergency shelters.
4. In accordance with relevant municipal deployment, take the lead in building the emergency management information platform of Jing'an District, and cooperate with relevant departments in completing the information transmission channels. Establish and improve the mechanisms of obtaining and sharing information and resources of natural disasters.
5. Organize, guide, and coordinate the relief of emergencies concerning safety production and natural disasters, undertake the work of organizing the command of emergencies including safety production accidents and floods and droughts, and assist personnel assigned by the CPC Jing'an District Committee and Jing'an District People's Government in organizing and commanding the emergency rescue. Organize and coordinate the disaster relief.
6. Coordinate and command professional emergency response teams of all kinds in Jing'an District to establish the coordination and linkage mechanism for emergencies on a unified basis, coordinate relevant departments of Jing'an District to take joint actions to respond to emergencies concerning safety production and natural disasters, and enhance the construction of emergency rescue teams.
7. Take charge of the coordination and instruction of affairs regarding the supervision of fire prevention and control, and fire prevention & suppression.
8. Guide and coordinate the prevention of floods and droughts, earthquakes, and geological disasters.
9. Organize and coordinate the rescue actions for floods and droughts, earthquakes, and geological disasters, organize and guide the disaster condition inspection, loss assessment, and donation for disaster relief, manage and allot funds and materials allocated by the central government and municipal government, and supervision the utilization of those funds and materials.
10. Exercise legitimate powers of comprehensive supervision and management of safety production, instruct, coordinate, supervise, and examine the safety production of relevant departments, sub-districts, and towns of Jing'an District, strengthen supervision and assessment of the duty fulfillment concerning safety production, and organize and carry out inspections for safety production.
11. Based on the principles of classification and territory, and abiding by the law, supervise and examine the implementation of laws and regulations of safety production, the safety production conditions, and the management of safety production of related equipment (excluding special equipment), materials, and articles for labor protection of industrial, mining, and commercial manufacturers and operators. According to law, organize and instruct the supervision and implementation of the access system for safety production.
12. Take charge of the comprehensive supervision and management of the safety production of hazardous chemicals, and the supervision and management of the safety production of fireworks and crackers, and supervise and manage the safety production of enterprises producing, marketing, storing, and using hazardous chemicals according to law, the production and operation of non-pharmaceutical precursor chemicals, as well as the production, operation, and storage of fireworks and crackers.
13. Organize and implement the inspection and settlement of production safety accidents in accordance with the law, and organize and carry out the inspection and assessment of emergencies concerning natural disasters.
14. Develop and implement plans on emergency supplies reserve and emergency rescue equipment, and cooperate with the Commerce Commission of Jing'an District, Shanghai (the Food and Strategic Reserves Administration of Jing'an District, Shanghai) in establishing and improving emergency supplies information and distribution system for a centralized dispatch in providing disaster relief.
15. Take charge of the emergency management, and publicity, education, and training of safety production, and organize and instruct the promotion and application of science and technology, as well as information construction of emergency management and safety production.
16. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.
17. Function transformation. Enhance, improve, and coordinate the building of the emergency response capacity of an urban area, which features the unified leadership, consistent rights and liabilities, authoritativeness, and efficiency to promote the establishment of the emergency management system that has a unified command, is equipped with specialized and regular departments, takes immediate responses, pools all forces together, and makes preparation for both peacetime and wartime. Insist on the prevention of disasters supplemented with actions to resist and relieve disasters, as well as the normal disaster alleviation and non-normal disaster relief to strive to realize the shift from emphasizing disaster relief to pre-disaster prevention, from coping with one disaster to comprehensive disaster reduction, and from reducing disaster loss to mitigating disaster risk, so as to improve the emergency management capability and ability to prevent, alleviate, and relieve disasters of the urban area, and guard and solve the safety risks of the urban area. Insist on putting people first to prioritize the life safety of the masses, and ensure the basic life of victims. Strengthen the emergency plan drills, enhance people's consciousness of preventing and alleviating disasters, and improve the knowledge popularization among the masses and their ability of self-rescue and mutual aid to truly reduce casualties and property losses. Establish the concept of safe development to uphold the supremacy of life, and put safety first. Improve the accountability of safety production, steadfastly perform the safety production, and consistently prevent accidents of safety production from happening.
18. Assignment of relevant responsibilities.
1. The assignment of responsibilities for prevention and relief of natural disasters while cooperating with departments such as the Planning and Natural Resources Bureau of Jing'an District, Shanghai and the Construction and Management Commission of Jing'an District, Shanghai (the Water Affairs Bureau of Jing'an District, Shanghai):
(1) Take charge of compiling the Overall Emergency Plan of Jing'an District, Shanghai and special plans on safety production and natural disasters, coordinate relevant departments in the whole process of the emergency plan based on the overall situation, and organize the emergency plan drills. Based on the principle of graded responsibility, guide the emergency rescue of natural disasters. Organize the compilation of the plan on comprehensive prevention and alleviation of disasters, and instruct and coordinate with relevant departments to carry out the prevention of floods and droughts, earthquakes, and geological disasters. In accordance with relevant municipal deployment, collaborate with the Planning and Natural Resources Bureau of Jing'an District, Shanghai, the Construction and Management Commission of Jing'an District, Shanghai (the Water Affairs Bureau of Jing'an District, Shanghai), and other departments concerned in building the emergency management information platform, and establishing and improving the mechanisms for obtaining and sharing resources and information about natural disasters.
(2) Responsibilities of the Planning and Natural Resources Bureau of Jing'an District, Shanghai: take charge of the implementation of requirements stipulated in the plan on comprehensive disaster prevention and alleviation, and the fulfillment of territorial liabilities for the prevention and control of geographical disaster; organize and instruct the coordination and supervision of surveying and evaluation, as well as hidden dangers screening of geographical disasters; provide technical support for the emergency rescue of geographical disasters.
(3) Responsibilities of the Construction and Management Commission of Jing'an District, Shanghai (the Water Affairs Bureau of Jing'an District, Shanghai): take charge of the implementation of requirements stipulated in the plan on comprehensive disaster prevention and alleviation, organize the compilation of the plan on preventing and controlling floods and droughts and the protection standards, and guide the implementation; undertake the monitoring and early warning of the water regimen; organize the compilation of the work programs of river channels and hydraulic engineering on preventing typhoons, rainstorms, high tide levels, and floods, report the work programs to the superior for approval following the procedures, and organize the implementation; Provide technical support for the emergency rescue of typhoons, rainstorms, high tide levels, and floods, and hydraulic engineering dispatch in the construction management and water affairs industries.
(4) Propose and request the Emergency Management Bureau of Jing'an District, Shanghai to act as an emergency command agency of Jing'an District to make arrangements for related prevention and control by the Planning and Natural Resources Bureau of Jing'an District, Shanghai, and the Construction and Management Commission of Jing'an District, Shanghai (the Water Affairs Bureau of Jing'an District, Shanghai) if necessary.
2. The assignment of responsibilities for reserve of relief materials while cooperating with the Commerce Commission of Jing'an District, Shanghai (the Food and Strategic Reserves Administration of Jing'an District, Shanghai):
(1) Responsibilities of the Emergency Management Bureau of Jing'an District, Shanghai: put forward the reserve requirements and utilization decisions of disaster relief materials, organize the compilation of the reserve plan, varieties directory, and standards of relief materials, cooperate with the Commerce Commission of Jing'an District, Shanghai (the Food and Strategic Reserves Administration of Jing'an District, Shanghai) in determining the annual procurement plan, and issue orders to use the materials as needed.
(2) Responsibilities of the Commerce Commission of Jing'an District, Shanghai (the Food and Strategic Reserves Administration of Jing'an District, Shanghai): take charge of the emergency supplies management, and the collection and storage of relief materials, rotation, and daily management according to the reserve plan, varieties directory, and standards of relief materials, as well as the annual procurement plan; allocate the materials following the procedures under the guidance of the orders for using the materials issued by the Emergency Management Bureau of Jing'an District, Shanghai.
3. The assignment of responsibilities for emergency response while cooperating with the General Office of People's Government of Jing'an District, Shanghai, and Jing'an Branch of Shanghai Public Security Bureau:
(1) Responsibilities of the Emergency Management Bureau of Jing'an District, Shanghai: take charge of the establishment and planning of the emergency system, the management of the emergency plan, and the coordination and allocation of emergency supplies; in accordance with the emergency information about natural disasters and safety production provided by the Emergency Linkage Center of Jing'an District, Shanghai, study and judge the development conditions of emergencies from a comprehensive perspective, and conduct a unified coordination and command of relevant professional emergency response teams to join the emergency rescue.
(2) Responsibilities of the General Office of People's Government of Jing'an District, Shanghai: fulfill the duties of the coordinative contact in public emergencies and of functioning as the general duty office of the district government.
(3) Responsibility of the Jing'an Branch of Shanghai Public Security Bureau: take charge of the operation management of the Emergency Linkage Center of Jing'an District, Shanghai. Responsibilities of the Emergency Linkage Center of Jing'an District, Shanghai: accept the reports of all emergencies in the whole district, and take charge of the emergency linkage to cope with emergencies as the functional organization and command platform for the emergency linkage settlement; take charge of the instruction of the emergency linkage work of the whole district.
Organization:
1. General Office
Take charge of the daily operation of the organ, develop the organ management system and supervise the execution; undertake the secretarial work, information, security, confidential documents, secrecy, government transparency, important manuscripts drafting, conferences, staffing, financial assets, petition letters, archives, and other work.
2. Emergency Response Section
Undertake the comprehensive work related to emergency rescue and command. Develop the hierarchic response system for accidents and natural disasters, and conduct a unified release of the early warning and disaster information. Coordinate and command all specialized emergency response teams to connect with relevant departments to engage in the emergency rescue. Undertake the daily contacts with such departments as the General Deputy Office of Jing'an District People's Government, the Emergency Linkage Center of Jing'an District, Shanghai, and the Jing'an District Urban Operation Integrated Management Center. Take charge of the overall planning of the construction of the emergency plan system, undertake the compilation of the Overall Emergency Plan of Jing'an District, Shanghai, and be responsible for the connection and coordination of emergency plans of all kinds. Undertake and coordinate the organization, implementation, guidance, and supervision of emergency plan drills. Enhance the building of emergency rescue teams based on the overall planning. Organize the compilation and implementation of the plan on establishing the emergency system. Take charge of the statistics and analysis of emergency management. Undertake the daily work of the Emergency Management Committee for Public Emergencies of Jing'an District.
3. Legal Publicity and Education Section
Take charge of the education and training of officials in the emergency management system. Instruct the education and training of emergency rescue teams. Undertake the review, administrative reconsideration and lawsuits related to legal affairs. Undertake the work of emergency management concerning news communication, public opinion response, and cultural construction. Carry out public knowledge popularization, public relations, and social mobilization. Undertake the construction of science and technology and information technology for emergency management, make a plan for the information transmission channels, complete the mechanisms for obtaining and sharing information and resources of natural disasters, develop relevant plans of science and technology, and organize the implementation.
4. Comprehensive Management Section for Natural Disasters
Take charge of the comprehensive management of natural disasters. Take charge of the construction and daily operation of national comprehensive demonstration communities of disaster alleviation. Coordinate and instruct related work of the prevention and control of natural disasters, and undertake the disaster condition inspection, loss assessment, and donation for disaster relief. Develop plans for the reserve and demand of emergency supplies, organize and coordinate the reserve, allocation, and emergency distribution of important emergency supplies, and undertake the management, distribution, and supervision of the use of funds and goods for disaster relief. Undertake and organize the formulation of special plans for natural disasters of Jing'an District. Undertake the on-site handling, coordination, and support of the command of emergency rescue of emergencies concerning natural disasters in Jing'an District. Organize and carry out surveying and assessment of emergencies concerning natural disasters. Organize the formulation and implementation of comprehensive disaster prevention and alleviation plans.
5. Law Enforcement Supervision Section for Safety Production
Undertake the basic work and law enforcement of safety production in industrial, mining, and commercial industries, supervise and inspect the implementation of laws, regulations, and standards of safety production by producers and operators in relevant industries. Take charge of the comprehensive work related to the law enforcement of safety production, and instruct the compilation of law enforcement plans, the building of law enforcement teams, and the standardization of law enforcement. Guide and supervise the standard safety production of relevant industries and the construction of the safety prevention and control system. Undertake the comprehensive supervision and management of the safety of hazardous chemicals, and supervise and inspect the implementation of laws, regulations, and standards of safety production of producers and operators in relevant industries according to law. Undertake and organize the formulation of special plans for safety production of Jing'an District. Undertake the on-site handling, coordination, and support of the command of emergency rescue of emergencies concerning safety production in Jing'an District. Undertake the inspection and handling of safety production accidents according to law, and carry out accident investigation and punishments for malpractices.
6. Comprehensive Coordination Section for Safety Production
Undertake the specific work of comprehensive supervision and management of safety production, guide, coordinate, and monitor the supervision and management of safety production in industries and fields with special departments in charge of safety production in accordance with laws and regulations. Organize and coordinate safety production examinations, and work related to special inspections and rectifications. Organize the implementation of inspections and examinations of safety production. Organize the compilation and implementation of safety production plans. Undertake the daily work of the Office of the Safety Production Commission.
