I. Overview

In October 2015, the State Council approved the merger of Zhabei District and Jing’an District into the new Jing’an District. With a permanent population of 940,500 and an area of around 37 square kilometers, Jing’an District has jurisdiction over 13 sub-districts, one town and 267 neighborhood (village) committees. Named after the ancient Jing’an Temple in the region, “Jing’an” is located in downtown Shanghai and adjacent to the city’s six districts. With a long history, good environment, developed business, innovative vitality, and convenient transportation and communication, Jing’an serves as a major window for the rest of the world to know Shanghai.

(I) Development Goals

While bearing in mind the long-term goals for 2035, the district, during the 14th Five-year Plan period, will speed up the construction of the global services bearing zone, innovation and entrepreneurship vigor zone, modern governance benchmarking area, core area of the international cultural metropolis, and good life experience area. The year 2025 will see enhanced city level and core competitiveness, improved comprehensive development services, greater comprehensive strength, more efficient urban governance, more brilliant cultural charm, and better life of the masses. By then, the “International Jing’an and Excellent Urban Area” will take the lead in achieving high-quality services, high-quality development, efficient governance, high-taste culture, high-quality life, and high-level participation, presenting itself as an excellent modern international urban area.

Improved comprehensive development services. The Global Service Provider Program will be fully implemented, with the agglomeration of various high-end resources speeding up; the regional economy deeply integrated into the global service network; additional regional headquarters and other headquarters of multinational companies reaching 60; the effect of "gathering in Jing'an, operating in Shanghai, serving the whole country, and connecting the world" expand continuously; a new pattern of all-round opening up with the features of Jing'an in place; the core competitiveness of urban areas, investment attraction, radiation influence and functional carrying capacity significantly enhanced; and global service organizations reaching 80 in number. By then, it will become an important node for Shanghai to promote the major domestic circulation and connect the domestic and international circulations.

– Greater comprehensive strength. The district will rank among the top central urban areas in total revenue of the general public budget, at an annual growth rate of three to five percent, with its GDP growth rate aligning with that of the whole city. The innovation system will be improved with new breakthroughs made in the optimization and upgrading of the industrial structure, and the upgrading of the industrial base and modernization of the industrial chain will be significantly improved. Further, notable progress will be made in the construction of Jing'an International Innovation Corridor, with expanding new industries, new forms of business and new models that adapt to the "five centers" and "four functions" of Shanghai and conform to the district’s positioning; digital urban construction basically taking shape; emerging industries such as world-class big data and life and health gathering to produce scale effect; and a high-quality, efficient, dynamic, and more sustainable high-end modern service industry basically put in place.

– More efficient urban governance. "Government Online-Offline Shanghai” and “Unified Online-Offline Governance” will enter efficient operation, with urban area governance getting more scientific, refined and intelligent; urban renewal, spatial layout and ecological environment making new progress; reduction rate of energy consumption and carbon dioxide emissions per unit of added value meeting the targets set by the city to rank forefront in appearance and environment and public satisfaction of the city, and enhance security and resilience significantly. Furthermore, the strengthened and innovative social governance with Jing'an characteristics, greater grass-roots and community vitality, and the basically-completed dynamic environment featuring joint contribution, joint governance and shared benefits will make the district one of the most orderly, safest and cleanest urban areas in Shanghai.

– More brilliant cultural charm. The red culture, Shanghai culture and Jiangnan culture will be better developed, protected and utilized, with public cultural service system and distribution of cultural and sports facilities improved, cultural and creative industries continuing to grow, international multicultural cooperation widened, Jing'an characteristic cultural brand exerting greater clout, residents and the urban area becoming more civilized, and cultural soft power and international influence further enhanced.

– A better life of the masses. The social security system will be further improved, with the digital, diversified, high-quality and personalized public services becoming more easily accessible; the provision of elderly care services getting more adequate, balanced and diversified; all renovation of buildings below old neighborhood of grade II completed; comprehensive and individual development ensured for students; and life expectancy higher than the city average. All this will turn Jing'an into a more charming, warm, high-quality and beautiful urban area appealing to everyone.

(II) History

1. Brief Historical Summary

Jing’an District is named after the historical Jing’an Temple in the region. The part of today’s Jing’an to the north of Wusong River (ancient watercourse) once was governed by Kunshan County until 1217, the tenth year of the Jiading Era in the Southern Song Dynasty, and later by Jiading County and Baoshan County. And the part to the south of Wusong River was governed by Huating County until 1291, the 28th year of the Zhiyuan Era in the Yuan Dynasty, and by Shanghai County later and throughout the Ming and Qing dynasties. Qiujiang River once was the boundary river between Shanghai County and Baoshan County, but in the early years of the Republic of China, it was filled up for road construction. In 1863, the second year of the Tongzhi Era in the Qing Dynasty, the central and southern part of today’s Jing’an District was used as an American concession and later was merged into the Shanghai International Settlement. In 1899, the 25th year of the Guangxu reign, the southern part of today’s Jing’an was largely merged into the western area of the Shanghai International Settlement. In 1900, the 26th year of the Guangxu reign, to resist the expansion of concession, gentry-merchants in Zhabei established Zhabei Engineering Administration and opened commercial ports. In 1914, the French concession expanded with the merger of the regions south of Changbang Road (Middle Yan’an Road) and Xujiahui Road (Huashan Road). At that time, the southern part of today’s Jing’an belonged to the French concession, while Shanghai International Settlement and the northern part were mainly Chinese-controlled. In July 1927, the Shanghai Special Municipal Government took over 17 cities and townships which one year later were all renamed as districts, including the former Zhabei City. In the 1930s, the Empire of Japan launched two major operations against Shanghai (the Shanghai War of 1932 and the Battle of Shanghai in 1937) which almost ruined Zhabei District, then a well-known shanty town of the city. In 1937, during the fall of Shanghai, the Japanese puppet regime transferred the management of the Zhabei District to the Administration Department of Zhabei and then to the Administrative Office of North Shanghai. Before the outbreak of the Pacific War, Shanghai International Settlement became an “isolated island”. By the victory over Japan in 1945, the regions of today’s Jing’an were partly and respectively affiliated to the 10th, the 11th, the 12th, the 14th, the 15th, 22nd and 24th District. In 1947, the 14th District was renamed as Zhabei District and the 15th District as Beizhan District. On May 30, 1949, the Shanghai Municipal Military Control Commission took over Jing’an District and later renamed it as Jing’an Temple District. On June 28, 1950, the name of Jing’an District was put into use again. In the early years of the People’s Republic of China, the regions of today’s Jing’an fell under the respective jurisdiction of the districts of Jing’an, Xincheng, Jiangning, Zhabei and Beizhan. In 1956, the municipal government of Shanghai made changes to administrative divisions, merging Beizhan District into Zhabei District, and repealing Jing’an District and splitting it into two parts; the part east of Fumin Road and Changde Road was merged into Xincheng and the west part into Changning. In January 1960, the administrative divisions were adjusted again with the repeal of Xincheng and Jiangning, and the new establishment of Jing’an District which consisted of the region of Xincheng west of North Chengdu Road, the whole Jiangning, and the region of Changning east of Zhenning Road. In November 2015, the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government issued the Reply of the State Council on the Regional Adjustment of Administrative Divisions of Shanghai City, a document on the merger of Jing’an and Zhabei. In March 2016, the merger was completed, marking the consolidation of the new Jing’an District.

Over the years, Jing'an District has always integrated the construction of a civilized district into all aspects of its work including economic development, social management and livelihood services, always taken the construction of a civilized district as an important approach to upgrading the degree of urban civilization and the civilization quality of citizens, and always practiced a people-oriented concept throughout the process of building a civilized district. We strive to improve the civilization degree of the district and the civilization quality of the citizens, and build a virtuous, refined, harmonious and livable district to people's satisfaction, thus providing strong ideological guarantee, powerful spiritual strength, rich moral nourishment and excellent cultural conditions for Jing'an to create "a new benchmark for central urban districts and a new highlight of Shanghai's development". Through the unremitting efforts of the whole district, Jing'an has been awarded the honorable title of "National Civilized Urban Area" for six consecutive years. In 2023, Jing'an District will try to pass the seventh "National Civilized Urban Area" selection with continued enthusiasm and more active, steadfast, earnest and responsible actions.

2. Introduction to Sub-districts and Towns

The jurisdiction of Jing’an District includes 13 sub-districts and one town, namely Jing’an Temple Sub-district, Caojiadu Sub-district, Jiangning Road Sub-district, Shimen Road Number Two Sub-district, West Nanjing Road Sub-district, West Tianmu Road Sub-district, Beizhan Sub-district, Baoshan Road Sub-district, West Zhijiang Road Sub-district, Gonghexin Road Sub-district, Daning Road Sub-district, Pengpu Xincun Sub-district, Linfen Road Sub-district, and Pengpu Town. There are 267 residential (village) committees in total in the district (266 residential committees and 1 village committee).

(1) Jing’an Temple Sub-district

Located southwest of Jing’an District, Jing’an Temple District stretches from Fumin Road and Changde Road in the east to Zhenning Road in the west, and from Changle Road in the south to Wanhangdu Road and Xinzha Road in the north. The total area is 1.57 square kilometers. With dense buildings, convenient transportation and talents clusters, the sub-district is famous across the municipality. There are many historical and cultural sites in the region, including the ancient Jing’an Temple and the Paramount which is dubbed the “first ballroom in the Far East.” Historical figures once lived here such as Cai Yuanpei, Eileen Chang and Zhou Xinfang. And today’s demographics reveal a high education level and residential popularity with intellectuals, celebrities, and returned overseas Chinese and their relatives. In terms of public facilities of healthcare, culture and education, there are Huashan Hospital, Huadong Hospital, Shanghai Opera House, Shanghai Federation of Literary and Art Circles, Shanghai Theatre Academy, Shixi Middle School and so on. Jing’an Temple Sub-district has been awarded many national or municipal honorary titles, including national civilized unit, national most beautiful volunteer service community, national harmonious community construction demonstration district, national community-education demonstration district, national advanced cultural community, national advanced sports community, national model unit for overseas Chinese affairs, Shanghai civilized community, people's satisfied civil servant collective of Shanghai, patriotic and military support model sub-district of Shanghai and Shanghai national unity and progress model collective.

(2) Caojiadu Sub-district

Located in the southwest of Jing'an District, Caojiadu Sub-district stretches from Jiaozhou Road in the east to Changning Road and Jiangsu Road in the west, and from West Wuding Road and Xinzha Road in the south to Changshou Road and Anyuan Road in the north. Caojiadu adjoins Changshou Road Sub-district in Putuo District, Huayang Road Sub-district and Jiangsu Road Sub-district in Changning District, and Jing'an Temple Sub-district and Jiangning Road Sub-district, covering an area of 1.49 square kilometers. The sub-district is also known as the "Little Shanghai in the West" due to its geological importance.

As a vital residential base in the downtown, Caojiadu gathers many commercial and service outlets in western Shanghai, becoming a community gathering old Shanghai people, new Shanghai people, and foreigners. Caojiadu boasts a profound cultural background, from the brand of "Old Shanghai" represented by Shanghai Animation Film Studio and Shanghai Philharmonic Orchestra to the trend of "new fashion" represented by the cultural and creative industry street of Yanping Road and Wanhangdu Road. The organic integration and harmonious coexistence of the old culture and new culture showcase the unique charm of the sub-district. Caojiadu has also shown distinctive characteristics of being "suitable for living, working, shopping, studying and health maintenance" in the following aspects: As a liveable sub-district, it has 93 residential quarters, covering more than 200 commercial outlets such as Wuding Wet Market, Lianhua Supermarket, pharmacies, housekeeping services, dry cleaning shops, and beauty salons, providing convenient services at the doorstep; In terms of education resources, it has a number of high-quality schools, including the Affiliated Primary School of Shanghai No. 1 Normal School, Shanghai Shixi Middle School, Qiyi High School, and Shanghai Jing'an District College. Some also have distinctive education features, such as the "game education" of Nanxi Kindergarten, the "happy education" of the Affiliated Primary School of Shanghai No. 1 Normal School, and the "Peking Opera education" of Wanhangdu Road Primary School, which exert influence on the education of Shanghai and even the whole country. As a good example of old-aged caring, although the sub-district has a high population aging rate, it has built four nursing homes such as Hengyu Elder Care Caojiadu, and seven nursing stations with more than 1,000 beds, featuring embedded pensions. Thus, the relatively abundant elderly care resources provide the elderly in Caojiadu with a happier life; In terms of disease treatment, it has set up five hospitals and six community health service stations, which are convenient for residents to see a doctor nearby; In terms of economic development, it has 19 modern business buildings and seven parks such as Yueda 889 Center and Smart Plaza, gathering outstanding enterprises in various fields such as commerce and trade, finance, and cultural and creative industry. White-collar workers are drawn to the area and achieve win-win development with the community.

Over the years, Caojiadu has already become an award-winning sub-district with a long list of national honors in community education, public reading, mass sports and learning families, as well as municipal honors in civilization, learning community, food safety, public security, healthy community, senior care, and classification of municipal solid waste. In 2022, the sub-district, as the first pilot in Jing'an District, was successively selected as a national pilot area of one-quarter urban convenient living circles and one of Shanghai's first pilot areas for the construction of "one-quarter convenient living circle" demonstration communities.

(3) Jiangning Road Sub-district

Nestling in the middle of Jing’an District and being the seat of the People’s Government of Jing’an District, Jiangning Road Sub-district, covering an area of 1.84 square kilometers, stretches from Taixing Road and West Suzhou Road in the east to Jiaozhou Road and Changde Road in the west, and from Xinzha Road and West Beijing Road in the south to Anyuan Road in the north. The district is home to one municipal cultural relics protection unit, five district-level cultural relics protection units such as the site of the CPC Central Secretariat and Ohel Rachel Synagogue, and 31 district level cultural relics protection sites such as the former residence of Nie Er.

The sub-district is well equipped with social facilities. Education College Affiliated School, Qiyi High School, Children’s Hospital of Shanghai, and Municipal Eye Disease Prevention and Treatment Center are all based here, as well as Jing’an District center hospital, library, sports center. Adjacent to Putuo District, Anyuan Road is close to the Jade Buddha Temple, serving as an important passage in Buddhism tourism.

The district has won a long list of national honors in disaster reduction and community education, and municipal honors in civilization, primary party organization, food safety, public security, and garbage sorting. In 2016, it was awarded the "Grassroots Legislative Contact Point" of the Standing Committee of Shanghai Municipal People’s Congress, the only district-level point of the first batch of ten legislative contact points.

(4) Shimen Road Number Two Sub-district

Shimen Road Number Two Sub-district stretches from North Chengdu Road in the east to Jiangning Road, Wuding Road and Taixing Road in the west, and from the bustling West Nanjing Road in the south to South Suzhou Road in the north. Covering an area of 1.07 square kilometers, it has 11 residential blocks, with a registered population of about 34,000 and an actual population of 29,000. In terms of geographic position, its south part is the high-end commercial agglomeration zone on both sides of Nanjing West Road, and its north part is the cultural leisure and entrepreneurial agglomeration zone on both sides of Suzhou River, situating in the Suzhou River Bay area.

The sub-district enjoys convenient transportation and business prosperity with a high density of brand shops and cultural resources. It is the seat of some municipal authorities, tourist attractions, and large groups, such as Shanghai Political Consultative Conference, Shanghai Natural History Museum, Shanghai Children's Library, Meiqi Grand Theater, Shanghai Pingtan Troupe, Shanghai Xian Dai Architectural Design (Group) Co., Ltd., Shanghai Oriental Notary Office, and Guotai Junan Securities. It is also a place of many foreign affairs agencies, such as the Visa Center of US Consulate General in Shanghai, Consulates General of the US, Brazil and Nepal in Shanghai. Many cultural figures now live in the sub-district, such as Tu Bahai, a famous composer, Deng Weizhi, a sociologist, Ren Rongrong, a translator of children's literature, Wang Qiu, a pianist, and Luo Wenlian, a Quyi performer.

As a part of the traditional urban area, the sub-district is also a place of many revolutionary historical monuments and historical buildings and sites. The particularly famous ones among those sites include the exhibition hall of the site of Secretariat of China Labor Association, the Former Site Memorial of the CPC Central Military Commission, the site of the CPC Songpu Special Committee, exhibition hall of the site of Yuanli Pawnshop, St. Theresa Catholic Church, and the Jewish Club. In the wake of accelerated reconstruction, Shimen Road Number Two Sub-district has seen many new constructions in recent years such as Jing’an Sculpture Park, Butterfly Bay, and the District Children's Library. Those cultural and service facilities provide citizens with a large space for recreation and exercise.

In recent years, the sub-district, thanks to its efforts to carry out the Party's policies and implement the work requirements of the city and district, has scored remarkable achievements and won a long list of national honors in national unity, ideological and cultural work, voluntary service, demonstration smart and healthy pension, harmonious community, model township (district) trade union, March eighth red flag collective, "Home for the Disabled" issued by the Disabled Persons' Work Committee of the State Council, and municipal honors in civilization, public security, judicial administration, May Day labor medal, reform of trade unions in non-public enterprises, chamber of commerce, intelligent community, healthy town (sub-district), ethnic unity and progress, domestic waste classification, advanced organization by Shanghai Federation of Returned Overseas Chinese, and child-friendly community.

(5) West Nanjing Road Sub-district

West Nanjing Road Sub-district is located in the center of Shanghai. It is so named because West Nanjing Road runs across its territory from east to west. The subdistrict, located in the southern part of Jing'an District, covers an area of 1.62 square kilometers. It is enclosed by South Shaanxi Road and North Chengdu Road on the east, Fumin Road and Changde Road on the west, Changle Road and Middle Yan'an Road on the south, and West Beijing Road and West Nanjing Road on the north. The subdistrict has 26 major roads of different sizes; the city's trunk road Yan'an Elevated Road spans over the subdistrict from south to west; metro lines 2, 7, 12 and 13 have set up stations in the subdistrict; a total of 16 metro entrances/exits are distributed across the subdistrict. So the subdistrict is a "prime lot" in the real sense.

 The sub-district has many features. First, it is the seat of many commercial buildings, such as Hang Lung Plaza, CITIC Pacific, Kerry Center, Bar Constellation. Among the total 48 commercial buildings, 39 are the district-level key tax contributors. The sub-district is also home to Shanghai United Media Group, Shanghai Media Group, SAIC Motor, Shanghai International Group, KPMG, Daikin (China), Wyeth, Pfizer, and other large state-owned enterprises and well-known foreign enterprises. Second, it is the seat of many protected buildings. Within the sub-district, there are many historical buildings of European classical style, Spanish style, Chinese traditional style and other styles, such as Mahle Villa, Jing'an Villa, Zhang Garden, and Siming Village. Among them, two are national key cultural relic protection units, 11 Shanghai cultural relic protection units, and 57 Jing'an District cultural relic protection sites. Third, it is home to many celebrities and the seat of many well-known cultural institutions including the Shanghai Writers Association. More than 20 famous cultural personages, such as composer Lu Qiming, performing artist Cao Lei live here.

In recent years, West Nanjing Road Sub-district has always conscientiously implemented the Party's policies and the city's and the district's work requirements, achieving remarkable results. It has been selected as "National Civilized Unit" (for three consecutive sessions), "Shanghai Civilized Community" (for 13 consecutive sessions), "Shanghai Safe Community" (for nine consecutive years), '''Four 'One Hundred' Most Beautiful Volunteer Service Community" of National "Learn from Lei Feng" Volunteer Service Campaign, "Best Innovative Case of Shanghai Urban Grassroots Party Building", a municipal demonstration platform of "Shanghai Municipal NPC Deputies' 'Home-Station-Site' Liaison Network", an Excellent Unit of Shanghai for Investigation of Basic Situations of Overseas Chinese, and a Demonstration Site of Shanghai for Child-Friendly Communities.

(6) West Tianmu Road Sub-district

In the south central of New Jing'an, adjunct to Suzhou River, and coverings an area of 1.94 square kilometers, the sub-district is separated into two parts by an east-west railway. It has 12 residential quarters, 28 residential communities, and 54 buildings,. As an important bearing area of the "Suzhou River World-class Waterfront Business Activity Area", the sub-district aims to grow into a “quality Tianmu” featuring "a model of Suzhou River, an ideal destination for business, a window for civilization, and a common home", to make it a more beautiful and warmer sub-district.

(7) Beizhan Sub-district

Beizhan Sub-district is located within the Suhewan Waterfront Business Belt area – one of the belts in the “One Axis and Three Belts” strategic layout of Jing’an District. The sub-district borders North Henan Road and Luofu Road in the east, North-South Elevated Road and West Tianmu Road Sub-district in the west, the Suzhou River in the south, and West Zhijiang Road Sub-district and Baoshan Road Sub-district in the north with a railway as the boundary. The total area is 1.99 square kilometers (including waters). Situated within the core area of the Suhewan region, the Beizhan Sub-district enjoys convenient transport. And local business landmarks include Suhe Centre for China Resources Land, MixC World, Jing’an Joy City and Qipu Road Clothing Wholesale Market. With a long history and profound accumulation, the Beizhan region is a place of many historical sites such as the site of Shanghai General Chamber of Commerce, the former residence of Wu Changshuo, the site of the International Mixed Court, and the Memorial Hall of the Central Authorities after the Third National Congress of the CPC. In the 1920s and the 1930s, the region of today’s Beizhan Sub-district was even dubbed the Shanghai version of the “Along the River During the Qingming Festival” painting. The Sihang Warehouse War Memorial Hall and Jinyuan Memorial Plaza have been opened to the public since 2015 and have become popular bases of patriotic education in the sub-district. As a civilized community in Shanghai, Beizhan Sub-district now has six municipal-level civilized residential blocks and six district-level ones in the sub-district.

(8) Baoshan Road Sub-district

Located in the middle of Jing’an District, Baoshan Road Sub-district borders East Baoxing Road and Hongkou District in the east, stretches to North Xizang Road in the west and the Shanghai Metro Line 3 in the south, and is adjacent to North Zhongshan Road in the north. Covering an area of 1.62 square kilometers, it has 18 neighborhood committees and a permanent resident population of 55,000. As a major residential base within the inner ring road, it has 73 residential quarters, including eight municipal civilized residential quarters and nine district-level civilized residential quarters. Baoshan Road Sub-district enjoys significant geographical advantages, neighboring Suzhou Creek in the south, Daning in the north, and the core area of the Suzhou Creek Economic Development Belt in Jing'an District. Within the sub-district, there are rich resources of education and health care, including 14 kindergartens and primary and middle schools, and four medical institutions including the Shanghai Municipal Hospital of Traditional Chinese Medicine. Here stands "Shanghai Glasses Museum", the city's only community-sponsored industry-themed museum, which has been listed as the "Shanghai Popular Science Education Base", and seen many characteristic commercial streets such as the Qingyun Road glasses street. Dubbed the “Red Baoshan,” the sub-district enjoys profound revolutionary culture and is home to 26 revolutionary sites including Huzhou Provincial Guild, the Commercial Press, and Sanzengli. It has been granted the honors such as the National Comprehensive Disaster Reduction Demonstration Community, the National Science Popularization Day Excellent Activity, and the National Female Model Post.

(9) West Zhijiang Road Sub-district.

In the middle and south of Jing’an District, West Zhijiang Road Sub-district borders Baoshan Road Sub-district with North Xizang Road in the east, West Tianmu Road Sub-district with Datong Road and Pushan Road in the west, and Gonghexin Road Sub-district with North Zhongshan Road in the north, and stretches to railways in the south. Covering a total area is 1.64 square kilometers, it has 18 residential blocks, with a registered population of 48,806 and a real population of 70,102 as of December 2022. Formerly known as Fenghuo Sub-district, it was renamed as a current name in 1987. In November 1996, the sub-district expanded after the merger with the former Qiujiang Road Sub-district. It is a traditional urban area that is evolving, developing and progressing. The sub-district has been ceaselessly promoting the planning and construction for urban micro-renewal, with a 15-minute community life circle at its core. Business landmarks include the Mayflower Life Plaza in West Zhijiang Road. The “one-stop” shopping experience has enlivened the commercial atmosphere across the sub-district. Based here are schools including Shibei Senior high School Affiliated to Shanghai University, Shanghai Yangbo Middle School and Jing'an North Zhongshan Road Primary School and Middle Zhijiang Road Kindergarten, as well as sports and cultural sites like Locomotive Stadium and Jing’an National Fitness Center (under construction). Also, it has established a neighborhood center, service center for the elderly, care home for the elderly, environmental exhibition center, and other facilities in the service of the people. In recent years, it has won a series of municipal honors in household waste sorting, no illegal building, and counter strike, and other honors including National Advanced Unit for Promoting Transparent and Democratic Management of Factory Affairs, "Shanghai May Day Labor Award" and the Top Town residential quarter has been awarded the "National Demonstration Community of Democracy and Rule of Law". Liu Genbiao's Cooking Techniques Workshop subordinate to Shanghai Shenyan Catering Co., Ltd. in the subdistrict was awarded "Shanghai Craftsman's Innovative Workshop 2022".

(10) Gonghexin Road Sub-district

Gonghexin Road District stretches from North Zhongshan Road in the south, borders Hongkou District with West Baoxing Road and North Baoxing Road in the east, and Putuo District with Hutai Road in the west, and reaches Yanchang Road and Laohutai Road in the north. Going through from south to north, Gonghexin Road separates the sub-district into two parts. The sub-district covers a total area of about 2.72 square kilometers.

Guided by the Party building brand of "Tongxinyuan", the sub-district insists on giving priority to ensuring and improving people's livelihood. Specifically, it takes the opportunity of building "Beautiful Home and Beautiful City" to continuously improve the quality of life, and focuses on the renovation of old houses and the installation of elevators to enhance people's well-being. By building the "15-minute happiness circle", "happy elderly life circle" and "public cultural circle", it is committed to providing all-round, all-weather, and all-age public services for residents. Attaching great importance to supporting enterprises, the sub-district pulls various resources and strengths from all sides, improves service efficiency, precisely meets the needs of enterprises, and creates an optimized, convenient, high-quality, efficient, and beautiful sharing development environment for enterprises. In addition, the sub-district features the commerce and culture of tea. It has continuously pushed the promotion of tea culture by means of traditional culture publicity and professional science popularization, thus forming an influential brand of tea culture.

It has won national honors in smart and healthy pension and comprehensive disaster reduction, and municipal honors in civilization, public security, metrological work, patriotism and supporting the army, and food safety. And it is also honored as the hometown of traditional folk arts in Shanghai.

(11) Daning Road Sub-district

Founded in 1985, Daning Road Sub-district is located in the north-central part of Jing'an District, covering an area of 6.24 square kilometers. It stretches from North Baoxing Road and Yuexiu Road in the east to Pushan Road and Wanrong Road in the west, borders Yanchang Road and Laohutai Road in the south and Zoumatang River and Beijiao Railway Station in the north. The sub-district has jurisdiction over 24 neighborhood committees and 51 residential quarters, with an actual population of 97,700. With superior geographical location, the sub-district is located in the "Golden Cross" area of the middle ring of Wenshui Road and the north-south viaduct. The north of Wenshui Road is the seat of the science and technology innovation center area where Shibei Hi-tech (Group) is located, while in its southwest, there is a cultural and creative industry cluster area around Shanghai University and an e-sports enterprise cluster area on Lingshi Road. The sub-district stretches from north to south in a long and narrow shape with convenient transportation, covering three stations of Metro Line 1 (Wenshui Road Station, Shanghai Circus World Station, and Yanchang Road Station). It also has diversified and rich resources of joint development, including Daning Life Hub, Jiuguang Department Store Daning Branch, and other municipal commercial resources, Shanghai Circus World, Hai Shang Culture Centre, New Jing'an Sports Center, and other cultural and sports resources, Shanghai University, Fenghua Junior Middle School (Group), Shanghai Daning International Elementary School (Group) and Daning International Kindergarten and other quality education resources, the Shanghai Tenth People’s Hospital, the Affiliated Stomatology Hospital of Tongji University and Jing'an District Traditional Chinese Medicine Hospital and other medical resources. It is a new community integrating residence, commerce, culture, and entertainment with complete supporting facilities. The sub-district is continuously advancing the whole-population service and all-facet management. It strives to provide comprehensive services for residents, enterprises, and public institutions within the district, and create a livable and business-friendly quality demonstration area. The sub-district has built itself into a safe community in Shanghai, a child-friendly demonstration community in Shanghai, a Double Support Model Sub-district in Shanghai and a National Smart and Healthy Elderly Care Demonstration Sub-district, and won the honors of the Shanghai May Day Labor Award and the Shanghai Advanced Collective for Narcotics Control.

(12) Pengpu Xincun Sub-district

Northwest of Jing’an District, Pengpu Xincun Sub-district stretches from Lingnan Road in the east to Dongjiaojing River in the west, and from Middle Linchang Road and Zoumatang River in the south to Gongkang Road and a corridor of high voltage electricity in the north. Bordering Baoshan District in the north and west, the sub-district covers an area of 3.81 square kilometers. Named after the mother river Pengyuepu River, the sub-district is a super-size residential zone mainly inhabited by the wage-earning class. The construction of the sub-district was started in the 1950s and generally completed in the 1990s, and the 1970s and the 1980s saw a period of great development. The sub-district has 33 residential areas and 67 communities, including 21 municipal civilized communities and 24 district-level civilized communities, coupled with Party-mass service center, social security comprehensive governance work center, city operation comprehensive management center, community affairs acceptance service center, and centers for community cultural activities, economic development service, and volunteer services, and three centers for comprehensive senior care. Also, it is the seat of 29 educational institutions, five nursing homes, two hospitals and one community health service center, 12 medical stations, five vegetable markets and counseling points, and five community canteens.

(13) Linfen Road Sub-district

Established in 1988 at the junction of Jing'an, Hongkou and Baoshan, the sub-district covers an area of 2.12 square kilometers, with a permanent population of nearly 80,000 and 20 residential areas.

The sub-district struggle towards its aspirations and missions reflects how the Party, by relying on the masses, mobilizing the masses, organizing the masses, and serving the masses in urban sub-districts, leads the masses to jointly create a better life since the reform and opening up. Over the more than 30 years, under the leadership of the Party, the sub-district has become a banner of the Party's building in the streets and communities, a representative of the model of grassroots governance in Shanghai, and a sample of the good life of urban residents. Xi Jinping, Jiang Zemin, Hu Jintao and other Party and state leaders made inspection visits to the sub-district. It has been awarded nearly 50 national honors, including "National Advanced Grassroots Party Organization" from the Organization Department of the CPC Central Committee, "National Advanced Model of Ideological and Political Work" and "National Civil Servant Collective Satisfied by the People" from the Publicity Department of the CPC Central Committee.

(14) Pengpu Town

North of Jing’an District, Pengpu Town stretches from Wanrong Road in the east to Hutai Road in the west, and from Laohutai Road in the south to Changzhong Road in the north, covering an area of 7.88 square kilometers. Over the history of development, Pengpu has set four precedents: one of the first towns in China with an output value of RMB 100 million, the first place in Shanghai to implement the early retirement system for farmers and to realize a 100% hukou transition of rural residents to urban residents, and one of the first batch of the country’s “folk art hometowns.” Pengpu boasts a profound accumulation of folk cultures, especially in photography. For five years in a row, Pengpu has been titled a “hometown of folk culture (photography)” in China by the Ministry of Culture. Rich in cultural resources, the town is the seat of Daning Lingshi Park which is the largest park in the urban regions west of the Huangpu River, the centuries-old Baohua Temple, and 19 educational institutions including Shanghai Xinzhong Senior High School. In recent years, the town has made coordinated social and economic progress with active market players. And a cluster of national parks has been established including Shanghai Multimedia Valley and Pengpu Industrial Park of the National Public Inspection and Testing Service Platform Demonstration Area. The town has been awarded many honorary titles for its exemplary role in community civilization and security, as well as fostering a learning atmosphere among residents and bolstering civilian support for the army and the government. Currently, there are 21 municipal-level civilized residential blocks and 36 district-level ones in the sub-district.

II. Economic Development

1. Economic Output

In 2022, the gross regional domestic product of Jing’an totaled RMB 262.797 billion; the general income of public budgets was RMB 27.942 billion, up 0.3% from a year earlier; fixed asset investment reached RMB 35.368 billion, with a year-on-year growth of 2.5%; tax revenues totaled RMB 79.168 billion, including RMB 76.946 billion from the tertiary industry which accounted for 97.2% of the total tax revenues and was dominated by modern services.

2. Industrial Characteristics

Jing’an is the seat of West Nanjing Road and Shibei Hi-tech Park, which respectively is one of the most prosperous central business districts in Shanghai and a successful case of transition among downtown areas in the city. Like West Nanjing Road and Suhewan, Daning is also a municipal business zone, together with district-level commercial center of Caojiadu . In terms of economy, there are complete industrial chains, obvious south-north differentiation, diverse forms of business, and a whole range of industries. The service economy, headquarters economy, the commercial real estate economy and the export-oriented economy are all in full swing. Jing’an is a hotspot of high-end commercial real estate including Plaza 66, Park Place, Kerry Center, Wheelock Square, Westgate Mall, CITIC Square, Joy City and One Museum Place. In 2022, commercial real estate accounted for 76.6% of the district’s total tax revenues; in particular, 82 buildings each paid taxes more than RMB 100 million per year and 10 buildings each paid taxes more than RMB 100 million monthly on average. Jing’an has attracted 112 multinationals that have based regional headquarters in Jing’an. In 2022, businesses involving foreign interest contributed taxes of RMB 44.78 billion which accounted for 56.6% of the district’s total tax revenues.

3. Modern Service Industry

Gathering of trade service brands

There are many trade service brands in Jing’an. West Nanjing Road is economically influential over its neighboring streets including the famous leisure and entertainment street at Wujiang Road which was awarded “China Characteristic Business Street” in 2012. With a cluster of time-honored or self-owned brands, North Shaanxi Road was titled “China Time-honored Brand, Shanghai No. 1 Street” in 2009 by the Time-honored Brand Committee of China General Chamber of Commerce. Plaza 66, Kerry Center, Westgate Mall, CITIC Square, Jiuguang Department Store and Réel Department Store have become representative architectures of high-end commerce. In 2022, the trade service industry contributed taxes of RMB 28.001 billion.

Upgraded professional service industry

The professional service industry is of great importance for Jing’an to integrate with Shanghai’s strategic positioning as a city of “five centers” and the establishing of the "Shanghai service" brand. Under open and efficient market circumstances, Jing’an has aggregated a considerable number of domestic and international enterprises professional in legal services, accounting audit, business consulting, investment management, human resources, and testing and certification. So far, many remarkable industrial parks have been established such as Shanghai Human Resources Service Industry Park and the country’s first National Public Inspection and Testing Service Platform Demonstration Area. Jing'an gives full play to the resource integration role of Shanghai Professional Service Alliance to continuously advance the "Global Service Provider Program". In 2022, the professional service industry contributed taxes of RMB 11.582 billion million.

Accelerated agglomeration of financial services

Jing’an is home to scores of securities companies and divisions such as Guotai Junan Securities and Everbright Securities, as well as SAIC Finance, Ping An Asset Management Co. Ltd., and other financial enterprises. To optimize the financial industry and explore the development of new finance, Jing’an has introduced a batch of innovative financial institutions like Christie’s, Haitong-Fortis, OCBC Capital, and Citadel Overseas Investment (one of the first QDLP enterprises in Shanghai). Companies like SAIC Finance and Shanghai Electric Group Finance also have contributed to the integrative development of the industry. In 2022, the financial service industry contributed taxes of RMB 13.436 billion.

Improved influence of cultural and creative industries

As a highland of the city’s cultural and creative industries featuring in the post-production of film and television, the International Film and Television Industry Park at the Rim of Shanghai University is set to become a hotspot and a drive of the cultural prosperity and development of the city. With Changping Road as the main axis, the belt area of the cultural and creative industries in Jing’an has demonstrated a preliminary cluster effect in the consumption, R&D, exhibition and launch of domestic and international fashion brands. Focusing on Shanghai Media and Entertainment Group and Shanghai United Media Group, the culture and media street at Weihai Road constantly attracts the settlement of multinational media and advertising companies. With Nanjing Road and Huashan Road as the central axis, the Modern Drama Valley has become a famous cluster area of modern drama in the country. In 2022, cultural and creative industries contributed taxes of RMB 3.773 billion.

Growth of the data intelligence industry

Relying on policies and carriers including Shanghai’s cloud computing industry base, big data industry base, national digital media base, and homemade basic software base, Jing’an has aggregated a batch of leading enterprises and facilitated the cluster development of big data, cloud computing and urban rail transit signal industries. Jing'an has actively promoted the construction of the Shanghai Shibei Blockchain Ecological Valley, and the "Shibei Digital Intelligence Ecological Park" is listed among the first characteristic demonstration areas for digital transformation. 2022 has seen a tax revenue of RMB 2.993 billion in the data intelligence industry.

Rapid development of the life and health industry

Jing'an has established a leading group for advancing the development of the life and health industry in Jing'an District and issued the "Implementation Opinions of Jing'an District on Advancing the Development of the Life and Health Industry". Besides, Jing'an has pushed forward to form leading enterprise clusters in biomedicine, medical devices, and other industries, actively developed emerging business formats of smart health, and promoted the construction of innovation platforms in the field of biomedicine. AstraZeneca Global R&D China Center is now put into operation. 2022 has seen a tax revenue of RMB 4.104 billion in the life and health industry.

III. Social Undertaking

1. Quality Education

There are now 167 public educational institutions in Jing'an District, including 47 middle schools (nine-year education schools included), 42 primary schools, 58 kindergartens and 20 other institutions (one spare-time university, one higher vocational school, two secondary vocational schools, three special education schools, one college of education, two out-of-school education units and 10 others). At present, there are seven experimental demonstration high schools, one characteristic general high school of Shanghai, and 12 demonstration kindergartens of Shanghai. As for the stage of compulsory education, there is one education school district, 13 education groups and eight new high-quality project schools of Shanghai. The total number of faculty and staff has been over 10,000, and the total number of students in school was near 100,000. Brands such as successful education, teahouse education, happy education, creative education, exploration of low-structure activities, game education and community education enjoy high popularity throughout the country. With nine "First Prize for National Teaching Achievements in Basic Education", two Contributors for Shanghai Education, 51 senior teachers in primary and secondary schools and 10 models of teaching and education in Shanghai (including nomination prizes), Jing'an District has won the honorary titles of "National Advanced Early Childhood Education District", "National Advanced Double-base Education District", "National Advanced Special Education District", "National Community Education Demonstration District", "National Activity Course Teaching Experimental District", "National Information Technology Education Experimental District", and “National Demonstration District for Promotion and Application of Excellent Teaching Achievements in Basic Education”. Jing'an District's education will form a new pattern of first-class quality education featuring agglomeration of education brands, balanced education quality and excellent education ecology. The goal is to build a high-level education modernization pilot zone exclusive to the times and Jing'an District and a district with influential excellence education, create high-quality education and realize high-level education modernization.

2. Scientific and Technological Innovation

Jing'an District has made solid progress in scientific and technological innovation. By centering on the objectives and tasks of the CPC Jing'an District Committee and Jing'an District People's Government during the "14th Five-Year Plan" period, Jing'an has implemented the decisions and deployment of Shanghai to build itself into a "five centers" and a socialist modern international metropolis with a world influence. With a focus on "big technology", "big innovation" and "big integration", it has deepened the full coverage and comprehensive penetration of scientific and technological fields to gradually improve the development, thus strengthening the innovation, supporting and leading capabilities of industrial technologies, and making breakthroughs in scientific and technological empowerment, efficiency-driven and integrated development. Thus, it strives to comprehensively implement various key tasks of digital transformation, make solid efforts in upgrading the innovation level of technology-based enterprises, and steadily advance the healthy development of regional scientific and technological innovation.

3. Cultural Service

In public cultural service, Jing'an District, with an aim to take the lead in basically building a modern public cultural service system and continuously advance the construction of "beauty in Jing'an" public cultural circle, has constantly consolidated achievements regarding demonstration projects of the national public cultural service system and demonstration district of Shanghai’s public cultural service system, optimized the urban landscape of cultural facilities, and innovated the public cultural service mechanism. Jing'an District will form a "Jing'an Model" for high-quality modern public cultural services. We have almost completed "15-minute public cultural circles". On the one hand, Jing’an District has focused on improving the construction of the “three-tier public cultural service network” consisting of one district culture center, 14 sub-district (town) community culture centers and over 267 activity rooms of neighborhood (village) committees (including 42 grey gravity points). On the other hand, it has constantly strengthened the supply of public cultural service, perfected government purchasing service mechanisms and public culture distribution mechanisms. It is the first in the city to apply the "blockchain +" technology, issuing the "Jing'an Culture Public Welfare Delivery" mini program. Thanks to the "ten hundred million" cultural distribution project, it has aggregated various cultural resources that are more extensive, more diverse, of higher quality, including professional institutions, social organizations, cultural celebrities, cultural volunteer services, and various public spaces. A shared, linked, co-built and co-owned mode of distribution has been built to further integrate public spaces and high-quality cultural resources, along with a two-way platform of cultural distribution with full coverage and penetration, to be a service carrier for providing the citizens with more quality public cultural services, and get through the “last mile” of public cultural service.

It is the winner of the title “National Advanced Area of Cultural Relics” in 2001 and “National Advanced Cultural Area” in 2009. In 2013, North Shaanxi Road in Jing’an District was honored as “China’s Famous Historical and Cultural Street”. In 2015 and 2018, Jing’an District Office Against Pornography and Illegal Publications was awarded as “National Advanced Group Against Pornography and Illegal Publications”. In 2016, Jing’an District was successfully listed in the second batch of demonstration districts of Shanghai’s public cultural service system. “Citizens’ Theater” and “Digital Distribution and Interaction Service System of Public Culture” (Intelligence Culture Service Platform) were included in the second batch of demonstration projects of Shanghai’s public cultural service system. In 2018, Shanghai Jing'an modern drama Gu Rong was awarded the title "Top Ten Cultural Brand Activities in Shanghai", with "JZ Spring" jazz festival nominated as one of the "Top Ten Brand Activities of Shanghai Culture". In 2019, Jing'an "Wisdom" cultural service platform was included in the third batch of excellent demonstration projects of the national public cultural service system. It was awarded as “National Advanced Group Against Pornography and Illegal Publications”. In 2020, the jazz festival was awarded as one of the "Top Ten Cultural Activities in Shanghai". In 2020, it was awarded as an excellent case at national cultural relics administrative punishment cases evaluation. It has successfully been declared as a "national culture and tourism consumption pilot city". In 2021, the "'Empower National Unity with Culture as the Bridge'— Jing'an District's Cultural Aid to Xinjiang" activity was awarded "Best Volunteer Service Project" in the selection of typical cases about "Learn from Lei Feng" volunteer service in the field of culture and tourism in 2021. In 2022, Jing'an District was awarded a meritorious collective for investigating and treating major copyright infringement cases in 2021.

4. Sports

Jing’an District has adhered to the working concepts that “sports is people’s livelihood, spirit, culture, and service”, boosted the construction of the “15-minute sports education circle” which is citizen-friendly, convenient and favorable for people, constantly improving conditions and environment in sports and fitness of citizens. So far, Jing’an District has well-established public sports facilities, consisting of 671 community fitness sites, 68 fitness centers of neighboring committees, 8 sub-district fitness centers, 41 fitness stations, three shared citizen gyms, 1 shared fitness station, 15 public playgrounds, 36 fitness trails, 50 fitness rooms in office buildings, 78 schools opening their sports field to the public, Jing’an Sports & Fitness Center (under construction), Jing’an Gymnasium, Jing’an Nationwide Fitness Center, Jing’an Tennis Stadium and Jing’an Workers Stadium.

The "Internet + Sports" service platform has been built, consisting of "Jing'an sports integrated service platform", "You order and I deliver" public sports service, and "shared citizen court", providing public sports service upon request of citizens, such as delivering information about sports ground, fitness guidance, sports equipment, sports events, and fitness tests. Within the district, more than 1,045 sports instructors and over 2,100 fitness teams are active in sub-districts, communities and office buildings.

Adhering to the principle of “Everybody Participants in Sports and Competitions”, Jing’an District organizes various online and offline mass sports events, including “Strive for Excellence, Enjoy the Competition” International Jing'an Urban Elite Challenge, Square Sports Week Competition, community sports meeting, “Jing’an Competition” (Shanghai Fencing Challenge), Shanghai (Jing’an) Go Tournament, and National Karate Elite Competition. Jing’an District annually undertakes high-standard international and domestic sports events, including FIE Fencing Grand Prix Shanghai, Head of the Shanghai River Regatta, Shanghai Marathon, Shanghai Jing'an Queen's Half Marathon, China Weiqi League A (Jing'an) and national championships to expand its sports influence increasingly. Jing’an District provides youth training about over 40 sports, like volleyball, football, fencing, swimming, gymnastics, badminton, martial arts. Now, there are 4,431 registered teenager athletes within the district. At present, 25 sports courses have been offered in 94 primary and secondary schools.

5. Medical Service

Jing’an District now has 409 medical and health organizations, including 41 hospitals (11 Class III hospitals, 10 Class II hospitals and 20 other hospitals), 15 community health service centers and 70 community health service stations. By relying on famous grade A tertiary hospitals like Jing’an District Centre Hospital of Shanghai, Huadong Hospital, Shanghai Tenth People’s Hospital, Shanghai First Maternity and Infant Hospital, and Shanghai Municipal Hospital of Traditional Chinese Medicine within it, Jing’an District keeps improving the medical treatment partnership system to make residents enjoy faster and more convenient professional medical treatment service. Jing’an District will build Jing’an District Centre Hospital of Shanghai, Jing’an District Zhabei Centre Hospital and Shibei Hospital into regional medical treatment centers in southern, middle and northern parts of New Jing’an District, respectively, for providing residents with superior medical treatment about commonly-seen and frequently-occurring diseases. Furthermore, Jing’an District will continue to boost the comprehensive reform of community health care, promote family physician mode and provide health care management service for contracted residents. With respect to the high degree of aging, Jing’an District will increase the allocation of deficient medical resources such as recovery and nursing for the aged, work on the elderly care system and the rehabilitation medical service system, strengthen the service mode of combination of medical care and elderly care and enhance the health serviceability for elderly care.

6. Characteristic Tourism

As for tourism, Jing’an District will highlight the integration of trade, culture, sports, travel, shopping, entertainment and focus on enhancing cultural soft power of the urban area so as to build Jing’an into a new benchmark of the central urban area and new development highlight in Shanghai. Highlighting “water resources, culture, green development and talents”, Jing’an District will create an international Jing’an and a promised land, characterized by “more abundant cultural tourism resources, more superior hardware facilities, stronger business and consumption capabilities and higher-quality convenient service”, to attract tourists from all over the world. As of December 2022, Jing’an District had 17 star hotels (including one platinum five-star hotel, three five-star hotels, 10 four-star hotels, two three-star hotels and 1 two-star hotel). It also had 261 travel agencies, including 50 agencies engaging in outbound travel, one AAAAA scenic area (Memorial Hall of the Second Meeting Site of the Communist Party of China), and two AAA scenic areas (Shanghai Sihang Warehouse Battle Memorial and Daning Lingshi Park).

Jing’an Temple: Located at No. 1686, West Nanjing Road, it is a famous ancient temple. Since Yuan and Ming Dynasties, it has been a place of interest in Shanghai and formed the cultural status integrating Buddhism and folk customs. Jing’an Temple has three major buildings, namely Mahavira Hall, Hall of Heavenly Kings and Hall of the Three Saints. Built in the style before the Ming Dynasty, it is magnificent and grand. In the past, Jing’an Temple had “eight attractions”, i.e. the “Stone of the Three Kingdoms”, the “Junipers of the Chen Dynasty” planted during the Northern and Southern Dynasties, the “Shrimp Pond” originally built by the great monk Zhiyan Yixing, the “Discourse Stand” built by Zhong Yi during the Southern Song Dynasty, the “Bubbling Spring” in boiling well, the “Green Cloud Cave” – abbot's quarter built by Shou Ning, the “Reed Ferry – ancient ferry of Wusong River and “Wusong River Fortress” which was used for defending against pirates during the Eastern Jin Dynasty. In addition, famous pictures of Zhu Da, a famous painter of the Ming Dynasty as well as authentic cursive masterpiece “Song of the Lute Player” by Wen Zhengming, a famous painter and calligrapher of the Ming Dynasty, are stored in Jing’an Temple.

Site Memorial of the Second National Congress of CPC: Located at No.30, Lane 7, Old North Chengdu Road, it covers a floor area of 2,282 m2, consisting of lobby, basic exhibition hall, learning hall of course of Party constitution, special exhibition hall, exhibition hall of the old site of the Second CPC National Congress, and exhibition hall of the former site of Shanghai Civilian Girl’s School. The exhibition, solemn and grand, skillful and exquisite in style, presents to the world a "Memorial Hall in Shikumen" with both regional characteristics and cultural connotation, reappearing the extraordinary years of the Communist Party of China in early period after its founding. In recent years, the memorial hall has successfully rolled characteristic brands, such as “Menu Service”, “experience tour of Shanghai Citizen Female College” and “serial exhibition”, constantly broadening the fields and areas influenced by Party history publicity and education.

Located at No.7, Lane 120, North Maoming Road (formerly 318 Jiaxiuli, Moulmein Road), Mao Zedong's former residence in Shanghai is a Shikumen building designed with a courtyard, a guest reception room, a front tower, and wing rooms. In January 1924, Mao Zedong attended the first National Congress of the Kuomintang in Guangzhou and was elected as an alternate executive member of the Central Committee of the Kuomintang. He came to Shanghai in mid-February. In June of the same year, he moved here with his wife Yang Kaihui, his children Anying and Anqing and his mother-in-law. At that time, the front wing room on the first floor was the bedroom and study of Mao Zedong and Yang Kaihui; the back wing room was the bedroom of Yang's mother; and the guest reception room was where the family had meals and met visitors. Mao Zedong visited Shanghai many times in his lifetime, and Jiaxiuli was where he stayed for the longest time in Shanghai. Jiaxiuli was founded in 1915, and identified as a Shanghai Municipal Cultural Relics Protection Unit in 1977. It was officially opened to the public on December 26, 1999. In 2017, the main building was restored by using traditional construction techniques and materials. Outdoor parts like alleyways, door heads, pediments, bricky lines, plinths and panes and indoor details were repaired just as they used to be.

Shanghai Sihang Warehouse Battle Memorial: Located at No.1, Guangfu Road, i.e., in the west of the former site of the previous Sihang Warehouse, it covers a floor area of 3,800 m2, with the first and second floors being permanent exhibition halls and the third floor being a temporary exhibition hall. The memorial is characterized by the well-known “Sihang Warehouse Battle” and divided into four parts, “engaging in fierce battle in Shanghai”, “defending Sihang”, “fighting alone” and “immortal milestone”. In terms of display design, apart from regular layout and real objects, it also employs display methods like fight scenes, sand table models, miniature landscape boxes, paintings, sculptures, interactive games and films, which have brought visitors brand-new experience and feeling. The memorial highlights three features, “site, battle and commemoration”. As a professional venue integrating social education, display, publicity, academic research and collection & storage, the memorial reveals the overall positioning of “a new base for patriotism education, a new platform for cross-strait exchanges and new inheritance of Suhe River culture”.

Daning Lingshi Park: Located at No.288, West Guangzhong Road, it starts from Gonghexin Road in the east and stretches to Hutai Road in the west and to Daning Road in the south and near Lingshi Road and West Guangzhong Road in the north. With an area of 680,000 m2, it is the largest park in western Shanghai. Pengyuepu River, a tributary of Huangpu River, runs through the park and divides the park into three parts, namely east area, west area and central area. The three areas are of different natural landforms and landscapes. The east area, themed by water, features lake embankment, landscapes and aquatic-terrestrial wetland. Within the area, there is an artificial lake covering an area of 70,000 m2 and an artificial beach with an area of over 3,000 m2. In the central area, there is a unique landscape in Shanghai – the bog garden. The west area is characterized by forest and European-style attractions. The park has three entrances, i.e., East Entrance in the northeast, Mountain Entrance (also called West Entrance) in the northwest and Water Entrance in the south by west. At East Entrance and West Entrance, there are large open squares, good choices for citizens to have a rest and gather together.

Jing’an Sculpture Park: Located in the east of Jing’an District, Shanghai, the park stretches to North Chengdu Road in the east, West Beijing Road in the south, Shimen No.2 Road in the west and Shanhaiguan Road in the north. It covers an area of around 65,000 m2 and enjoys convenient transportation including metro line 2 and line 13. As an open city park, Jing’an Sculpture Park consists of six landscape areas: 1) Entrance square; 2) Mobile exhibition gallery; 3) Central square; 4) Michelia alba landscape area; 5) Plum Garden and 6) Small landscapes. As the mainline of the park, the mobile exhibition gallery connects all theme landscape areas. Various creative sculptures are placed in relevant landscape areas in a relatively concentrated and organized way to form distinctive spaces for citizens’ leisure and recreation and art edification, becoming a model combining park and greenbelt and cultural facilities in the central urban area of Shanghai.

IV. Urban Construction

1. Urban Area Planning

Upholding the goal of building Shanghai into an outstanding international city with "five centers" and a socialist modern international metropolis with a world influence, Jing'an will fully implement the new development philosophy, give full play to the advantages and characteristics of Jing'an, and promote the "four brands".

With the development vision of “International Jing’an: An Outstanding Urban Area”, the urban function will focus on enhancing the urban level, highlighting the humanistic charm, upgrading the urban quality, improving the spatial environment, and promoting the construction of a global service-bearing area, innovation & entrepreneurship dynamic area, an international cultural metropolis core area, and a good life practice area, thus comprehensively enhancing the attractiveness, creativity, and competitiveness of “International Jing’an”, and building a modern international urban area with “outstanding service, brilliant culture and excellent governance”. Besides, a new strategic advantage of “more accessible international links, stronger cultural atmosphere, and better quality urban environment” will be developed, which will make Jing’an a landmark of the city in terms of “service function improvement, industrial innovation and development, cultural charm, intelligent urban governance, and quality life creation”, and a model urban area of the socialist modern international metropolis with a world influence.

With its urban land use benchmarking against the international first-class and China's highest land use performance, Jing'an sticks to the principle of "advocating yield per mu, benefits, energy consumption, and environmental protection" to continuously improve the land use structure, broaden the path of revitalizing the used industrial land, and vigorously improve the economic carrying capacity and output level of the land, thus achieving more intensive, efficient, and sustainable high-quality land use. Supported by the overall planning of "One Axis, Three Belts", Jing'an gives full play to the linkage function of "One Axis" and the characteristic support function of "Three Belts", and has built the "One Axis, Three Belts" area into an area with the highest industrial level, the most concentrated elements, the most dynamic innovation, and the highest management level in Jing'an.

2. Environmental Protection

To fully implement principles from the 20th CPC National Congress and Xi Jinping's thought on eco-civilization, Jing'an has further promoted the environmental governance of air, water, soil, and solid waste, continuously consolidated the achievements in the tough battle against pollution, and unremittingly improved the quality of the ecological environment, thus advancing the green and high-quality development of the whole district. Various tasks of the 14th Five-Year Plan for Ecological and Environmental Protection and the 8th Three-Year Action Plan for Environmental Protection of Jing'an District have seen steady progress. Pollution mitigation and carbon reduction actions made good effects; eco-environmental risks were effectively prevented and defused; and environmental safety was effectively guaranteed. In 2022, the ecological environment quality in the whole district remained basically stable. The air quality has reached the standard, with 87.6% of the excellent rate of ambient air quality index (AQI) and 25 μg/m3 of the average concentration of PM2.5. The water environment quality has seen continuous improvement, with 100% of the proportion of six Class II to Class III sections in the Shanghai water environment quality evaluation. Other environmental conditions are going well, among which soil pollution has been continuously improved, with 100% of the safe utilization rate of polluted lots, regional environmental noise remains stable, and radiation environmental quality has become good, thus ensuring stable and controllable environmental safety risks. Now, in order to create a new situation of building a beautiful Jing'an and harmonious coexistence between man and nature, Jing'an is making a quick move to construct an ecological civilization and environmental protection system well-matched with the excellent modern international urban area. Besides, it has focused on key areas to deeply fight the battle against pollution, promoted the construction of a "zero waste city" in an orderly manner, practiced the philosophy of green and low-carbon development, and strived to secure high-quality economic and social development and high-level protection of the ecological environment.

3. Traffic Environment

Jing’an District boasts superior location and convenient traffic extending in all directions, with the traffic network consisting of railway, viaduct, metro and bus. It enjoys a laudatory title of “North Gate on Land”. The Shanghai Railway Station is an important part of the Shanghai railway hub. In addition to railway hubs, there are also four long-distance bus stations including SH LDT Central Bus Station and Hutai Road Long-Distance Bus Station and several metro lines including Metro Line 1, Line 2, Line 3, Line 4, Line 7, Line 8, Line 12, Line 13 and Line 14 passing through this district, with 28 stations. In addition, there are viaducts such as Yan'an Road Viaduct, North-South Viaduct, Inner Ring Viaduct and Middle Ring Viaduct and traffic hubs like Jing'an Temple Station and Middle Ring Gonghexin Road Transport Hub, providing convenience for air travel and transfer.

4. Reconstruction of Old Area

Jing’an has set old area reconstruction as an important initiative to boost urban renewal and improve people’s housing and living conditions, strictly implemented the policy regarding old area construction, adhered to the principles of “transparency, justice and fair” and actively promoted housing expropriation. Since the 13th Five-year Plan period, over 27,000 households benefited from it.

Guided by the strategy of “One Axis and Three Belts”, we will work hard to improve the living quality of residents in old areas. During the 14th Five-Year Plan period (2016-2020), we will continue to renovate old buildings in scattered areas and make greater efforts to improve people's lives.

5. Urban Appearance Management

Jing’an District has good urban appearance, classical and exquisite landscapes and lights. Its good urban appearance and excellent quality make it top the city in public satisfaction.

Since 2011 when Shanghai launched a new round of domestic waste sorting, Jing’an District has finished sorting and collecting of domestic waste of 789 residential communities, covering 400,000 households, and completed the waste collecting of 159 schools, 37 food markets, 10 parks, 70 government departments, 32 hospitals and 125 restaurants and shopping malls. While advancing the sorting of domestic waste, kitchen waste, food market waste, greening waste and decoration waste, it has built 1,024 service points (including 812 fixed points and 212 mobile points), 18 transfer stations and one distribution center, all featuring the “two network convergence” (convergence of urban sanitation system and renewable resource system), ensuring the reduction, harmless and resource-based disposal of all kinds of garbage.

In 2019, Jing'an District was rated as a garbage classification demonstration area in Shanghai, and all 14 subdistrict and towns under its jurisdiction were awarded garbage classification demonstration sub-district or town in Shanghai.

6. Landscaping

To build an ecological environment that is "green, colorful, precious, profitable", Jing’an District has made vigorous efforts to develop public green land, perfect green space layout at various levels and improve ecological environment. Jing’an District is the first area in Shanghai to develop three-dimensional greening, such as roof greening, window sill and balcony greening, greening at road, lane, door, window and verge, tracery wall and flower street to optimize urban landscapes and enhance the green looking ratio. By adhering to scientific greening, Jing’an District has established a plant waste recycling system, promoted ecological control of water in parks, improved green land soil, and promoted the application of garden machines, sponge city construction technology, new bamboo and wood materials, new superior varieties of plants, smart park and other new ideas and technologies. In addition, Jing’an District has boosted the economical use of land resources, tactfully overcome shortcomings of such municipal facilities as pump stations, power stations and waste transfer stations to develop high-quality green land. Jing’an District has also built such brands as Jing'an International Sculpture Project and Tulip Show in Daning Park to promote park culture and activities, striving to create a beautiful urban area of a more superior ecological environment, more beautiful environmental quality, and more detailed public services.

By December 2022, the area of urban green land has totalled 8,299,300 square meters. Within the district, there are 22 parks, including Jing’an Park, Jing’an Sculpture Park, Zhabei Park, Daning Park, Square Park, Xikang Park, Jiaotong Park, Pengpu Park, Lingnan Park and Sanquan Park. The total area of park reached 1,344,100 square meters.

V. People's Livelihood Guarantee

1. Aging Undertakings

Jing’an District has made steady progress in social pension service system and the level of basic public services for the elderly, improving the home-based care service system, and creating the 15-min “life circle of senior citizens”. In 2022, one community canteen for the elderly and two sports centers for the elderly were built; home care services were provided for 33,900 elderly people and home environment renovation was conducted for 1,038 elderly households. The district actively promoted the construction of related elderly care projects, and deepened the combination of medical resources and endowment resources, including transforming 70 nursing beds for people with cognitive impairment.

2. Social Relief

Relative unit of Jing'an District has actively implemented the Opinions on Reforming and Improving the Social Assistance System and the Regulations of Shanghai Municipality on Social Assistance. Following the overall guidance to guarantee people’s basic needs and offer sustainable aid in an emergency, it strictly implements the "9+1" special system and takes a problem-oriented, demand-oriented, and heart-warming approach. It has further improved the management and services of regional social assistance in the practice of accurate rescue, efficient rescue, warm rescue, wisdom rescue to strengthen the safety net for people's wellbeing.

3. Community Construction

Following the principle of “clear responsibilities, unified power and responsibility, coordinated operation, efficiency and compliance”, the district clarifies overlapping functions among departments and reconstructs its institutions. It has set up "six centers" in 14 sub-districts and streets and towns. "Community Affairs Acceptance Center” has basically formed the operation mode of "one-talk acceptance, one-department management, one-window service". "Community Cultural Activity Center" integrates the functions of community education, culture and leisure, health services, sports and fitness to actively explore the mode of socialized operation. “Community Health Service Center” has two main functions: medical treatment and public health (prevention, rehabilitation and health), and is closely connected with secondary and tertiary hospitals in the region professionally. “Community Party and Mass Service Center” focus on serving community Party organizations and Party members. "City Operation Management Center" patrols for all kinds of comprehensive urban management problems within the district, commands and coordinates relevant law enforcement management teams to carry out joint law enforcement and disposal. "Comprehensive Community Security Management Center" investigates and resolves community conflicts and disputes, develops a public security prevention and control system, and performs the functions of comprehensive control of public order.

4. Employment and Entrepreneurship

In 2022, Jing'an District did everything possible to stabilize employment and ensure employment, especially by implementing various subsidy policies to stabilize enterprises and expand employment. A total of RMB 43.09 million of subsidies were granted cumulatively in the year. We established files for every fresh college graduate holding a local household register with job-hunting needs, provided them with personalized service and recommended suitable jobs for them. Over the year, 28,592 new jobs were created, and 746 long-term unemployed youths and 988 entrepreneurs were assisted. The number of registered unemployed people was controlled under the limit set by the municipal government.

5. Work Related to the Disabled

Jing’an District has one district-level demonstrative “sunshine base”, 14 sub-district-level “sunshine houses” and 14 “sunshine bases” and 13 “sunshine love-gardens”, including six demonstrative ones in Shanghai. In addition, it has 14 service centers of assistive devices for the disabled, including four demonstrative ones in Shanghai. Jing’an District has basically realized that all handicapped residents with a certificate have enjoyed rehabilitation service and the handicapped with employability and employment desire have fully got employed, and the life relief, welfare allowances and relevant guarantee policies for the handicapped have been comprehensively implemented.

Jing’an District has been successively awarded the following titles: “National Advanced Area for Serving the Disabled”, “National Demonstration Community for Rehabilitation of the Disabled”, “National Demonstration Community for Serving the Disabled”, “National Advanced Unit of Mass Sports”, “Advanced Unit of Special Association of China Disabled Persons’ Federation” and “Advanced Unit of China Association of the Deaf and Hard of Hearing”, "Home for the Disabled", "Cities and Counties for Barrier-free Construction".

6. Social Organizations

The CPC Jing'an District Committee and Jing'an District People's Government have always attached great importance to the construction and development of social organizations. Therefore, Jing'an has conscientiously implemented the planning of the Central Government and CPC Shanghai Municipal Committee as well as the Shanghai Municipal People's Government on strengthening social construction and innovating social management, established a joint meeting system for the construction and management of social organizations, and adhered to the combination of active guidance of development and strict management in accordance with the law, so as to continuously advance the high-quality development of social organizations. Jing’an District became the pioneer in Shanghai to build the “1+14+X” hub-type management mode of social organization, established the working mechanism of government purchasing public services of social organizations, released the Jing’an-based and Shanghai-oriented incentive mechanism on special funds for developing social organizations, and strengthened the leadership of party building in social organizations. In addition, based on people’s demands and through government purchasing service, project operation and “linkage of community, social organization and social worker”, Jing’an District has focused on transforming the service management mode, motivated vigor of social organizations, developed and cultivated a great number of social organizations.

By the end of 2022, Jing'an saw a total of 1,022 social organizations approved and registered in the district, among which 159 received ratings, including 27 social organizations at 5A level, 37 at 4A level and 87 at 3A level, four at 2A level, and two at 1A level, mainly engaging in social service, education, sports, culture, industrial and business service, scientific research, health and other fields. At present, social organizations have become an important and imperative force to participate in social management and promote social harmony.
